2013 is a very challenging year for Regional Office No. X but we confronted the challenges head on resulting to success. The ever increasing complexity of our programs and the heightened demands from our stakeholders were matched with the DOLE-X staff’s steadfast capacity to absorb and cope with the exigencies of public service and customer satisfaction. The staffs’ abilities to adjust to circumstances, commitment, and perseverance to perform are substantiated with the institutional

support the leadership has extended.

We focused our accomplishments and best practices on five (5) Major Final Outputs of our Office Performance Commitment and Review which are Employment Facilitation and Manpower Development, Employment Relations, Standard Enforcement and Protection, Employment Enhancement, Empowerment and Welfare, as well as Social Partnership Promotion, and Institutional

Support.

For in the midst of limited resources, unbeatable deadlines, hectic schedules, and everything that goes with the attainment of our goals, we have surmounted these encounters and achieved more than what was expected of us. Even our five-month journey towards ISO 9001:2008 has encouraged us to go the extra mile in accomplishing our targets and ended the year with a bang through our ISO

9001:2008 Attestation.

These feat were realized through the efforts of my DOLE-X regional and provincial teams particularly the unwavering support and commitment of our partners and stakeholders, like the LGUs, NGAs, private/business sector, Labor and People’s Organizations. Our convergence made a

difference in the lives of the people of Northern Mindanao.

The Single Entry Approach collaboration with the Regional Coordinating Committee added

meaning to teamwork, and synergy.

I and my staff are always grateful to the Central Leadership for motivating us to exceed our

objectives in the name of public service.

May this Annual Report provide valuable and significant information and encourage sharing of

learnings and experiences.

Hired on the Spot (HOTS) in region 10 reached 29%, surpassing the national target of 15% and comparing with only 8% accomplishment of CY 2012. This could mean that more jobs and skills match in the event of Job Fairs conducted with the functional Skills Registry System and the number of graduates reached for career guidance.

The increase could also be manifested with the 20,987 High School students oriented with LMI, In-demand skills and Courses from the 149 schools and institutions.

In Region 10, HIRED ON THE SPOT (HOTS) reached 29% - 8% higher that what it used to be in 2012.

As of December 2013, 42 SRS computers were released with an additional of nineteen (19) sets of computers to the five (5) provinces of the region distributed on 15 November 2013, to the Local Government Units (LGUs) of Lanao del Norte in Linamon, Bacolod, Kapatagan, and Kauswagan; the LGUs of Western Misamis Oriental in El Salvador City, Naawan, Manticao, and Alubijid; the LGUs of Eastern Misamis Oriental in Sugbongcogon, Claveria, Magsaysay, and Talisayan; the LGUs of Bukindon in Impasug-ong, Cabanglasan, Maramag, Dangcagan, and Kibawe; and the LGUs of Misamis Occidental in Plaridel and Tudela. Priority for the distribution are the LGUs who have institutionalized their PESOs and this will serve as a challenge for those who still has not.

Achieving inclusive growth through decent work calls for the promotion and

protection of the rights of workers. Thus, this Regional Office centers on strengthened compliance of the constitutionally protected rights of workers. The new Labor Law Compliance System (LLCO) that took effect on August. 22, 2013, inculcates a shift to a developmental culture of compliance of Labor Standards. At the same time, this strengthens tripartism and speedy settlement in all labor cases.

Single Entry Approach or SEnA in region 10 has a lowered filing of labor cases endorsed to the National Labor Relations Commission (NLRC from 28% in CY 2012 to only 10% for this year). Likewise, SENA requests for assistance increased to 94% in the same period. Instead of starting out as a labor case, a worker requests for the conduct of conciliation-mediation under the SENA to assist the parties to arrive at a settlement agreement, saving costs for litigation fees. With this initiative of the Department, DOLE-X accomplished 89% from the total Requests for Assistance for the year, with monetary benefits of Php 48,779,737.34, benefiting 1,463 workers and an average of 10 days to settle.

Likewise, with the increased SENA settlement rate, one of our SEADOs, Ms. Ebba Borbon-Acosta received her National Award as 2013 Best SEADO, under the Group 2 Category (for Regional Offices I, V, X, XI, and XII) on December 9, 2013, awarded by the Honorable Secretary Rosalinda Dimapilis-Baldoz at the Ichikawa Hall, Occupational Safety and Health Center, Quezon City.

The Regional Office is motivated to note that the region’s SENA settlement rate continues to increase, basing from the last 2 years’ accomplishment, from 68% in the 1st quarter of 2012 to 89% in 2013.

The Regional Office implemented the Kapatiran WISE-TAV program of the Department, through a number of strong advocacies directly to the big and small brothers companies, which successfully contributed to the 100% accomplishment rate of the region. The advocacies and the strong linkage given by the DOLE-X staff elicited enthusiasm from among the safety practitioners and consultants including the CEOs of the big brothers of the region who are already practicing corporate social responsibility.

Branded as Big Brother, Small Brother Program, Kapatiran WISE-TAV is likened to nurturing siblings with TLC (tender, loving, and care). The Big Brother encourages the 36 small brothers, from 9 companies were enrolled for the year, to voluntarily follow his good feats in safeguarding the rights and welfare of some of its 3,613 workers. These small brothers are hoped to eventually become the next big brothers who will take the turn to look after the conditions of thriving establishments in raising efficiency to everyone’s benefits. This is what DOLE-X envisionS in the near future for a competitive labor force and productive region.

Number of establishments reached increased by 21%, through DOLE-X initiated Family Welfare Program related services/activities which aims to promote the welfare of workers and their families as a key to workplace productivity and improved worker-management relations. With the Camiguin Provincial Field Office strengthened operations, a new Family Welfare Committee was established.

The Department underpins inclusive growth and be a bedrock of sound institutions that promote transparency and accountability. The Regional Office uses quality delivery of service by adopting the system of ISO Standards, reducing time of key frontline services and an improved customer satisfaction.

For CY 2013, the Regional Office has posted all pertinent data in the DOLE-X website on the compliance of RA 9495 or the Anti-Red Tape Act, Compliance on PHIL-GEPS, SALN Compliance and the Transparency Seal, thereby promoting transparency and accountability. In strengthening accountability, the Office has already established the DOLE Quality Management Systems through the ISO 9001:2008; strict implementation in the attendance of RA 9184 for strengthened Bids and Awards Committee; creation of the DOLE-X Internal Audit System and the continuous implementation of the SPeEd Project for speedy disposition of SENA cases through MALSU, as well as the installation of Citizen’s Feedback and Complaints Desk Office; strict implementation on the rules and regulations on the liquidation of cash advance; adopting a community/barangay program, and the strict adherence to the DOLE Code of Conduct and Citizen’s Charter.

Through the Adopt a Community/Barangay Program, the Office collaborated with the Cagayan de Oro River Guides and Vendors Association, a group of marginalized sector in Barangay Mambuaya, Lumbia, Cagayan de Oro City, that includes river fishermen, farmers, river guides, agrarian reform beneficiaries, women, and the youths. The PhP 419,350.00, as DOLE-X’s livelihood assistance, the group has become self-reliant and purpose driven that sells souvenir t-shirts, armbands, wood-made key chains, and miniaturized rafts showcasing the white-water rafting adventure in the City of Cagayan de Oro. Same are is also covered under the Green Our DOLE Program of the Department. Creation of Public Assistance and Complaint Desk Officer (PACDO) in the provincial and regional level and the quarterly monitoring on the status of cases and complaints against DOLE officials and employees paved the strict observance of the rule of law. And, in the observance of democratic governance, Tripartite Efficiency and Integrity Boards have become operationalized, as well as the monthly Management Committee and Regional Coordinating Committee meetings conducted.

In boosting the image of the Office and the Department, advocacies to the public using the quad-media is a tool used to the fore. All 6 Provincial Field Offices submit 2 Press Releases and 1 Good News on a monthly basis. DOLE-X website, as well as its account in the social media has gained responses to the public. The quarterly conduct of Media Forums further strengthened the rapport between the media and DOLE-X, thereby promoting timely publicity of news up to the barangay level.

Accomplishment for Gender And Development in this Regional Office focused on capability building trainings, livelihood assistance, maternity benefit program to some women workers in the sugar industry of Bukidnon, women parents of child laborers in Western Misamis Oriental, persons with disabilities, working youth, home-based workers, and some indigenous people within the region. DOLE-X has released PhP 5,348,655.55 to these assistance for this year to reduce poverty and at the same time augment economic standing in the society.

DOLE-X, through the Western Misamis Oriental Provincial Field Office, implemented “Iswag Kagay-an. Green Our DOLE Program. Tree Growing Activity” on 11 April 2013 at Barangay Mambuaya, Lumbia, Cagayan de Oro City. Lead by then Regional Director, Atty. Johnson G. Cañete, the objective of the program is to maintain and preserve mother nature, especially that Typhoon Sendong that devastated the coastal rivers and about a thousand homes in Cagayan de Oro last December 2011. Each DOLE-X employee planted at least 10 bamboos in a year along the coastal rivers of Brgy. Mambuaya. Together with other stakeholders, the Cagayan de Oro River Guides and Vendors Association will help sustain the program implemented. The Office plans that in the succeeding year, to plant more bamboos, still along the coastal river areas of the adjacent barangays of the city.

This initiative has been replicated to other provinces as well, in coordination with the Local Government Units, SPES beneficiaries, and other stakeholders.

Each GODP activity has been monitored through the scrapbook initiative for the 6 Provincial Field Offices and the Regional Office.

The Office’s seventeen (17) Labor Communications Officers (LCO), hone their skills on writing and photography last 16-17 July 2013 at the Thai Me Up Restaurant, Cagayan de Oro City. During then Regional Director, Atty. Johnson G. Cañete’s leadership which fully supported the importance of enhancing the writing skills of the staff to the fore, especially in increasing the number of stories on DOLE’s good news relayed to the common “tao” workers. Invited Resource Speaker, Mr. Shaun Alejandrae Y. Uy, Editor-in-Chief of the Business Week Mindanao Magazine and The Cagayan de Oro Times, shared some points in effective writing and capturing quality photographs.

Fast-tracked payments of GSIS for retirees

The Department of Labor and Employment, Regional Office No. X (DOLE-X) and the effective partnership with the Government Service Insurance System (GSIS), Cagayan de Oro City, has a fast tracked in record time the payment of the retirement cash pay for retirees. Unique in Region X is this timely payment of said benefit by the Branch Manager herself, an act that is commendable and worthy of emulation. Indeed, frequent follow-ups with the GSIS aren’t required anymore. A retiree can indeed be very happy and thankful for this gratuitous act of the GSIS.

Speakers Bureau Training-Workshop Conducted

Then Regional Director, Atty. Johnson G. Cañete, facilitated a Speakers Bureau Training-Workshop for 2 Saturdays, last July 6 and 20, 2013 at the WODP Training Center of the previous DOLE-X Office in Corrales Avenue to some of the DOLE-X employees. Topics on LHP, CLES, TAV, LEGS, Career Coaching, Kasambahay Law, Trafficking in persons, Sexual Harassment were the choices among the employees to enhance their public speaking skills especially that they are also lecturers/focal persons to the different programs.

The region’s program focal persons from the six (6) Provincial Field Offices were

trained on the updates of the different programs of the Department last 28-29

January 2013 at the De Luxe Hotel, Cagayan de Oro City.

Issues and challenges in the implementation were discussed and solutions

recommended by the focal persons. IMSD and TSSD facilitated the duration of the

activity.

New Office Building In line with Secretary Rosalinda Dimapilis-Baldoz’s directive (Memorandum Order No. MD-42-166, Series of 2013, dated 31 May 2013), requiring all DOLE offices to undergo

physical improvements as part of ISO compliance and productivity, under the leadership of Director Alan M. Macaraya, the Regional Office is now renting-occupying the whole 3-storey Monte Carlo Building, along the Kauswagan National Highway in Cagayan de Oro City. Director Macaraya, as the prime initiator, lead the staff for the transfer on the following:

1. The building has been in operation since the 1970s, and our stint of our occupancy is now forty (40) years. Its structural integrity is now an issue;

2. With the additional number of office vehicles purchased for this year, parking space and traffic congestion are one of the concerns, as well as the safety of the said vehicles;

3. Fire/emergency exits are found hazardous and not usable with its obstruction, particularly in the second floor area;

4. The health of our employees and the sanitation of the office are also in question with the increased number of rodents and some pests visibly present in the premises; and 5. DOLE-X, as safety and health in the

workplace motivators, will be motivated and equipped to work productively. The ground floor is occupied by Western Misamis Oriental Provincial Field Office, the

Employees Compensation Commission, Occupational Safety and Health Center, the Commission on Audit, and the DOLE-X CARES Multipurpose Cooperative. The second floor houses the Office of the Regional and

Assistant Regional Directors, Mediation-Arbitration and Legal Service Unit, and the Internal Management and Services Division. While the Technical Services and Support Division, National Reintegration Center for OFWs,

and the WODP Training Center is located at the third Floor.

The five-month journey towards the certification process beat the DOLE Secretary, Honorable Rosalinda Dimapilis-Baldoz’s directive for ISO Certification during DOLE’s 80th Foundation Anniversary on 8 December 2013. This is also a priority target of DOLE nationwide.

DOLE-X hurdled the preparation of the four (4) Quality Manuals that document the processes and procedures of its eighteen (18) priority programs and some administrative processes, despite the change of management in the middle of the year, transfer of Regional Office building, and the implementation of many other priority deliverables.

For the Regional Office, ISO 9001:2008 Attestation has been signed by AJA Registrars, Inc.’ Vice President/General Manager, Paul B. Bagatsing, thus, proving the completion of the audit and the recommendation made by the audit team. The Regional Office is now awaiting its official certificate from the external auditors

Child Labor Program

Some three hundred sixty (360) parents of child laborers and three hundred (300) former child laborers benefitted from two (2) livelihood projects, from DOLE-X through the

livelihood component of the Child Labor Monitoring System (CLMS) on 15 November 2013. The Market Vendors Association of Valencia, Inc. (MVAVI), the Accredited Co-Partner (ACP) of the ILO Php1,598,000 (BREAD) funds and Php199,000 (CHILD) DOLE-X counterpart under the YES project.

The Children’s Self-Help Integrated Livelihood Development Project (CHILD) and Batang Malaya Bukidnon Rural Enterprise & Development Project (BREAD) aim to increase their income-earning

capacity and their resolve to fight child labor through undertaking alternative livelihood activities based on value chain development. Included in these projects is the establishment of two (2) biofertilizer facilities piloted in Barangays

Dologon and South Poblacion, Maramag, Bukidnon, household level individual organic gardens, 12 communal vegetable gardens, plant nursery for Bamboo and Coco wood production and capacity building activities for the enhancement of the child

laborers and their parents’ skills on food production, linkages, agricultural literacy, micro-enterprises, negotiation, linkages and leadership/management skills.

The implementation of the CHILD and BREAD projects were conceived by ILO and DOLE as support projects under the CLMS to ensure the children will no longer go back into child labor activities and concentrate in their education, as

well as their parents to have alternative income-generating endeavors.

The 111th Labor Day Celebration in DOLE RO 10 kicked off with a regional simultaneous walk-for-a-cause dubbed as “LAKAW TA PARA SA BATA TIBUOK AMIHANANG MINDANAO”. This will be participated by this Office, its Provincial Field Offices and member-agencies in the Regional Coordinating Council (RCC),it also enjoined all participating agencies of government, government-owned and controlled corporation, the organized and unorganized workers, the informal sector workers, Tripartite Industrial Peace Council (TIPC), Career Guidance Network (CGN), Public Employment Service Office (PESO), SPES beneficiaries, Federation of Family Welfare Committees (FFWC), Occupational Safety and Health Network (OSHNET), Local Government Units (LGUs), business sectors, private sectors, schools and universities (public and private) and the media to maximize efforts to raise funds for the identified working children and provide them with their school needs. The event was covered by the GMA Kapuso Network to maximize the campaign against child labor.

A total of 14,275 actual walkers more than the expected target of 10,000 walkers of the region participated for the cause representing 258 from the private companies and establishments, 193 government offices, 86 labor unions, 28 academes and 61 associations from the informal economy.

After the success of the Lakaw Ta activities, the annual Labor Day Program was held in the six (6) provincial offices in the region (Wetern Misamis Oriental, Eastern Misamis Oriental, Bukidnon, Camiguin, Lanao del Norte and Misamis Occidental). Messages from the labor sectors, government were delivered as well as the message of DOLE Secretary Rosalinda Dimapilis-Baldoz articulated by Director Johnson G. Cañete and the provincial heads in their respective provinces.

Some provincial offices in the region had activities for the 111th day Labor Day Celebration. Cagayan de Oro City held their Mega Job Fair at the SM City Mall Upper Carmen, Cagayan

de Oro City. There were 9,427 total registered job applicants, with 8,319 qualified applicants, 8300 of which were interviewed while 824 for further interview. The total applicants referred to TESDA were 218 while 62 were referred for livelihood assistance. We started with a bang and ended with a bang since there were 2,436 Hired on the Spot (HOTS) a 29% rate of the total qualified applicants.

Cagayan de Oro also distributed school bags with school supplies and food stuff to

the child laborer beneficiaries was led by Director Cañete himself together with our partners in the different barangays in Cagayan de Oro. The sponsors for this event were: GMA Kapuso Network, Del Monte Philippines, Inc., Nestle Phillippines, Inc., Gaisano, Asia Pro Cooperative, Oroport, Ororama, OSH Net, Synex Concentrix, and Land Bank of the Philippines.

While Ozamis City satellite office had Hataw/Zumba with the participants of the

Lakaw Ta. Bloodletting was also organized in partnership with the Philippine National Red Cross. There were 22 blood donors for the said activity.

In Bukidnon, awarding and ceremonial turnover of six (6) approved livelihood projects to three (3) accredited co-partners (ACP) and 11 workers organization in the formal and informal sector amounting to P 1.4 M to finace livelihood undertakings (rice trading, Tilapia production, sugar cane production, integrated livelihood projects, curtain

making, hog raising and slaughtering, and beauty care project for women beneficiaries.

Bukidnon also conducted their free medical, dental and ‘tuli operation” program a joint venture of the provincial filed office of Bukidnon and the following organizations like Sugar Industry Foundation, Inc (SIFI), First Bukidnon Electric Cooperative (FIBECO), Bukidnon Provincial Hospital, Department of Health, Bethel Baptist Hospital, Valencia Sanitarium, Provincial Governmetn, Bukidnon Provincial Hospital, BUPHaRCO, Provincial

Health Office, Mountain View College, Congressman Boy “Doc” Flores, Ms. Fe Torres, Del mOnte Philippines, Inc., Rebisco Inc., BUGEMCO and the City of Malaybalay. These free services benefitted 497 for the medical, 72 for dental services and 62 children for the “tuli” operation all from Barangay 9 of Malaybalay City.
