The BeginningRegional Planning Division wasestablished on 1st January, 2003with the main intention toimplement the new functionprovided under sub-section 6A ofthe Town and Country PlanningAct 1976, Act 172 which is toestablish a Regional PlanningCommittee for a regionconsisting of an area situated 2or more states.

Other than that, the main taskand functions of this committeeis to prepare a comprehensiveRegional Plan to guide andmanage the development of aregion as stated in Sub-Section6A(5b),Act 172.

Regional Planning Division wasinitially known as special projectunit. It was located at the headoffice before the establishmentas the Regional PlanningDivision. In 2003, when thedivision was set up it wasrelocated at Level 22, WismaTun Sambanthan, Kuala Lumpur.

The initial projects undertakenincluded:

i. Federal AdministrativeCentre Development Plan (PPP)Rambungan, Sarawak.

ii. Urban Design Guidelines(PPP) Rambungan Sarawak.

iii. Impact Study of proposedMonorail Development atCyberjaya.

Starting February 2006 the work of the divisionis more towards research and consultations withfederal agencies, state and local governmenttowards the establishment of the RegionalPlanning Committee (RPC). Consultation withthe state authorities concerned has been donebefore the proposal for the establishment isapproved by National Physical Planning Council.The output is the Regional Planning Committeeconcept paper proposal for the National MainConurbations namely KL Conurbation, GeorgeTown Conurbation and Kuantan Conurbation.

This division also provides input to the severalministries for:

i. Planning of Federal Territory, including KualaLumpur, Putrajaya, Cyberjaya and the FederalTerritory of Labuan.

ii. Regional development corridors of Northand East Region in the 9th Malaysia Plan.

3 studies have been done for RegionalDevelopmentFramework,namely:

Pulau Langkawi

DevelopmentFramework,namely:

i. A framework for Growth ManagementCoordination - Kuantan Conurbation.

ii. A framework for Growth ManagementCoordination-Kuala Lumpur Conurbation.

iii. A framework for Growth ManagementCoordination-George Town Conurbation.

Preparation of GIS database for the three (3)studies were conducted by the division. Thedivision at the same time carried out 2 RegionalPlan studies namely:

i. Central Forest Spine I: Master Plan forEcological Linkages

ii. Central Forest Spine II: Master Plan forEcological Linkages

The study of Carrying Capacity andDevelopment Guidelines for the island ofPangkor Island in Perak and Balambangan Islandin Sabah, were carried out and completed.

According to Wikipedia, “AConurbation is an urban areacomprising a number of cities,large towns and larger urbanareas that, through populationgrowth and expansion, havephysically merged to form onecontinuous built up area. It isthus a polycentric form ofagglomeration.”

Generally, conurbation definedas an area of RegionalDevelopment which consistingof two or more states in building

What is a Conurbation ?

The rapid socio-economic development in the city centre of Kuala Lumpur.

The George Town Conurbation, togetherwith the Kuantan Conurbation andKuala Lumpur Conurbation is theNational Growth Conurbation.

The Study area of George TownConurbation covers an area of 4444 km2

which includes the entire State ofPenang, southern Kedah (Kuala Muda,Kulim District and the District ofBandar Baharu, plus part of District ofYan) and northern Perak (Kerian District,Selama District, and District of Larutand Matang). The study area covers 10local authorities.

Kuala Lumpur Conurbationinclude 3 states and 2 federalterritories, and 13 districts that isFederal Territory of KualaLumpur, Federal Territory ofPutrajaya, the whole state ofSelangor except Sabak Bernam.It also include District ofSeremban and Port Dickson inNegeri Sembilan and District ofBentong in Pahang. A total of17 local authorities and 46 citiesand settlements are covered inthis study.

Kuantan Conurbation study areacovers an area of 3.851 km2

which covers part of District ofKuantan and Pekan District inPahang, and Kemaman Districtand the District of Dungun inTerengganu involving 4 LocalAuthorities and 17 majorsettlements.

The central forest spine includesthe forest area within the groupsof forest complexes ofPeninsular Malaysia. The centralforest spine as defined in theNational Physical Plan is thebackbone of PeninsularMalaysia’s environmentallysensitive area network,comprises of four major forestcomplexes which is:

i. Banjaran Titiwangsa—Banjaran Bintang - BanjaranNakawan.

ii.Taman Negara - BanjaranTimur.

iii. South East Pahang, Chini andBera Wetlands.

iv. Endau Rompin Park - KluangWildlife Reserves.

This CFS 1 and CFS 2 -Masterplan for EcologicalCorridor covers the northern andsouthern part of PeninsularMalaysia central forest spinewithin the eight states of Pahang,Johor, Negeri Sembilan,Selangor, Perak, Kedah,Kelantan and Terengganu.

In line with the Cabinet Committee Meeting decision in September1993, the Town and Country PlanningDepartment is responsible for preparing the Development Plan which aims to guide and control thedevelopment towards a more systematic provision of quality facilities andto ensure the naturalenvironment is maintain and preserved to achieve sustainable development. The Development Plans of theislands were prepared in 1997.

Based on the Eight Meeting of the Cabinet Committee on Coordination of Development in Highlands andIslands (JKKTTP) held on October 5, 2006 it was decided that this study is to beextended to the followingislands:

Other than that, it is formed tomake policy and acomprehensive regional plan inorder to develop those regions.Undeniably, the RegionalPlanning Committee isimportant to plan and coordinatethe provision of infrastructuresand facilities to those regions.The important purpose ofRegional Planning Committee isalso to conduct the study thatneeded for regional planning.

In brief, Regional Planning iscrucial in producing the study onthe regions that situated in twoor more states. In the Town andCountry Planning Act 1976 (Act172), Regional PlanningCommittee is necessary to beformed where to implement itsfunction in assisting StatePlanning Committee and localauthorities in the developmentplan for those regions which inaccordance with the Nationalpolicies.

Therefore, Regional PlanningDivision is important in dealingthe conflicts that caused by theregion that situated in two ormore states.

Regional Planning is importantin dealing the issues thatconcerning cross-boundary andalso attempt to solve the conflictof interests in the regions.
