Submission of Bid Proposal
1. The Bidder must submit its Bid Proposal, consisting of the following:
a) Envelope 1 – Technical Proposalb) Envelope 2 – Financial Proposal
2. The Bid Proposal shall include the Bid Security in the form of an irrevocable standby letter of credit of PhP520,000,000.
3. The Bid Proposals must be submitted NOT LATER THAN 12:00NN PST on the Bid Proposals Submission Date.

Opening and Evaluation of Bid Proposal
1. The PBAC will begin the opening proceedings by [2:00 PM] of the Bid Proposals Submission Date.
2. Evaluation of Technical Proposal (1st Envelope) PBAC may request a technical presentation of the Technical
Proposals and/or inquire from any Bidder’s client company to establish the validity of information and/or data.
Evaluation will be in accordance with the following criteria:1. Technical Soundness (preliminary engineering design);2. Operational feasibility
A. Approach of the construction phaseB. Maintenance standards and operational feasibility

3. Evaluation of Financial Proposals (2nd Envelope)
Only those Bidders whose Technical Proposal passed the evaluation criteria shall have their Financial Proposals opened at a time, date and place to be announced by PBAC.
PBAC shall rank the Financial Proposals based on the present value of the milestone payment and the availability payments submitted by the Bidders for 80 quarters.
The PBAC shall declare the lowest present value of payments for 80 quarters as the highest-ranked complying Bidder.
4. PBAC shall conduct a post-qualification review/audit to verify, validate and ascertain all statements made and documents submitted by the highest-ranked Bidder.

Notice of Award, Post-Award Requirements andExecution of BTM Contract
1. DOJ shall issue the Notice of Award to the Bidder with the highest-ranked bid (“Winning Bidder”).
2. The Winning Bidder must submit the Post-Award Requirements within the 20 days from receipt of the Notice of Award.
3. The Project SPC formed by the Winning Bidder shall execute the BTM Contract with DOJ and BuCor.
