1.0 Purpose This document provides a system of instructions to ensure all relevant stakeholders of the Philippine TVET Qualification and Certification System (PTQCS) have a shared understanding of the detailed activities to be undertaken for the accreditation of Competency Assessors at Provincial/District and Regional level.

2.0 Scope The procedure includes the process of accrediting competency assessors commencing with the orientation of the applicant-assessor on the administrative and documentary requirements, acceptance, reports submission and updating the registry.

3.0 Definition of Terms

Accreditation the process of recognizing and / or empowering an entity to perform certain roles and responsibilities on behalf of the TESDA organization

Accredited Competency Assessment Center (ACAC)

an establishment officially authorized by TESDA to manage the assessment activities of candidates for national certification, including the provision of support services.

Accredited Competency Assessor (ACA)

an individual authorized by TESDA to assess competencies of a candidate for national certification

Competency Assessment

the process of collecting evidence and making judgments on whether competency has been achieved

Competency Standard (CS)

defines the knowledge, skills and attitudes/values required for competent performance in the workplace

Moderation a process which involves assessors in discussing and reaching agreement about assessment processes and outcomes in a particular industry or industry sector. This enables assessors to develop a shared understanding of the requirements of specific training packages, including the relevant competency standards and assessment guidelines, the nature of evidence, how evidence is collected and the basis on which assessment decisions are made.

Qualification a defined set or group of units of competency identified by the industry which meets workplace requirements

Registry of Accredited Competency Assessors

refers to a record that contains the documentation of accredited competency assessors by qualification, by region

4.0 Responsibilities Director General Shall ensure the maintenance and review of the documented procedures

National Quality Management and Committee

Shall monitor the effectiveness of the procedures through regular review and reporting on the outcomes by each Regional Quality Management Committee

Executive Director

Shall recommend to the Director General related policies and guidelines

Regional Director and Provincial/ District Director

The delivery of the services is the responsibility of the Provincial Director, in consultation with the Regional Director.Appeal and complaints of clients must be lodged with the TESDA Provincial/District and Regional Offices and may be further elevated to the Office of the Director General for final decision.

6.3 Approval of Accreditation (60 minutes)

6.3.1 Prepares Certificate of Accreditation for approval of the Provincial/ District Director 6.3.1.1 In preparing Certificate of Accreditation, the format

shown in TESDA-SOP-CACO-06-F13 shall be followed6.3.1.2 Accreditation Number to be assigned shall follow the

approved numbering system. The number series shall be chronological regardless of the Qualification

6.3.1.3 Validity of accreditation for Competency Assessors is two (2) years.

6.3.2 Prepares memo for the Provincial/District Director recommending approval of the accreditation

6.4 Issuance of Accreditation Certificate and AOU (15 minutes)

6.4.1 Prepares Affidavit of Undertaking for applicants whose application for accreditation has been approved by the Provincial/District Director

6.4.2 Ensures that the applicant signs the Affidavit of Undertaking and TESDA is provided with a photocopy of the notarized document

6.4.3 Prepares ID Card of the Accredited Competency Assessor (size A6, 5.83” x 4.13”)

6.4.4 Issues Certificate of Accreditation, Affidavit of Undertaking and ID Card to the Accredited Competency Assessor upon payment of accreditation fee to the cashier (Accreditation Fee is Php 500.00 per qualification. However, this shall NOT apply to TESDA Trainers/Assessors)

6.4.5 Files photocopy of the Certificate of Accreditation and Affidavit of Undertaking together with all documents relative to the Assessor’s application for accreditation

6.4.6 Ensures that all documents submitted by the accredited competency assessors are safely secured, handled and stored appropriately to prevent damage or deterioration

NOTE: Re-accreditation of Competency Assessor is NOT automatic. It shall be based on the results of his/her periodic performance evaluation and shall follow the same procedure as that of first accreditation including amount of accreditation fee.The TESDA PO/DO shall summarize and analyze data gathered using TESDA-SOP-CACO-06-F19 and TESDA-SOP-CACO-07-F27
