CONSENT ITEM 9.

An Ordinance “TO FURTHER AMEND THE GENERAL FUND

BUDGET” for the fiscal year ending June 30, 2020, appropriating

$861,986.00 to Communication, Personnel Services. This will cover the

cost for twenty (20) new Public Safety Dispatcher I (PSD1) positions and

the partial salary of an Administrative Assistant position. The entire cost

will be reimbursed by the E-911 District. (Submitted by the Mayor and

CONSENT ITEM 10.

An Ordinance “TO FURTHER AMEND THE GENERAL FUND

BUDGET” for the fiscal year ending June 30, 2020, by transferring

$3,500.00 from District #5 Discretionary Projects and appropriating

$3,500.00 to Non Departmental, Transfer to Fund 031 Neighborhood

Allocations, and “TO FURTHER AMEND THE NEIGHBORHOOD

ALLOCATIONS FUND BUDGET” for the fiscal year ending June 30,

2020, by appropriating $500.00 to Brown Springs Neighborhood

Association, $500.00 to College Hills Neighborhood Association, $500.00

to Druid Hills Neighborhood Association, $500.00 to East Avondale

Neighborhood Association, $500.00 to Fountain Heights Neighborhood

Association, $500.00 to Gate City Neighborhood Association and $500.00

to Southside Neighborhood Association, said expenditures being

associated with their annual neighborhood fun days, Thanksgiving and/or

An Ordinance authorizing the Mayor to execute an Interlocal Agreement

between the City of Birmingham (City) and the Housing Authority of

the Birmingham District (HABD), to form a law enforcement task force

and Community Safety Partnership related to HABD’s High-Intensity

Community Oriented Police Patrol Program (“Program”) for an initial

period of up to two (2) years at designated HABD properties. HABD will

provide funding to the City in an amount not to exceed $1,800,000.00 per

calendar year or $450,000.00 per calendar quarter. The City will provide

up to fourteen (14) police officers for at least one shift each week

(hereafter "Officers") one (1) sergeant and one (1) lieutenant (hereafter

"Supervisors") to perform law-enforcement in the housing communities.

CONSENT ITEM 13.

A Resolution authorizing the Mayor to execute a management agreement

between the City of Birmingham and Birmingham Civil Rights Institute

Board of Directors (BCRI Board), under which the BCRI Board shall

manage, operate, supervise and maintain the property known as the

Birmingham Civil Rights Institute, for a term of three (3) years, and the

City shall pay the BCRI Board an amount not to exceed $1,000,000.00

annually, subject to an appropriation by the City in the corresponding

CONSENT ITEM 14.

A Resolution authorizing the Mayor to execute a contract between the

City of Birmingham and DataWorks Plus, LLC, located at 728 North

Pleasantburg Drive, Greenville, South Carolina, under which DataWorks

Plus shall provide updated hardware, software, maintenance and support

for the MUGSHOT and fingerprinting systems used by the Birmingham

Police Department, for a term of three (3) years, and the City shall pay

DataWorks Plus an amount not to exceed $40,950.00 annually, subject to

an appropriation by the City in the corresponding fiscal year budget.

CONSENT ITEM 15.

A Resolution authorizing the Mayor to execute and deliver an agreement

with Better Basics, pursuant to §11-40-1 and §38-2-9 Codes of Alabama,

1975, in an amount not to exceed $28,430.00 to provide the following

goods and services to the City: The Provider seeks to facilitate awareness

presentations to the general public, donate books, workplace literacy,

English for Speakers of Other Languages (ESoL), and family literacy

opportunities for the poor and needy citizens of Birmingham, said funds to

CONSENT ITEM 16.

A Resolution authorizing the Mayor to expend funds in an amount not to

1975, said funds to come from the College Hills Neighborhood

Association Funds. This allocation does not include the cutting of vacant

CONSENT ITEM 17.

A Resolution determining that the Magic City Classic serves a public

purpose, that the City funds allocated in the amount up to $1,100,000.00

may be used to provide goods and services related to the 78th Annual

“Magic City Classic”, and authorizing the Mayor to execute, for and as

the act of said City the necessary documents in accordance with §3-1-7 of

the Birmingham City Code, for the provision of the goods and services

relative the 78th Annual “Magic City Classic” football game and Classic
