Additional clients will not be able to be opened on home care services and the waiting list will continue to increase. Clients unmet needs for assistance around their residents will continue to be a gap in services in our community.
3. The funding available to fill the position from external sources. New York State Unmet Needs Grant, Expanded In-Home Services for the Elderly, Alzheimer's Caregivers Support Initiative and participant contributions .

As background, the WIC program received a 2-year extension of the 5-year grant that ends September 30, 2021. However, no additional funds were included to cover the cost of living increases. That being the case, the NYSWIC Central and Regional offices have recommended that those agencies with available funds in the FFY 2021 grants (October 1, 2020 – September 30, 2021) use those funds to purchase supplies and pre-pay certain expenses that would be due after September 30, 2021. Allegany County has availability in the FFY 2021 WIC grant budget which is the result of accruals from 3 grant funded positions that were on medical leave in FFY 2021. FISCAL IMPACT: By applying the above expenses to the 2020-21 grant budget, additional WIC flexibility will be realized in the 2021- 2022 grant budget. The Office for the Aging requests a resolution to accept $239,889 in Federal Funds under the Consolidated Appropriations Act and the American Rescue Plan. This funding is being administered to Area Agencies on Aging to support expenses and increase services offered, including COVID-19 Vaccine assistance, homecare, home delivered meals and PERS. There will be a 10% County match for 3 of the funding streams, totaling $21,164 required to bring down the full allocations. The 10% is requested to come from contingency A1990. DESIGN PHASE FUNDING OF THE BRIDGE REPLACEMENT (BIN 2329770) PINE STREET OVER CANACADEA CREEK, TOWN AND VILLAGE OF ALFRED

WHEREAS, a Project for the Bridge Replacement (BIN 2329770) Pine Street over
Canacadea Creek in the Town and Village of Alfred, Allegany County, P.I.N. 6754.94 (the “Project") is eligible for funding under Title 23 U.S. Code, as amended, that calls for the apportionment of the costs for such project to be borne at the ratio of 80 percent Federal funds and 20 percent non-federal funds, and WHEREAS, the County of Allegany desires to advance the Project by making a commitment of 100 percent of the non-federal share of the costs of Bridge Replacement (BIN 2329770) Pine Street over Canacadea Creek in the Town and Village of Alfred, Allegany County, now, therefore, be it
RESOLVED: 1. That the Allegany County Board of Legislators hereby approves the above-
subject project.
2. That the Allegany County Board of Legislators hereby authorizes the County of Allegany to pay in the first instance 100 percent of the federal and non-federal share of the cost of Design, Right-of-Way Incidentals and Acquisition work for the Project or portions thereof.
3. That the sum of $540,231 is hereby made available to cover the cost of
participation in the above phase of the Project.
4. That in the event the full federal and non-federal share costs of the project exceed the amount appropriated above, the County of Allegany shall convene as soon as possible to appropriate said excess amount immediately upon the notification by the New York State Department of Transportation thereof.
5. That the Chairperson of the Allegany County Legislature of the County of
Allegany be and is hereby authorized to execute all necessary Agreements, certifications or reimbursement requests for Federal Aid and/or Marchiselli Aid on behalf of the County of Allegany with the New York State Department of Transportation in connection with the advancement or approval of the Project and providing for the administration of the Project and the municipality's first instance funding of project costs and permanent funding of the local share of federal-aid and state-aid eligible Project costs and all Project costs within appropriations therefore that are not so eligible.
6. That a certified copy of this resolution be filed with the New York State
Commissioner of Transportation by attaching it to any necessary Agreement in connection

WHEREAS, a Project for the Bridge Replacement (BIN 2254400) Weidrick Road
over Genesee River, Town of Wellsville, Allegany County, P.I.N. 6755.16 (the “Project") is eligible for funding under Title 23 U.S. Code, as amended, that calls for the apportionment of the costs for such program to be borne at the ratio of 80 percent federal funds and 20 percent non-federal funds, and WHEREAS, the County of Allegany desires to advance the Project by making a commitment of 100 percent of the non-federal share of the costs of Bridge Replacement (BIN 2254400) Weidrick Road over Genesee River, Town of Wellsville, Allegany County, now, therefore, be it
RESOLVED: 1. That the Allegany County Board of Legislators hereby approves the above-
subject project. 2. That the Allegany County Board of Legislators hereby authorizes the County
of Allegany to pay in the first instance 100 percent of the federal and non-federal share of the cost of Design and Construction phase work for the Project or portions thereof.
3. That the sum of $2,023,620 is hereby made available to cover the cost of
participation in the above phase of the Project. 4. That in the event the full federal and non-federal share costs of the project
exceed the amount appropriated above, the County of Allegany shall convene as soon as possible to appropriate said excess amount immediately upon the notification by the New York State Department of Transportation thereof.
5. That the Chairman of the Legislature of the County of Allegany be and is
hereby authorized to execute all necessary Agreements, certifications or reimbursement requests for Federal Aid and/or Marchiselli Aid on behalf of the County of Allegany with the New York State Department of Transportation in connection with the advancement or approval of the Project and providing for the administration of the Project and the municipality's first instance funding of project costs and permanent funding of the local share of federal-aid and state-aid eligible Project costs and all Project costs within appropriations therefore that are not so eligible.

The changes to the contracts for the Federal Fiscal Year 2022 (Oct 1, 2021-Sept. 30, 2022) are in red.
