Our Purpose
Our priority is to make sure that customers interests are
protected today and that we can help lead Britain’s effort to
meet its climate change goals. We are passionate about both.
Many customers rely on Ofgem’s rules and funding to ensure
that their energy needs are met, particularly during the Covid
19 crisis, where it was more important than ever that we
worked across the industry to help those unwell or self-
isolating manage their energy needs.
Equally, the UK has [one of] the most ambitious climate change goals in the world and at
the heart of this is our transition from a high carbon traditional energy system to one that
is fully decarbonised by 2050. Ofgem has a key role in ensuring that we make this change
and that customers interests are looked after along the way.
We do this through reforming the energy market, directly regulating companies and taking
action against poor behaviour and through the delivery of government schemes for
renewable energy, energy efficiency and to protect the poorest energy customers.
We are a ‘Non Ministerial Department’ – this means we work effectively with, but
independently of, government, the energy industry and other stakeholders.

Job Title
Director – Energy Systems Management & Security
Location
Our main offices are based in London and Glasgow, with a
smaller office in Cardiff. This role can be based in any of our
three offices.
The successful applicant would be required to travel to all
locations as necessary.
Salary
External candidates can expect a salary of c. £130k per annum.
Existing Civil Servants will be appointed in line with the Civil Service pay rules in place on
the date of their appointment.
Contract Type
This is a permanent and full-time role, however flexible working arrangements would be
considered, you should discuss your requirements with Jonathan or Jessica from SaxBam.
We would also like to hear from job-share partnerships and those looking for a secondment
opportunity.
The Role
The Regulatory Director – Energy, Systems Management and Security will play a pivotal
role at the heart of Ofgem. The successful candidate will need to be able to understand
the current system, identify key current and future challenges in energy and lead the
design and regulation of the wholesale energy market and its operations.
We are looking for someone with the capacity to understand the sector and work with the
executive team to deliver against it. You will be at the forefront of strengthening Ofgem’s
decisions on behalf of consumers within a dynamic and agile environment.
You will lead a team across a new portfolio with responsibility for:
Wholesale Markets
Security of supply
System operations
Ensuring the energy system can play its role in delivering a net zero carbon economy

Regulatory Director portfolios will change and flex over time dependent on the needs of
the organisation. These portfolio names gives an indication of what they will initially
contain.
In addition, the Director will be a full member of the Executive leadership team and will
be expected to play a full part in developing the wider Ofgem strategy, organisational
transformation and our day to day management. The Director will be a full member of
Ofgem’s Executive Committee and directly involved in all key Executive decisions.
Key Corporate responsibilities – for Senior Directors at Ofgem
Active member of the Executive Committee reporting into the Gas and Electricity
Markets Authority (GEMA) Board
Set Ofgem day-to-day budget and high level work programmes in line with GEMA’s
direction
Make high-level organisational decisions within your specific areas of responsibility and
delegate directly to teams as appropriate.
Ensure that the advice and recommendations GEMA receives maximises progress and
delivery on the Board’s interests and ensures progress and delivery against strategic
objectives.
Champion and role model values and behaviours and support others in doing so.
Key Responsibilities
A high degree of accountability to the Chief Executive and GEMA Board for strategic
delivery
Contribute as a senior leader to the formulation of the business strategy and associated
operating model and governance model, ensuring key stakeholder interests relevant to
area of responsibility are considered
Represent Ofgem on a number of regulatory matters on a range of important public
forums and manage Ofgem’s relationship with relevant stakeholders
Engage and plan with key partners to maintain and improve the stability of the UK
regulatory environment and energy system for all consumers
Work with Government and key partners to ensure that there is an effective security
system framework in place
To build an inclusive culture across the portfolio by championing progress on diversity
and inclusion, being a visible advocate for inclusive leadership and behaviours and
ensuring that Diversity & Inclusion and Health & Wellbeing remains a priority for all
team members

Key Outputs and Deliverables
Ensures translation of the organisational strategy into the relevant area of the business,
with oversight within the business area of the strategic and operational plans for
implementation of the agreed strategic goals including activity, financial and workforce
strategic plans
A range of media and methods of delivery that can be used by senior leaders and
cascaded within the organisation to articulate how Energy, System Management and
Security strategic goals enables us to deliver on the organisational goals with a focus
on value adding real world impact and measuring results
Research and insights papers and presentations to inform evidence-based decision
making on future direction, innovation and investment, i.e., of best practice in
regulation and of cutting edge practice across sectors and across the world

The scope of this role will require a combination of exceptional leadership and strategic
thought. How you are able to meet this challenge must be clearly evidenced within your

Essential
A strategic leader - background and knowledge in strategic leadership and senior
decision making. A dedicated, motivational and collaborative leader who builds

A results driven leader with experience in delivering strategic options
An expert on regulated markets and networks - professional knowledge and
experience that evidences the ability to be a credible voice in the wholesale energy
market, to enable the development of a decarbonised and flexible energy system
at lowest cost to energy consumers.
A senior advisor - experience of working with Boards and senior officials and
making a positive impact with a range of senior stakeholders both internally and
externally.

June Milligan, a Civil Service Commissioner, will chair the process.
The Civil Service Commission has two primary functions:
Providing assurance that selection for appointment to the Civil Service is on merit
on the basis of fair and open competition. For the most senior posts in the Civil

The panel for your final interview will consist of;

Assessment
We will have both a longlist and shortlist phase for this campaign. If you are
longlisted, you will have a 45-60 minute online interview with our search
consultants – Saxton Bampfylde. You will be advised on the outcome of this stage.
If you are shortlisted, you will be asked to take part in a virtual staff engagement
exercise. The staff engagment will not result in a pass or fail decision. Rather, it is
designed to support the panel’s decision making and highlight areas for the panel
to explore further at interview.
We may take up references for shortlisted candidates prior to interview.
Shortlisted candidates will have an opportunity to discuss the role with Jonathan in
advance of your interview.
You will be asked to attend a panel interview [either virtually, or in person,
depending on any current restrictions] in order to have a more in-depth discussion
of your previous experience and professional competence in relation to the criteria
set out in the Person Specification. Please also note that you may be asked to
deliver a short presentation during the interview, this will be either based a scenario
or topic we would like you to discuss in more detail.
Full details of the assessment process will be made available to shortlisted

Regardless of the outcome, we will notify all candidates as soon as possible after

Annual Leave & Public Holidays
You are entitled to 30 days’ annual leave per annum (pro rata). You
