Denny Rehberg will lead several Montana business representatives and the Montana World Trade Center on a trade mission to Edmonton, Alberta at the end of May. As Rep. Rehberg noted in the Chamber’s March luncheon, the Greater Edmonton Area is experiencing an economic boom due to the increased energy production activity of the oil sands, three large regions north of Edmonton producing bitumen - a heavy, tar-like crude oil. County Commissioner Candidate Forum Luncheon features all three candidates for commissioner race The May 20 luncheon will be a candidate forum for the county commissioner’s race featuring all three candidates for that office: Gary Hall, Jim Dupont, and Steven Qunell. The program is sponsored by The Daily Inter Lake. Candidates will have 5-7 minutes to make opening statements and will then respond to questions posed by a panel of the Daily Inter Lake editorial staff including Frank Miele, editor; Mike Richeson, county reporter; and Lynnette Hintze, Business Journal. This event will take place Tuesday, May 20, 11:45 – 1:30 at the Red Lion Kalispell Center Hotel. Luncheon costs are $15 each for members and $20 each for non- members, or $110 per reserved table of eight. The public is invited. Reservations are recommended. TheMercersnapshotsurveyalsoindicatesemployersareconsideringorareinstitutingbroadHRinitiativesasaresultoftheuncertaineconomicclimate.Responsessuggestcompaniesaretakingactionorpreparingtotakeactiontoprotectandstrengthentheirtalentprograms.Forexample,morethan40percentoftheUnitedStatesandCanadianorganizationsindicatetheyareconsideringorimplementinginitiativessuchascreatingnewtalentsourcingprograms,buildingpipelinesofhigh-valuecandidates,retaininghighperformersandmaintaininghistoriclevelsofemployeeengagement.InCanada,increasingtraininganddevelopmentprogramsalsowashighlighted(slightlylesssointheU.S.).OtherinitiativestooptimizeHRefficiency,recalibrateperformancetargets/policiesandenhanceincentiveprograms,alsowerecitedbyasignificantshareofsurveyrespondents.Overall,theMercersurveysuggestsemployershavelearnedlessonsfrompreviousdownturnsandarelessproneatthisstagetoquicklyinstituteextrememeasures.Instead,theyappeartobefocusedonmanagingaggregatestaffcostsratherthanscalingbackexistingcompensationplans.Andwhileonlyasmallnumberofemployersmaybeexpandingincentiveeligibilityoropportunitywithinexistingplans,mostaretryingtoensuretheyhaveappropriateperformancetargets,measuresandpoliciesinplace,ortheyarelookingatneworenhancedvariablepayprograms.Perhapsthemostencouragingnewsofthissurveyisthemajorityofemployersarenotexhibitingaknee-jerkresponsetotoday’seconomicuncertainty,butareinsteadlookingmorestrategicallyattomorrowandfocusingonthetalentacquisitionandretentionstrategiesthatcansustaintheirbusinesseswellintothefuture.

StaffingandCompensationStabilityForexample,thesurveyaskedwhetherrespondentsconsideredorinstitutedchangestostaffinglevelsasaresultofthechangingeconomicenvironment.ThemajorityofU.S.andCanadacompaniesplannochange.ButoneinthreeU.S.organizationsareconsideringorinstitutingstafffreezesordownsizing,whileonly17percentofCanadiancompaniesareconsideringthesameactions.Sofar,theperceivedfocusofeconomicdownturnisU.S.-centric.

Further,only16percentofU.S.respondentsand9percentinCanadaaretakingorconsideringcompensationbudgetactions,whileonly7percentoftheorganizationsineithercountryaretakingorconsideringsalary-freezeactions.Approximately10percentareconsideringorimplementingincentive-opportunityoreligibility-coveragechanges.

Asforwhoconsideredorinstituted2008compensationbudgetchangesinanticipationofachangingeconomicenvironment,asignificant85percentofU.S.employersindicatedtheyhavemadenobudgetchangesinanticipationofaslowereconomy;inCanada,theproportionwas91percent.Thisleaves

arelativelysmallpercentageofU.S.andCanadianorganizationsthatareconsideringorhavealreadyreducedtheircompensationbudgetssincethelastquarterof2007.

Avoiding Extremes

Despitegrowingeconomicuncertainty,companieshavetoconsiderwhetherextremeresponsessuchassalaryandhiringfreezesordownsizingsarereallytherightthingstodotoensurelong-termbusinessresults.Organizationstendtobebetteroffiftheytakeaholistic,total-rewardsapproachandembracemoresurgical,strategicoptions,suchasallocatingincentivestofocusmoreonhigh-performanceandhigh-potentialemployeesratherthanonthosewhohaveyettodeliverontheirpromises.

Sincemeasuressuchaspayfreezesaffectbothhighandlowperformers,it’simportanttodiscriminateintheallocationofrewards.Forexample,evencompaniesthatmustenactsomesortofwagefreezeneednotfreezeallpay.Freezingthefirst3.5or4percentofsalariescanprotectthehighestperformersfrombeingnegativelyimpactedandcanhelpensureretentionofthoseemployeesacompanycannotaffordtolose,especiallyoncetheeconomyrebounds.

Takingatotalrewardspointofview,whichencompassesbasepay,benefits,careerdevelopmentandworkenvironment,companiesarebetterofflookingtowardthefuture—withappropriatefocusonsuccessionandcareerplanning—ratherthanleapingatshort-termfixes.Thisisawaytoshelterhigh-valueemployeesbyprovidingthemwithastrongsenseoffutureopportunitywithintheorganizationoncetheeconomicpendulumswings.Italsohelpsemployersrecognizemorepreciselywhatemployeesvalue—moreflextime,forexample,asopposedtocash.

Pre-releasecentersholdprisoninmatesnearingtheendoftheirsentences.Theyaredesignedtohelpinmatesholdjobsandgraduallyre-enterthecommunityunderstrictsupervision,saidKerryPribnow,thepre-releasecentercontractsmanagerfortheDepartmentofCorrections.Someoffenders,however,aresentenceddirectlytopre-releasefacilities.Correctionsofficialshaveemphasizedthat,duetobothKalispellandFlatheadCountyzoningordinances,thepre-releasefacilitywouldnotbeplacedinaresidentialarea.

Theproposedpre-releasecenterwouldbeoverseenbyacommunity-basedboardofdirectors,accordingtotheworkingcommittee.Ascreeningbodymadeupoflocallawenforcementofficials,communitymembers,representativesfromDepartmentofCorrectionsandthepre-releasecenteritselfwilldeterminewhichoffenders,includingsexoffenders,wouldbeaccepted.
