Unit ApplicationThis unit of competency specifies the mandatory work health and safety training

required prior to undertaking construction work. The unit requires the person to

demonstrate personal awareness and knowledge of health and safety legislative

requirements in order to work safely and prevent injury or harm to self and others. It

covers identifying and orally reporting common construction hazards, understanding

basic risk control measures, and identifying procedures for responding to potential

incidents and emergencies. It also covers correctly selecting and fitting common

personal protective equipment (PPE) used for construction work.

This unit meets the general construction induction training requirements of:

Part 1.1 Definitions and Part 6.5 of the Model Work Health and Safety

Regulations;

Division 11 of Part 3 of the Occupational Safety and Health Regulations 1996

for Western Australia; and

Division 3 of Part 5.1 of the Occupational Health and Safety Regulations 2007

for Victoria.

It is expected that site-specific induction training will be conducted prior to

conducting construction work.

Licensing, legislative, regulatory or certification requirements apply to this unit.

Relevant work health and safety state and territory regulatory authorities should be

Delivery methodBuilding UpSkills (BUS) training and assessment for this unit can be conducted

through the following methods:

Where learners require literacy support and alert us to this requirement, through the

support guide completed upon enrolment, BUS will identify support services for the

candidate and take every opportunity to arrange support programs.

If a learner requires further tuition regarding understanding the learning

resource/materials this can be arranged for individual or groups of learners e.g.

Skype sessions, phone calls, workshops, supplementary learning materials, email

support. See the Learner handbook for more information.

Requirements to successfully complete this unitAssessment is a formal process that allows you to demonstrate through evidence

that you have attained the required skills and knowledge in the unit covering a range

of performance criteria for on‐site variations for non‐compliance and best practice for

compliance. Assessment cover, elements and performance criteria, essential and

required knowledge and skills and employability skills.

The exit point for the course is when the Unit and elements (1-4) and all assessment

tasks are 100% satisfactorily completed. There is no early exit point. BUS does not

guarantee that learners will successfully complete a training product.

Reporting of assessment outcomesA Competent or Not Yet Competent grade will be determined and reported to you as

Competent or Not Yet Competent within BUS internal recording system. AQF

Certification Documentation, in this instance a Statement of Attainment) will only be

issued if learners are deemed to meet the requirements of the training product.

To achieve a competent result, you must answer 100% of questions/tasks units 1-4

successfully. Upon successful completion a Statement of Attainment will be issued

to the learner by BUS. A statement of attainment is issued when an individual has

completed one or more accredited units. Completion of this unit does not guarantee

that a learner will obtain a particular employment outcome.

White Cards are issued by us, and may be issued through any state or territory in

Australia regulatory authority, not necessarily the one you are employed in.  If in

doubt, check with your employer. The National Code of Practice for Induction for

Construction Work has been agreed to be implemented by all states and territories.

This means that Australia wide has a consistent approach to construction induction

training provided and that White Cards from any Australian state or territory are

recognised nationally. For more information, see each state/territories website.

In this unit you will be assessed in the following ways:Theory: you will be required to complete a series of written tasks. These tasks are

located in the course task assessment area of the website, your log in details will be

required to access this.

You are also required to complete video e.g. Skype practical and verbal assessment

to satisfactorily complete your course.

Online Training & Assessment

• The written assessment tasks are delivered and completed online through the

BUS website

• The learning resource is divided into 4 parts and the assessment is in 5 parts

(4 online, 1 video/verbal)

• At the beginning of each part the learners can read each part of the learning

resource online, or download and or print as a PDF at any time

• Once the training material for a section has been read the learner can

progress to the assessment questions/tasks for that section

• The assessment tasks are asked in direct reference to the information

supplied in the learning resource

• The answers include and are similar to multiple choice, true/false, yes or no,

fill-in-the-blanks, drag and drop, matching or similar and video/verbal

assessment based on written questions and visual images and practical

demonstration.

• The learner can return to the learner resource (online or pdf) at any time

during the assessment without losing their progress

• If a task is answered incorrectly, you will be prompted to re-read the

information the section and attempt the question again

• After 2 unsuccessful attempts you will be prompted to contact a BUS Trainer

for assistance and help regarding the learning materials

Video/Verbal and Practical Assessment

• Upon successful completion of the online assessment tasks the learner is

required to follow the instructions contained within the learning resources in

relation to arranging a video e.g. Skype assessment to complete the required

verbal assessments.

• The assessor will first identify the learner by asking for the learner’s full name

and date of birth, and comparing them to the enrolment details. When the

assessor is comfortable that they are speaking to the correct person the

verbal assessment will be undertaken

• The video assessment is outlined in the assessment tasks located in the

comprised of a series questions involving real world scenarios which are

designed to test the learner’s comprehension of the course material and

communication skills as well as a practical demonstration by the learner of

skills discussed in the learning resource.

• The assessor will record the learners’ responses as well as whether or not

they have satisfied the set criteria for each question in BUS software.

When are assessment items due?The online portion of the assessment and reading the units should be able to be

completed in about 6-9 hours’ dependent on experience & the verbal portion in

approximately 20-30 minutes.

Your enrolment period is for 3 months. As this is self-directed online learning you

are able to complete assessment tasks during your 6 month enrolment period.

Performance Evidence

The Learner must:

orally explain how risk could be reduced or removed in relation to those two hazards

select appropriate personal protective equipment (PPE) to control the risk

orally explain basic procedures for responding to incidents and emergencies, including types and purpose of the following fire safety equipment:

fire blankets

fire extinguishers, including water, carbon dioxide, powder and foam

hose reels and mains

identify and orally explain the meaning of required safety signs and symbols

orally explain the purpose of job safety analyses (JSAs), safe work method statements (SWMS) and safety data sheets (SDS)

orally explain the roles of the following designated health and safety personnel: first aid officers

work health and safety representatives

supervisors.

The person must also demonstrate correctly fitting to themselves the PPE listed below: eye protection

The learner must demonstrate knowledge of:

basic duty of care, and the roles, rights and responsibilities of business owners and workers in relation to working safely while undertaking construction work

basic meaning of the terms ‘hazard’ and ‘risk’

basic principles of risk management, including the following five steps in order: identify hazard assess risk consult and report control hazard review

basic procedures for accessing first aid

construction hazards, including those relating to: asbestos confined spaces electrical: power lines, cords and equipment excavations and trenches, including underground services dust falling objects

If you would like a BUS trainer to help you complete a learning and assessment

schedule, please contact BUS to arrange this.

Completion Once the statutory declaration and certified identification documents are received

and the learner has completed 100% of all required tasks competently a statement of

attainment is produced and mailed to the learner within 30 business days. The

learner may access records of certification issued to them by contacting BUS, we

keep records of qualifications and statements of attainment that have been issued

for 30 years.

To help Building UpSkills to improve and maintain the quality of training, learners will

be asked to fill out a learner questionnaire/feedback form. This information will then

be collated and used for continuous improvement purposes.

process and or decision, including asking them to be reviewed.

Appealing an assessment decision

An application for appeal will be considered in the following circumstances:

Learner claims disadvantage because assessment requirements specified by

the trainer were unreasonably or prejudicially applied to individual learner

Learner considers a clerical or administrative error has occurred in the

documentation of the assessment outcome

Learner claims a discrepancy has occurred between the practical observation

and the formal assessment.

If the appeal for re-assessment is proven, BUS will appoint an alternative assessor

who conducts a re-assessment of the learner mutually negotiated time.

Pathways and articulationThis unit does not articulate into any other approved training courses.

Assessment Conditions and What you will need:You will be required to have access to a computer with Word, an internet connection

to access a range of learning materials including but not limited to: legislation,

reports, research, videos, and websites. You will be provided with links to access

required materials throughout your learning resources.

Among other things, participants will also require access to the following legislation,

which are freely available on www.legislation.nsw.gov.au and www.austlii.edu au

(point in time legislation) and as All Australian states and territories agreed to

implement the National Code of Practice for Induction for Construction Work

declared by Safe Work Australia, this is ideal to access as well.

State or Territory Act relevant to the location of the learner, as specified in the range

of conditions.

The following will be available to learners during assessment activities, these items

will be available for learners to borrow, please note that a deposit of $110.00 is

required and the postal amount will be deducted from this deposit. The deposit, less

the postal amount will be refunded to the learner upon BUS receiving the items back

within 10 business days of completion of the assessment in good condition.
