In addition, radical changes in the way that First

Aid Training organisations are accredited have

been introduced. The HSE will no longer be

responsible for directly approving or accrediting

First Aid Training organisations. Instead, the

employer will take the initiative in verifying the

credibility of a person, or organisation, retained

by the employer to undertake such training.

However, in order to retain some control over

the standard provided, Ofqual, (SQA in

Government, will appoint new “Awarding

Health and Safety (First Aid)

Regulations 1981, issued on

First Aid Rooms and AEDsfeature in new HSE CaseStudy document.Accompanying the new HSE Health and Safety

(First Aid) Regulations and Guidance document

(L74 revised), is a new collection of case studies,

designed to add context to the guidelines. Eleven

different scenarios include:

• Convenience Store • Supermarket • Nursing Home • Office • Secondary School • Primary School • Café • Construction Company • Trackside Railway Maintenance Co. • Chemical Processing Plant • Remote Locations

Each case study creates a detailed scenario

including the layout of the site, the number of

employees, and the accident history.

For the first time, the updated guidelines include

consideration to providing defibrillators in the

workplace. In five of the eleven scenarios, the

conclusion includes a recommendation that an

AED should either certainly be provided, or should

be seriously considered.

In seven out of the eleven case studies, the

conclusions point to a clear need for a first aid

room in the workplace. In the office scenario with

eighty employees working on two levels, and a

history consistent with most office environments,

a first aid room is prescribed.

The new HSE publication states,

“Some first-aid training providers choose to

operate through voluntary accreditation

schemes whose intention is to set and maintain

standards in line with HSE requirements. These

schemes are not mandatory and employers may

decide to choose an independent training

organisation, but these bodies may help

employers select training organisations who

offer a standard of training with appropriate

content, suitable trainers and assessors, and

relevant and robust quality assurance systems”.

Breaking from their determinedly stubborn

position towards adoption of the new British

Standard on Workplace First Aid Kits (BS8599-

2 2012), the HSE has now included the

following paragraph in the new document.

“Employers may wish to refer to British

Standard BS 8599 which provides further

information on the contents of workplace

first-aid kits. Whether using a first-aid kit

complying with BS 8599 or an alternative kit,

the contents should reflect the outcome of

the first-aid needs assessment”.

More than ever, it is the employers individual

risk assessment that must govern the content

of a kit and overall provision of First Aid

materials and equipment. This is also

particularly applicable to companies proposing

to design a bespoke kit of their own.

A small list of basic First Aid items remains in

the new document. But, since the British

Healthcare Trades Association has now formally

withdrawn the 1997 version Workplace Kits,

based on the standard 10, 20, and 50 person

formula, the best guarantee of remaining fully

compliant with the law, will be to adopt the

British Standard Kits that have been available

and recommended since January 1st 2012.

The first new standard for Statutory First Aid Kitsin the workplace since 1997, these kits reflect thechanges in both workplace practice and risks,making them demonstrably more 'fit for purpose'in todays environment. For peace of mind, theprovision of a kit with this updated content isnow the only clear and definitive way foremployers to demonstrate they are serious aboutmeeting their legal obligations under the Healthand Safety First Aid Regulations.

Worst Winter for Decades!

Record-Breakingsnow predictedfor November...BRITAIN is braced for the "worst winter indecades" with the first major snowfallexpected in weeks. Forecasters arewarning the entire country is set for ahorror freeze which will bring brutalwinds and fierce blizzards.

Temperatures have already started to plunge as a

swathe of cold air from the Arctic has swept

across the UK in the past few days.

The first long-range forecasts warn of ‘record-

breaking snowfall’ in November.

Heavy wintry showers are expected to cause

widespread chaos with below average

temperatures possibly lingering until February.

Long-range forecasters are blaming the position

of a fast-flowing band of air known as the jet

stream near to Britain and high pressure for the

extreme conditions.

Jonathan Powell, forecaster for Vantage Weather

Services, said: “We are looking at a potentially

paralysing winter, the worst for decades, which

could at times grind the nation to a halt.”

“Persistent cold snaps withsome very heavy snowfall are likely, and I would not be surprised if some recordsare not broken this year.”

”The main issue will be the extreme cold which is

showing signs of really bedding in, thanks to

freezing winds from the North.“

He blamed the 'poorly positioned’ jet stream

which is expected to be 'blocked’ South of the UK,

allowing a continual flow of freezing Arctic air.

James Madden, forecaster for Exacta Weather,

said it was likely to be the worst winter for more

than 100 years.

He said: “A horror winter scenario is likely to bring

another big freeze with copious snow for many

parts. This is likely to produce major disruption to

public transport and school closures on a prolific

One of our team was recently asked to visit the

set of the Manchester based soap ‘Coronation

Street’. They were asked to advise which of the

new BS8599-1 compliant first aid kits should be

installed, and where. The kits have now started

appearing on the soap. They can be seen

everywhere from the ‘Street Cars’ office to the

‘Underworld’ factory. The old HSE kits have been

removed, in line with new guidance.

A fully-functioning Telefunken AED was also

installed in the Medical Centre, just in case

WallaceCamerongoes bust!Scotland’s Daily Record ran an article onAugust 8th confirming that WallaceCameron had gone bust. LiquidatorsDeloitte, have been appointed to wind-up the remainder of the firm.Automotive distributor, V Group, hasacquired some of the assets and hasestablished a new firm, WallaceCameron International.

The Daily Record reported:

“GIO BENEDETTI'S first aid kit firm Wallace

Cameron have gone bust with the tycoon

insisting he was the biggest loser in the winding

up of the company.”

Gio Benedetti is the father of world famous

violin impresario 26 year old Nicola Benedetti.

He has a career spanning 50 years, and is one of

the best known businessmen in Scotland.

Awarded the CBE in 2006, the entrepreneur has

a string of business success stories behind him.

Mr Benedetti said, “It’s really disappointing. I’ve

had 50 years in business with 15 companies.

This isn’t where I want to be and I’ve done my

best to avoid it”.

The business failure leaves behind a black hole

of £1m in the company’s pension fund, which

will now be a priority for Deloitte. The

government pension protection fund could

potentially bridge the gap for the 78 current

pensioners who depend on the fund.

Gio Benedetti and V Group’s Managing Director,

Marytn Nash, have been very publicly

disagreeing about the responsibility for the

creditors in the Scottish Press. Martyn Nash is

reported to have said, “His firm have had to deal

with more than £1million of creditors’ debts.”

St John Ambulance have launched a new

campaign to encourage more people to make

the difference between life and death. In a

recent survey they conducted, over half of

parents told them they wouldn’t have the

first aid confidence to save their own child’s

life in an emergency. And it’s not just parents.

Over two-fifths (41%) of people, admit that it

would take something as severe as the death of

a loved one to make them learn first aid.

St John’s volunteers know first aid but they can’t

be everywhere. They want everyone to have the

skills to save a life, so they have developed an

online experience to help you find out how to

save the boy in the advertisement.

life quite some years ago. Bev started working

with the team fifteen years ago, initially for First

Aid UK Ltd, which was the current Reliance

Medical site.

We are very pleased to tell you that Beverley

is happy and well in Spain after making the

decision to live abroad. One of the team

without her.”

For those of you who knew Beverley well, you

will remember her for her wealth of knowledge,

terrific sense of humour, and total dedication.

From that small start, Bev proved her value to the

company, and was promoted until she reached

the position as Manager of the Reliance

Customer Service Team, a very demanding and

responsible role.

‘Our Bev’ will be sorely missed here at HQ,

and we are sure by many of you. One customer

who has dealt with us for almost as long as Bev

was employed said, “Bev was unique. Every

conversation I had with her was positive, and she

had the ability to leave you feeling that you were

the most important customer you had. That was

how seriously she valued me as a person, not just

an account. There was always a laugh too.”

So Beverley, on behalf of all of us here, and

we are very sorry to see you go, but wish you

many, many years of happiness and sunshine as

you begin your new life abroad. We are sure it will
