Despite the discovery of new sources of unconventional energy, Petroleum would remain a
major primary energy source in India as well as the world despite significant strides in areas
of renewable sources of energy. The global consumption of petroleum has reached over 6965
MMT of oil equivalent (MMTOE ) per year. In India, from a level of 3.5 MMT in 1950-51, it
has reached 160 MMT in 2013-14. This is expected to grow further up to 245 MMT by year
2021-22 keeping pace with our increasing energy requirements.
Governement gives top priority to conservation of petroleum products, in view of the need
to reduce ever increasing gap between demand and indigenous production of crude oil. Each
stakeholder, therefore, has a significant role to play in conservation of petroleum products.
Ministry of Petroleum & Natural Gas had set up Petroleum Conservation Research Association
(PCRA) in 1978 to promote the conservation and efficient utilization of petroleum products in
all sectors of economy viz; Transport, Industry, Commercial, Domestic and Agriculture in the
country. Since its inception, PCRA is actively working towards promotion of fuel conservation
among masses through its various field activities. It has recently taken pioneering steps in the
field of Star Labeling of equipment based on fuel efficiency norms.
I am sure the content of this Annual Report 2013-14 of PCRA will benefit every section and
target group of our society.

Out of the known Indian reserves of 760 MMT of Crude Oil and 1.3 Trillion Cubic Meters
of Natural Gas, only a part may be technically and economically feasible to exploit. This fact,
coupled with the present and projected consumption implies that these reserves may not last
long. Our present indigenous production of Oil & Gas is only 37.9 MMT and is less than 25% of
our annual requirement. Therefore, to minimizing the gap between indigenous production and
consumption of petroleum products, the need of the hour is to conserve petroleum products
through its judicious use, substituting it by other resources wherever feasible and restricting its
use only to the essential needs.
PCRA is a registered society set up in 1978 under the aegis of Ministry of Petroleum & Natural
Gas. As a non-profit organization, PCRA is engaged in promoting energy conservation and
efficiency in various sectors of economy i.e. Industry, Agriculture, Transport, Domestic and
Commercial in close cooperation with Public Sector Oil & Gas Companies, Government & Non-
Government Organizations, Research Institutes and Laboratories, Educational Institutions,
Consumer Associations and other organizations.
Field Activities are one of the core areas of PCRA operations. Through these activities, PCRA
engineers and experts are able to reach the target groups with innovative energy conservation
programmes. These activities are designed to cover a large spectrum of socio-economic
profile of our country in different sectors viz Industry, Transport, Domestic, Agriculture and
Commercial.
Energy Efficiency Services, Seminars/Technical Meets, Training Programmes, Industrial
Workshops, ISO 50001:2011 Energy Management System and PAT (Perform, Achieve & Trade)
scheme remained the touch point of PCRA with the industry segment. PCRA has also equipped
itself with 6 lead auditors for ISO 50001(Energy Management System), who have provided
the consultancy work of implementation of ISO 50001 to various installations such as BPCL
Mumbai Refinery, Uran LPG plant, CIPLA, IOCL installations, etc.
Transport sector remained major focus area for PCRA as it accounts for around 50% of the

country’s consumption of petroleum products. PCRA has commenced initiative in formulation
of fuel consumption norms for Heavy Vehicles (Trucks and Buses) in India.
PCRA, in association with BEE (Bureau of Energy Efficiency), has undertaken initiative leading
to development of Standards & Labeling Programme for Appliances consuming petroleum
products viz. Domestic LPG Stoves, Diesel Generator sets and Diesel Engine Driven Monoset
Pumps for Agricultural Purposes. The objective of this programme is to achieve fuel savings at
consumer end by using fuel efficient appliances.
PCRA also participated in the bilateral dialogues with Russia, US, Japan for taking up joint
activities in the field of fuel conservation. DFID-UK has also offered assistance in development
of fuel economy norms.
Research & Development is an important activity of PCRA. As a part of its mandate, PCRA
formulates strategies to sponsor new R&D projects that promote measures for accelerating
conservation of petroleum products leading to energy security, environmental protection and
sustainable development in all sectors of economy.
Education campaign is used by PCRA as a communication tool to create mass awareness
on efficient utilization of energy resources using various medium of communication. PCRA
carried out campaign through bulk SMS push, digital media, internet website, TV & Radio
advertisements, Transport Workshops, Nukkad Nataks, Driver Training Programs, Safety
and Conservation Workshops, Cyclothons, Walkathons, Intersection Activities, LPG Clinics,
checking of vehicles at retail outlets during free air / pollution checks, fuel saving tips through
smart phones, etc.
Like previous years, PCRA in association with Oil & Gas PSUs observed Oil & Gas Conservation
Fortnight (OGCF) from 16th -31st January 2014 with a theme “SAVE FUEL, SAVE MONEY,
SAVE ENVIRONMENT”. During OGCF, large number of activities like mass rallies, cycle
rallies, marathons, human chain, technical seminars, symposiums, essays, quiz and painting
competitions, LPG/PNG saving workshops, workshops for industrial workers / drivers etc.
were conducted all over the country by PCRA and Public Sector Oil & Gas Companies for
propagation of Oil & Gas conservation messages amongst the major consuming sectors namely,
Transport, Industry, Agricultural, Household and Commercial.
PCRA also organized National Level Essay Competition for the students of class VI to class X
in Hindi, English, Urdu & 12 Regional Languages viz. Assamese, Bangla, Gujarati, Kannada,
Kashmiri, Maithili, Malayalam, Marathi, Odia, Punjabi, Tamil and Telugu. Similarly, National
Level Painting Competition was also organized for students of class VI to class X.
Human Resources play an important role in the success of any organization. HR has periodically
exposed the officers to various managerial development and functional programmes according

to the training needs identified for each individual. Presently, PCRA is having a team of
more than 31 certified Energy Auditors and Energy Managers. The successful completion of
various activities of PCRA bears a testimony to the qualified, competent, dedicated and trained
workforce of the organization.
The copious support and guidance provided by Chairman and Vice-Chairman of PCRA have
been our strength to achieve the desired objectives. I gratefully acknowledge the help and
support extended to PCRA by other senior officers of Ministry, OIDB, BEE as well as the Senior
Executives of Oil & Gas PSUs for providing valuable inputs.
My appreciation and heartful commendation to the PCRA officers for their untiring efforts and
dedication in completing the assigned tasks.

Government of India responded to the World Oil crisis in the year 1973
and a step towards it, they have given high importance to conservation
and efficient utilization of Petroleum products in India. Ministry of
Petroleum & Natural Gas, Govt. of India constituted an action group
named “Petroleum Conservation Action Group (PCAG)” in 1976 to
take the measures towards conservation and efficient utilization of these
scarce products. Subsequently, PCAG was reconstituted as “Petroleum
Conservation Research Association (PCRA)” as a registered society under
the aegis of Ministry of Petroleum & Natural Gas, Govt. of India on 10th
August 1978.
PCRA, since its inception, is engaged in promoting fuel conservation and
its efficient utilization in major sectors of economy namely Agriculture,
Transport, Domestic, Industry and Commercial through its various mass
awareness activities, field activities, sponsoring R&D projects, etc. It
helps the government in proposing policies and strategies for petroleum
conservation, aimed at reducing excessive dependence of the country on
oil requirement. Over the years, PCRA has enlarged its role in improving
productivity in use of various sources of energy, for the purpose of
achieving environment protection and sustainable development.
To achieve its objectives, PCRA has a strong network throughout the
country. The Registered Office of PCRA is located in New Delhi. In
addition to this, PCRA has 4 Regional Offices at Metro cities and 16 Sub-
Regional Offices in major cities of the country.

OUR OBJECTIVES
To formulate strategies and promote measures for accelerating conservation of petroleum
products leading to environment protection, energy security and sustainable development.
To create awareness among masses about the importance, benefits and methods of
conserving petroleum products and clean environment by enhancing information and
capacity building.
To promote research, development and deployment efforts aimed at petroleum conservation
and environment protection, support and facilitate efforts for adoption and dissemination
of fuel-efficient technologies and substitution of petroleum products with alternate fuels
and renewable.

FIELD ACTIVITIES
Field Activities are one of the core areas of
PCRA operations. Through Sectoral Field
Activities, PCRA engineers and its empanelled
experts reach the targeted groups with energy
conservation programmes. These activities are
designed to cover a large spectrum of socio-
economic profile of our country in different
sectors viz. Industry, Transport, Domestic,
Agricultural and Commercial. During 2013-
14, targets were fixed in a manner so as to
increase the outreach of these programmes
on conservation. During the year, a total of
7318 nos. of field activities were carried out.

A. Energy Efficiency Studies:
During 2013-14, PCRA carried out 567
energy efficiency studies in Industrial sector,
which included Energy Audits (271), Fuel Oil
Diagnostic Studies (144) and Walk-through-
Audits (152) in large, medium and small scale
industries. The trend of energy efficiency

of capacity 240 MW and completed
100 years of power generation/supply
in Kolkata. PCRA has carried out the
Energy Audit and identified 3200 TOE
of savings per year.
b) The Metal & Steel Factory, Ichapore
completed 150 years of existence.
PCRA have audited this factory
consisting of 53 nos furnaces (small &
big combined) and identified energy
savings opportunity of 3790 TOE.
c) The Tata Steel Joda East Mines is one of
the largest Iron Ore Mines of Tata Steel.
Tata Steel Management appreciated
PCRA for its effort in this area of
concern and the findings of Energy
audit. PCRA identified savings nearly
52390 TOE per annum.
iv) Major Energy Audits carried out in
Northern Region
a) BHEL, HEEP, Haridwar: Energy Audit
has been carried out by PCRA the

b) UREDA Pumps (Group-A and
Group-B)- 77 Motor-Pumps at 31

(replacement of 32 pumps with high

electrical savings in units 110 TOE per

B. Technical Seminars:
Technical seminars are an effective tool for
the dissemination of information relating to
advancement made in technologies and also
for improvement in operational practices for
improving energy efficiency. PCRA, during
2013-14, organized 135 Seminars / Technical
Meets for the benefit of specific industrial
sectors.
During these seminars, PCRA shared its
experience of conducting energy efficiency
studies through case study presentations
containing details of investment required and
the benefits accrued through implementation
of the energy conservation measures.

i) National Seminar on “Bio-CNG from
Sugarcane Biomass: A viable alternative
fuel for vehicles”
Petroleum Conservation Research
Association (PCRA), in association with

IIT Delhi, has developed a technology for
converting raw bio-gas into compressed
natural gas (bioCNG) suitable for Automobile,
economically enriching the methane gas
content of raw bio gas. To disseminate the
project findings, a national level seminar on
“Bio-CNG from Sugarcane Biomass: A viable
alternative fuel for vehicles” was organized by
PCRA at PHD Chamber of Commerce, New
Delhi on 8th January 2014 in association with
IIT Delhi and ISMA.
Rough estimates peg distillery capacity
of sugar industry at 5200 KLPD, with a
potential to generate 3,130,000 Nm³/day raw
biogas. Assuming 5% loss of methane in the
enrichment process and 270 working days
a year, 344 MMT/annum methane can be
generated, which can save 412,892 MTOE per
annum for the nation
The seminar appears to motivate the sugar
industrialists to look into any possibility of
energy conservation in their industry.
ii) Seminar on “ISO 50001 & Energy
Efficiency Opportunities in Industries”
The direct fall out of the crunch in natural
resources, primarily petroleum fuels and
climate changes would affect our world
significantly. In order to pave the way for
sustainable living for the forthcoming
generations, it is not only imperative
but absolutely necessary to instill energy
consciousness amongst the industrialists
today. Implementation of ISO 50001:2011
Energy Management System, a new standard
hold a key for economic development and
improving bottom line for industries.
In view of the above scenario, one full day
workshop cum Seminar on “ISO 50001 &
Energy Efficiency Opportunities in Industries”
was organised for industry members ,
academia and engineers on 3rd April 2014,
The Institution of Engineers (I), Nashik
Local Centre, Nashik by PCRA in association
with Institution of Engineers. The purpose
of seminar was to create the awareness on
energy efficiency and ISO 50001 Energy
Management System a new international
standard on energy management and appraise
about new techniques in the field of Energy

iii) Technical Meet on Energy Efficiency in
MSME Units in Faridabad
Petroleum Conservation Research Association
in collaboration with Radio Manav Rachna
107.8 FM organized a Technical Meet
on Energy Efficiency in MSME Units in
Faridabad.
While defining PCRA’s manifold initiatives,
Mr S.N. Singh talked about PCRA’s intention
of covering 12,000 MSME Units in Faridabad
to ensure energy efficiency in the region
for environment protection leading to
improvement in the quality of life. In the
context of PCRA’s role as an integrated energy
solution provider, Mr Satish Sudhir gave a
presentation on energy efficient industrial
furnaces prior to which he presented a well
made documentary on global warming and
energy conservation.
iv) International Conference on Achieving
Sustainability to Empower Future
Generations” from 13-15th March 2014 at
Taipei, Taiwan
Objective of the international conference was
to discuss the latest trends in eco-policies and
eco-businesses in the Asia-Pacific and how
green energy, green procurement, and green
cities can enhance sustainable development.
-The conference will stimulate sharing of
ideas, visions, and best sustainable practices
with a focus on communities, businesses and
governments.
The delegates to the International Conference
on Achieving Sustainability to Empower
Future Generations, representing the people
as well as the private and public sectors in
the Asia-Pacific region, gathered from 13 to
15 Mar 2014 in Taipei, the Republic of China.
The conference was organized by the Asian
Productivity Organization (APO), Green
Trade Project Office, and China Productivity
Center in conjunction with the Eco-Products
International Fair 2014, involving more
than 20 international experts/speakers
and more than 200 participants, including
30 international delegates representing
15 different countries. Atul D Vyawahare,
Additional Director WR along with two other
delegates from India (from NPC and CPRI)
participated in the above conference.

The conference successfully addressed relevant
themes such as energy efficiency, green
and renewable energy, green consumption,
green procurement, behavioral and life cycle
changes, and green smart cities.
An outcome document reflects our
strong commitment to making a positive
contribution in line with the objectives of
producing “action-oriented, concise, and easy
to communicate” sustainable development
goals following on from the Rio+20.
v) Seminar on Petroleum Conservation and
Pricing at St Thomas College, Pala.
PCRA conducted a seminar cum Exhibition
at St Thomas College, Pala on September 5&6,
2013. The topic of the seminar was Petroleum
Conservation and Pricing. About 100 teachers
and students from different colleges in the
state attended this seminar. PCRA brochures
on industrial, youth, domestic, agricultural
etc were displayed along with an overview of
PCRA activities and its objectives.
The first day of the seminar was dedicated
to Energy Conservation. The participants
were welcomed by Sri KK Jose, Principal of
St. Thomas College. Sri Abhay Bakre,
Executive Director PCRA gave the key note
address at the inaugural ceremony where he
spoke about the role of PCRA and its efforts
to reduce Energy Consumption.
C. Exhibitions:
Through participation in National and
International exhibitions, PCRA exhibits
its in-house capabilities and expertise by
displaying information about successful case
studies on services provided to various sectors.
Exhibitions provide an interface with the
target audience for increasing awareness for
judicious use of petroleum products. PCRA
participated in / organized 133 exhibitions
during 2013-14.

PCRA participated in PETROTECH-2014
during 12th to 15th Jan, 2014, showcasing
PCRA activities on all sectors of economy.
PCRA stall was inaugurated by Shri Vivek

India International Trade Fair (IITF) 2013
PCRA participated in India International
Trade Fair (IITF)-2013, during 14th – 27th
November, 2013 at Pragati Maidan, New
Delhi, which attract large crowds from across
the entire cross-section of society.
D. Institutional Training Programme:
The Institutional Training Programme (ITP)
is an activity primarily meant to share the
experience gained by PCRA during industry
audits. These training programmes are
targeted at raising the awareness level of the
members of industry about the conservation
opportunities that can be realized through
the energy audit of their plant. During 2013-
14, PCRA conducted 460 ITPs in various
industries.
E. Industrial Workshops :
During 2013-14, PCRA conducted 419
workshops covering energy and fuel saving
measures along with screening of clippings
and films on the tips of fuel and energy saving
in industries.
TRANSPORT SECTOR
The transport sector accounts for almost
50% of country’s total petroleum products
consumption. Studies in this area have
indicated that a saving potential of around

20% exists in the transport sector. To realize
this saving potential, PCRA conducts variety
of programmes for State Transport Units
(STUs), private fleet operators, organizations
in the private and public sector to promote
efficient use of petrol, diesel, lubricants and
greases through better maintenance practices,
better driving habits, model depot studies,
emission awareness programmes, exhibitions,
workshops, clinics etc. all over the country.
i) Driver Training Programme:
The main objective of the driver training
programme is to train the drivers on good
driving habits and maintenance practices in
order to develop a cadre of good drivers and
thus to promote and propagate fuel efficiency
in Transport Sector. Through this specially
designed Driver Training Programme (DTP)
for the sector, drivers from STUs, Army,
Border Security Force, Oil companies and
private fleet operators are imparted training
to improve their driving skills.
During the year 2013-14, PCRA trained about
13,850 Drivers by conducting 1218 DTPs
all across four Regions of Country. PCRA’s
Driver Training Programme has emerged as
one of the most effective and important tool to
improve KMPL. A large part of the increase in
KMPL of the STUs and other transport fleets
is due to the efforts of PCRA through constant
interaction and appraisal on adoption of good
driving habits by the drivers.
Some of the major DTPs are as follows:
DTPs for MSRTC, UPSRTC, APSRTC,
PRTC, DPS School Ludhiana.
DTPs conducted for Air Force Halwara.
DTPs for BPCL at Jalandhar,
Bharatpur,Sangrur, Kanpur, Rewari,
Paniput etc
ECCJ (Japan) conducted a DTP
programme at Bangaluru for training
PCRA officials and DTP faculty.
Mega campaign for one and half month
conducted at four regions of PCRA.
Major DTP programme conducted by
PCRA for MoRTH at Srinagar, Lucknow

ii) Model Depot Project :
Model Depot Project is a unique service
provided by PCRA. This is an integrated
programme to study the existing management,
infrastructure and maintenance practices of
the depots and workshops of STUs and other
fleet operators having low KMPL. The study
comprises of a detailed analysis of all historical
records of the depot and examination of the
current condition of vehicles and making
recommendations for improving the systems
with time bound action plans. During 2013-
14, a total of 53 such studies were carried out.

iii) One-Day Transport Workshop:
This workshop is to bridge the considerable
information gap amongst drivers and
mechanics regarding proper operational and
maintenance practices for achieving optimum
fuel consumption.
During 2013-14, PCRA organized 638 nos.
of such workshops. Audio visual aids and
PCRA’s printed material were used to train the
drivers and mechanics properly and upgrade
their awareness level about good driving and
maintenance practices.
AGRICULTURE SECTOR
PCRA’s efforts in agriculture sector focuses
on van publicity, workshops on Bio Diesel,
Kisan Melas and exhibitions. During 2013-
14, PCRA participated in 83 Kisan Melas and
conducted 649 workshops for farmers where
clippings and films produced by PCRA about
the tips on fuel saving and demonstration of
ISI mark pumps, foot valves and Bio Diesel
were shown.
Kisan Melas & Workshops:
Through participation in various Kisan Melas,
the scope of energy optimization through
adoption of proper techniques pertaining to
the respective agro climatic zone is conveyed.
The stalls were put up at Kisan Melas and
printed leaflets were distributed among the
farmers to spread the message of Fuel
Conservation. PCRA’s developed films for
agriculture sector were also shown on fuel
conservation in these Melas / Workshops.
During 2013-14, total 732 nos. of such
activities were carried out.
DOMESTIC SECTOR
The focus of PCRA activities during the year
was on educating women on better cooking
habits aimed at conservation of LPG, PNG
and Kerosene, use of fuel-efficient stoves
and lighting appliances, use of alternative
sources of energy such as solar, bio-gas etc.
This was supplemented through screening of
PCRA produced films. PCRA conducted 929
awareness workshops during 2013-14.
Youth Programmes:
PCRA organizes a variety of programmes for
youth by approaching schools and colleges.
These constitute quiz, essay, debate and the
painting competitions on topics related to
energy conservation. PCRA aims to make
young minds understand the issue of energy
conservation and motivate them to apply
and promote the cause of oil conservation
into their widening spheres of domestic and
professional lives. During 2013-14, PCRA

organized 1607 youth programmes in various
schools, colleges and institutions all over the
country.
COOPERATION
i) International Cooperation :
As part of Government of India’s initiative for
cooperation with Japan in the field of Energy
Conservation, PCRA executed a MoU with
“The Energy Conservation Center Japan
(ECCJ)” on 28th June 2006 in New Delhi.
This MoU has been extended on an annual
basis. Current MoU is valid till June 2014.
The MoU stipulates to undertake jointly
collaborated programmes to promote energy
efficiency, labeling, to reduce GHG emissions,
introducing clean technology, sharing best
practices adopted by various sectors, etc.
During 2013-14, ECCJ and PCRA have
conducted joint activities in Transport sector
on eco driving, training programme on
energy management in buildings, workshop
on energy saving opportunities in oil refining
and petro chemical sector and workshop cum
training programme to implement activities
under PAT scheme.
PCRA participated in the bilateral dialogues
with Russia, US, Japan for taking up joint
activities in the field of fuel conservation.
DFID-UK has also offered assistance in
development of fuel economy norms.
ii) Domestic Cooperation:
During the year, PCRA associated actively with
the Regional and National Industry bodies
such as Bureau of Energy Efficiency (BEE),
Federation of Indian Chambers of Commerce
& Industry (FICCI), The Associated
Chambers of Commerce & Industry of India
(ASSOCHAM), PHD Chamber of Commerce
& Industry (PHDCCI), Indian Institute
of Petroleum (IIP). The Bombay Textile
Research Association (BTRA), The South
India Textile Research Association (SITRA),
Northern India Textile Research Association
(NITRA) etc. to carry out jointly the activities
such as seminars, technical meet, training
programmes and energy audits. These joint
programmes proved very useful towards
addressing effectively the issue of energy
efficiency to the target audience.

INITIATIVES
i) National Level Painting Competition :
PCRA in association with Centre for
Environment Education (CEE) organized
a National Level Painting Competition
for students of Class VI to Class X at 100
schools/locations spread across the nation.
The painting competition received an
overwhelming response from the students.
The award winning paintings from
each location were evaluated for National
Level Painting Competition and three best
paintings were chosen for awards during Oil
& Gas Conservation Fortnight 2014 by the
Hon’ble Minister for Petroleum & Natural
Gas. In addition to above, 19 Consolation
Prizes were also distributed to the students.

ii) National Level Essay Competition:
As part of spreading awareness on Oil & Gas
Conservation, PCRA organized National
Level Essay Competition on Oil & Gas
conservation for the students of Class VI to
Class X in Hindi, English, Urdu & 12 Regional
Languages viz. Assamese, Bangla, Gujarati,
Kannada, Kashmiri, Maithili, Malayalam,
Marathi, Odia, Punjabi, Tamil and Telugu.
It has been observed from the essays received
from the students across India that the quality
of thought was well matured, which shows
the concern and importance that the youth
accords to the conservation of Oil & Gas. The
awards were distributed to the winners of
National Level Essay Competition in Hindi
and English during Inaugural Function
of OGCF’14 at New Delhi by the Hon’ble
Minister for Petroleum & Natural Gas. Awards
for Essay Competition in Urdu & 12 Regional
Languages were distributed by the respective
SLCs during inaugural / valedictory function
of OGCF’14.
iii) Standards & Labeling Programme
for Equipments consuming petroleum
products as Fuel :
PCRA has launched an initiative called
Standards and Labeling (S&L) programme
aimed towards developing improved
efficiency standards of consumption of
petroleum products, mainly HSD and LPG in
various applications and get the same notified
through Bureau of Energy Efficiency (BEE),
Ministry of Power. PCRA has taken up 3
appliances involving Domestic LPG Stoves,
Diesel Pump Sets for Agricultural purposes
and Diesel Engine Driven Generators.
Based on fuel consumption efficiency of
products, Star Labeling (from 1 to 5) is

proposed to be endorsed on energy efficient
products.
This unique initiative of PCRA highlights huge
saving potential of petroleum products for the
nation thus reducing oil import and burden
on foreign exchange outgo. Once the program
is implemented, it has the potential of saving
approx. 2400 TMT of LPG and 26000 TMT
of HSD in diesel engine driven pump sets and
generators in 10 years on a cumulative basis.
This translates into saving of more than approx.
` 1,45,000 crores in ten years.
Standard & Labeling Programme for
Domestic LPG Stoves
LPG in India is predominantly marketed by
Public Sector Oil companies and there are
more than 16 crore customers enrolled as
LPG consumers with these Oil companies.
The consumption of domestic LPG has
steadily increased over the years & indigenous
production has fallen short to meet the demand
resulting in import of LPG.
PCRA identified this as one of the potential
areas, wherein conservation of LPG could be
achieved through use of energy efficient LPG
Stoves in order to reduce the import bill and
the subsidy amount. As a result of labeling
programme, the thermal efficiency of LPG
stove shall be minimum 68%. The estimated
savings in LPG consumption will be 2.4 MMT
in next 10 years on cumulative basis considering
transformation to at least 1 star product.
Ministry of Power accorded approval to
PCRA’s benchmarking proposal in association
with BEE under Energy Conservation Act
2001 in Dec-13, including mention of “In
Association with PCRA” on all labels to be
put up on Star rated products. Scheme is now
operational. BEE has released the schedule
on their portal for registration of domestic
LPG gas stove manufacturers / traders on
voluntary basis.

Driven Monoset for Agricultural purposes
(2-10 HP)
According to Market Survey carried out by
PCRA, India produces 1.5 million pumps
per year with an expected annual growth of
7%. The existing population of diesel driven
pump sets in country is about 14.42 millions.
According to study, nearly 8.55% (5.8 MMT)
of country’s total diesel consumption (68.4
MMT in 2013-14) is being used for irrigation
purposes. The survey also reveals that about
90% of pumps used in farms are of 21 %
efficiency only. This benchmarking initiative
is expected to improve the fuel efficiency
up to 28% of new monoset pumps being
manufactured in next 5 years.
PCRA identified this equipment with
substantial potential for conservation of Diesel
through use of fuel efficient Agricultural
pump sets.
Ministry of Power accorded its approval

Implementation of Standards & Labeling
Programme for Diesel Generator Sets (Up
to 200 KVA)
According to the survey carried by PCRA,
the DG set market is a well-organized and
highly competitive. The market witnessed
steady growth in the last decade on account
of chronic power shortages and rapid growth
across several segments such as industries,
infrastructure, telecommunication and
information technology (IT) / IT enabled
services. The Genset market in India is valued
at more than INR 50 Billion. An increasing
power demand-supply deficit acts as major
driver for this market.
PCRA has submitted its draft schedule for

ISO 50001: 2011 Energy Management Systems
is voluntary International Standard developed

for energy management system (EnMS). It
establishes a framework for industrial plants,
commercial, institutional and governmental
facilities and entire organizations to manage
energy.
PCRA has taken up initiative to work as
implementation consultant for ISO 50001
Energy Management System. PCRA has
completed consultancy for implementation
of ISO 50001 Certification for BPCL Mahul
Refinery, BPCL Uran LPG plant and Pipeline
Division of IOCL Refinery. Presently PCRA
is providing consultancy for implementation
of ISO 50001 EnMS to Cipla Ltd EOU,
Patalganga (Unit No-1,2,3), Kochin Refinery,
Lube Oil Plant, Silvassa (HPCL), Lube Oil
Plant, Mazgaon (HPCL).
v) Perform Achieve & Trade (PAT) scheme:
Perform Achieve and Trade (PAT) mechanism
has been designed by BEE under National
Mission on Enhanced Energy efficiency. PAT
is market-based mechanism to enhance cost
effectiveness of improvements in energy-
intensive large industries and facilities,
through certification of energy savings that
could be traded. Under this scheme 9 sectors
namely, Thermal Power Plants, Fertilizer,
Cement, Pulp & paper, textiles, Chlor-Alkali,
Iron & Steel, Aluminium and railways are
identified as Designated Consumers. The
total 478 industries in the 9 sectors are
identified and target for reduction of Energy
consumption is notified.
PCRA’s presence on PAT:
PCRA is in this field for more than 30
years.
PCRA has more than 30 Energy Auditors/
Energy Managers.
PCRA has successfully completed the
Energy Audit of NALCO, Odisha,
Tamilnadu Newsprint and Paper Limited,
Gujarat Fluorochemical Ltd., Dahej.
Presently PCRA is involved in PAT activity
for Madya Pradesh State Electricity
Board, Chachai, Chattrishgarh State
Electricity Board, Korba, Orient Syntax,
Bhiwani, Tangedco, North Chennai,
Tangedco, Tutikoran, Tangedco, Metoor,
Yamunanagar Power Plant.

Research and development is an important
activity of PCRA. The R&D activities provide
strong support to PCRA’s energy conservation
efforts aiming at the development of new
products, processes and technologies which
have the potential to contribute to energy
saving, environmental quality, energy security
and sustainable development. The Indian
industry is highly energy intensive. About 50%
of the total commercial energy production in
India is consumed by the industrial sector
and there is a scope of saving of 15-20% in
the sector that would result in saving of about
7.5% in overall energy consumption. Hence
a thrust has been given for development
of energy intensive industrial clusters like
Leather, Cold Storage, Foundries and Textile
etc. The methodologies adopted are:
Identify the energy intensive industrial
clusters.
Tie-up with engineering institutes along
with the industry representatives for
identifying inefficient processes and
designing of prototypes for making the
process efficient for the industry.
Promote the developed prototype for
replication with the help of industry
associations.
Promote research in various aspects of
conservation in conjunction with IITs,
NITs, Council of Scientific and Industrial
Research (CSIR) labs etc.

The project proposals are reviewed by
Screening Committee of PCRA, which is
chaired by Executive Director of PCRA and
has members from MoP&NG, Ministry
of Science & Technology, Indian Institute
of Petroleum, Bureau of Indian Standards,
Indian Institute of Technology, Centre for
High Technology, Engineers India Ltd,
IOC(R&D), Bharat Petroleum Corporation
Ltd, LPG Equipment Research Centre, The
Energy and Resource Institute (TERI) and
The Automotive Research Association of
India. The project developers make detailed
presentation about their project proposals to
the Screening Committee of PCRA during
its meetings. If the project has potential for
saving of petroleum products/reduction
in environment pollution, the Screening
Committee accord technical approval to the
R&D project.
The project developer is required to submit
the progress reports along with expenditure
statements. PCRA official occasionally visit
the labs of approved projects to monitor
the progress of the various projects. After
completion of the project, the project
developer submits a draft project report.
Screening Committee of PCRA reviews the
same and their comments are conveyed to
project developer for incorporating in the final
project report. The final project report is again
reviewed/approved by Screening Committee
of PCRA. On successful completion of
R&D projects, PCRA helps in replicating
the technologies, processes, equipments,
appliances etc. through technology transfer to
interested entrepreneurs.

Energy is the most vital input for our economic
development and therefore its consumption
and conservation are very important aspects of
economy. Research has shown that there is an
enough potential available for conservation of
petroleum products by adopting & ingraining
simple conservation tips.
Mega Campaign-2013
With this background in mind, PCRA
launched its Mega Campaign-2013 (through
DAVP empanelled agencies) in a bigger
manner than the previous ones, in terms of
money as well as the number of activities.
The specialty of the Mega Campaign was to
involve the entire Oil Marketing Companies
and to initiates a number of people connect
activities so as to drive a point at home to
generate all round awareness regarding
judicious use of petroleum products amongst
the general masses leading to saving of
petroleum products.
Outdoor media is very effective media for
dissemination of conservation messages for
users of vehicles. This time, the conservation
messages were displayed also by Oil
Marketing Companies at their Retail Outlets
and LPG Distributorship through hoardings
and banners. Realizing the importance of
information technology, PCRA carried out the
campaigns through bulk SMS push carrying
conservation tips, campaigns through digital
media and internet websites. Brief details of

Advertisement in Magazines:
With the view to maximize the reach to the
target audience of the entire cross-section
of the society, advertisements were released
in magazines as a part of the media-mix in
view of their long shelf life & low cost. PCRA,
during 2013-14 has released advertisements
in 77 magazines.
Campaign in Digital Cinema:
PCRA’s campaign in Digital Cinemas was
launched for 14 days covering 6574 theatres
PAN India.
SMS campaign:
PCRA campaign was launched through bulk
SMS for 14 days by sending 2.84 crores SMS
messages.
Campaign in Website:
20 web sites were covered for 14 days of PCRA
campaign.
New Innovative Campaigns:
During the current Mega Campaign, PCRA
has undertaken following unique people
connect activities:
i) Intersection Activities – In Delhi
PCRA had organized a three days intersection
activity, jointly with Times of India and Delhi
Traffic Police, starting from 30.09.2013 to
02.10.2013. Hon’ble Minister of Petroleum &
Natural Gas had flagged off the Intersection
Activity on 01.10.2013. The Theme of activity
was - “Tel Bachao Inaam mein Tel Pao / Save
Oil, Earn Oil”.
This activity was aimed at “Identify, Gratify
and encourage those who save fuel in their
daily life” by involving the Vehicle users, Delhi
Traffic Police, School Children and PCRA
officials. The objective of this activity was to
educate the users of vehicles and motivate
them and set examples for others to save the
precious petroleum products.
The activity was focused on two areas:
a) The persons who were driving at 45-55
kmph.
b) The persons who were stopping their
vehicles at Red Lights.
On the third day, a drawing competition was
also organized for school children on “Save
Fuel Yaani Save Money” campaign.

ii) Walkathon at Noida
PCRA organized a ‘Walkathon’ on 22.11.2013
in association with TRAX Sports Society,
Noida Traffic Police and Indian Oil
Corporation to underline the importance
of fuel conservation and safe driving. The
walkathon was inaugurated by Sh. L.N Gupta,
IAS, Secretary, OIDB, Ministry of Petroleum
and Natural Gas in the august presence of Mr.
Abhay Bakre, Executive Director PCRA, Mrs.
Bharti Singh, SP (Crime), Noida. Approx 300
enthusiastic students of leading schools of
Noida participated in the ‘Walkathon’.
Impact Assessment survey
In order to assess the impact & effective of
activities carried out by PCRA in association
with Oil Marketing Companies, a third party
survey agency namely M/s GFK Mode Pvt.
Ltd. was finalized by DAVP for carrying out
Post campaign Survey at a total cost of Rs.
20.68 lacs. The selected agency has completed
the survey and draft top line indicators are
submitted to PCRA. The top Line indicators
are being shared with representatives of IOCL,
BPCL & HPCL. These Indicators reveal that
the Mega Campaign was effective and could
able to reach the users of Petroleum Products
leading adaptation of conservation messages.
Campaign during OGCF-2014
PCRA carried out extensive campaign
through print media during OGCF-2014 on
PAN India Level to promote fuel efficiency in
all sectors of economy.
For OGCF – 2014 new creative for print
media were designed and produced so as to
disseminate the message of conservation in
an effective manner. First time a creative was
also designed and developed for Eco Driving,
a new concept to achieve higher level of
efficiency through operational parameters.

Printed Literature:
PCRA, over the years, has designed and
developed a rich bank of conservation
literatures for the users of petroleum products
carrying useful information and tips for saving
of petroleum products. These literatures are
regularly distributed free of cost to consumers
in various sectors of economy.
During 2013-14, PCRA printed approximately
4.83 lakhs copies of 28 different types of
leaflets, booklets, pamphlets, stickers and
posters on petroleum conservation in Hindi,
English for its distribution during Oil & Gas
Conservation Fortnight-2014 alone.
Besides above, PCRA also publishes a quarter-
ly bulletin titled “ACT (Active Conservation
Technique)” carrying latest developments re-
lated to energy conservation and distributes it
free of cost amongst various Industries, Poli-
cy Makers and corporate sectors. The bulletin
also highlights PCRA’s efforts in the field of
conservation.

HUMAN RESOURCES
The manpower requirement of PCRA is
drawn from Oil & Gas PSUs viz. IOCL,
BPCL, HPCL, ONGC, OIL, GAIL, CPCL etc.
on deputation basis initially for 3 years and
extendable by two more years with mutual
consent of concerned Oil PSU and PCRA
and prior approval Competent Authority in
PCRA. After completion of the deputation
period, the PCRA employee is repatriated
back to his/her parent organization.
Since a large number of energy conservation
related activities are carried out by PCRA,
a comprehensive induction programme is
initially planned for each employee so that
he/she gets familiarised with the specialised
work of PCRA in energy conservation field
and also acclimatises with the work culture in
a new set up vis-à-vis earlier postings.
In the Head Quarter of PCRA in New Delhi,
the manpower is organized on functional
basis like R&D, Education Campaign, Field
Activities and in service functions like
Finance, Coordination and HR. PCRA offices
also exist in Metros as Regional Offices and
in major cities around the country as Sub-
Regional Offices.
The main functions of C&HR Department are
as follows:
To formulate HR policies, to ensure
consistent application of human resource
policies, selection on deputation,
training, employees’ perks / benefits,
administration, discipline and employees’
appeals.
To plan, administer and control the
establishment and related services for
smooth conduct of PCRA jobs.
To convene Governing Body and
Executive Committee meetings.
To provide extensive and specialized type
of training to PCRA personnel in the field
of energy efficiency and environment.
To coordinate various activities of OGCF
function with Oil & Gas PSUs.
HR facilitates PCRA engineers in successfully
completing the Energy Manager & Energy
Auditor certification examination of
Government of India. Presently (as on
31.3.2014) PCRA is having a good team of 2
nos. of Accredited Energy Auditors, 20 nos.
of Certified Energy Auditors and 9 Nos. of
Certified Energy Managers.

Oil & Gas Conservation Fortnight (OGCF) is
a significant annual event of the Ministry of
Petroleum & Natural Gas, which is organized
jointly by PCRA and Public Sector Oil &
Gas Companies every year from 16th to 31st
January.
Started as Oil Conservation Week (OCW)
in 1991, this nation-wide campaign has
eventually become a very effective tool in
creating and spreading mass awareness
among the masses about the importance of
conservation of petroleum products in the
country. Encouraged by the tremendous
success of campaign, the duration of OCW
was extended to a fortnight from the year
1997, making it Oil Conservation Fortnight
(OCF). With increasing use of cleaner and
eco-friendly gaseous fuels in the country, the
conservation of these fuels has also become
equally important. Therefore, w.e.f. the year
2004, this event is being observed as “Oil
& Gas Conservation Fortnight (OGCF)”
in line with the decision taken in the 63rd
Executive Committee meeting of PCRA.
OGCF 2014 took off with impressive
Inaugural Functions at the National Capital
and all the State Capitals on 16th January 2014.
The details of Inaugural Functions held at
National Capital and State Capitals are given
in Annexure-I.
The theme for this year was-
“SAVE FUEL, SAVE MONEY, SAVE
ENVIRONMENT”

Panabaaka Lakshmi, Hon’ble Minister of State
for Petroleum & Natural Gas. The function
was graced by Shri Vivek Rae, Secretary
MoP&NG, Shri Rajive Kumar, Add. Secretary,
MoP&NG and Shri R.K.Singh, Jt. Secretary,
MoP&NG. They addressed a large gathering
of dignitaries from the Government, Senior
Executives from Oil & Gas Industries, school
children and others present on the occasion.

During their address, they impressed upon the
need of conservation of petroleum products.
Hon’ble Minister for Petroleum & Natural
Gas administered the Oil & Gas Conservation
Pledge and flagged off the Publicity Vans
carrying the messages of fuel conservation.
A guide book on “Energy Audit Manual in
Pharma Sector” was also released on the
occasion. On this occasion, Director General
– BEE handed over the translites of LPG Stove
and Diesel Monoset pump to Addl. Secretary,
MoPNG as a mark of launch of Star Labelling
programme for these two products.
During the function, the “Best Performance
Awards” were distributed to State Level
Coordinators (SLCs), Regional Level
Coordinator (RLC), State Governments and
Upstream Sector for their best performance
during last OGCF 2013. The awards were also
distributed to the winners of National Level
Essay Competition organized for students of
Class VI to Class X in Hindi & English and
to the winners of National Level Painting
Competition organized for students of Class
VI to Class X.
On this auspicious occasion, Hon’ble Minister
of Petroleum also presented the coveted ISO
50001 certificate to BPCL Mumbai Refinery.
PCRA had provided the consultancy to BPCL
Mumbai Refinery to obtain EnMS leading to
ISO 50001.
In addition to the above, PCRA had
also organized the National Level Essay
Competition in Urdu and State Level Essay
Competition in 12 Regional Languages
viz. Assamese, Bangla, Gujarati, Kannada,

Sector” being released during OGCF-2014)

Impressive Inaugural functions of OGCF’14
were also organized by SLCs at the State
Capitals, which were graced by dignitaries like
Governors, Chief Ministers, Ministers and
other eminent persons. During OGCF‘14,
large number of activities like mass rallies,
cycle rallies, marathons, human chain,
technical seminars, symposiums, essays,
quiz and painting competitions, LPG/PNG
saving workshops, workshops for industrial
workers /drivers etc. were conducted all over
the country by PCRA and Public Sector Oil &
Gas Companies, for propagation of Oil & Gas
conservation messages amongst the major
consuming sectors viz., Transport, Industry,
Agricultural, Household and Commercial.

The maintenance and updating activities of
PCRA websites and web server was carried
out in-house. The Unicode version of PCRA
website was implemented during the year.
The maintenance and administration of LAN,
Internet, Proxy server and Corporate E-mail
was carried out by in-house expertise to
ensure faster and smoother communication
system.
Information System (IS) department also
extended technology support to other
departments in disseminating information
on energy conservation and PCRA activities.
During OGCF 2014, mammoth task of
inviting students from schools and colleges
across India was possible by sending e-mail
invitation to more than 14,000 schools
and colleges PAN India. The compilations
of participant’s data, follow-up, result
compilation, procurement of prizes were
possible in short span of time due to IT tools.
In-house IT team with the help of Education
Campaign (EC) department created artwork
for conservation awareness advertisements
released in Newspapers, Magazines, banners,
hoardings. IT team also created artwork
for promotional advertisements for mobile
application on fuel conservation.
