Application The remote monitoring and control unit REC 523 is designed to be used for remote and local control, protection and fault indica-tion, condition monitoring, supervision and automation of secondary substations in medium voltage networks. It can be used with various ring main units (RMUs), air-insulated
and SF6-insulated disconnectors, switches and other remote-controlled substation sec-ondary equipment.
The remote monitoring and control unit REC 523 can be connected to conventional current and voltage transformers or to the new ABB current and voltage sensors.

The freely programmable LED display facili-tates status indication of local I/Os and thus also of the RMU, disconnectors or switches.
Increased performance is achieved by using the benefits of the multi-processor environ-ment.
Digital signal processing, together with a powerful CPU and distributed I/O handling, enables flexible and modular constructions, parallel operation and, in addition, improves response times and accuracy. The modern technology applied in the unit extends the flexibility of the system.
Design The REC 523 remote monitoring and control unit incorporates a wide range of functions:

• Measurement functions
• Power quality functions
• Control functions
• Condition monitoring functions
• General functions
• Communication functions
• Standard functions
The function blocks are documented on the CD-ROM “Technical Descriptions of Func-tions” (1MRS 750889-MCD).
Protection and fault indication functionsREC 523 provides a set of protection func-tions which also can be used for fault indica-tion. The protection function blocks (e.g. NOC3Low) supported by REC 523 are inde-pendent of each other and have their own set-ting groups, data recording, etc. For example, the non-directional overcurrent protection includes two different stages, NOC3Low and NOC3High, both with independent protection functions.
By means of the fault indication functions the network control system can obtain informa-tion about measured and set values. The information can be used, for instance, to locate faults in a medium voltage distribution network. The wide energizing input ranges of transformers and sensors facilitate monitoring and fault indication in different types of sub-station.
Measurement functionsMeasurement functions include three phase currents, neutral current, three-phase volt-ages, residual voltage, frequency, active and reactive power and power factor. In addition, other measurement functions are available.
Disturbance recorderThe transient disturbance recorder is able torecord 16 current or voltage waveforms and16 logic digital signals. The sampling fre-quency of the analogue inputs is 2 kHz at thrated frequency of 50 Hz and 2.4 kHz at therated frequency of 60 Hz.
The user can set the length of a recording within a range determined by the number ofanalogue inputs used. The number of recordings depends on the sampling frequency, length of recordings and number of analoguinputs.
The recordings can be uploaded with a DR-Collector Tool which converts the data to a COMTRADE format. The DR-Collector Tool is supported in CAP501 and CAP505 relay tools.
Power quality functionsPower quality functions enable measuremenof total harmonic distortion (THD) of voltage and current, and total demand distortion (TDD) of current. Individual harmonics are measured up to the 13th.
The power quality functions produce statisti-cal data about harmonic distortion for long term evaluation. Short time average and maimum values for THD and individual har-monics are also supported.
LIB 510 supports graphical presentation of harmonics in the PQ Monitoring Tool.
Control functionsThe unit includes binary inputs and relay ouputs for the control of up to four disconnec-tors, switches or other objects. The objects can be controlled remotely over the networkcontrol system or locally via push-buttons, which normally are placed in a separate enclosure. Disconnector and switch status indication is obtained via the binary inputs. One of the outputs can be used for the controf an external heater and one output is usedfor internal fault (IRF) indication.

Power factor controller (option)The function is designed to be used for con-trolling the switching of capacitor banks based on the reactive power requirements of the load in the network. The power factor controller of REC 523 controls a maximum of 4 capacitor banks.
Condition monitoring functionsThe condition of the batteries is secured by periodic condition monitoring tests. The unit measures the battery voltage continuously, also during the condition monitoring test. The minimum voltage value will be recorded in the memory. The condition and lifetime of the batteries can be estimated on the basis of the minimum values recorded.
Regular reinitialization is used for monitoring the condition of the optional plug-in modem or an external modem. The monitoring and control unit reinitializes the modem when there has not been any successful communi-cation within a certain period of time.
Condition monitoring function blocks like supervision of the energizing current and voltage input circuit, operation time counter, scheduled maintenance and breaker travel time are available for the REC 523 units
General functionsAdditional functions are available for differ-ent general purposes to be used in logics such as activation of MMI backlight, switch-groups, and resetting of operation indications, latched output signals, registers and distur-bance recorder.
Standard functionsStandard functions are used for logics such as interlocking, alarming and control sequenc-ing. The use of logic functions is not limited and the functions can be interconnected to fault indication, control, measurement, condi-tion monitoring and other standard functions. In addition, binary inputs, outputs, LON inputs and outputs can be connected to stan-dard functions by using the relay configura-tion tool (CAP 505).
Battery backupThe battery backup of the station can be arranged by using two 12 V, 17 Ah or 38 Ah, sealed lead acid batteries in the monitoring and control unit. The integrated temperature-compensated switched-mode battery charger
charges the batteries under normal conditions and supplies the power needed by the unit during power outages. Thus the operation of the unit and the communication between the substation and the network control centre are always secured.
Optional modemThe optional plug-in modem incorporates a public/leased line modem for telephone line interfaces with pulse and tone dialling and a radio interface with radio keying and for the two- or four-wire fixed cable connection. The communication transfer rate is up to 14400 bps (V.32bis). The modem is specially designed for harsh conditions, such as in most unheated secondary substations. The wide application range of the modem covers the common communication ways, thus facilitat-ing system engineering.

Data communicationFor remote communication purposes the unis provided with an RS232 serial port, and thoptional plug-in modem with an RJ12 tele-phone connector and a screw connector.
The RS232 serial port with SPA protocol andLON protocol are used for local communication with a PC to be used e.g. for parameterization with the CAP 505 tool.
Supported field bus protocols are the LON bus and the SPA bus. Network managemenprotocols supported are IEC 60870-5-101, MODBUS or DNP3.0. Other protocols can bedeveloped on request.
Other functions
Low auxiliary voltage indicationThe REC 523 unit includes indication of a low auxiliary voltage. The power supply module issues an internal alarm signal whendrop in the power supply voltage is detected(AC fail, active low). The alarm signal will be activated if the power supply voltage is about 10% below the lowest rated DC input voltage of the power supply module.
Indication of a low auxiliary voltage is avail-able in relay configuration and can be configured to activate an alarm.

Overtemperature indicationThe REC 523 unit includes indication of an internal relay temperature. The power supply module gives an internal alarm signal when overtemperature has been detected inside the unit enclosure. The alarm signal will be acti-vated if the temperature inside the relay enclosure increases to +78°C (+75°C… +83°C). Overtemperature indication is avail-able in the relay configuration and can con-figured to activate an alarm.
Analogue channelsThe number of channels used depends on the selected unit type and the kind of matching transformers or sensor inputs used. A REC 523 remote monitoring and control unit can have a maximum of 9 external analogue measurements. Furthermore, the unit has two internal analogue channels, channels 11 and 12, for the residual current and voltage calcu-lated from phase currents and voltages.
The REC 523 measures the analogue signals needed for fault indication, measuring, etc. by using current and voltage sensors developed by ABB or galvanically separated matching transformers.
A current sensor (Rogowski coil) or a voltage sensor can be connected to each sensor input. The REC 523 allows the user to configure each sensor input for the type of sensor to be used.
Each analogue channel of the unit is sepa-rately configured by using the relay configu-ration tool (CAP 505).
A separate scaling factor can be set for each analogue channel. The factors enable differ-ences between the ratings of the protected unit and those of the measuring device (CTs, VTs etc.). The setting value 1.00 means that the rated value of the protected unit is exactly the same as that of the measuring device.
Calculated analogue channelsThe REC 523 unit includes two virtual chan-nels to obtain the residual current and voltage when sensors are used. Current and voltage sensors are connected directly to the unit via coaxial cables and therefore residual connec-tion of the phase currents or open-delta con-nection of the phase voltages cannot be made. Both amplitude and phase angle are calcu-lated for the virtual channels.
Though primarily meant to be used with sensors, the calculated analogue channels can also be used with conventional current and voltage transformers.
Channel 11 is used to numerically derive theresidual current I0 from the three phase cur-rents (I0 = ).
Note! When sensitive earth-fault protection isneeded, it is not, however, recommended toreplace core balance transformers with the numerically derived sum of the phase cur-rents. Normally, an earth-fault setting below10% of the rated value requires a core balantransformer.
Channel 12 is used to derive the residual voage U0 from the three phase voltages (U0 = ). This channel is used instead of the open-delta connection when voltage sensors are used to measure the phvoltages.
Binary inputsThe binary inputs of the units are voltage controlled and optically isolated. The func-tion of a binary input can be inverted. Pro-grammable filter time removes debounces and short disturbances on a binary input. Thfilter time is set for each binary input of the unit.
Some specific digital inputs can be pro-grammed to operate as pulse counters. Whea digital input is programmed to operate as pulse counter, pulse counting frequency canbe up to100 Hz.
Oscillation suppressionThe REC 523 units have two global parameters for the suppression of binary input oscillation. The settings of these parameters determine the oscillation level and hysteresifor all binary inputs. Oscillation suppressionis used to reduce the load from the system when a binary input starts oscillating. A binary input is regarded as oscillating if the number of valid status changes after filteringis more than the set number of changes per1 s. During oscillation, the binary input is blocked (status is invalid) and an event is generated.
Attributes of a binary input for relay con-figurationFor each binary input the status of the input (value), the time tag for the status change (time) and the validity of the binary input (invalidity) can be issued by the attributes.

These attributes are available in the relay con-figuration and can be used for different pur-poses, e.g. by using PLC logic functions.
OutputsThe outputs of the unit are categorized as fol-lows:
• HSPO: High speed power output, double-pole contact, e.g. for tripping purposes (e.g. circuit breaker)
• SO: Signal output, either NO (Normal Open) or NO/NC (Normal Open/Normal Closed) contact. The output contact is nor-mal duty and thus it cannot be used for controlling a heavy load like a circuit breaker
LED displayThe LED panel consists of power-on, IRF, STO and 21 freely programmable LEDs through the CAP 505 tool. Each LED has four states: ON, OFF, fast blinking, and slow blinking. The STO LED indicates when the unit is saving information into nonvolatile memory.
External serial communicationsThe REC 523 has one RS485 and two RS232 serial communication ports. The 9-pole RS485 connection X5.3 connects the REC 523 units to the distribution automation sys-tem via a SPA bus or a LON bus. The RS232 port (X5.2) is used for the parameterization purposes. The second RS232 port (X5.1) is used for the remote communication protocol.
The fibre-optic interface module type RER 103 is used for connecting the REC unit to the fibre-optic communication bus. This module supports both SPA bus and LON bus communication. An optional modem uses port X5.1.
Self supervisionThe REC 523 unit is provided with an exten-sive self-supervision system. The self-super-vision system handles run-time fault situa-tions and informs the user about existing faults over remote communication and LON/SPA communication.
After a fault has been detected the red IRF indicator lights up. At the same time the unit delivers a fault signal to the self-supervision output relay and blocks the protection trip outputs.
The fault code is stored in the memory and can be read from the unit.
Relay configurationThe Relay Configuration Tool, which is included in the CAP 505 Relay Product Engneering Tools, is used for configuring the REC 523 unit, protection and logic function blocks, control and measurement functions,timers and other functional elements includein the logic functions category.
The Relay Configuration Tool is based on thstandard IEC 61131-3. The programmable system of REC 523 unit allows the output contacts to be operated in accordance with thstate of the logic inputs and the outputs of protection and fault indication, control, mea-surement and condition monitoring functionsThe PLC logics (e.g. interlocking and alarm logic) are programmed with Boolean func-tions, timers, counters, comparators and flipflops. The program is written in the function block diagram language by using the configuration software.
Lon network configuration with LNT 505The Lon network configuration tool is used for binding network variables between the units. Typically, LON is used for transferringstatus data between units.
Relay parameterizationThe parameters of the units can be set via thserial communication using the Relay SettinTool CAP 501.
External parameterizationThe Relay Setting tool CAP 501 is used for parameterizing the units. The parameters cabe set off-line in a PC and downloaded to thunit over a communication port. The setting parameters can be chosen from the hierarchcal menu structure.
Terminal connectionsAll external circuits are connected to the ter-minal blocks on the rear panel. The terminalblock for the measuring transformers consisof fixed screw terminals.
ABB’s sensors (Rogowski coils or voltage sensors) are connected to the unit with spe-cial-type shielded twin BNC connectors. Thistype of connectors is used to improve reliabiity and protection against disturbances. Un-used sensor inputs must be short-circuited with a special connector 1MRS 1200515.

Auxiliary voltageFor its operation the REC 523 unit requires a auxiliary voltage supply. The unit’s internal power supply module forms the secured volt-ages required by the relay electronics. The power supply module is a galvanically iso-lated (fly-back type) dc/dc converter. A LED indicator “ON” on the front panel is lit when the power supply module is in operation.
Power supplyThere are two basic versions of power supplmodules available for the REC 523: type PSC1 and type PSC2. The module PSC1 isused for the voltage range 80…265 V ac/dcand module PSC2 for the range 18…80 V dcThe power supply version is specified by a letter combination in the hardware number othe REC 523.

Each REC 523 unit has a specific order number that identifies the unit type as well as thehardware and the software revision as described in the figure below.
The REC 523 units differ from each other as to the number and type of measuring inputs.
All the REC 523 hardware versions include the same number of digital inputs and outputs, whereas the number of matching transformers and sensor inputs as well as the auxiliary volt-age range vary between the different hardware versions.
Software configuration and software numberEach REC 523 allows different software con-figurations based on separate functions that can be activated from comprehensive libraries
within the scope of the processing capacity awell as the I/O connections and analogue channels available, and considering the totalCPU load of the selected functions

The last number of the hardware version num-ber specifies whether the measuring and con-trol unit is flush-mounted or wall-mounted.
Each analogue channel is separately config-ured by using the Relay Configuration Tool.
The hardware number and a combined soft-ware nymber is labelled on the marking strip on the front panel of the device delivered. The software number is for factory use only.
