Executive summary

The “Renaissance” project is implemented by the undergraduates of the Students

Association of the Bachelor of Social Work in the National Institute of Social

Development (NISD) with the motive of practicing Professional Social Work in Sri

Lanka. The aim of the project is to uplift the living standards of people in a rural village

through empowerment and community involvement. Through this project it is expected

to develop Infrastructure, Economical, Education and Health, in order to uplift the

living standard of the members of the community.

The selected village is Orupilla in Udumaliboda Grama Niladhari Division in the

Deraniyagala Pradeshiya Saba (Divisional Council) in Kegalle District. A comprehensive

study was carried out in assessing the needs of the village and its inhabitants, and after

the analysis of the results the following issues were identified; lack of a proper

transportation system, inability to access pure drinking water, no legal ownership for their

lands, unavailability of a proper communication system, lack of recreational facilities (a

play ground for children etc), poor functioning of the school development society, lack of

discipline and leadership among students, unawareness of vocational education, poor

awareness on health related daily activities, poor access to health services, lack of knowledge

and facilities to enter self employments etc.

After analyzing the problems and the needs, prioritization was done and the development

activities will be carried out with a focus on the above mentioned sectors. Through this

project it is expected to construct the road and provide public transport service to the village.

It will also develop proper drinking water system which covers the whole village. Further, the

project will take necessary measures to provide deeds to their lands, establish communication

facilities, facilitate access to vocational training and to provide facilities for self employment.

A Leadership Training programme will be organized to develop leadership skills and

discipline in students of the village. It has been also planned to strengthen the school

development society and build up a volleyball court at the school premises. In addition, this

project plans to conduct a health camp and awareness programmes related to health issues

and current government facilities available to the public.

The significance of the Renaissance Project is that it involves all social, human, financial,

physical and natural potentials in uplifting the living standards of the villagers. Project will

run for six months with the involvement of the young Social Workers of NISD and the

sustainability will be maintained through the community empowerment and also through

monthly evaluations and field visits. The drawbacks and barriers of the project were also

noted and actions have been designed during implementation of the project to mitigate such

constraints.

This village development project can be described as an effective effort which is indeed a

beginning of a new development era through the effective involvement of Professional Social

Work. It will be necessary to collaborate fully with funding organizations as this will

accelerate the development process of the village and will lead to the development of the

nation in the long-run. As such, an improvement in the living conditions will be ensured and

consequently the overall wellbeing of the community will be achieved.

1. Problem Statement

The School of Social Work, National Institute of Social Development (NISD) is

undertaking the Renaissance project to improve infrastructure facilities and services with

the financial assistance from the Government and Non Government Organizations. The

Project aims to uplift the standard of the lives of the villagers and the development of the

village. The project is estimated to benefit more than 2000 people in the village. The

Project will be implemented in Orupilla Village in Udumaliboda Gramasewa Division,

Deraniyagala Pradeshiya Saba (Divisional Council) in Kegalle district. The project will

run for a period of six months and monitored with regular follow ups. The project is

implemented to improve infrastructure, economic, education, and health facilities of the

villagers.

The main observed problem was that the road which runs through Udamaliboda to

Orupillagama is not constructed properly. In view of the fact that the villagers face so

many difficulties in transportation. There is no proper public transport system and it is

mainly because of the road which is not built properly. The main income generating

source of the village is the tea cultivation and even villagers face difficulties in

transporting their cultivation to the town and also it has affected the school attendance of

children. It has also influenced the price of goods and the financial status of the villages.

The Insecured Bridge of the village has become a threat to their lives as well. Another

main need that all the villagers highlighted in the survey was the inability to access pure

drinking water. It has affected health and day to day activities of the villagers.

Furthermore villages do not have access to loan facilities or any other legal procedures

due to no legal ownership for their lands. Another highlighted issue in the village is the

postal service which is limited only to Maliboda. Therefore they lack communication

facilities and this has affected their day today functioning. The main highlighted issue in

school is lack of discipline and leadership skills in students. It will affect the future of

those children. Nevertheless lack of facilities to sports has influenced their discipline and

health as well.

Villages have very limited knowledge about their health especially about prevention of

diseases. Therefore they face health problems at young age and it will affect their

economic standard of the family. There are many young people who do not have any

livelihood and also many families are without proper income. These problems affect the

economy of the families and the development of the country.

No similar project has been carried out previously to develop the village. They have

attempted to construct the road but failed due to financial problems. This is the area

which has the highest rain fall in the country. Therefore there is good weather for

cultivation and it is easy to develop water supply system without the intervention of water

board. Village has enough skill labor to implement the development projects.

Daraniyagala Pradeshiya Saba will arrange all equipments which are required in

constructing the road. Not only that the transport board has also agreed to provide a bus

after proper inspection of the road. Furthermore Land Commission has agreed to provide

the deeds to land owners who have fulfilled the required necessities. School has enough

space and facilities to carry out workshops and principal agreed to arrange the school for

workshops and health camp. In addition to that NISD has 150 Social Work

undergraduates to implement this project and all of them are trained to work with people.

Many benefits will be provided for the development of village through this project. They

will be able to uplift their life standards at the end of this project. The development of

village will directly influence the development of the country. Therefore development of

such rural village provides additional support to development of the country.

2. Project Details

2.1 Goal

The aim of the project is to uplift the living standards of people in Orupilla village

by empowering the community through social work intervention.

2.2 Objectives

2.2 Rationale

This is an extremely rural village which is located in Daraniyagala area. Most of the

people are likely to be affected who live in under-served settlements (USS) without

secure tenure; have informal income and access to minimum basic services including

transport, water and health. Most of school children are engaged in livelihood activities

without attending school. Students who attend also stop their education after ordinary

level examination. Any basic service has not been provided and it has affected the

development of this village. Therefore as social work undergraduates we decided to

select this village for this development project which will run for 6 months.

2.3 Target Group

There are 185 families living in Udumaliboda Grama Niladhari Divisions in the Orupilla

area. The total population in this area is 1246, out of which 51% are women and 34% are

children under 18 years.

The social work undergraduates conducted a survey in the area on 14th

September 2012

to identify community needs with the assistance of Research and Publications Division of

National Institute of Social Development. 20 social work undergraduates (12 females and

08 males) participated in the survey. The Orupillagama Development Society, Grama

Niladhari, the School Principal, the Health officer and Chief Priest of the temple of the

area were also consulted prior to identifying the project.

It was agreed to include a community representative in the Steering Committee to

monitor the progress of the project from the inception stage.

2.4 Methodology

This project is planned to be implemented under four sectors. Those are Infrastructure,

Economical, Education and Health. The project will continuously run for six months

developing four main areas to uplift the life standard of people covering all the other

needs and facilities within the community. From the planned activities the community

will get the benefits directly.

2.4.1 Infrastructure

Introduction and Time line

Infrastructure facility is the basic criteria that judges the development of a region. Hence

the development in the infrastructure is really important to uplift the living standards of

the people in any community. People of the focused village are facing many problems

due to lack of proper infrastructure facilities. The most urgent infrastructure facilities

which need to be developed are categorized as follows and steps will be taken to

implement our plan to develop them with the assistance of the villagers.

(i) Transportation

Lack of proper roads is a major problem to the villagers and steps will be

taken to reconstruct the road which runs Udumaliboda to Orupilla village. As

a result it will pave the way for the donors to visit the village and make

valuable contributions to uplift the standards of the villagers. Further we shall

negotiate with the Central Transport Board to provide buses to help villagers

to have easy access to the town.

(ii) Construct the bridge

Insecure bridge which connects village and road has become threat to life of

villages. Steps have been taken to construct the bridge and assure safety of

villages.

(iii)Water Management

Lack of pure drinking water has caused a threat to the hygienic condition of

the villagers. So a proper water supply system will be established through the

support and the commitment of the villagers to set up a project to distribute

water to the villagers.

(iv) Communication

No proper communication facilities are available to the villagers. We intend to

discuss this matter with the Maliboda Sub Post Office and initiate a mail

delivery service to the village.

2.6.2 Economical Development

Introduction and Time Line

Individual development has an impact on village development. We are hoping to take the

following steps to improve personal wellbeing.

1. Villagers have not been issued with title deeds of the land in which they have built

their houses. Discussions will be made with the relevant land registry officials to

distribute these legal documents to the villagers which will ensure the ownership of

their properties

2. To increase self employment opportunities with the help of Samurdhi Authority.

There are identified villagers who have certain skills to start self employments to earn

an extra income. Due to financial difficulties they cannot start self employment on

their own. In addition to that we are hoping to open a pre-school and train the pre-

school teachers from the village.

3. Educate and guide individuals on income generating avenues. The villagers lack

access to information on opportunities they can generate more income. They need to

be aware and guided how to use these opportunities to uplift their lives and earn

more. Furthermore we have planned to conduct seminars on how to increase the yield

from agricultural cultivation. The villagers basically get their daily income through

cultivation. But they are not aware of new methods, ways, equipment and how to use

them to generate more income through their cultivations.

4. Educate the villagers on various functions of the Government Organizations which

will help them with their occupations. The villagers haven’t got proper knowledge

and even the common information about the government organizations which will be

helpful to them in various ways in getting public services. Through providing

information and awareness they can get things done easily from the local authorities

and other institutions for their occupations and other personal matters. It will be a

way that they can themselves find out solutions for the problems they face in their

personal and official matters.

2.6.2 Education

Introduction and Time Line

This is a major factor which affects largely to the development of a society. We observed

that lack of leadership skills and discipline has a direct impact on having a poor interest

on education. We will be organizing a three day leadership training programme to

students which includes workshops and activities. In addition we will establish a prefects’

guild to maintain discipline of students and to develop their leadership skills.

Further we will be organizing awareness programmes for children and parents on the

importance of school education in order to reduce the number of school dropouts and

increase the attendance rate. Parents will be educated and advised on the importance of

sending their children to school and giving them a proper education. In addition to that

special workshop has been planned to develop interpersonal relationships among

students, teachers and parents.

A vocational training institute will be set up with the assistance of the NAITA and school

leavers who have diversified talents will be encouraged to join this institute which will

ultimately lead them to find suitable jobs. There are young people who are skillful and

haven’t got any chance to develop their talents due to many problems. Even some

talented youth do not get jobs as they don’t have any proper qualification or a training

from a recognized training institute.

A volleyball court will be constructed especially for the children to develop their talents

in sports. There are children who are really talented in many sports but they are not able

to show their talents due to lack of resources. Especially the need of a properly

constructed volleyball court is highlighted to shape up the children’s talents on sports.

2.4.3 Health

Introduction and Time Line

Health is an essential component of a human being’s life. Our focus is to develop the

health conditions of the villagers by finding solutions to their problems relating to health.

One main reason is the lack of knowledge about the methods of maintaining a good

health condition. We will arrange awareness programmes to educate the villagers on

various aspects of health including communicable and non-communicable diseases and

special awareness programme will be organized to their understanding on primary health

and hygiene.

The steps have been taken to organize a health camp and identifying persons with

diseases and referring them to proper channels for further treatment. It will be another

activity we have planned to uplift the health condition of the villagers. It is really

essential for them to have knowledge on some diseases, treatments and first aid because

they have difficulties in transporting to hospitals and other medical services.

Awareness programmes on consequences of Alcohol consumption will also be included

to prevent villagers from diseases. Through awareness they can be educated on certain

health issues and also can minimize domestic violence which affects negatively on their

wellbeing.

Sabaragamuwa Provincial Council has agreed to fund for construct the road.

Villages will provide necessary tools such as spades and hoes to construct the

road

Udumaliboda Devananda Vidyalaya has a hall with electricity and all other

required facilities to carry on three day training programme, health camp and the

workshops.

There is a spacious area to make the Volley Ball court

Lecturers of NISD will conduct workshops free of charge

Two Masons will provide their service free of charge.

Monitoring, evaluating and reporting by “Macounts”

We have associated with Macounts to provide our sponsors a mutually beneficial

relationship of contributing to the project and fulfilling corporate objectives in

terms of sales, media exposure and other organizational requirements.

Macounts will assign a full time project coordinator to report from the project site.

Sponsors can directly contact the assigned person and seek for information about

the project progress and other information. Below are the details of sponsorship

reporting, monitoring and evaluating.
