REPLIES TO CLARIFICATIONS SOUGHT ON PROCUREMENT OF FENDERS 1. EMD : EMD required is Rs 5,28,500.00. Bidders registered with sub departments of MoD like Indian Navy, MDL, GRSE, BEL etc are not exempted from submitting EMD. Registration with MoD itself or any of the four departments of MoD (Dept of Defence, Dept of Defence Production, DRDO, Dept of Ex-Servicemen Affairs), apart from DGS&D/NSIC for the same items/range of products/goods or services only are exempted from submitting EMD. EMD has to be issued by a Nationalised bank or by ICICI/HDFC/Axis Bank only. EMD of any other bank would result in rejection of bids. EMD should be drawn in favour of Joint Controller of Defence Accounts, Port Blair and payable at Port Blair. 2. Cost of Tender Document . All bidders who have not purchased the tender document are required to submit a Demand Draft for Rs 500/- alongwith the Bid, drawn in favour of Joint Controller of Defence Accounts, Port Blair and payable at Port Blair. The cost of the Tender Document is non-refundable and failure to pay the same would result in rejection of bids. 3. Date and Time of Opening of Bids . The date and time of opening on bids is revised to 1100 hrs on 03 Nov 2015. 4. Procurement is on single bid system. 5. Installation & Commissioning . The fenders are to be delivered to consignee in inflated/ ready to use condition. Only assistance of crane can be provided at the consignees premises for installation and commissioning. 6. Consignee . Consignee for sl 1,3 and 4 of the TE will be COY(PBR). Consignee for sl 2 will be MO(PBR). Prices must be quoted on door delivery basis inclusive of all charges. However, breakdown of charges is to be given. 7. Vendors are advised to indicate separately, the cost of transportation of each type of fender from the OEM’s premises to the port of embarkation and thereon from the port of embarkation to Port Blair. 8. For the purpose of deciding L1, each type of fender will be considered as a separate item and the overall order can be split among different vendors, based on L1 price. 9. All taxes and the amount on which they are applicable are to be shown clearly, even if exemption certificate is being sought. 10. The specifications/ drawings forwarded earlier are to be disregarded. 11. Inspection will be done by the nearest office of DQA(N), as per approved QAP. QAP to be collected from the office of DQA(N) or if not available, to be prepared by OEM and submitted to DQA(N) before commencing manufacture, for approval.
