PREAMBLE

MAIN OBJECTIVE

Strengthening and consolidating the Voice of Africa for a better

consideration of African States Interests.

SPECIFIC OBJECTIVES

Mobilize Member States for an active participation ;

Harmonize positions on issues discussed;

Discuss proposals and documents submitted to CoP18 for their relevance and importance to ATLAFCO’s MS and assess their impact on the themes of conservation, livelihoods and food security;

Ensure greater national coordination among national focal points for CITES and representatives in charge of fisheries departments;

Establish coordination among ATLAFCO Members with an interest in the CITES COP18 agenda and marine species issues included in it ;

Provide guidance on an approach to proposals and documents;

Develop a continuous consultation protocol before and during CoP18.

PARTICIPATION

CITES Focal Points and Fisheries Representatives of ATLAFCO Member States will

attend the meeting. They should be aware of the fish species to be negotiated at the

next CITES CoP18 and try to adopt a concerted and coordinated position on the listing

of marine species.

EXPECTATIONS

Increased awareness of the importance of issues and the impact of decisions on the economic and social level;

A thoughtful position taken in accordance with national and regional interests;

The development of harmonious regional coordination capable of influencing decisions;

Adoption of joint actions to make the Group's voice heard.

I. INTRODUCTION

1. From 25 to 26 April 2019, a preparatory meeting was held in Casablanca

(Morocco) as a prelude to the 18th Session of the Conference of the Parties of CITES

2. The meeting was attended by the CITES national focal points and the heads of the fisheries departments of the following member states: Angola, Benin, Cabo Verde, Cameroon, Congo, Côte d’Ivoire, The Gambia, Ghana, Guinea Bissau, Equatorial Guinea, Guinea, Liberia, Mauritania, Morocco, Namibia, Nigeria, Democratic Republic of Congo, Sao Tome and Principe, Sierra Leone, Senegal and Togo..

3. The following organizations also participated as observers: Fisheries Agency

and the Overseas Fishery Cooperation Foundation (OFCF) of Japan, the World Conservation Trust (IWMC) and the Observatory for Sustainable Fisheries in Africa (MOSFA).

II. OPENING CEREMONY

5. In his welcoming address (Annex II), Mr. Yassine ELAROUSSI, Head of the

Cooperation Division of the Department of Fisheries of the Kingdom of Morocco, welcomed this initiative which will certainly contribute to a better coordination of positions of Member States on key issues relating to marine resources.

6. He recalled that this meeting is part of the custom of the long-established consultation between the African countries members of ATLAFCO, as part of its strategic objectives.

7. He mentioned that Morocco is particularly honored to host this meeting, which

is being held on the eve of a multilateral event relevant to the conservation and commercialization of living marine resources, in this case CITES CoP18 scheduled for next month in Sri Lanka.

8. He stressed that thanks to the action of ATLAFCO, the African presence in international and regional fora on fisheries and management of living marine resources no longer go unnoticed. The African countries members of this organization have managed to establish themselves as a formal group commonly known as the "African group" in the same way as other interest groups in Latin America, Asia, etc.…

9. For his part, Mr. Georges KOUADJO KOUAKOU, representative of the Minister of Animal and Fisheries Resources of Côte d'Ivoire, current President of ATLAFCO, emphasized in his speech, the importance of this meeting and congratulated the Secretariat ATLAFCO for its coordination and harmonization of Member States' positions.

10. Finally, he thanked the Kingdom of Morocco for its constant support, as well as the authorities of Japan for their contribution to the organization of this meeting.

11. He then declared open the preparatory meeting for CITES CoP18.

12. In his introductory address to the preparatory meeting (Annex III), Mr. Abdelouahed BENABBOU, Executive Secretary of ATLAFCO, welcomed all the participants. He then thanked the Minister of Agriculture and Fisheries of Morocco for his constant support to ATLAFCO and his permanent commitment to fisheries cooperation in Africa.

13. He recalled that the purpose of this meeting is to provide the information to the Member States and to exchange views among the participants on the various issues relating to the conservation of marine resources and their implications for fisheries in order to ensure their full participation in the upcoming CoP 18 of CITES.

14. He added that this meeting dedicates the will repeatedly reaffirmed to reinforce the African Voice in international bodies. It extends the momentum established by ATLAFCO for some years already, in achieving this objective within fora dealing with issues relating to marine resources.

15. He mentioned that the organization of this meeting as a prelude to the 18th CITES CoP, will allow the strengthening and improvement of the capacity to argue, negotiate and defend the interests of member countries in international and regional organizations responsible for fisheries, on the one hand, to reconcile African positions on these issues and consolidate them on the other.

16. He reiterated the importance of bringing together CITES National Focal Points

and fisheries management officials from Member States together to ensure national coordination on marine species proposed for inclusion on the annexes of the next CITES meeting.

17. Lastly, he thanked Côte d'Ivoire for its actions as President of ATLAFCO and its

traditional technical and financial partners.

III. CONDUCT OF WORK

18. The work took place in plenary according to the agenda attached in Annex IV.

19. The various presentations (Annex V) were made on:

- The importance of the fisheries sector and marine resources for

the countries of the ATLAFCO zone and their contribution to food security, livelihoods, employment, biodiversity and socio-economic development;

- Conservation and preservation missions assigned to RFMOs; - The principle of sustainable use of marine resources; - CITES and marine species, listing history; - Proposals for marine species submitted to CoP18.

20. At the end of the various presentations the participants expressed their points

of view. The discussions focused on the following major issues:

- The preservation and conservation of marine species of commercial interest;

- Sequencing between management and management measures and international trade restrictions on marine species showing signs of overexploitation;

- Respect for the precautionary principles of the use of living marine resources;

- In assessing the impact of the inclusion of marine species on CITES lists for their conservation and sustainable use;

- The difficulty of removing species listed on one of the CITES annexes after their stock is reconstituted;

- Recall that Member States have expressed the need for capacity building and for setting up or strengthening permanent fisheries management frameworks;

- Note that the proposed registration of marine species in annex II of CITES is backed by some of the member states of ATLAFCO;

21. Following the preparatory meeting, a series of recommendations were presented to the participants.

22. After their discussion, the meeting adopted the recommendations (Annex VI) subject to comments and enrichments to be included in the final version of the report, which will be sent to the participants for validation.

23. In addition, a presentation was made by the secretariat on the modalities of

participation of representatives of Member States at the CITES COP18 including logistical arrangements made by ATLAFCO.

24. During the meeting, and following the horrific attacks that plagued Sri Lanka, participants asked the ATLAFCO secretariat to send a letter to the CITES Secretariat to offer their condolences and to discuss the possibility of postponement of the date of the 18th CoP.

25. The work of the preparatory meeting was declared closed at 17:00.

ANNEX II: SPEECH BY THE REPRESENTATIVE OF THE FISHERIES DEPARTMENT OF THE KINGDOM OF MOROCCO

Monsieur le Président de la COMHAFT, Monsieur le Secrétaire Exécutif de la COMHAFAT, Mesdames, Messieurs les honorables déléguées Mesdames, Messieurs, Tout d’abord, permettez-moi au nom de Monsieur le Ministre de la Pêche Maritime, du développement Rural et des Eaux et Forêts et mon propre nom de vous souhaiter la bienvenue au Maroc ainsi qu’un agréable séjour.

Notre rencontre d’aujourd’hui s’inscrit dans la coutume de concertation entre les pays africains membres de la COMHAFAT, coutume instaurée depuis très longtemps par cette organisation et faisant partie de ses objectifs stratégiques.

Le Maroc est particulièrement honoré pour avoir abrité cette rencontre qui se tient à la veille d’un évènement multilatéral pertinent à la conservation et la commercialisation des ressources marines vivantes, en l’occurrence la CoP18 de la CITES prévue le mois prochain au Sri Lanka.

Je ne manque pas cette occasion pour vous demander d’observer une minute de silence pour l’âme des centaines de victimes innocentes qui ont péri dans l’attentat lâche perpétré dans ce pays pacifique, qui a toujours donné l’exemple de la cohabitation multiraciale et multiethnique.

Minute de silence

Les pays africains sont en grande majorité des nations dont la pêche et les ressources halieutiques jouent un rôle très important dans leur économie, leur paix sociale et leur sécurité alimentaire.

Ces pays sont certainement conscients de l’importance de la préservation de ces ressources et de l’intérêt de leur exploitation durable en vue de pérenniser les retombées économiques, sociaux et alimentaires que génèrent la pêche, l’exploitation et le commerce des poissons.

Toutefois, les marins pêcheurs et les professionnels de la pêche dans ces pays sont confrontés à des défis énormes qui rendent la pratique de l’exploitation durable parfois difficile dans un contexte marqué par une déficience d’infrastructures, de qualification, d’accès aux marchés, mais également par des contraintes imposées par la communauté internationale sans que ces pays aient l’occasion d’exprimer leur point de vue pour des décisions qui sont parfois prises à l’encontre de leurs intérêts.

La faiblesse de la représentativité quantitative et qualitative des pays africains aux grands forums relatifs à la pêche, le manque de coordination régionale et l’absence de visibilité stratégique pour la pêche font que des décisions sont prises au niveau de ces instances sans considération de la voix africaine qui ne se fait pas entendre suffisamment ou absolument pas.

Les efforts déployés par la COMHAFAT dans le sens de rapprocher les positions africaines au sein des instances chargées des questions de la pêche et de même à consolider ces positions sont louables.

Une grande parties des activités inscrites au plan d’action de cette organisation vont dans le sens de permettre aux pays membres d’améliorer leur capacités pour l’argumentation, la négociation et le lobbying au sein des organisations internationales et régionales chargées de la pêche, et d’augmenter leur capacité de représentation et de présence aux travaux de ces organisations.

Grace à l’action de la COMHAFAT, la présence africaine aux instances internationales et régionales relatifs à la pêche et à la gestion des ressources marines vivantes ne passe plus inaperçue. Les pays africains membres de cette organisation ont réussi à s’imposer en tant que groupe formel communément connu sous l’appellation « groupe africain » au même titre que d’autres groupements d’intérêt en Amérique latine, Asie, etc…

Si cette organisation a atteint un niveau notable sur le plan structurel, beaucoup reste à faire quant au fond de l’action des pays africains et c’est exactement ce que la COMHAFAT s’efforce de construire, consolider et instaurer parmi ses membres.

A ce titre, je voudrais également me réjouir de la coopération exemplaire Japon – COMHAFAT et remercier le partenaire japonais pour l’appui qu’il apporte à la COMHAFAT pour réussir sa mission. Encore une fois, je vous souhaite bon séjour au Maroc et plein succès aux travaux de notre rencontre.

Bonjour,

Tout d’abord, permettez-moi de vous souhaiter la bienvenue au Maroc et un agréable séjour à Casablanca, et vous faire part de ma joie de participer avec vous à l’ouverture des travaux de cette réunion préparatoire à la Dix-huitième session de la Conférence des Parties de la CITES.

Je suis particulièrement impressionné par votre participation nombreuse et tiens à vous remercier tous d’avoir bien voulu sacrifier de votre temps si précieux, pour prendre part à cet important rendez-vous.

Mesdames et Messieurs, Notre rencontre aujourd’hui, consacre la volonté maintes fois réaffirmée de renforcer la Voix de l’Afrique au sein des instances internationales. Elle prolonge la dynamique instaurée depuis quelques années déjà, par notre organisation la COMHAFAT, dans la réalisation de cet objectif au sein des fora traitant des questions relatives aux ressources marines. Par l’organisation de cette rencontre en prélude à la 18ème CoP de la CITES, nous nous efforçons d’améliorer les capacités d’argumentation, de négociation et de défense des intérêts des pays membres au sein des organisations internationales et régionales chargées de la pêche d’une part, de rapprocher les positions africaines sur ces questions et à la consolidation de celles-ci.

En réunissant ensemble, les points focaux nationaux de la CITES et les responsables de la gestion de la pêche des Etats membres, nous visons également à assurer une coordination nationale au sujet des espèces marines faisant l’objet d’une proposition d’inscription sur les annexes de la prochaine session.

Mesdames et Messieurs Pour les Etats Africains riverains de l’Océan Atlantique, la mer et les ressources halieutiques occupent une place de choix dans l’équation de la sécurité alimentaire, le développement économique et la lutte contre la pauvreté. Il importe donc d’en assurer une exploitation durable en vue de perpétuer les bénéfices socio-économiques. Nos pays se trouvent concernés en premier chef, par cette question en raison du rôle économique et social capital que joue le secteur de la pêche et du souci pesant de la préservation et de la gestion durables des ressources halieutiques. Il s’agit donc de résoudre la difficile l’équation du conflit entre les impératifs de conservation et les exigences de survie, particulièrement pour les populations des pays de la région. Nous aurons alors à nous pencher sur ce dilemme, à la lumière des spécificités socio-économiques, des intérêts nationaux de nos pays et donc des priorités propres à notre Région. Il est donc acquis que nos pays ont conscience de la nécessité d’assurer une exploitation durable de leurs ressources marines, son application est, parfois, impactée par des contraintes imposées par la communauté internationale sans que nos pays n’aient l’occasion d’exprimer leur point de vue sur des décisions qui, quelquefois, ne prennent pas suffisamment en compte leurs particularités.

Mesdames et Messieurs Plusieurs propositions d’inscription d’espèces marines sont à l’ordre du jour à

l’occasion de la prochaine CoP18 de la CITES.

Tout en réitérant l’engagement de nos pays pour le principe de l’exploitation durable et partant pour la conservation de ces espèces, nous nous interrogeons sur les raisons objectives de ces propositions. Sont-elles motivées par un constat objectif et vérifiable ou sur de simples appréciations émotives ? Lors de notre rencontre, nous nous efforcerons de répondre à ces interrogations. Qu’attendons-nous de notre rencontre ? De quoi allons-nous convenir ?

L’objectif principal de cette réunion préparatoire est d’assurer une participation active

des représentants de nos Etats membres à la prochaine CoP18 de la CITES.

Pour ce faire, cette rencontre devra permettra aux participants :

1- De disposer du maximum d’informations nécessaires lors de la prochaine

échéance de la CITES ;

2- De passer en revue les principales questions liées à la conservation des

ressources marines qui y seront soulevées et leur implication sur la

durabilité des ressources halieutiques et sur la sécurité alimentaire des

populations de notre région ;

3- De développer une coordination nationale et régionale agissante, à

même de peser sur les décisions qui y seront prises, et ce dans l’intérêt

bien pensé de nos pays.

Cette rencontre ambitionne également de convenir de certains principes à la base de l’exploitation durable et de la gestion des ressources halieutiques qu’il s’agit de défendre lors de la session de Colombo. Parmi ces principes nous citerons :

1- Toute nouvelle proposition d’inscription sur les listes de la CITES, d’une

espèce marine objet d’une consommation humaine, devra être d’abord, initiée par la FAO ;

2- Les propositions d’inscription d’une ressource marine ne peuvent intervenir, qu’une fois constaté l’échec de leur gestion par une ORP ;

3- Appui de toute décision relative à la limitation du commerce des espèces marines sur des avis scientifiques, objectifs et vérifiables.

Mesdames et Messieurs,

J’ose espérer que cette rencontre puisse être une formidable opportunité pour

débattre de la forme et de l’avenir de la coopération halieutique régionale au service

d’une exploitation durable des ressources marines de notre Région et d’une Afrique

audible et solidaire au sein des organisations internationales.

Avant de clore mon allocution, je voudrais remercier, les partenaires de la COMHAFAT et tout particulièrement les autorités marocaines et japonaises sans lesquelles cette rencontre n’aurait pu se tenir.

ANNEX VI : RECOMMENDATIONS

A. Convinced of the need to ensure the conservation, management and rational exploitation of fisheries resources and their sustainable development;

B. Recognizing the need to ensure integrated and ecosystem-based sustainable development , with a greater focus on maximizing the of economic, social and environmental benefits , in line with the principles of the FAO Blue Growth Initiative ;

C. Highlighting the socio-economic importance of the fisheries sector in the ATLAFCO region by its contribution to economic growth, and the achievement of sustainable development goals, including the eradication of hunger and , and the reduction of poverty by 2030;

D. Reaffirming the right of States to dispose of their marine resources for exploitation first to benefit their current and future populations;

E. Referring to the Constitutive Act of the African Union, in particular the objective (d) of its Article 3: "To promote and defend African common positions on issues of interest to the continent and its people".

F. Noting the compatibility of FAO's strategic objectives with the CITES mandates ;

Participants recommend :

1. To promote the sustainable exploitation of fisheries resources through the development and / or implementation of national, regional and international fisheries management plans;

2. To rely on the best available scientific advice from competent national, sub-regional, regional and international institutions and bodies, in decision-making for the conservation and management of marine resources;

3. To strengthen the scientific capacity of African institutes and researchers and ensure their regular and effective participation in the scientific committees of international marine conservation bodies;

4. To maintain consultation between the member states of ATLAFCO, for a better harmonization of their positions on the issues of conservation and exploitation of marine resources, within the competent international fora, and particularly at the 18th session of the Conference of the Parties to CITES;

5. To adopt the principle of resorting to restrictions on international trade in endangered marine species only after recognition of the inability of competent RFMOs to ensure their sustainable exploitation;

6. Strengthen, within the States, the coordination between the entities in charge of fisheries policies and those in charge of conservation, and this, for a coherent and integrated management of the fisheries resources;

7. To propose to CITES and FAO to assess the impact and ensure scientific monitoring of marine species included in the Appendices ;

8. To take into account, in the decision-making by international conservation and management of fisheries resources bodies, the regional specificities for certain fisheries, in particular the strategic importance of small-scale fishing, and its essential role in food and nutritional security, poverty reduction and the development of coastal communities.
