CONFERENCE THEME “Building Foundations for New Generations” ~ Looking forward to Number 18* ~ Following last year’s conference in Ulladulla, a focus group was again formed to assist in the formation of agenda topics for the 2013 Annual Conference. Thank you to Sally Richardson, Ron Daniel, Lynne Moore, Chris Watt, Chantelle Grills and Alvin Umadhay for their input. Again, it was agreed to have a theme for the conference – for this year they chose the theme of ‘Building Foundations for New Generations’.

WELCOME Neil Sandall (President) welcomed all delegates and observers, especially those who are attending their first conference. Neil also introduced all members of the board of management and staff to the attendees.

GUEST SPEAKER – Herb Elliott AC MBE "I am in charge of my own mind, therefore my attitude, therefore my destiny" Herb Elliott made just one Olympic appearance - an unforgettable run in the 1500m at the 1960 Rome Olympic Games. Herb was the only Australian to win gold in the stadium, when he flew away to win by an amazing 20m. He also became the first Australian male runner to win on the track since Edwin Flack in 1896. In his short but magnificent career, Herb Elliott broke the four minute barrier for the mile, an amazing 17 times.

At the 1960 Rome Olympics, he went into the 1500m as the strong favourite, holding a new world record of 3:36.0. All nine runners in the final that day had previously broken four minutes for the mile. Herb Elliot remained unbeaten at Australian championships winning the 880yds and the mile in 1956/57, 1957/58, and 1959/60. Herb retired from athletics in May 1961 having accrued an amazing 44 consecutive victories in world class competition for distances up to a mile. Many believe he retired too early, but at the age of 22, he decided to quit running and pursue a career in business. For obvious reasons, Herb was one of the bearers of the Olympic torch at the Opening Ceremony of the 2000 Sydney Olympics, and entered the stadium for the final segment before the lighting of the Olympic flame by Cathy Freeman. Herb Elliott won the coveted Helms Award in 1958 and was made a Member of the British Empire (MBE) in 1979 for his services to the community. In 2002 he was made a Companion of the Order of Australia (AC) for his services to the community, sport and the Olympic movement. His business accolades include Chairman for the Telstra Foundation & Fortescue Metals Group, as well as, Commissioner for the Australian Broadcasting Committee. Herb’s current role as Director of The Stronger, Smarter Institute, has been vital in moving forward to bridge the gap between indigenous and white Australian education and health, that of which Herb passionately promotes. In addition to this, Herb does not censor his love for golf, and for encouraging healthy, active lifestyles. He is an avid supporter of Mosman Little Athletics and enjoys the promotion of track and field to the younger generations. Herb Elliott was honoured as a Legend of Australian Sport on 10 December 1985. Herb gave a captivating and inspirational speech about his career and both the requirements and pitfalls of reaching the highest heights.

Kerry O’Keefe (CEO) presented a gift to Herb Elliott and thanked him for his presentation and for attending our 2013 Annual Conference.

BOARD & STAFF PANEL All directors and staff who had reports in the Conference Book were asked to sit at the front of the room to form this panel. As the Conference Book was forwarded to all attendees, and therefore taken as read, attendees had the opportunity to ask questions of the board and staff.

Questions & Answers Tony Vecellio (Randwick Botany) enquired about disciplinary proceedings and how to escalate centre

level disputes to the LANSW and get them to act to ban a very disruptive centre member, where it has gotten so bad that there is Apprehended Violence Orders (AVO’s) etc in play.

Russell Briggs (Business Assurance) said that the matter has to be addressed by the centre committee first and foremost, and the centre committee must refer to the disciplinary procedures outlined in their own centre constitution. Once a decision has been formalised and LANSW has been notified of the proceedings, the incident can be escalated to LANSW if still required. Russell outlined that there would be an independent panel called and the Business Assurance Director may only attend as an observer and would have no jurisdiction on the decision, but would be advised of the decision, and the centre and individual would be advised formally thereafter.

Wayne Thurlow (Girraween) advised members that any situation resulting in police intervention is under the jurisdiction of the police and Little Athletics NSW can have no involvement with any AVO’s and no Little Athletics representative is liable to intervene. Centres must continue to liaise with police about individuals and their restrictions and are to notify them in every instance where they are in obvious breach of their AVO restrictions. Councils also have regulations in practice with regard to council venues/facilities and restricting members rights to access the venue.

DISCUSSION ITEMS D1. TRACK EVENTS – Disqualification – CAMPBELLTOWN Amend the relevant disqualification procedures: A. That Little Athletics NSW conform to the 2012-2013 IAAF false start rule procedure

(Rule 162.8, Page 145-146) i. Red & Black Diagonal Card – Disqualification ii. Yellow & Black diagonal card – Warning iii. Corresponding indicator on the lane. B. That the Red & Black diagonal card be used for a relay disqualification and false starts for

track events, not flags. Explanation At present we have a red flag in the athlete’s face and humiliate them, particularly in relay races and often it is not the final runner who causes the team’s disqualification. Moved Terry Manns (Campbelltown Collegians), seconded Glen Taylor (Glenbrook), that D1 be accepted. Voting - SHOW OF HANDS NOT SUPPORTED D2. STATE CHAMPIONSHIPS – 800m Straight Final – WESTERN RIVERINA The first two athletes only from each of the 8 Region Championships be entitled to advance to the State Championships in the 800m events, making 16 competitors and a straight final. Explanation As stated, this will make the State Championships event a straight final, eliminating the need for heats. We believe to run heats of this event is too much pressure on the kids and they should only compete once in an 800m. The athletes who compete in the 800m usually compete in the 1500m and older athletes in the 3000m, which is far too much stress on the athletes. Moved Ken Gardiner (Western Riverina Zone), seconded Howard McGarry (Lake Illawarra), that D2 be accepted. Voting - SHOW OF HANDS NOT SUPPORTED D3. STATE CHAMPIONSHIPS – 800m Progression to Final – HOLROYD That in the 800 metre event at the State Championships, the qualifiers who progress to the final be the first six (6) place-getters in each heat, plus the next four fastest times, to comprise a final of sixteen (16) athletes.

Explanation At State Championships this past season the qualification process to the final was the first three (3) place-getters plus the next two (2) fastest times, with eight (8) athletes only in the final. This was far too hard on athletes who, in many instances, were competing in the 1500 metre final later on the same day. There were quite a few withdrawals from the 800 metre heats, in two instances resulting in a straight final. Indeed some of these athletes had previously competed in the 3,000 metre event the night before. We need to be seen to be looking after the welfare of our middle distance athletes, which we certainly were not at State. Moved Glen Richardson (Holroyd), seconded Maria McConville (Life Member), that D3 be accepted. Voting - SHOW OF HANDS SUPPORTED D4. ZONE, REGION & STATE – Reserves to Finals – EXECUTIVE Delete clause 1.4 Section D – Reserves to finals and renumber subsequent clauses.

Explanation This rule was introduced to try to ensure that all finals have full fields at Zone/Region/State, however many reserves do not take the opportunity to attend the Call Room on the off chance they may be required for a final. This is even more pronounced when finals are on a different day to the heat.

This requirement puts a lot of unnecessary pressure on call room resources and causes the need for lots of adjustments to start lists etc.

Having reserves also adds another level of complexity to the role of a Clash Manager if a track final is due to go to the Call Room when a reserve is at a field event. If a reserve is listed as being at a field event when a track final is called does the Clash Manager have to go the field event to check if the reserve is there on the off chance that they will be needed. It is also rather difficult to be consistent about the point in time when a substitution is to occur because of the load pressures on the call room building up as the carnival progresses. A reserve takes their place in a final if there is a vacancy when the Call Room official has completed their paperwork and the athletes are released from the Call Room. No set time can be given for this (e.g. 8mins before scheduled start) event as it depends on how the carnival is running, weather conditions etc.

It therefore seems timely to reconsider this issue of reserves to finals and to recommend that finals simply progress with the available qualifying starters from heats, irrespective of the number presenting for the final. Moved Heather Mitchell (Board – Championships/Competition), seconded Grahame Searles (Life Member), that D4 be accepted. Voting - SHOW OF HANDS NOT SUPPORTED D5. STATE RELAYS – Junior & Senior 4 x 100m and Long Jump – EXECUTIVE Delete Section 5 of the State Relay Championships (the Junior & Senior 4 x 100m and Junior & Senior Long Jump events), which is centres with less than 150 athletes in the U8-U15 age groups.

Explanation This section was introduced following the 2006 Annual Conference, when the new 2 day format for State Relays was accepted. It was introduced to enable smaller centres to enter mixed age athletes in a 4 x 100m and 4 x long jump event. Unfortunately, the response from the smaller centres has been consistently poor as the statistics below illustrate. These figures represent the total entries each year from the 6 State Relays we have had since the introduction of this section: -

This underwhelming response has resulted in fields so small there is effectively no competition and we generally have to run the event in conjunction with another to introduce the appearance of competition for the one or two teams taking part. This table shows that there is a lack of interest from all but less than a handful of smaller centres in entering this section of the State Relays. In view of this lack of interest it is proposed to delete this section. Moved Heather Mitchell (Board – Championships/Competition), seconded Howard McGarry (Lake Illawarra), that D5 be accepted. Voting - SHOW OF HANDS NOT SUPPORTED D6. STATE RELAYS – Centre Categories (U17) – HOLROYD Delete

2.2 Centre Categories iv. Regardless of registration exclusions in i, ii or iii, all centres are permitted to enter in the U17

teams in section 1 or 2, plus 3 & 4.

Explanation The passing of discussion item D2 from Camden at last year's Conference, gave centres the opportunity to enter U17 teams in either section 1 or section 2 at State Relays, regardless of the size of the centre. Although our centre supported this discussion item, simply to give centres the opportunity of entering U17 teams in section 1, i.e. 4x100m boys & 4x100m girls; we do not feel that it is fair to those smaller centres of 200 or less, to allow the really large centres the opportunity of entering mixed 4x100m relays. The discussion item from Camden last year stated "to bring the U17 age group in line with all the other age groups".

In effect the passing of that discussion item actually gave an extra opportunity for centres to enter U17's, which is not available to any other age group. The rationale behind introducing 4x100m mixed relays was to encourage the smaller centres to participate in the State Relays, with a chance of being competitive. If we continue to permit any larger sized centre to enter these 4x100 mixed relays, we are defeating the whole purpose of these relays. PRESENTATION – LAA/AA Alignment - Presentation to State Associations and their members Dereck Fineberg (President - Little Athletics Australia) Recently, Little Athletics Australia (LAA) was invited to attend a joint meeting with the Australian Sports Commission (ASC) and Athletics Australia (AA) on 20 April 2013, for the purpose of discussing the proposal by the ASC to explore a merger or some other structure that would better align LAA and AA. Each state was represented at this meeting by the president/chairman of their board. One of the outcomes from this meeting was to form a steering group made up of representatives from the ASC, LAA and AA. The first steering group meeting was held on 2 May 2013. LAA were represented by LAA President Dereck Fineberg, LAA BOM Tony Reilly and LAA CEO Martin Stillman. The meeting agreed in principle on the terms of reference to investigate the possibilities. The potential structures to be considered by the consultants include:

(i) Current model - i.e. status quo remains (ii) An enhanced Joint Venture (iii) A merged federated governance model (iv) A fully unified model (e.g. the AFL model) where State offices would effectively be branch

offices of the national body. LAA will continue to keep member associations updated on future developments as they occur. The LAA representatives are mindful of the history, tradition and core values of Little Athletics in Australia, and will continue to act in the best interests of the organisation and its members in all aspects of steering group discussions.

Questions & Answers Gordon Costello (South West Metropolitan Zone) enquired whether the financial accounts and

reporting (expenditure) will be separate for the two organisations, or will the finances be immersed into a joint account that can be accessed by either party.

Dereck Fineberg (LAA President) responded that the consideration is that the two organisations will initially have separate accounts and financial reporting will continue to encompass the Little Athletic and seniors separately, however, this is at liberty to change throughout the merger as programs and development is discussed moving forward. There will always be provisions in place to protect assets and intellectual property. It must be stressed that members will be part of the decision making process and will be informed of all steering group considerations.

Ron Daniel (Ryde) asked if Dereck could outline all of the non-negotiables. Dereck Fineberg (LAA President) advised that these are outlined in the document that was provided

to all conference attendees and this will also be uploaded onto the Little Athletics website to be accessed by all members.

Tim Pullen (Canterbury) asked what the arrangement would be for voting procedures with regard to the merger proposals. Will it purely be board members who are eligible to vote?

Dereck Fineberg (LAA President) advised that the final jurisdiction on decisions will ultimately be the members of both Little Athletics Australia and Athletics Australia state associations, and will be voted on democratically.

Terry Manns (Campbelltown Collegians) voiced his support for the merger and reminded the conference attendees that this was a move in the positive direction for the sport of athletics. The cost and administration of running two organisations is not conducive to supporting Little Athletes into future competition and members should support this merger to aid athlete progression to seniors.

Monica Kumar (Wallsend) voiced her concerns about the involvement by the Sports Commission, as it is often evident that government intervention can override the importance placed on the children and focus too much on the operational and financial aspects on the organisation as a business. Her concern is that Little Athletics large member base will be taken advantage of and the positive progress we have laid down towards improving athletics and increasing participation for the younger aged children will be lost

Cathy Eaton (Northern Metropolitan Zone) asked how many Little Athletics state organisations would have to support the merger in order for it to be successful. Dereck Fineberg (LAA President) confirmed that there would need to be a 75% support of the

merger through the state organisations, and this would equate to 6 out of the 7 state Little Athletics organisations supporting the new LAA-AA alignment.

Allan Johnson (South Coast Highlands Zone) asked if there are any real incentives for Little Athletics to support this merger that will be definitely be agreed upon as part of the alignment, e.g. considerable financial gain towards development of programs or the advantage of better sponsor deals and scholarships for athletes.

Dereck Fineberg (LAA President) confirmed that the major direction of discussion is focused on the future of the sport of Little Athletics and how the structure and operation involved in the merger would improve the experience for the athlete through stages of development, as well as, improve Little Athletics Australia and Athletics Australia administration and operation. Dereck stressed that if we are not part of the discussion process, the voice of Little Athletics will not be heard through the negotiation process, and therefore will not shape the LAA-AA realignment. Currently, Little Athletics is involved in the steering group meetings and is represented in all discussion with the Australian Sports Commission and Athletics Australia. Nothing will be agreed upon without going through the membership of the Little Athletics state organisations.

inform members of the current status on the LAA-LA alignment discussion, for his continued support as President of LAA, and for attending our 2013 Annual Conference.

Russell Dean presented cheques to the following centres, for their support of the IGA Docket Competition. Each centre received a $1,000 cheque, awarded as a result of the IGA dockets submitted throughout the season: -

Kerry O’Keefe presented a gift to Russell Dean and thanked him for the support of IGA and his

presentation at our 2013 Annual Conference.

PRESENTATION – Good Service is Good Business Barry McMaster - Achieve Global Trainers/Fortune Group Trainers and Australian Institute of Management (AIM)/Australian Institute of Training and Development (AITD). Barry is an expert in people development. He is highly skilled in the design and delivery of effective learning programs. He is in high demand for his impressive facilitation skills and has remarkable success working with teams to solve problems and develop clear and agreed plans going forward. His outstanding communication skills allow him to work effectively across all organisational levels and across cultures. He has worked with organisations in Malaysia, Singapore, the Philippines, Vietnam, New Zealand and the USA. Barry's qualifications are Bachelor of Arts (Psychology) from Macquarie University and a Master of Business Administration from Deakin University. While working in the insurance industry he achieved the qualification of F.A.I.I.

Barry specialises in: leadership development, executive development, sales & marketing, change management, team planning and team building. Members were presented with centre-level strategies for dealing with today’s parents and providing great customer service. Relevant scenarios endemic to Little Athletics were covered through this detailed and up-to-date presentation. Centre representatives were reminded that first impressions count and the Little Athletics branding should be more greatly displayed and positively promoted. Parents are the most important marketing channel for Little Athletics, so it is important we approach members as customers and remind ourselves that ‘the customer is always right!.

Kerry O’Keefe presented a gift to Barry McMaster and thanked him for his informative and entertaining presentation, and for attending our 2013 Annual Conference.

BREAKOUT SESSION 1 – WORKSHOPS The following practical sessions were conducted. Documentation and workshop feedback from each workshop will be posted on the Little Athletics NSW website in the centre information section. Persons/centres in attendance (as per sign on sheets) were: -

‘CILTIUS, ALTIUS, FORTIUS’ – PRACTICAL SESSIONS Event specific practical sessions were held on walks, long jump, javelin and hurdles/sprint starts. Members chose two (from four) 35 minute event-specific sessions, where participants were shown “how to” introduce the above athletics events to beginners at their centres. The aim was to provide members simple instruction and confidence to show athletes these events. Participants were rotated between their two chosen events. SOCIAL GROUP ACTIVITY (Gold themed Group Quiz Activity) – with canapés This session was hosted by the Conference Focus Group (compered by Ron Daniel – Ryde LAC). This was a group networking session and was organised as a ‘GOLD’ themed canapé activity in light of both the track & field gold won by Sally Pearson at the 2012 Olympic Games and our 50th anniversary season of Little Athletics in Australia in 2013. Attendees divided into 20 groups to complete five activities to eventually deduce a list of names and years that would ultimately list the past 17 gold medal winners for Australia, which then had to be placed into the correct order. The theme of the conference had included the tagline “Looking forward to number 18*”, and the final answer would be to infer what the asterisk stood for. Four teams were successful in coming to the answer as the 18th track and field gold medal to be won by an Australian athlete. The competitive spirit was well received and attendees enjoyed the social engagement and the opportunity to network with new people. The Saturday afternoon session of the conference concluded at 5:40pm.

ANNUAL DINNER AND AWARDS PRESENTATION – 50th season of Little Athletics in Australia ‘Gold Theme’ - Kerry advised all members that little Athletics would be celebrating its 50th season of Little Athletics in 2013-2014. The awards evening ‘Gold’ theme was selected to commemorate this 50th anniversary milestone, and also to recognise the 17 Olympic gold medal winning athletes that have represented Australia in track and field. During the conference dinner, the following presentations were made:-

PRESENTATION – The Safety Net – Updated Work Health & Safety Legislation Scott Allman – Assistant State Inspector – North Coast Work Health & Safety Division – WorkCover Authority of New South Wales The recently released Work Health Safety Guide for Sports Clubs formed the basis of this presentation which outlined the new WHS Act and how it relates to volunteers.

Important points noted through question & answer session:

Volunteers who work for local clubs/centres that have an affiliation to state and national organisations (who are PCBUs) are covered under the act through affiliation to these organisations.

Every centre should hold an induction session for new committee members to advise them of centre policies and procedures and have meetings (bi-annual) to review best practice for safety.

Policies and procedures should be easily accessible by the members and be updated in line with association policy. Any differentiation at a centre level must be formally requested and approved by the LANSW.

Communication of policies and procedures should be effective and provided at the beginning of the season and reiterated to volunteers throughout the season. Any breach of policy should be highlighted and explained to volunteers.

Centre liability can incur civil action if policies and procedures are not followed and centre operation is deemed responsible or accountable for negligence.

Centre guidelines should be referred to as a best practice guide and centres should utilise these to encourage professional, responsible behaviour, however, policies and procedures are obligatory and need to be strictly adhered to.

Centres should have safe practices in place specific to their facility and competition environment and the committee should review these and put development strategies in place (local councils should be involved in this process if possible).

PRESENTATION – New Kids on the Block – Working with Children Background Check Guidelines Jennifer Petersen – Office of the Children’s Guardian, Family & Community Services NSW. Jennifer’s presentation centred on the new legislation which came into effect on 15 June 2013 and what the legislation will require from employers/organisations. Important points noted through question & answer session:

Little Athletics is a unique sporting organisation, and the situation with volunteers cannot be categorised easily. This will be reviewed with the Office of the Children’s Guardian closer to the deadline for sport in 2015.

Currently, volunteers who are parents of an athlete training/competing in the activity they are volunteering for ( attending the same venue at the same time); will be considered exempt from the Working with Children Background Check.

Paid employees will be provided with a different code from volunteers and will need to pay an application fee of $80, whereas volunteer checks will be free.

Centres are advised to sign up for notifications sent out from the Office of the Children’s Guardian to advise them about updated information regarding the Working with Children Background Check roll-out scheme.

Parents are still obliged to fill out the Little Athletics NSW parent declaration form, as this is a statutory declaration and parents are required to advise if they are barred from working with children. Any parent that refuses to fill in the declaration will not be allowed to participate in Little Athletics. New forms have been issued for the 2013-14 season, and centres must ensure they have the updated version to align themselves with LANSW procedure.

Little Athletics centres must advise Little Athletics NSW if they are informed of any barring restrictions on parents of Little Athletes.

Centres are to hold on to their declaration forms for 5 years (from the date that they are signed) to ensure they are covered legally. These files need to be secured and handled by the centre committee with privacy and a confidentiality process in place. They should be filed securely but must also be able to be easily accessed if a formal request is made.

The phase-in process will take place in 2015, and therefore will occur halfway through the season; however processes will be in place for the registration season in 2015. This is across the board for all sports. Sport must have completed phase-in by 31 December 2015.

The Working with Children background check database will be constantly updated, as information is supplied from the police and judiciary sources. The information will be provided nationally and therefore will include offences outside of NSW. Immigration will forward any child offences to the Office of the Children’s Guardian, if these are supplied during the visa process and entry to Australia is granted.

Please advise Little Athletics NSW if you would like to be supplied with any further information. Future Little Athletics meetings and newsletters will advise centres of any updates with regards to Working with Children processes as we approach 2015.

PRESENTATION – Stepping up to the Plate – The Role of a Zone Coordinator Jeff Baxter – Outer West Metropolitan Zone Coordinator & Former President Nepean Little Athletics Centre Centre members were re-introduced to the role of the zone coordinator by our most recently appointed Zone Coordinator, Jeff Baxter. Delegates discussed what the current and future expectations are for this important position, as well as, succession planning strategies. Raelene Eiler (Oberon) commented that the zone coordinator for her area was vital to ensuring that

new committee members felt supported and motivated to starting up a new centre. They are a very important in providing information on how to organise recruitment and registrations, as well as, advising the committee on all of the tasks involved. Zone coordinators must have good communication skills as a prerequisite.

Lorna Morson (Camden Haven) wanted to personally thank the zone coordinator for their continued support and said that zone meetings are essential to ensuring there is cohesion between the centres in the area. A zone coordinator should be approachable and be proactive at dealing with centre-level issues – she sung praises for the zone coordinators actions in regard to equipment issues at Camden Haven.

BREAKOUT SESSION 3 – WORKSHOPS

I CHALLENGE YOU TO A DUEL: TRACK DUALS (an alternative for older athletes) Scott Westcott This session was designed to cater to age managers of older age groups, centre program officers and other committee members hoping to retain athletes in the U13-17 age groups. The track duals concept has been introduced at centre level to add an additional level of competition to the current program with a new and engaging concept. Scott advised members how Track Duals offers a flexible and an alternative form of competition for your older age groups.

MOVING ON UP – PROGRESSION THROUGH THE YOUNGER YEARS Darren Wensor & Alvin Umadhay

PRESENTATION – International Children’s Games – Lake Macquarie City 2014 Mavis Godber – Lake Macquarie Zone Coordinator

Lake Macquarie City will be hosting the International Children’s Games in January 2014 so centres are encouraged to start talking to your local council and see if they would be interested in sponsoring a team to take part. Lake Macquarie hopes that there will be many teams from Australia as well as from the many cities overseas who make this commitment to the youth of their area each year.

Kerry O’Keefe presented a gift to Mavis and thanked her for her presentation.

GENERAL BUSINESS

• 2014 ANNUAL CONFERENCE The 2014 AGM & Conference is likely to be held in the New England or Upper Hunter region but the venue is still to be confirmed, as we undertake further discussion with local councils. It will be held on Saturday and Sunday, 19 & 20 July 2014. The conference package will be somewhat similar with lunch included in the conference fees. Please contact Georgie Boost if you require any information regarding conference or local accommodation options, once the venue is known. We hope to be able to confirm the venue within the next 4 weeks.

• 2014 CONFERENCE FOCUS GROUP After the success of the focus group this past season, we will be meeting with conference focus group members again very soon, to assist in the setting of the agenda for next year. If anyone would be interested in being part of this group, please advise Executive Assistant, Georgie Boost.

SLIDESHOW Jeff Walsh had prepared a brief and entertaining slideshow of photos taken over the course of the conference and this was shown to delegates.

Gordon Costello (South West Metropolitan Zone) thanked LANSW staff and board members for the way in which the conference was organised and conducted. He also reiterated thanks to Dereck Fineberg for his attendance at conference this year and congratulated him on his Little Athletics NSW Life Membership.

There being no further items on the agenda for the 2013 Annual Conference, the President declared the conference closed at 3:36pm.
