EXECUTIVE SUMMARY 1.0 GENESIS
Industrial expansion is most important for the any Countries economic growth.
Especially engineering manufacturing units play a vital role at the gross root level.
Keeping this in mind, M/s. Godrej & Boyce Mfg. Co. Ltd. is planning to set up the
manufacturing unit for fabrication of process equipments like Heat Exchanger,
Pressure vessel and columns at SEZ – Dahej.
2.0 LOCATION
M/s. Godrej & Boyce Mfg. Co. Ltd. is planning to set up the manufacturing unit for
fabrication of Heat Exchanger, Pressure vessel and columns with the production
capacity 1350 MT/Month and Jetty of cargo handling capacity 1080 MT/ Month in
CRZ area at Plot No. Z – 90, SEZ - Dahej, Village - Luvara, Taluka - Vagra, District -
Bharuch, Pin Code- 392130, Gujarat State, India. The project site is located on
21° 39’36.02” North latitude and 72° 33’ 22.92” East longitude. The average mean
sea level is about 8 m.
3.0 NEED OF APPROVAL
As per MoEF, New Delhi {Published in the Gazette of India, Extraordinary, Part-II, and
Section 3, Sub-section (ii)} dated on 14th September, 2006, the project Requires EIA
Studies
4.0 PURPOSE OF THE STUDY
This study was carried to comply with the guideline of Ministry of Environment and
Forests. The purpose of this study is to:
♦ To determine at the time of studies, the prevailing situation relating to the
environment, human beings and local communities, the wildlife in the study
area and in the adjoining / neighbouring areas.
♦ To establish the likely effect on the environment, human beings and local
communities, the wildlife in the study area and in the adjoining / neighbouring
areas as a consequence of the relevant phases of this project, and to work out

methods and measures for minimizing the environmental damage as well as
carrying out site restoration activities.

5.0 PROJECT DESCRIPTION: MAJOR COMPONENTS
5.1 Land Requirement
The Project Land Use Plan describes two categories of land uses: Manufacturing Unit
for Production of Process equipments and Construction of the Jetty. Total Area of
Plot will be around 2, 35,030.00 m2 and Net plot area will be 2,29,405.00 m2. Total
Built-up area will be around 41028.90 m2.

5.2 Water Requirement
During Construction Phase: source of the water will be GIDC/ Tankers. Total water
requirement is about 150 m3/day, out of which domestic requirement is 25 m3/day
and for Construction activity is 125 m3/day.

5.3 Effluent Generation Details
During construction phase, the quantity of domestic waste water expected to be
generated is about 20 m3/day. This will be treated and disposed off through septic
tanks. While operation phase, the effluent generation is 263 m3/day which is going to
treat in Effluent treatment plant with a capacity of 300 m3/day. Out of 250 m3/day
treated effluent, 100 m3/day will be recycled for green belt development and 150
m3/day of treated effluent will be disposed to SEZ drain.
5.4 Power Requirement
The power requirement for construction phase shall be around 125 KVA which shall
be met from Torrent Power Company Ltd. A DG set of 125 KVA shall be provided as
back up in case of power failure.

During Operation Phase, total power requirement is 7.5 MW/hr which is supplied from
Torrent Power Ltd. Three Transformers with capacity of 2500KVA will be provided and
DG set will be use for power back-up in case of power failure which will be three in
number with capacity of 1250 KVA. High Speed Diesel will be used as a fuel. The
total backup is provided by DG sets of capacity 1250 KVA each, which is about 75%
of total requirement.
5.5 Fuel Consumption
For Fabrication /welding / Gas cutting process, LPG and CNG will be used with the
quantity of 60700 Kg/Month and 28000 SCM/Month respectively. 7500 Ltr. /Month
HSD will be used for DG set and the source of the fuel is Gujarat State Petronet Ltd.
6.0 BASELINE ENVIRONMENTAL DATA
6.1 Study Area Included in Environmental Setting
Studies were carried out in about 10 km radius area from the proposed site with
respect to meteorology, flora, fauna, land, geology, hydrogeology and socio-
economics of the area. Further, the air quality, water quality, noise level and soil
quality sampling and analysis was carried out. The study team conducted site
surveys and field experiments to gather the information on Meteorology, Air Quality,
and Water Quality, Noise Quality, Biological environment, and traffic.

6.3 Important Features within the Periphery of the Study Area
No major eco-system / biosphere reserves have been identified within the periphery
of the project site. The study area marked also does not contain any such features
having great historical or archaeological importance.
6.4 Climate of the Study Area
Relative Humidity: In the year 2008, the annual humidity ranges from 89% to 64%
during day time and 30% to 83 % during night time. In general, the humidity is high
during the monsoon period and moderate during the non-monsoon period.
Temperature: In the year 2008, February month recorded lowest temperature of 13.4
ºC and April month recorded maximum temperature of 36.0 º C.
Rainfall: The annual rainfall in the year of 2008 is approximately 1332.5 mm, 90 % of
which occurs in month of June with 319.0 mm, July with 448.6 mm, August with 343.9
mm and in September with 216.2 mm.
Wind: Predominant wind direction during November to February is N and NE with
wind speed of 4-8 kmph. During May to July, predominant wind speed between 6-10
kmph and Maximum wind speeds of more than 20 kmph were observed during
same time but on infrequent base and most predominant wind direction of SW.
6.5 Site Specific Meteorological Data
Meteorological data for the given period have been collected from IMD.
6.6 Ambient Air Quality
Ambient air quality monitoring was carried out on selected locations within the 10
km radius of the proposed tank installation. Ambient air quality was monitored on 9
locations to generate representative ambient air quality data.
• The concentration of RSPM was observed to be varying from 18 - 79 µg/m3 and
SPM was observed to be varying from 58 -118 µg/m3.
• Concentration of SO2 was observed to be varying from 10 -70 µg/m3 and NOx
was observed to be varying from 9 - 45 µg/m3.
• Concentration of CO was observed to be varying from 31-357 µg/m3
• Concentration of all parameters was observed to be within the permissible limits

specified by CPCB.
6.7 Water Quality
Surface Water
• A survey of surface water bodies in the study area is carried out for assessment of
surface water quality in study area. For assessing the surface water quality, there
are five locations was selected.
• Analysis of the samples revealed that all parameters are within the permissible
limit specified for drinking water as per IS: 10500.
Ground Water
• Groundwater samples were collected from 3 different locations.
• Analysis of samples revealed that all parameters are below the permissible limit
specified for drinking water as per IS: 10500.
6.8 Noise
• Noise level was measured at six different locations.
• Comparison of the ambient noise levels with the standards specified by CPCB
reveals that the noise level at all locations is below the specified limit.
6.9 Soil
Soil samples were collected from 6 locations at 30 cm soil depth and analyzed to
assess the soil quality prevailing in the study area.
6.10 Land
Studies on land use aspects of eco-system play an important role in identifying
sensitive issues and to take appropriate action by maintaining ‘Ecological
Homeostatics’ in the past and present development of the region.
The objectives of the land use pattern are:

• To analyze the impacts on land use due to proposed project activities in the
study area

6.11 Biological Environment
Flora: The tree plantations include Aam, Anwala, Bahera, Ban, Babul, Neem, Pipal,
Gulmohar, Jahmun, Mango; Jamun etc are found to be growing in the District-
Bharuch.
Fauna: The various animal species in the study area are found, detailed study is
given in Baseline chapter.
No endemic or threatened plant species were observed during the survey in the
vicinity of the Project.
6.12 Demographic and Socio-economic Profile
♦ Analysis of the demographical statistics, of the study area reveals that the
population is 1.3 million (As per 2001 Census) and population density of about
261 persons per sq. km for Bharuch district.
♦ The sex ratio in the villages within the study is of 10 km falls within the range
about 823 to 1022.
♦ Average percentage of literates is 74.79%. For Bharuch district. There are 850
primary, 118 secondary and 55 higher secondary schools in the district

♦ Villages in study area have fairly good infrastructural, health and
communication facilities.
7.0 ENVIRONMENTAL IMPACT IDENTIFICATION, PREDICTION AND MITIGATION
7.1 Ambient Air
• In order to estimate the ground level concentrations due to the emission from the
proposed project, an EPA approved ISCST3; Industrial Source Complex Short Term
dispersion model has been employed.
• The predicted ground level concentrations of SPM, SO2, NOx, CO are found to be
3.41, 0.22, 8.99, 17.23 µg/m3 respectively.
• These predicted ground level concentrations when added to baseline scenario,
the overall scenario Levels of SPM, SO2, NOx, & CO are below the levels
stipulated by CPCB.
7.2 Noise
• The major noise source includes various machines like cutting and welding
machine, DG sets, and vehicular traffic. The noise levels were below the
stipulated standards of CPCB for residential and industrial areas.
• Every effort would be taken to minimize the noise levels including Periodic
maintenance of machinery, mandatory use of equipment with operable mufflers,
oiling &lubrication, Noise suppression measures such as enclosures, buffers, green
belt development etc.
7.3 Water Environment
There will not be much impact on surface and ground water quality due to
proposed project. Maximum amount of waste water will be recycled for green belt
development and excess remaining water will be discharged to SEZ drain. Total
water requirement of the plant is 400 m3/day. This requirement will be met from GIDC
water supply. To treat waste water a full-fledge effluent treatment plant is proposed.
7.4 Wastewater Generation & Treatment
The unit shall have an Effluent Treatment Plant with 300 m3/day capacity. The
treated effluent shall be discharged to SEZ drain.
• With the setting up of this project the land use pattern will not be affected much,

since the area having more commercial percentage.
• The other minor impacts on land environment could be during construction
phase.
• These impacts can be mitigated by simply considering adequate afforestation,
which will be done by planting trees in the proposed project area. Mangrove
plantation will be carried out as per the suggestion by SEAC committee member.
7.5 Land Environment
• Development of green belt and other landscape on the proposed site would
enhance the visual aesthetics of the area.
7.6 Biological Environment
• Flora: Analysis of abiotic factors reveals that ambient air and fresh water quality
will remain practically unaffected. Thus, indirect adverse impact on flora is ruled
out.
• Fauna: The quality of ambient air and fresh water system will remain practically
unaffected. Thus indirect impact on fauna, due to these abiotic factors is ruled
out.
7.7 Socio – Economic Environment
• The project will contribute to the socio-economic development of the area at
the local level.
• The direct and indirect employment to the local population during the operation
of the project
• All these will be beneficial to the local economy.
8.0 ENVIRONMENTAL MANAGEMENT PLAN
The EMP provides a delivery mechanism to address potential adverse impacts, to
instruct contractors and to introduce standards of good practice to be adopted for
all project works. A detailed EMP is delineated in the report.

9.0 QRA
QRA study for Godrej & Boyce Mfg. Co. Ltd, Luvara, Gujarat has been carried out
based on data provided by Godrej & Boyce Mfg. Co. Ltd and information collected
by GCCIPL member during the visit at site. The study has been carried out in
accordance with the International codes of practices using PHAST (Process Hazard
Analysis Software Tool) – 6.53 software.
The main objective is to determine potential risks of major disasters having damage
potential to life and property and provide a scientific basis for decision makers to be
satisfied about the safety levels of the facilities to be set up.

9.3 Measures and Recommendations
• Adherence of engineering and statutory standards in the Design,
Construction and testing of the storage tanks, equipments and other
hardware. Verification of installation as per basic design and approved
drawings and certification as per CCE. Fire fighting system should be assessed
and maintained as per IS / TAC/ NFPA guidelines to minimize the heat
radiation effects due to jet fire on the system.
• Super impose the vulnerable zone on existing plot plan based on study and
redefine Hazardous Area Classification. Thus it is strongly recommended to
conduct this study to ensure that proper electrical fittings are used as per
Zone 1 to 4 requirements based on the recommendations of QRA
• Spillages and leaks from the drums should be controlled with the help of spill
control kits. The absorbed material should be properly disposed to GPCB
authorized landfill sites.

• There should be good communication system available near storage area to
the control room, and it should be flameproof.
• Minimize / eliminate source of ignition during any leakage to reduce the
hazard of flash / Jet fire / Pool fire. Have a standing instruction that during any
HC leak, detector gives alarm and hot work in any area to stop immediately.
• Impact of heat radiation depends on the maximum pool area, which can be
reduced by confining the pool spread.
• Near the tank farm MSDS is to be displayed, with the notice of does and
don’t. NFPA marking on the tank is to be ensured with testing and due date
• Loading unloading procedure is to be given to operator, educate transporter
and display at the site.
• Apprise the extent of likely impact to plant and personnel as observed by
QRA analysis to all employees and contractors
• Where ever required pl redefine SOPs clearly mentioning actions required
during different leak, fire scenario.
10.0 DISASTER MANAGEMENT PLAN
A detailed Disaster Management Plan is delineated in the report. This includes:

10.1 Major Recommendations

equipment
It is important that Company follows the requirements mentioned in the
recommendations. Finally the, Emergency Management section of DMP elaborates
the steps to be followed during emergency.
11.0 CONCLUSIONS AND ADVANTAGES
The study brings out the following points:
• Existing ambient air quality, ground water quality and noise levels are within
acceptable norm and will continue to remain so, upon implementation of the
proposed mitigation measures.
• Risk to flora, fauna and soil is negligible due to effective management and
handling of wastes and wastewater.
• Socio-economic benefits are envisaged due to creation of direct/indirect
employment

Thus, it can be concluded on a positive note that after the implementation of the
