1. The National Fire Protection Association does not approve, inspect or certify any installations, procedures, equipment or materials; nor does it approve or evaluate testing laboratories. In determining the acceptability. of installations or procedures, equipment or materials, the authority having jurisdiction may base acceptance on compliance with NFPA or other ap- propriate standards. In the absence of such standards, said authority may require evidence of proper installation, procedure or use. The authority having jurisdiction may also refer to the listings or labeling practices of an organi- .zation concerned with product evaluations which is in a position to determine compliance with appropriate standards for the current production of listed items.

11. Add Footnote 7 to Definition of "LISTED" as follows:

1. The means for identifying listed equipment may vary for each organization concerned with product evaluation, some of which do not recognize equip- ment as listed unless it is also labeled. The authority having jurisdiction should utilize the system employed by the listing organization to identify a listed product.

12. Add Definition of "Quick CONNECTORS" to Section 16 as follows:

QUICK CONNECTORS. Devices used for quick connections of the aeme thread or lever-cam types. This does not include devices used for cylinder-filling connections.

13. Add Definition of "SouRcEs OF ICNITION" to Section 16 as follows:

SOURCES OF IONITION. Devices or equipment which, because of their modes of use or operation, are capable of providing suf- ficient thermal energy to ignite flammable LP-Gas vapor-air mix- tures when introduced into such a mixture or when such a mixture comes into contact with them, and which will permit propagation of flame away from them.

14. Add a new 2101 as follows and renumber existing 2707 through 2105 as 2702 through 2706.

2101. Containers shall comply with 2102 or shall be designed, fabricated, tested and marked using criteria which incorporate an investigation to determine that it is safe and suitable for the pro- .posed service, is recommended for that service by the manufac- turer, and is acceptable to the authority having jurisdiction.

15. Amend 2103 (existing 2702) by changing "2101" to "2102."

76. Amend 2103(a) and 2103(b) (1) [existing 2102(a) and 2102(b) (1) ] by adding "See Appendix B, Section B-2." to the end of the present wording.

77. Amend Table 2-1 by changing the date of the A S M E Code from 1974 to 1977.

18. Add a new 2112 as follows:

2112. In addition t o the applicable provisions for horizontal ASME storage containers, vertical ASME storage containers over 2,000 gallons water capacity shall comply with 2112(a) through (e).

(a) Containers shall be designed to be self-supporting without the use of guy wires and shall satisfy proper design criteria taking into account wind, seismic (earthquake) forces, and hydrostatic test loads.

(b) Design pressure (see Table 2-1) shall be interpreted as the pressure at the top head with allowance made for increased pres- sure on lower shell sections and bottom head due to the static pressure of the product.

(c) Wind loading on containers shall be based on wind pressures on the projected area at various height zones aboveground as recommended in "Building Code Requirements for Minimum Design Loads in Buildings and Other Structures," ANSI A58.1- 72.1 Wind speeds shall,be based on a Mean Occurrence Interval of 100 years.

(d) Seismic loading on containers shall be based on forces recommended in the "Uniform Building Code - - 1976 Edition" (UBC-1976). ~ In those areas identified as zones 3 and 4 on the Seismic Risk Map of the United States, Figures 1, 2 and 3 of Chapter 23 of the UBC-1976, a seismic analysis of the proposed installation shall be made which meets the approval of the au- thority having jurisdiction.

(e) Containers shall be fabricated with lifting lugs or some othei" suitable means to facilitate erection in the field.

2142. Vertical ASME containers over 2,000 gallons water ca- pacity designed for permanent installation in stationary service shall be designed with steel supports designed to permit mounting the container on, and fastening it to, concrete foundations. Such steel supports shall be designed to make the container self-sup- porting without guy wires and shall satisfy proper design criteria, taking into account wind, seismic .(earthquake) forces, and hydro- static test load criteria established in 2112. O

23. Amend 2150, third line, to read "with 2151 through 2154 as applicable."

24. Amend 2151 as follows:

2151. When LP-Gas and one or more other compressed gases are to be stored or used in the same area, the containers shall be marked "Flammable" and either "LP-Gas," "LPG," "Propane" or "Butane." Compliance with marking requirements of Title 49 of the "Code of Federal Regulations" shall meet this provision.

25. Add a new 2152 as follows and renumber existing 2152 and 2153 as 2153 and 2754.

2152. When being transported, portable DOT containers shall be marked and labeled in accordance with Title 49 of the "Code of Federal Regulations."

26. Amend 2154 (existing 2153) by changing "2153(a) through (g)" to "2154(a) through (g)."

27. Amend 2212 as follows:

2212. ASME containers for LP-Gas shall be equipped with spring-loaded safety relief valves conforming with applicable re- quirements of the "Standard on Safety Relief Valves for Anhydrous Ammonia and LP-Gas," UL 132; Standards for Safety Relief Valves of the Factory Mutual Research Corporation; or other equivalent safety relief valve standards. The start-to-discharge setting of such safety relief valves, with relation to the design pressure of the container, shall be in accordance with Table 2-2.

28. Amend 2231(b) by deleting ", and on the exterior of removable dip tube gaging devices,".

29. Amend 2310 by adding ", or polyethylene (see 3165)" after "copper" and by changing "2310(a) through (f)" to "2310(a) through (g)."

33. Amend 2330 by adding "or polyethylene" after "iron" and by changing "2330(a) and (b)" to "2330(a) through (c)."

34. Add a new 2330(c) as follows:

(c) Joints in polyethylene pipe and tubing shall be made by heat fusion in accordance with the manufacturers' instructions.

(1) Polyethylene fittings shall conform to ASTM. D-2683-75 "Socket Type Polyethylene Fittings for Outside Diameter - - Controlled Polyethylene (PE) Pipe," or ASTM D-3261-73 "Butt Heat Fusion Polyethylene Plastic Fittings for Polyethylene (PE) Plastic Pipeand Tubing" and be listed.

35. Amend 2341 by changing "designed" to "suitable."

36. Amend 2341(b) by adding "but not to exceed 250 psig," between "125 psig," and "shall."

37. Amend heading of 235 by adding "Quick Connectors" between "Hose" and "Hose Connections."

38. Amend 2351 by adding "and quick connectors" between "hose" I and "shall."

39. Amend 2352(a) by changing "identified" to "marked with" and by I adding "and with the working pressure in psig" between "LPG" [ and "at."

40. Amend 2352(b) as follows:

(b) Hose assemblies, after the application of connections, shall have a design capability of withstanding a pressure of not less than 700 psig. If a test is made, such assemblies shall not be leak tested at pressures higher than the working pressure (350 psig minimum) of the hose.

47. Amend 2360 by substituting the following after "piping":

"between closed shutoff valves shall have presgure settings not less than 400 psig or more than 500 psig unless installed in systems designed to operate above 350 psig. Hydrostatic relief valves for use in systems designed to operate above 350 psig shall have settings

• not less than 110 percent or more than 125 percent of the system design pressure."

42. Delete Table 2-4 and renumber existing Table 2-5 as Table 2-4.

43. Amend 2400 by adding "the pressure containing metal parts of" between "for" and "LP-Gas," adding ", sight flow glasses" between "meters" and "and," and adding a new second sentence as follows: "Con- tainers are not subject to the provisions of this section."

44. Amend 2407 as foUows:

2401. Equipment shall be suitable for the appropriate working pressure as follows:

(a) Equipment to be used at pressures higher than container pressure, such as on the discharge of a liquid pump, shall be suit- able for a working pressure of at least 350 psig. If pressures above • 350 psig are necessary, the pump and all equipment under pres- sure from the pump shall be suitable for the pump discharge pressure.

(b) Equipment to be used with liquid LP-Gas, or vapor LP- Gas at pressures over 125 psig but not to exceed 250 psig, shall be suitable for a working pressure of at least 250 psig.

(c) Equipment to be used with vapor LP-Gas at pressures over 20 psig, but not to exceed 125 psig, shall be suitable for a working pressure of at least 125 psig.

(d) Equipment to be used with vapor LP-Gas at pressures not to exceed 20 psig shall be suitable for a working pressure ade- quate for the service in which it is to be used.

45. Amend 2402 by adding a new next-to-the-last sentence as follows: "Aluminum may be used for approved meters."

46. Amend 2417 as follows:

2411. The maximum discharge pressure of a liquid pump under normal operating conditions shall be limited to 350 psig.

47. Amend 2431(a) by changing "1974" to "1977."

49. Amend 2434 as follows:

2434. Direct gas-fired tank heaters shall be designed exclusively for outdoor aboveground use and so that there is no direct flame impingement upon the container. The provisions of 2434(a) through (f) shall also apply.

(c) The fuel gas supply connection to the tank heater shall originate in the vapor space of the container being heated and shall be provided with a manually operated shutoff valve at the heater.

4420. The maximum permitted filling density for any con- tainer, where practical, may be determined by weight.

4421. The volumetric method may be used for the following containers if designed and equipped for filling by volume:

level gage without liquid volume temperature correction is used, the liquid level indicated by these gages must be computed on the basis of the maximum permitted filling density when the liquid is at 40 F for aboveground containers or at 50 F for underground containers.

(b) When a variable liquid level gage is used and the liquid • volume is corrected for temperature, the maximum permitted

liquid level shall be in accordance with Tab]es 4-3, 4-4, or 4-5. (c) In the case of containers fabricated after December 31,

1965 with a water capacity of 2,000 gallons or less and which are filled at consumer sites, gaging shall comply with the following:

(1) The variable gage shall have been checked for accuracy by comparison with the liquid level indicated by the fixed maxi- m u m liquid level gage.

(2) I f the container is to be filled beyond the level indicated by the fixed maximum liquid level gage, the reading of the variable gage, adjusted for the error indicated by the check with the fixed maximum liquid level gage, shall be corrected for the LP-Gas liquid temperature.

4423. When containers are to be filled volumetrically by a vari- able liquid level gage in accordance with 4422(b), provisions shall be made for determining the liquid temperature (see E-201).

(a) Containers shall be designed to be self-supporting without the use of guy wires and shall satisfy proper design criteria taking into account wind, seismic (earthquake) forces, and hydrostatic test loads.

(b) Design pressure (see Table 2) shall be interpreted as the pressure at the top head with allowance made for in- creased pressure on lower shell sections and bottom head due to the static pressure of the product.

(c) Wind loading on containers shall be based on wind pressures on the projected area at various height zones aboveground as recommended in Building Code Require- ments for Minimum Design Loads in Buildings'and Other Structures, ANSI A58.1 (1972). 1 Wind speeds shall be based on a Mean Occurrence Interval of 100 years.

(d) Seismic loading on containers shall be based on forces recommended in the Uniform Building C o d e - 1976 Edi- tion (UBC-1976). 2 In these areas identified as zones 3 and 4 on the Seismic Risk Map of the United States, Figures 1, 2 and 3 of Chapter 23 of the UBC-1976, a seismic anal- ysis of the proposed installation shall be made which meets the approval of the authority having jurisdiction.

(e) Containers shall be fabricated with lifting lugs or some other suitable means to facilitate erection in the field.
