    PREFACEDepartment of Commerce, The Islamia University Bahawalpur has always

    been admirable in its efforts to equip the future executives with arms of creativity,

    flexibility and adaptability to meet the challenges offered by fast changing business

    environment.

    To achieve the above goals the department is providing both text and

    practical knowledge to its students with its available resources. Text knowledge is

    very well transferred to the students within the premises of the department;

    Practical knowledge requires the kind co-operation of various educational

    organization of the country. Faculty members are always trying their best to ask

    The key function of our field work were visiting different flour mills of areas of

    Bahawalpur and meet with people to get their comments and filled Questionnaires

    according to that. We have done our best efforts to complete this report efficiently

    and effectively with all abilities. We hope this report fulfills the criteria and

    expectations of Department of Commerce. We have tried our best to make it

    analytical as well as informative.

    Executive SummaryThe shortage of flour is considerable a big problem for us. For this we conducted a

    research in Bahawalpur to find the For this purpose a questionnaire was designed

    and a survey was conducted in Bahawalpur model town A ,B,C, Hashmi Town and

    University chowk area in which data was collected by consumers. People were

    very cooperative. The SPSS software was used for data analysis. 100% forms are

    filled and collected by these selected areas. There are two sections first one was

    producers in which there were 33 questions , second section was about consumers

    in which there were 17 questions (11 closed ended questions & 6 open-ended

    questions). Now adding these all questions we have total 50 questions.

    In this proposal we also include the secondery data which is related to our research

    problem and also identify the different problem face by people.

    In the theoretical frame work we identify the different variables by and also

    identify the dependent and independent variable.With the help of these variables

    we develop the Research Model.

    In the end we also present Budget ant Time required for this Research.

    Now-a-days, we have to identify and evaluate the flour crises by using systematicapproach in Bahawalpur.

    As we know that, flour is the basic nesseccity of every person and flour crises havea significient impact on everybody.

    So, basic thing is that to select that flour mills whose purpose is to provide flour tothe consumers in a good way.Flour mills that having most values in the societies.If these flour mills are provided the flour in a good and successful way to theconsumers in the market , then consumers can meet there demands of flour andthey can spent life easily.

    But in current situations , there are many flour mills whose purpose is to earnmoney by providing lower quality of flour. They are not focusing to build theirmills for to make better economy. If we talk about the Government mills, eventoday in these mills flour is produce of a low qulity. Some flour mills are notworking properly due to this these are closed. The managers in that kind of flourmills are working only for to get pay at the end of the month. On the other handthere is less awareness and policies to our government while making selection ofmanagers for the mills.

    Some private flour mills having some financial problems and are unable to pay themonthly rents and other expenditures. That is all due to dynamic environmentaland also the recession of our economy. Due to less technology and populationfactor is also influence on the demand of flour.

    If government successfully run the flour mills and make policies better then theflour shortage can be eliminated.

    Objective Of Research

    After the problem has been defined carefully, the next step is to setobjectives. Research objectives guide entire research process. This researchwill help you in a great deal to:

    1. Create understanding of flour crises.

    2. Reasons that the producers hoarding the flour.

    3.Assess the extent to which policies about flour demand may

    need to be redesigned.

    While developing an approach to the problem we identified the theoreticalframework. Theoretical framework is the foundation on which the entire research

    project is based. It is a logically develop describe and elaborated network of

    association among the variables deemed relevant to the problem and which havebeen identified through such processes and interview, observation and literaturesurvey.

    This research is conduct in a team that was interested in flour crises withinBahawalpur city. This particular team includes five mal and two females. We startthe each day with a brief (3-4 hour survey) on an agreed upon site, often justgathering data. We have attend these 6 mornings a week for 7 weeks, and will stayon to observe simultaneously work for approximately 28 hours during the seven

    weeks period. Our primary focus was on the interaction in data gathering.There are 13 flour mills in Bahawalpur. We have visited the 12 flour mills and 1flour mill is under construction. Three flour mills are located in the area ofAhmedpur Road Khanqah Sharif BWP. Four flour mills are located in the area ofSmall Industry Area Bahawalpur. One flour mill is located at Fatoo Wali RoadBahawalpur. Two flour mills are located at Heavy Industry Area Bahawalpur &two are located at Near railway phatak Quaid-e-Azam Colony BWP.For the data collection a questionnaire is designed which consist 49 questions.

    100% forms are filled and collected by these selected areas. There are two sectionsfirst one was producers in which there were 32 questions, second section was aboutconsumers in which there were 17 questions (11 closed ended questions & 6 open-ended questions). Now adding these all questions we have total 49 questions.

    After taking a direct interview for filling this questionnaire from the respondentwho are owner of the mills or any other (manager) representative of the firm, adata is inserted in SPSS software for getting the result.

    ConclusionSo we conclude that:

    The policies of government about the flour and wheat are not sufficient.

    Government not gives the subsidy to the producers.

    Load shedding is the big problem for the mills.

    Wheat quantity is not sufficient.

    The flour crises are occurred by the smuggling of wheat to Afghanistan.

    Prices of flour per bag are too much high.

    Producers also hoarding the wheat.

    Supplier or mill owners are also responsible of this shortage. They wanted to earn

    profit at any source and way. When there are crises in our country and shortage of

    flour occur they store the wheat and wait for high prices so that they can earn high

    profit. People in our country are dishonest. As a Muslim it is our duty to work

    honestly and help to each other. They take step to eliminate the flour crises:

    Must be loyal and honest

    Establish new plant to increase the productivity of flour

    Control on monopoly system

    Increase in population is also a reason of the shortage of flour. As population

    increase the demand for flour also increase aggressively because Pakistans

    population mostly on flour as a basic food. Pakistan as a developing country and

    has low resources to produce higher out put. It is so difficult to provide each

    facility to each member of country as population increase aggressively. We must

    give awareness to the people that they control on their population.

    Finally, the reason may be but we must be honest and work hard and with sincere.

    Limitations This research is conducted only for academic purpose.

    Data used for analysis is collected from Bahawalpur City of Pakistan. So,

    findings are more accurately applicable only for the area of Bahawalpur that

    is Model Town A, Model Town B, Model Town C, Hashmi Town, and

    University Chowk area.

    This study is conducted with limited time and resources so variation can be

    occur in concluded data.
