Report of the Bishop To the 2015 ELCA Southeastern Synod Assembly H. Julian Gordy Grace to you, and peace from our Savior Jesus, who is the Christ. We Are Church For the twenty-seventh time, our Southeastern Synod meets in Assembly, this year in Birmingham, Alabama, under the theme, “We Are Church.” To help us unpack the theme we are blessed with exceptional presenters and guests. Renowned biblical scholar, the Reverend Dr. Mark Allen Powell, Robert and Phyllis Leatherman Professor of New Testament at Trinity Seminary in Columbus, Ohio, will be our bible study leader. The Reverend Ron Glusenkamp, Director of Always Being Made New: The Campaign for the ELCA, is our Churchwide representative this year. Bishop Michael Grabow of our global companion church, the Diocese of Augsburg of the Evangelical Lutheran Church in Bavaria will greet the Assembly and preach at the Saturday Eucharist. He will also be our guest at the Global Mission Breakfast Saturday morning. Throughout the Assembly, we will have the talents of the Glocal Band helping us out in plenary, in worship and in workshops. Two of the ELCA Glocal staff, Dr. Moses Penumaka and the Rev. Sunitha Mortha, will help us consider mission and the accompaniment model of how we “do” mission in the world. Sister Sylvia Countess will serve as the Assembly Chaplain. Our Assembly meets just a few weeks after the Pew Research Center’s release of a U.S. Religious Landscape Survey that shows a very sharp decline in religious affiliation in the past seven years, especially among the “main line” Protestant churches such as our ELCA. There is a cottage industry in speculation about causes for this drop off in participation. Anxiety abounds. In the midst of such changes, how are we who are Christ’s church to act? In our conversations, workshops and presentations this year, we will consider together what it means, at a time when some see us as irrelevant and hackneyed, to be the Church of Jesus Christ, the “called out” and “called together” people of God, given the ministry of reconciliation in a broken world which God loves. What support does your congregation need from synod staff, Synod Council and other members of the synod?

Early reports of the visits have been very positive. You’ll hear a report from the Synod Council about these meetings during the Assembly.

Mission Support Thanks to the response of congregations and individuals to an end of the year appeal, we finished the 2014-15 fiscal year in the black. Synod Council has approved another appeal for later this year, testing to see whether an annual appeal for support will help address a decades-long decline in giving to the ministries of the synod and churchwide organization.

Last year I reported that Presiding Bishop Elizabeth Eaton had asked me to convene a “think tank” of nine bishops, one from each region, to consider how we might address this decline in mission support. The good news for our synod is that mission support has remained relatively steady for the past five years following several years of sharp decline. The challenge – and this is not news - is that we have not been able to restore synod giving to agencies and institutions and task forces and committees to the levels we would like nor have we been able to restore cuts in salary for our staff.

Synod Staff For the first time in years, there have been no changes in our synod staff since the last Assembly! All of these folk bring considerable energy, commitment and gifts to the work we are called to do.

Last year I mentioned my concern about the workloads of all of our synod staff members. The loss of some significant volunteers and of our Lutheran Volunteer Corps intern added to the already enormous workload occasioned by an earlier reduction of staff numbers subsequent to the mission support declines of 2008-2010. You are also aware that synod staff have had several pay cuts in the same time period. In all of this, our staff continues to work without complaint and for the good of the congregations and mission of this synod. For several years now, the Personnel Committee and a Synod-Council appointed task force have been calling for salary restoration for synod staff, and concerned members of this synod have made sure that synod staff are included in the Synod Compensation Guidelines to provide a framework for fair and just compensation of synod staff into the future. Still,

mission support being what it is, we have made little progress in the area of staff compensation or reduced workloads. The last year has seen a marked increase in the number of congregations in this synod who are in need of support services from the synod staff. For the most part our work with congregations is related to leadership transitions due to changes of call and an increasing number of retirements. In other cases our staff are asked to provide assistance with mission planning, stewardship education and the like. We have been involved with a number of congregations who are beginning to realize that they can no longer afford a full-time pastor. We have also worked with quite a few congregations that are experiencing conflict or some kind of crisis. Two years ago, our assistants and I were working with approximately 20 congregations across the synod at any one time. Today, the list of congregations with which we are actively working at any given time hovers right around 50. That’s more than double the number in just over a year and just under a third of the congregations in this synod. Assistant to the Bishop Michelle Angalet pointed out in her report to the Synod Council earlier this year that we have heard for a number of years that “’being church is going to look different.’ In my opinion, most of what we are experiencing as synod staff are requests for support to help congregations live into this new reality.” The challenge is that there is no reason to think that this level of need for the services of our synod staff will do anything but increase in the coming months and years. My concern is that even our dedicated and willing staff are quickly approaching the point where it will be impossible for them to stretch any thinner to meet the needs they are charged to meet. Our Synod Council and staff have been talking together about how synods as well as congregations need to rethink what we do and how we do it in order to meet the future needs of the church that is emerging within and around us. In her Council report Michelle pointed out, “There are no quick and easy fixes when it comes to rethinking what we do and how we do it….” That is most certainly true. But if we want to be prepared to meet the needs of our congregations in the very near future we need to give more than cursory attention to the changes that are needed and to where the Spirit is calling this church today. Changes in the Office The Mission Investment Fund of the ELCA has recently announced that it would offer a pilot Financial Services Organization (FSO) to 6-8 synods. The FSO would provide audit, bookkeeping, payroll, accounts payable and other services to synods for a surprisingly low fee. The Southeastern Synod was accepted as one of the synods in the pilot project which begins the first day of the fiscal year (February 1) in 2016. We believe that this will free up considerable staff time and will not cost the synod any additional money since we would no longer bear the costs of a payroll service, an annual audit, etc. If all goes well, this may be of considerable help in lightening the load of some of our office staff. The Synod Council has also appointed a task force to look into our synod’s location. Remote technologies have made it possible for our staff to do much of its work off site in home offices and on the road. Are there better and more cost efficient ways to meet our space needs than through the leased space we currently occupy in downtown Atlanta? The Task Force is seeking input from the staff, Council, committee members and others. Candidacy At any given time our synod’s Candidacy Committee is working with about seventy people who are at some stage in the process of approval for one of our church’s leadership rosters. committee requires a significant commitment of time and energy of its members, especially given the limited staff time we are able to commit to this important synodical work. This past year the ELCA’s candidacy staff approved what we are calling the Atlanta Lutheran Formation Experiment. This program is intended to give candidates in the Atlanta area an opportunity to meet many of the requirements for study and formation here in the city. It is an attempt to address the changing circumstances of our candidates and the changing needs of the church. While it is much too early to know whether the experiment will succeed, we are hopeful given the results thus far. Deans At a meeting of deans at Lutheranch earlier this year, our deans agreed to take on some additional responsibility to help our staff with the increased work load I mentioned above. They have already begun serving as consultants in the call process, giving even more of their time and abilities to our synod. We continue to depend on their good work. Pr. Pr. Barb Koch Pr. David Hunter Pr. Mary Peters Pr. Jill Henning Pr. Dave Helfrich New to the list this year is Pastor Mary Peters who replaces Pr. Hugh Williams inside the perimeter in Atlanta. Pr. Williams retired just after Assembly last year. Also new is Pr. Susan Montgomery who replaced Pr. Michael Huntley in the Gulf Coast deanery. Pr. Huntley recently moved to Denver. Pr. John Barichivich is now serving in the South Georgia deanery. He replaces Pr. Charles Thompson who resigned his position as dean earlier this year. We are grateful for the service of Pastors Thompson, Williams and Huntley. Wellness and Sabbatical Grants Once again this year, at the last possible moment and by the smallest margin of any synod, we qualified with Portico for the 2% saving on health insurance premiums for all of our congregations and sponsoring organizations. That amounts to a total savings of $38,000 this year as well as another $18,000 which will be made available as sabbatical and wellness grants to congregations and rostered leaders. This past year we have had a record number of our rostered folk take sabbaticals. Given the 24/7 demands of parish ministry, such opportunities for rest, reflection and study serve not only the rostered leader but the parish as well. Sabbatical I am grateful for the sabbatical that the Synod Council granted last year. Many of you know that my plans for the time away, shared with you in last year in my report, did not go as anticipated. Our younger son, Ben, was involved in a serious accident the day after Assembly. While plans changed, it

was providential that I had the time during the first half of the sabbatical time to help care for Ben at his home in Lake Tahoe. During my absence, the Reverend Dr. Delmer Chilton served as acting bishop. Knowing that Pr. Chilton and our staff were taking care of the synod’s business allowed me to attend to the sabbatical without anxiety. When I returned, things could not have been in better shape. Thanks to the staff for taking on extra work and thanks to Pr. Chilton for his usual excellent leadership. Finally In addition to the work of the synod and ex officio service on a number of boards and commissions, I continue to serve on the Advisory Board of the Journal of Lutheran Ethics, and as convener of the Immigration Ready Bench of the Conference of Bishops. I am even more grateful for the prayers and encouragement so many of you offer. The work of this synod is work we are called to do together as Christ’s church, his body in this place at this time. Thanks for your partnership. May God bless us as we gather in Assembly in Jesus’ name.
