Thehistory of thelabour migrationfrom theWest Coast of Africato theSpanishterritoriesisalongoneand datesfrom thetimewhentheSpanish first obtained concessionsintheterritories.Prior to 1931thesupplyof labour camefrom Liberiaand thereafter it hasbeen drawnmainly from Nigeria.Thegreat majority of labourersseeking employment in1' FernandoPo havecomefrom EasternNigeriaandparticularly from theCalabar, Owerri andOgojaProvinces.3. In 1929 Nigeriasfirst Labour Lawcameinto force. It included, inter alia, provisionKfor thecontrol of therecruitment of labour for serviceabroad and provided for thelicensing of, ecruitersasameansto that end. Thepurposeof thislawwasto ensurethat il l i terateandinex-perienced menweresafeguardedagainst therapacity of employers agents, tradersand othersconcernedwithillegal recruitment.At that timevigorousattemptsweremadetoenforcethislaw, but owing to thebrokennatureof thecoastlineand therelativeproximity of theisland,evasionwasnot diHicult.Nocontrol could beexercised by theGovernment beyond theboundsof Nigerianor had theGovernment anysay intheworkingand living conditionsof NigeriansinSpanish territory.,1 4. Intheearly part of 1940,theGovernment of Nigeriadecided to sendan official totheisland to report on conditions. Thereport revealed that avery extensiveorganisation existedin EasternNigeriafor transportingworkersto Fernando Po.Manywent quitewillingly butsome,particularly youths, wereplainlymisled into embarking in canoesonthecreeksand riversin theEast. All manner of ruseswereemployed to induceyouthsto embark in canoesforpassageto theIsland. Generallytheunsuspecting passenger had noideaof wherehewasgoing until hewasat sea.On arrival in Fernando Po all werecontracted towork on thefarmsunder veryvarying conditionsof employment.5. Asaresult of thisreport it wasdecided that theConsular protection afforded toNige-riansin theterritorieswasinadequateand,with theconsent of theSpanish Authorities, anofiicer wasposted to SantaIsabel to act in thedual capacity of Vice-Consul and Labour Officer.Evenso, it wasnot found possible,in theabsenceof an inter- Governmental agreement regulatingconditions, for theVice-Consul and Labour Officer to giveasmuch protection totheseworkersaswasdesirable.
