OPENING SESSION

1. The inception meeting of the CECAF-PESCAO project was held at the Volta Hotel inAkosombo, Ghana from 24 to 26 April 2018.

2. Mr Sidibe Aboubacar of FAO-ECOWAS based in Abuja, Nigeria chaired the Session. Atotal of 34 participants from 9 CECAF Member countries and representatives from theFisheries Committee for the West Central Gulf of Guinea (FCWC), EAF-NansenProgramme, FAO Fisheries and Aquaculture Department, FAO Regional Office forAfrica, DEMERSTEM Project, Instituto Espanol de Oceanografid Oceanografia (IEO),West Africa Non-State Actors for Artisanal Fisheries and Aquaculture (WANSAFA),Sub-Regional Fisheries Commission (CSRP), and Union Economique et Monétaire OuestAfricaine (UEMOA) attended the meeting. The list of participants is provided inAppendix A of this report.

3. The chairperson welcomed the participants and thanked Ghana for hosting the meeting.He recalled the mandate of CECAF in relation to the PESCAO project, which wasfollowed by self-introductions of participants.

4. On behalf of the Director-General, Mr Ndiaga Gueye, Senior Fisheries Officer, FAORegional Office for Africa, Accra, Ghana, welcomed the participants on behalf of FAOand thanked the Government of the Ghana for hosting the inception meeting. He alsothanked the funding partners, the European Union and the EAF-Nansen Programme fortheir continued support to CECAF. Mr Ndiaga remarked that the support by these fundingpartners clearly reflects strong hope that CECAF will continue to add value and providefisheries management advice to members in a timely manner to improve food security andfisheries management through improved governance of the fisheries in West Africa. Hefurther stressed the key role of the project in facilitating CECAF countries in improvinggovernance of fisheries. Mr. Ndiaga concluded by thanking all participants for makingtime to participate in this important kickoff meeting.

5. The meeting adopted the meeting Agenda after minor modifications. The agenda isprovided in Appendix B.

6. The functions of CECAF was highlighted as a knowledge-sharing advisory body formarine resources in West Africa by enhancing the national-regional continuum forknowledge generation and improving reporting that builds on existing processes andprotocols within CECAF. CECAF aims to promote the sustainable utilization of the livingmarine resources within its area of competence through proper management anddevelopment of fisheries and fishing operations. CECAF’s Scientific Sub-Committee andassociated Working Groups on demersal, pelagic and artisanal fisheries, offer anappropriate platform to discuss how existing data and information sharing mechanisms,as well as joint analyses and stock assessments, can be improved to strengthen advice toaddress regional management issues.

7. Participants were informed that the implementation of the 21st CECAF recommendationto undertake an independent study for strategic reorientation of CECAF was ongoing andthat the first progress report was expected on 10th May 2019. The presentation ended byhighlighting recent and upcoming meetings/events including the CECAF website, whichis scheduled to be up and running by the next meeting.

8. An overall overview of the PESCAO programme was presented highlighting the historysince inception in 2014 up to the signing of the funding Agreement on 15 June 2017. Theduration of the project is 36 months, with a total funding of 15.5 million Euro, focusingon the central CECAF area in West Africa and Mauritania. The programme aims atenhancing the contribution of fisheries resources to sustainable development, foodsecurity and poverty alleviation in West Africa through improved regional fisheriesgovernance.

9. The programme will be implemented under three outcomes namely: 1. Western Africanfisheries and Aquaculture policy development and coordination among regionalstakeholders in ECOWAS improved, 2. Prevention and responses to IUU fishing arestrengthened and 3. Marine resources management improved.

CECAF-PESCAO PROJECT

10. The project focuses on improved regional governance of marine resources in the CECAFcompetent area, specifically supporting member countries in application of managementadvice, information sharing with other organisations in the region and contribution to otherprocesses at sub-regional such as Fisheries Committee for the West Central Gulf of Guinea(FCWC); regional (ECOWAS) and global (SDGs) levels . The specific areas of focusinclude integration of management advice, collaboration, assessment methods, revision ofStandard Operating Procedures (SOPs) and advancing knowledge on small scale fisheries.It was also highlighted that management of the project will be done by the key stakeholderswho included both the state and non-state actors in the competent area. Participants werealso informed that a complementary TCP was being finalized by FAO as counterpartfunding amounting to USD 155,000.

11. The Budget Holder informed participants that the total funding available for the projectwas USD 1,567,017, of which USD 601,804 had been received, leaving a balance of USD965,213. The roles of Budget =Holder of the project include managing of budget, financialtransactions, hiring staff, procurement, reviewing work plans and budgets, preparingdelivery estimates, project and budget revisions in liaison with EU via HQ. The Budgetholder also monitors and evaluates progress, prepares financial reports and collectsinformation for terminal report preparation. The Budget holder indicated that all the othertechnical aspects are a responsibility of the Lead Technical Officer (LTO). The budgetholder informed participants that his expected outputs from this meeting were the agreedwork plan and tentative budget.

PARTNER/STAKEHOLDERS ON ONGOING PROJECTS IN THE SAME AREA

12. Various stakeholders made presentations on ongoing projects in the CECAF area asfollows: Fisheries Committee for the West Central Gulf of Guinea (FCWC) weresupporting the functioning of the fisheries regional Information System by specificallyestablishing the Regional Fisheries Data Centre for Artisanal Fisheries. The FCWChowever indicated the need for upscaling the data collection in Nigeria and Liberia.

13. ECOWAS-CPCO highlighted to the meeting that significant progress has been made inareas of harmonisation of legal frameworks, development of national plans to fight againstillegal fishing and facilitation of cooperation of countries on fisheries management in theECOWAS region.

14. FAO EAF-NANSEN Programme was another ongoing project in the region supporting 35countries Africa and in the Bay of Bengal in sustainable fisheries to improve food andnutritional security. Specifically, the project supports national fisheries management andresearch institutions in sustainable management of fisheries according to EcosystemApproach to Fisheries (EAF) principles and provision of timely scientific advice forfisheries management respectively. The project also supports capacity building for fisheriesmanagement. Work by EAF-Nansen which could be of relevance to the PESCAO projectinclude the survey data management and analysis, in addition to the Programme’s TechnicalTraining Ne

15. FAO Coastal Fisheries Initiatives (CFI) was indicated as another initiative to the tune ofUSD 34M in West Africa specifically targeting Senegal, Cote d’Ivoire and Cape Verde andis one of six global initiatives with total funding of USD 202 M. The project specificallysupports member countries in provision of sustainable incentives along the fisheries valuechain, institutional structures and processes, best practice, collaboration and performanceassessments. The project has gender considerations.

16. FAO FAO Small-scale fisheries (SSF) Umbrella programme, including a project funded bySwedish Sida, supports the implementation of the Voluntary Guidelines for SecuringSustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication(the SSF Guidelines). The 4-year project consists of four interrelated components: (i)Raising awareness, (ii) Strengthening the science-policy interface, (iii) Empoweringstakeholders, and (iv) Implementation support. In the region, current ongoing activitiesinclude compilation of artisanal fisheries data in Senegal, Gambia, Guinea and Guinea-Bissau within the framework of the FAO/WorldFish/Duke University study IlluminatingHidden Harvests (IHH).

17. West Africa Non-State Actors for Artisanal Fisheries and Aquaculture (WANSAFA)advocates sustainable management of artisanal fisheries and aquaculture including post-harvest issues. They also indicated that they ensure that emerging issues in the fisheries sub-sector such as climate change and oil/gas exploration and exploitation are considered.

18. FAO FISHERIES STATISTICS Branch (FIAS) highlighted the importance of data andinformation in food and nutritional security as well as employment. FIAS helps inidentification of technical capacity for organisations and governments and in responding tothe multiple report obligations of various stakeholders at national, regional and global levelssuch as FCWC, CECAF, ECOWAS, IFAD, just to mention a few. Available FIAS onlineresources, such as the Fishery and Resources Monitoring System (FIRMS), werementioned.

19. DEMERSTEM’s indicated that they were involved in the improvement of knowledge onshared stocks through stock identification, stock assessment, essential fish habitat,ecosystem approach to management and information dissemination on demersal stocks. Ofcomplementarity to PESCAO project was stock assessment.

CECAF-PESCAO PROJECT OUTPUTS Output 1.1 20. A presentation was made on Output 1.1, which is on “challenges of integrating CECAF

management advice into the management processes of selected CECAF Member Countries identified and mitigation measures made available”. The expected outcomes for this output were: (i) Effective Integration of CECAF Management Advice into national frameworks; (ii) Improved Science-Management process in ECOWAS and other African CECAF member States; and (iii) Enhanced Regional Policy Dialogue among relevant stakeholders for a participatory monitoring on the implementation of CECAFs management recommendations in the region. Interventions came from Senegal, Ghana, Nigeria, Marc (FIAS) and Alex (Budget holder). The following are the key points from the discussion: CECAF is advisory body and hence to move from scientific advice into decision has to be done at country level. It was clarified that the three case study countries for Activity 1.1.1 had not yet been selected, and that this will be done based on agreed criteria. The case studies will be conducted with the assistance of national consultants (facilitators) and would involve stakeholder consultations. Case studies were limited to 3 countries, given budgetary constraints. Questions were raised as regards the scope of the monitoring system, and the need for an oversight body. With respect to the monitoring system (Activity 1.1.3), it was clarified that this activity was based on a CECAF recommendation on the need to set up a system to monitor the uptake of the advice in countries, and hence the monitoring system will focus on this aspect, and is not intended as a system that reflects status of stocks or a project monitoring system. The committee itself will function as the oversight body. The need to push countries at the national level, so that they play an active role was highlighted. Given that the CECAF Working group reports are voluminous with many details, there need to consider alternative ways to present the results to managers was highlighted. As summary reports developed by the working groups exists, it was suggested to set up a small group consisting of the SSC Chair and chairs of the working groups along with interested managers to review and revise current the format to better serve the needs of the managers. The need to thoroughly analyse why CECAF recommendations are not implemented in countries and how this can be facilitated was discussed at length. The importance of involving and informing policy-makers in order to create political will towards ensuring uptake of management recommendations was stressed, as the CECAF recommendation would need to end up as measures and regulations. CECAF advice is also provided for shared stocks, and for regional dimensions, which may be challenging for national authorities to relate to. The importance of enhancing collaboration between FCWC and CECAF was highlighted, as well as how this can assist in the translation of technical advice into policies. The importance of CECAF’s participation at FCWC meetings was underscored.

The importance of stimulating science-management and policy dialogue was stressed and the example of past activities under the EAF-Nansen was referred to. It was also suggested to consider preparing specific policy briefs. Several countries informed the meeting on the issue of CECAF and other scientific advice in the context of their management plans. It was suggested that the project should consider a name that provides more information on the objectives of the project, rather than the present “CECAF-PESCAO project”. Therefore, the reasoning behind the choice of the present name was explained: ‘Pescao’ translates to ‘fish’ in Spanish. Additionally, it was clarified that the official languages of the project are English and French, and all documentation will be provided, as far as possible, in these two languages.

Output 1.2

21. The Output 1.2 “Collaboration on data and information sharing procedures and research enhanced between relevant countries and sub-regional and regional organizations to harmonize data and knowledge” was presented. The output aims to: (i) assess how data and information can be shared, and reporting processes simplified to strengthen national and regional management processes and contributions to global processes for the Western Central African region; (ii) develop an inventory of existing, relevant research activities and map opportunities for CECAF, streamlining research efforts, avoiding duplicated work and building synergies, with the goal to promote, encourage, and coordinate this research and improve the quality and accuracy of advice provided by CECAF to the Member Countries through the; and (iii) enhance interaction and strengthen linkages between CECAF and other regional bodies to harmonize and streamline standards and data reporting to different global and regional processes, including the SDGs and building on initiatives such as the CWP. The meeting acknowledged the organization of two dialogue/training meetings to assess regional capacity in reporting to the various national and regional sharing initiatives. Upon remarks from Cote d’Ivoire and UEMOA on relevant stakeholders, it was agreed that all relevant stakeholders and initiatives at national, regional and global levels involved in data collection and/or reporting should be involved at all stages of the project, in order to ensure that the recommendations will not miss some of the reporting requirements which national offices face. Ghana remarked that metadata is very important and without it you cannot properly understand the methodologies and reporting. It would be important to approach the data environment by the metadata. Following-up on this remark, FAO/FIAS said it will be important to include in ‘A1.2.1 Review of reporting requirements’ the mapping of these reporting requirements to the CWP Reference Harmonization Standard, as this later provides rules for metadata standards and would constitute a benchmark upon which to position the existing reporting requirements. FIAS also indicated that FIRMS should be considered in the dialogue/training meetings and the new reporting requirements on SDGs in particular Indicators 14.4.1 “Proportion of fish stocks within biologically sustainable levels” and SDG 14.7.1 “Sustainable fisheries as a percentage of GDP in small island developing States, least developed countries and all countries” in order to understand possible constraints which countries could face.

Output 1.3

22. Output 1.3 was presented on “Assessment methods adapted to the different data situations in CECAF identified/developed and integrated into a CECAF assessment toolbox”. Expected outcomes for this output were: (i) CECAF assessment Toolbox available that facilitated easy access to and the use of appropriate methods/approaches that are aligned with the CECAF advice framework by WG members; (ii) working Group members are trained in their use and knowledgeable about their requirements and constraints; and (iii) enhance scientists’ capacity to contribute to the outcomes of the Working Groups, providing scientific and expert knowledge advice for fisheries management. Guinea, CIV, IEO, FCWC, FIAS, and Ghana had interventions. Discussions bordered generally on how to harmonize the several methods currently being used by the different countries in this area in the region. A suggestion was made for countries to use standardized data collection methods, such as the ones published by FAO. It was agreed for such FAO publications to be shared with all participants. A review of all existing methods was also suggested. Other discussion points were on training of national focal points as part of the project exit strategy, also on the need for establishment of dialogue among scientists in the region to allow them to be on the same wavelength. FIAS made participants aware of the ASFA database for countries to access publications from the countries, and also possible e-learning tools on stock assessment to build capacity on reporting on indicator for policy makers and scientists.

Output 1.4

23. Output 1.4 on “revising protocols for data provision and sharing in line with the agreed assessment framework for the CECAF south Demersal Working Group” was presented. The main expected outcome of this output is “Reviewed protocols and procedures for data collation and management for the Demersal South Working Group that streamlines reporting and facilitates the work of the Working Group and its members (based on stock case studies)”. This output will also address issues with data sharing and harmonization. Interventions came from CIV, Togo, UEMOA, FCWC, DEMERSTEM, and FIAS. One recurring concern was why activities were to be undertaken only in three countries and how these three countries were going collaborate. Countries were assured that all countries will actually participate through the working group and results will benefit all CECAF countries. Also, since the three selected countries will be FCWC countries, CECAF will work closely with this commission for the work in the three countries. There was also a discussion on data collection challenges within the CECAF region. It came up that although working groups existed, there was a challenge of collating the data at the national level. The sources of data are many with huge gaps. Countries therefore need to be strengthened in this regard. Also, new procedures for data collection need to be discussed at the CECAF level, and not just at the working group level. Another discussion point involved harmonization and collaboration within the area of data collection and fisheries statistics. Activity 1.4 could be considered as a great opportunity to improve on the guidelines for the harmonization of data. If paucity of funding exists in

the project other funding means could be found to really use this opportunity to achieve tangible results at the national level. The slide on ‘possible linkages’ was deemed unacceptable to a number of participants, and therefore suggested the deletion of the word ‘possible’ and even include a list of actual activities showing specific the functions of different initiatives and projects to be involved in each output and activity. The word ‘possible’ was justified because these linkages to other projects had only been identified by the PESCAO team, and these other projects were yet to officially accept to collaborate. Still on the issue of harmonization, DEMERSTEM project suggested considering surveys as it already has campaigns ongoing, while PESCAO could focus on catches, as was suggested in the DEMERSTEM kick-off meeting in Dakar. It was agreed to find a workable method in discussion with all partners including IEO. Finally, there was also a discussion on species selection for this output, and also on the geographical scope of the Output.

Output 2.1

24. Output 2.1 on “Technical support to advance knowledge on small-scale fisheries provided along the value chain”. It was echoed that small scale fisheries dominate fish catches in West Africa and needed to be managed well to ensure their sustainability. It was apparent that despite the importance of small scale fisheries they had been neglected until last year when the CECAF Artisanal working group was revived. The outcomes from the above output was highlighted as improved knowledge, management advice and dialogues established. The specific indicators of focus were production, socioeconomics and trade. The above output will be achieved through undertaking three key activities: Develop strategy for obtaining for obtaining relevant data Artisanal Fisheries; Improving participatory management actions and Implement Artisanal Fisheries working groups. It was also indicated that most of the activities will be undertaken in year 2. Discussions on this presentation mainly centred on the selection criteria for the target countries for the artisanal fisheries assessments. Participants indicated that it appeared that two countries were already selected and wanted to know what informed their selection. In response the Lead Technical officers shared the draft key criteria which was discussed and confirmed by the meeting detailed below (Key conclusions and Follow on action no.4). The discussion also emphasized that there was need to capitalize on capturing indigenous fishermen’s information during the research to inform development of appropriate management strategies. The discussion like in previous discussions also ended with the need to strengthen synergies by different partners and avoid duplication of effort to maximize use of resources. The Communication and Visibility Strategy of the CECAF-Pescao Project was presented. Participants were tasked with providing comments on the document that will help enrich it.

COLLABORATION MODALITIES AND IMPLEMENTATION OF CECAF-PESCAO PROJECT WITH OTHER PROJECT/PROGRAMMES IN THE REGION

25. The identified linkages and common areas of focus from ongoing projects and PESCAO were fully discussed. During this discussion it was apparent that small scale fisheries dominate the fish catches in West Africa and CECAF supports a strategy to obtain relevant

data to ensure their proper management. The other key areas of discussion included harmonization and possible collaborations in the area of data collection and fisheries statistics, addition to the establishment of dialogue between scientists and policy makers. The discussion ended with key conclusions and follow-up actions as detailed in the next section.

26. Participants shared information on tentative venues and dates of meetings relevant to the project.

KEY CONCLUSIONS AND FOLLOW ON ACTIONS

27. Based on the presentations made, participants have a clear understanding of the project and its implementation modalities, including the overall budgetary aspects and partnerships such as the other projects under PESCAO Component 3 and other relevant ongoing initiatives in the region – namely EAF-NANSEN, SIDA-SSF and Coastal Fisheries Initiative (CFI), GREPAO and DEMERSTEM programmes.

28. The Year 1 Work plan was presented item by item and was agreed with minor adjustments (Appendix C).

29. The Communication and Visibility strategy, a requirement of the EU, was presented and

comments from participants to enrich it are expected by 3rd May 2019 (Appendix D

30. The selection criteria for the case study countries in Activity 1.1 were discussed at length, and it was decided that FCWC consult with its member states for their expression of interest and submit results to FAO for final selection according to the agreed timeline shown. It was agreed for FAO to provide a format letter to that effect.

31. Next steps were agreed as follows:

a) Project to provide a model Max 2 pages by 3 May to FCWC b) FCWC to discuss it at the Directors consultation meeting, 7-10 May c) Expression of interest from Director of Fisheries to FCWC before the 22 May d) FCWC to convey expression of interest to CECAF e) Final selection by 31 May.

32. The importance of stimulating science-management and policy dialogue was stressed and it was recommended to set up a small group consisting of SSC and working group chairs and interested managers, to improve existing management summaries.

33. The consideration of development of policy briefs on specific topics were also suggested.

34. Participants highlighted the need to maximize complementarity and synergies in fisheries research/ management and avoid duplication of effort and welcomed the proposed activities in support of mechanisms that will improve data and information sharing between regional, sub-regional and national level.

35. FAO was requested to compile and disseminate existing relevant publications to

participants regarding data collection and stock assessment.

36. Participants highlighted the need for involvement of universities in capacity building including on fisheries assessment methods, data preparation and analysis, scientific writing and project formulation.

COMMUNICATIONS AND VISBILITY PLAN

Improved regional governance of marine resources in the southern CECAF area

Introduction

The project Improved regional governance of marine resources in the southern CECAF area (CECAF PESCAO project), aims to strengthen the Fishery Committee for the Eastern Central Atlantic (CECAF) as a knowledge-sharing advisory body for marine resources in Western Africa by enhancing the national-regional science continuum for knowledge generation, and improve reporting that builds on existing processes and protocols within CECAF. By using CECAF as a study, this will ensure the integration of these action results into regional governance processes and dissemination of the results. The southern CECAF area is the focus of this project as issues in relation to data collection, research, and assessment capacity as well as uptake of management advice have been highlighted as a particular concern by CECAF. The general study area within CECAF is the region of the Fisheries Commission for the Western Central Atlantic (FCWC) and its member countries (Benin, Côte d’Ivoire, Ghana, Liberia, Nigeria, and Togo), to further enhance the uptake of advice for management and policy.

The overall objective of the CECAF PESCAO project is to improve regional governance of marine resources in the CECAF area using knowledge-based advice by strengthening management processes to contribute to sustainable fisheries, food security, and sustainable livelihoods. Specifically, the project aims to enhance regional policy dialogues, improved science-management processes for the CECAF region, and the integration of CECAF management advice into national frameworks. The project will be implemented through five key activities that will: (1) identify challenges to integrating CECAF management advice into the management processes of selected CECAF member countries, and develop mitigation measures/solutions for these challenges; (2) facilitate and promote regional dialogue and discussions between CECAF and sub-regional and regional organizations to discuss data, reporting, and monitoring needs using capacity development assessments; (3) provide technical support to advance knowledge on and management advice for the small-scale fisheries along the value chain; (4) contribute to the development of a CECAF assessment toolbox, with methods adapted to the different data situations in the ECOWAS region and conduct training courses in how they can be applied to build the necessary capacity in the competent authorities to apply the most relevant methods in support of stock assessment tools and fisheries management planning; and (5) revise current protocols for data collation and management for the southern demersal Working group of CECAF, using case studies as examples.

CECAF PESCAO Communications

Overall communication objectives

The overall communications objective of the CECAF PESCAO project is to ensure that the beneficiaries of the project, the FCWC member countries and the member countries of CECAF, benefit from the capacity building initiatives of the project with respect to the science-management processes for the CECAF region. While building a platform for the fisheries stakeholders of the region to share knowledge and good practices, the project will contribute to ensuring synergy and avoiding duplication of efforts among the various fisheries

projects/programs in the region. The communications efforts of the CECAF PESCAO project will also ensure the sustainability of the project impacts. Specifically, the communications objective will:

1. Make the project and its results known to direct (FCWC member countries and CECAF member countries) and indirect (national research institutions, local communities, NGOs/civil society, wider public) stakeholders through both digestible and persuasive content;

2. Disseminate capacity building initiatives and that these are well understood by the

relevant stakeholders;

3. Ensure that the partner organizations (FCWC and CECAF) and the EU will gain more visibility through the project; and

4. Highlight the role of the EU in providing financial and other substantive support to the

project. Target groups The project is focused on CECAF member countries, and specifically members of FCWC. The main target groups are based in these countries and will broadly include government, academia, fishers and the public and media. However, the activities are of relevance to a broader set of regional and global stakeholders and hence the audience may be wider (neighbouring areas of the Atlantic Ocean, worldwide):

All relevant stakeholders and other recipients of the communication materials will be made aware of the roles of FAO and the EU in the action, including for funding and organizational (where applicable) support. According to the Visibility & Communications requirements, the EU logo will be placed on all published and/or printed material (e.g. reports, brochures, factsheets, posters), and on any presented material (e.g. PowerPoints), considering also FAO’s Corporate Communications policies and requirements, and written and/or oral credit will be given to the EU where applicable. The communications and visibility activities will raise awareness among partner countries and in the wider CECAF region in general, on the activities and objectives of FAO and the EU to deliver aid with the aim of improving sustainable management of natural resources. For instance, the FAO will ensure that all communications efforts related to the Action (whether local, regional, or global) will mention the EU-funded PESCAO project specifically and refer to its objectives and those of the broader Call for Action for the Gulf of Guinea. Communications and visibility activities will not only aim to present and disseminate results of the project in a digestible format, and promote upcoming activities, but will also raise awareness of how the EU and the FAO work together to support the fisheries

The plan foresees:

1. Making available communication and visibility material to CECAF members and

beyond.

2. Press releases and social media coverage of relevant meetings; including local media

and partner’s communications platforms coverage if possible.

3. PESCAO (component 3) projects joint website, project description and events on RAF-

webpage and upcoming CECAF-webpage.

The project is part of component 3 of the PESCAO program and the three projects of this

component are committed to develop synergies among themselves. The first form of pooling

proposed by the DEMERSTEM project was the setting up of a short description page of the 3

projects (http://pescao.org). Discussions will continue on the level of contributions the CECAF

PESCAO project will have to the website.

The specific communication and visibility activities will be determined with Project Staff and

with support from the communications officers based at FAO-RAF and Headquarters, in

collaboration with project partners, as this will rely heavily on partners input, interest, and

eligibility to contribute to any communications efforts. Throughout the life-cycle of the project,

the coordinating unit will also liaise directly and frequently with the FAO Office for Corporate

Communications unit in FAO-RAF to promote published material on the RAF webpage and

through social media, and work with local media outlets to highlight national activities or events

as appropriate. Partners will also be encouraged to promote and share these FAO-led

communications efforts through their own platforms.

Communication tools chosen Materials Project publications The various project publications such as technical reports, training manuals, posters,

presentations will be widely disseminated online to strengthen the knowledge and good

practices sharing among beneficiaries and other stakeholders in the region.

FAO factsheets/brochures/flyers The project coordination unit will work with the FAO communications branch to develop

relevant information materials, as appropriate and as needed, on project results and upcoming

work that will be shared online through the website and the social media as well as at relevant

meetings and conferences. The information materials will include specific references/credit to

the EU and its funding support to the Action (e.g. use of EU logo and standard text).

Newsletter articles FAO-CECAF will contribute with articles on the project, updating on the project

implementation and results, to PESCAO’s quarterly newsletter throughout the duration of the

project. Articles will be send to the TA to PESCAO/ECOWAS (Component 1).

Local media coverage interviews/news stories The project coordination unit will work with FAO offices at meeting venues to arrange local

media interviews and news stories to highlight technical meetings and link them with processes

and decisions of interest to those countries. The CECAF Secretariat has experience with this

related to the technical Working Groups. Where applicable and appropriate, the FAO will liaise

with the relevant in-country EU delegations to ensure harmony with key messages and other

relevant work. Press releases will be developed and shared as appropriate before high-level

meetings.

FAO presentation of Action works at relevant conferences/meetings/seminars, etc.

Where relevant and possible, the project coordination unit will attend relevant conferences,

meetings, seminars, or others to present the work of the project and highlight key results, as

well as the collaboration between FAO and the EU. This will involve the development of

presentations, and possibly posters, to present the work, and it will be the opportunity to share

any factsheets created for the project. 6. Channels Project materials and promotional items The EU will be identified as the source of funding in contacts made with the beneficiaries,

external partners and the public.

Events The communications materials planned will be distributed at events such as:

• The CECAF Scientific Sub-Committee and Committee meetings;

• National, regional and local Administrations and Research institutions meetings in

member countries;

• Fisheries Technical meetings and conferences in the region; and

• Scientific international conferences (e.g. ICES), as appropriate, and through national

and regional media outreach associated with different events.

Local media coverage The project coordination unit will work with FAO offices at meeting venues to arrange local

media press releases, interviews and news stories to highlight technical meetings and project

activities and link them with processes and decisions of interest to those countries. The CECAF

Secretariat has experience with this related to the technical Working Groups. Where applicable

and appropriate, the FAO will liaise with the relevant in-country EU delegations to ensure

harmony with key messages and other relevant work.

FAO social media Relevant project meetings and events will be covered on social media (i.e. Twitter, FAO Blue

Growth Blog, Facebook, Flickr, LinkedIn, etc.) and stakeholders will be encouraged to share

the posts broadly.

The Twitter hashtags used for the project will be: #CECAFPescao, #PESCAO, #ECOWAS,

#EU. A first post in FAO Blue Growth Blog can be posted presenting the project and the kick-

off meeting. From this one, serial posts can be submitted during the project with interesting

updates and news. Beneficiaries will be encouraged to share their feedback on the benefits of

the project which will be disseminated through social media posts.

The project coordination unit will work with the FAO communications branch at FAO-RAF to

develop a “Did You Know” (DYK) series of short tweets and blurbs that will highlight CECAF

and FCWC, their roles, mandates, and the ongoing fisheries work within their areas, as well as

the nature of the PESCAO collaboration between the EU and FAO. Specifically, the DYK series

will announce interesting/informative facts about the relevant organizations and management

processes, and about the science of the fisheries being managed to expand public knowledge

and awareness of this work. In particular, key results of the project will be promoted as they

become available through this channel.

FAO RAF and CECAF webpages

Through the regular communications channels of FAO-RAF (RAF News and Events website,

Press Releases, Social Media (i.e. Twitter, FAO Blue Growth Blog, Facebook, Flickr,

LinkedIn), etc.) and FAO Headquarters. A CECAF webpage is currently under development,

to be hosted as a fao.org webpage, and it will also include information about the CECAF

PESCAO project and relevant partnerships.

EU Representation at Project Activities

A representative of the EU will be invited to attend all relevant activities/meetings and to deliver

opening remarks. FAO will also make explicit reference to the key role of EU as the donor of

the project in opening and concluding statements by FAO officials at project activities.

Indicators of achievement

Completion of the communication objectives

The update of the communication activities is just initiating and will be on-going throughout

the duration of the Project. The efforts will begin leading up to the Project Inception meeting

utilizing FAO communication channels to promote the objectives of the project and the partners

involved. The inception meeting detailed a communications strategy for the lifetime of the

project that includes milestones and deliverables.

Resources

Human Resources

The Fisheries Officer hired under the Project will be responsible for communication activities,

under the overall supervision of the CECAF Secretary and the LTO. Support will be provided

by regional and national communication officers at FAO representations, sub-regional offices

in the CECAF region, and at the regional office for Africa.

Financial resources The communications activities will be comprised of the budget allocated for VISIBILITY,

PUBLICATIONS, and REPORTING COSTS: € 49 023 of the overall EC contribution of €1.5

million.

This document is the final workshop report for the inception meeting of the CECAF-PESCAO project “Improved fisheries governance in West Africa” held at the Volta Hotel in Akosombo, Ghana from 24 to 26 April 2018. A total of thirty four participants from nine Fishery Committee for the Eastern Central Atlantic (CECAF) Member countries and representatives from the Fisheries Committee

for the West Central Gulf of Guinea (FCWC), EAF-Nansen Programme, FAO Fisheries and Aquaculture Department, FAO Regional Office for Africa,

DEMERSTEM Project, Instituto Espanol de Oceanografid Oceanografia (IEO), West Africa Non-State Actors for Artisanal Fisheries and Aquaculture

(WANSAFA), Sub-Regional Fisheries Commission (CSRP), and Union Economique et Monétaire Ouest Africaine (UEMOA) attended the meeting to develop and
