A report on the Brainstorming Session on Drilling Surface Activities held at Shillong
from 08th
June 2011 to 11th
June 2011
1.0 INTRODUCTION
The first brainstorming session on Exploration of Oil and Gas Field was held from 15th
to 18th
March, 2009 at Kaziranga, Assam. Subsequently, the second, third and fourth sessions were
held at Shillong, Guwahati and Kaziranga on “Development, Management and Monitoring of
oil and Gas field”, “Workover performance” and “Enhancing Performance in Down hole
Drilling Activities respectively during July 2009, February and May 2011. In line with these
earlier sessions, fifth Brainstorming session on Drilling Surface Activities was held from
08th
June 2011 to 11th
June 2011 at Shillong where a total of 21 participants from Drilling,
Production, Drilling-TS, G&R, Transport, Civil, Electrical, S&E, Administration, Security,
Chemical, Land, Field Engineering department were brought together in common platform to
deliberate on issues related to enhancing performance of Drilling Surface Activities.
Under guidance of B.P coaches, deliberation /discussion were held in various sessions with
the objective to find out practical solutions to enhance the drilling performance. All the
participants took active part in the discussion and came out with ideas in five different areas
and the same were presented to Director (Operation) and other senior officers on the final day
of the session i.e. on 11.06.2011.
The inaugural session was graced by ED (Operation), G.M (Drilling) and Head-FE.
Mr. K.K.Nath, ED (Operation) highlighted deteriorated performance of the drilling activities
and challenges faced by OIL. He expressed that the basic objective of conducting the session
at the outdoor location is to be free from all hassles of respective workplaces and focus on the
objective of the session. Strong support by the Corporate Management is the indicator of the
importance of the sessions. He said that being a Navaratna and Listed Company should not
make us complacent and the real challenge is sustainable growth. He called upon the
participants to focus and work-out what needs to be done to foster co-ordination between 37
odd departments of OIL to achieve drilling target. Maximizing Reserve Accretion and
Optimizing Production being the motto, he called-upon the participants to find out ways and
means to improve drilling performance.
Mr. Arpon Barbora, G.M (Drilling) said that of-late the drilling target of the company has not
been met which is an area of concern. The challenge for the group is to sit together and
analyse the reasons for failure and find out means to improve it. Saying that small things add-
up to great achievements, he said that time-saving in all surface operations is the essence and
asked the participants to work on it.

Mr. T. B. Chakraborty, Head–FE, called upon the participants to stress on root-cause analysis
of the breakdown for repetitive type of failures. He also called upon participants to advocate
for ETP in place of traditional age-old system of laying pit water disposal lines. He expressed
that at the time of raising P.R, specification of the critical items should be vetted by Field
Engineering Department. He said the need of the hour is not to do different things but to do
things differently. Stressing upon the concept of projectisation of jobs, he said that the start
and end dates of the jobs are to be fixed. He also called upon the participants to thrust upon
real teamwork and relationship management by sitting together and dialoguing to find out
what needs to be done. Calling the participants as the best resources, he wished them good
luck.
The brainstorming session concluded on 11th
evening and culminated after a presentation on
the ideas generated during these four days of brainstorming session to Director (Operations)
and other senior officers of OIL. All the ideas and views that emerged out of the discussions
during the four-day brainstorming session is complied and documented in this report.

5.0 AREAS IDENTIFIED
The participants identified five areas wherein the participants feel that they can contribute
ideas in these areas. The identified areas are
Area –I: Preparatory Services
Ideas
To carry out logistic survey during Pre-bid evaluation by a Team comprising of Civil,
Land, PR, S&E, Logistics, G&R, Geophysics, Drilling, Production
Video conferencing with approving authority & also visit of corresponding team to
corporate office for timely release of the proposed locations and clarification.
Field Head Quarter may be empowered to release Development location. Any
necessary policy change including DOP etc. may be looked into.
Detailed recee (demographic, logistics, staking) to be carried out in the released
location by a team (G&G, Land, Civil, PR, S&E) before carrying out detailed
topographical survey & issuing LAF-2. Opportunities for involving concerned NGOs
& academician for need analysis of the surroundings. Location co-ordinates may be
re-verified during plinth preparation.
To generate online tracking system of all LAFs with the help of IT
To extend rehabilitation/ welfare schemes to the land affected & nearby societies.
Regular compensation (annuity/pension) to affected land holder may be considered.
Advance land value payment along with surface compensation should be provided to
the land affected people through involvement of Circle Officer / Gao Burha / District
Authority before taking over possession.
To gear up additional infrastructure / facilities (GIS) with regards to Civil Survey,
Land Acquisition. To share facilities & infrastructure with Geophysics dept
Policy to be framed for acquiring Tea bearing land only after uprooting of tea bushes
by the TGA . Necessary compensation package may be thought about concerned tea
garden labours.

Impress upon the Govt. Revenue Authority on top level (Principal Secretary of
Revenue etc.) for waiver of sale/ purchase permissions for land to be purchased by
OIL
To explore possibilities of engaging competent agencies to address land acquisition
bottle necks such frequent ownership change, vetting from District / State authorities
etc
To fix up and standardized ancillary specifications for CISF accommodation with their
top officials.
Use of pre fabricated structures for accommodation of CISF personnel instead of
present practice. Arrangement may be extended for OIL security also.
To take up with higher-ups of State PWD authorities for use of PMGSY roads for OIL
operations & maintenance etc.
Quality contractors: Mechanism to ensure that the resourceful first party contractors
are actually executing the work at site (instead of subcontracting that results in
delays)
Up gradation of Civil specifications & practices as regards to plinth preparation and
approach road in order to accommodate present day scenario & best practices.
Revisit benchmarks for lead time of contractual procedures after PR from present 4
months or more after introduction of e-tendering.
To explore possibilities of transporting construction materials from outside

Benchmarking of each phase of cycle time to be carried out.

should be in line with the best maintenance practice.
A Multi-skilled manpower to be developed within the existing strength of employees
Improved coordination amongst concerned deptts /personnel.
Infrastructure facilities to be improved/standardized.
Custodian of Well Plinth to be assigned.
Grouping of rigs on the basis of zones.
Two shifts to be introduced instead of general shift duty.
Working Drawings to be reviewed for actual requirements at site for foundations and
mud drains as well as for storm waters and ETP.
Policy for prefabricated steel structures (sheds, canteens, camps etc.)
Introduction of a full time safety officer against each rigs as per best industry practice.
Manpower assigned against each rig not to be changed as far as practicable.
Area –III: Operation Phase
Ideas
Preparation of written standard Operating procedure for all drilling practices
pertaining to major drilling activities.
Introduction of the advanced technology, like top drive system, solid control system,
spinners for tubular, cementing unit , mud logging unit for all wells.
Improvement of the well site work culture.

Human resource development.
Upgradation of existing storage facility at the well site.
Important contractual services for certain specialized drilling operations should be
finalized on priority basis to minimize downtime of rigs.
Involvement of crane services during lowering of casing by picking up casing joint
from rack on to derrick floor.
Possibility of carrying out certain initial testing and completion operations beyond day
light.
Deployment of rig building crews during operation phase on shift basis.
Dedicated equipment for each drilling rig.
More officers should be available in the well site to assist the drilling engineer.
Study for Introduction of Slant rig concept for shallow deviated wells
Area –IV: Environmental and Statutory issues
Issues
Environmental clearance to be in place for all locations released till date.
Acoustic enclosure to be provided in generator /power pack engines
ETP (Effluent Treatment Plant) to be in place at all drilling wells.
HDPE Lining to be provided in all the wells before spudding.
Compulsory drill site restoration.

carried out now is based on work experience and expertise, it leaves space for
improvement and it involves certain safety hazards. Besides the present practice has
tendency to become person specific with varying level of output for the same activities.
In view of this it is felt that a written document in the form of a standard operating
procedure should help in the form of a guideline for cost effective trouble free

Advantages of Top Drive system are manifold and are of particular help while drilling
through extended shale. The point has been deliberated at other forums also. An experimental
service initially on hiring basis may be thought of as first step in a deeper well to actually
asses its numerous advantages. Similarly advantages of an advanced solid control system are
mandatory to drill a quality deep hole with minimum reservoir damage and minimal surface
environmental issues. Presently we are already using LMSS in selective wells. Same should
be a general practice for all wells. Concept of zero discharge system should be on the agenda
in a phased manner.

Environmental and Statutory Issues.
HSE plays a vital role in the industry today. Failure to comply with statutory HSE
guidelines and beyond, many a times leads to closure of wells by statutory bodies and public.
As a result drilling activity is adversely affected.
Realizing this important function, a thorough discussion in this brainstorming session
was done in HSE and other related areas and a common understanding was arrived to address
key HSE , PR ,Security and related issues.
ISSUES:
The issues that were discussed in length during the session are as under:
Environmental clearance to be in place for all locations released till date.
1. Acoustic enclosure to be provided in generator /power pack engines
2. ETP (Effluent Treatment Plant) to be in place at all drilling wells.
3. HDPE Lining to be provided in all the wells before spudding.

SUGGESTED ISSUES:

6.0 CONCLUSION
“Sustainable growth” for any industry, how big it may be, is the need of the hour. For
achieving sustenance, three prime factors play a major role i.e. People, Profit and Planet. In
order to maintain sustainability, we need to be proactive, generate new ideas and think out of
box by brain storming and orienting various thoughts in a linear motion.
This brainstorming session was held for finding out practicable ideas for its implementation
with an objective of “Reduction in Surface related problems for reducing cycle time of
drilling operation”. Recent analysis of drilling performance indicated that the cycle time of
drilling operation has increased considerably due to various surface problems and
conventional way of working since years together. The team for brainstorming was selected
from a multidisciplinary group of people from various departments. The group was divided in
to five teams. Each team brainstormed on different related issues primarily focusing towards
practical solution and generating implementable ideas with action plan which can lead to
“Reduction of cycle time in drilling by solving surface problems”.
This document contains ideas generated, benefits which will accrue, why required and the
practicable action plans with time frame for five areas such as 1) Preparatory services 2) Rig
down–ILM–Rig Up 3) Operation Phase 4) Environmental and Statutory issues 5)
Projectisation. All these areas focus towards achieving the targeted goal as mentioned above.
Implementation of above ideas will definitely pave the way for achieving the real benefit of
the brainstorming session which will manifest in our drilling operation thus increasing
efficiency.
Further deliberations and discussions at higher level may be required in certain cases to
address the intricacies in a more effective and objective manner. The group strongly feels that
the thoughts and ideas generated in the session if implemented in its true spirit will definitely
go a long way for realising our committed & co-created vision of improving drilling cycle
time by reducing surface problems.
