EXECUTIVE SUMMARY
This Phase I Environmental Site Assessment was carried out by Kollaard Associates Inc. for
Vintage Paving & Construction Inc. of Greely, Ontario. The subject site for this assessment is
located at 1358 Coker Street in the City of Ottawa, Ontario. The purpose of the Phase I
Environmental Site Assessment was to identify, if possible, through non-intrusive investigation
consisting of a review of current and historical information and observations of site conditions during
a site reconnaissance visit, the existence of any significant, actual or potential environmental
liabilities associated with the property.
The purpose of the Phase I Environmental Site Assessment was to identify, if possible, through
non-intrusive investigation the existence of any significant, actual or potential environmental
liabilities associates with the property. The Phase I Environmental Site Assessment has been
prepared in general conformity with our interpretation of the requirements of CSAZ768 for
conducting environmental site assessments.
The Phase I Environmental Site Assessment was based on a site reconnaissance visit and a review
of available geological, topographical and historical information for the site.
Currently, the site is used to store heavy equipment, vehicles and tools for a paving and
construction business owned by Vintage Paving & Construction Inc.
The results of this Phase I ESA indicate that the most significant environmentally related issues
identified at the site are the possible presence of subsurface hydrocarbon contamination from three
above ground fuel storage tanks, leaking vehicles, and possible subsurface contamination from a
salt storage at the site, and within fill material used to construct the parking lot at the site.
Should the risk of possible unknown contamination within the subsurface at the site needs to be
reduced, a program of soil and groundwater sampling together with appropriate laboratory testing
could be carried out.

1.0 INTRODUCTION The subject site for this assessment consists of about a 0.35 hectare (0.87 acres), rectangular
shaped property located at civic address 1358 Coker Street, Osgoode Ward, in the City of Ottawa,
Ontario (see Key Plan, Figure 1).
For the purpose of this assessment, “project north” will be considered to lie in a direction parallel to
Coker Street (see Key Plan, Figure 1).
The site is located within an existing industrial park. The site is bordered on the east by Coker
Street followed by commercial development, on the south by McKeown Drive followed by a school
bus transportation facility and on the west by vacant land. Currently, the site is used to store heavy
equipment, vehicles and tools for a paving and construction business owned by Vintage Paving &
Construction Inc.
The primary objective of this Phase I ESA is to document the site conditions on the day of a walk-
through site reconnaissance and, if possible, to identify former operations or practices that may
present potential environmental risks. The study is based on current and historical information and
observations of site conditions during a site reconnaissance visit conducted on March 25, 2008.
The scope of the Phase I ESA is sufficient to identify existing and/or potential environmental
liabilities which are obvious from visual examination of surface features and from available sources
of information. This level of work is a method of risk reduction, not risk elimination. No building
materials, soil, water, liquid, gas, or chemical product sampling and/or testing on or in the vicinity of
the subject site were carried out as part of this assessment. This assessment included only a
cursory overview of the present neighbouring land uses and does not constitute a complete
assessment of the adjacent facilities.
Sections 2.0 and 3.0 of this report provide details of the site and information review. Section 4.0
outlines the site reconnaissance findings. Section 5.0 outlines issues of potential environmental
concern which were identified. Sections 6.0 and 7.0 present a summary of the assessment and
limitations of the report, respectively.

2.0 SITE DESCRIPTION
2.1 Location and Legal Description The subject site for this assessment consists of about a 0.35 hectare (0.87 acres), rectangular
shaped property located at civic address 1358 Coker Street, Osgoode Ward, in the City of Ottawa,
Ontario (see Key Plan, Figure 1).
The legal description for the site is described as Parcel 4-7, Section 4M-351, Part of McKeown
Drive, being Part 27 on Plan 4R-5427 and Part of Block 4, Plan 4M-351 being Parts 26 and 28 on
Plan 4R-5427, formerly Township of Osgoode, City of Ottawa, Ontario.
2.2 Site and Area Characteristics The attached Key Plan, Figure 1 and air photographs show the relative location of the subject site
with respect to the surrounding land and the existing roadway network. The site is located within
an existing industrial park. Currently, the site is used to store heavy equipment, vehicles and tools
for a paving and construction business.
The ground surface across the site is relatively flat lying with a gentle slope downward to the south
property line.
Based on a review of topographical maps, it is expected that the upper groundwater flow at the site
is to the west towards a drainage ditch which exists along the west property line for the site.
2.3 Sewage Disposal
No sewage disposal exists at the site. No storm sewers exist at the site. No sanitary sewers exist at
the site.
2.4 Water Supply No wells were observed or are expected at the site.

2.5 Past and Present Property Uses and Activities A chain of title for this site (see Attachment A) was provided by Wentzell Titles Ltd. Based on a
review of the title search information, the property is indicated to have been owned mainly by
individuals but also by three companies and as well as The Corporation of the Township of
Osgoode. The three companies are listed as Ken Gordon Excavating Limited and Willis McKeown
Limited, Gordon and McKeown Development Limited and Greely Sand & Gravel Inc. The current
owners are listed as Rinaldo Verzeroli and Robert Potvin.
3.0 HISTORICAL INFORMATION REVIEW In order to assess some of the historical conditions at the property, a preliminary review of
information from the following sources was conducted:
• Topographic and geological maps
• National Air Photo Library - Energy Mines and Resources, Ottawa, Ontario
• Ministry of Environment (MOE), Ottawa, Ontario
• City of Ottawa Planning Department and City of Ottawa Website for Zoning
• Mapping and Assessment of Former Industrial Sites – City of Ottawa
• Old Landfill Management Strategy Phase 1 – Identification of Sites, City of Ottawa, Ontario,
December 2003, Reference Number 021-2785 by Golder Associates Ltd.
3.1 Geological, Topographical and Hydrogeological Setting
Based on a review of the surficial geology map for the site area, it is expected that the site is
underlain by sand. Bedrock geology maps indicate that the bedrock underlying the site consists of
dolomite and limestone of the Oxford Formation. Based on a review of the topographical map for
the site area, it is expected that the upper groundwater flow at the site is to the west towards a
drainage ditch which exists along the west property line of the site.
3.2 Air Photograph Review A review of air photographs of the site for the years 1969, 1975, 1984, 1989, 1997, 2002 and 2005
was carried out as part of this Phase I ESA. The 1969 and 1975 air photographs indicate the site as
farmland. The 1984 air photograph indicates a roadway has been constructed for the industrial
park. The 1989 and 1997 air photographs indicate development has occurred within the industrial

park, however, the subject site has remained vacant. The 1997 air photograph indicates the site
has become tree covered. The 2002 and 2005 air photographs indicate the site has been cleared,
fill has been added and some vehicles/storage containers exist at the site.
3.3 Ministry of the Environment (MOE) Records The MOE office in Ottawa, Ontario, was contacted to determine if the Ministry has maintained a file
with respect to the subject property. Specifically, the MOE was asked to respond (in writing) with
information concerning any historical or existing incidents at or in the vicinity of the subject site. At
the time of the preparation of this report, a response from the MOE had not been received (see
Attachment C).
3.4 City of Ottawa Information from the City of Ottawa planning department was obtained regarding the zoning of the
site. A planner from the City of Ottawa indicated that the site is currently zoned RG3 Rural General
Industrial Zone and has been in effect since 2000. Prior to 2000, the planner indicated the site was
zoned rural industrial.
A review of information provided by the City of Ottawa concerning landfill sites indicates that there
are no landfill sites, active or abandoned, within five hundred metres of the subject site.
4.0 SITE RECONNAISSANCE Visits to the site were carried out on March 25 and May 5, 2008 by a member of Kollaard
Associates Inc. professional staff. On March 25, 2008, a walk-through site reconnaissance was
conducted at the subject property. However, at that time the site was covered in snow and ice thus
restricting ground surface observations including, but not necessarily limited to any surface staining,
distressed vegetation, etc. On May 5, 2008, the site was revisited to observe any surface staining,
distressed vegetation, etc.
The site is located within an existing industrial park.

The site is bordered on the north by vacant land followed by an automobile repair garage, on the
east by Coker Street followed by commercial development, on the west by vacant land and on the
south by McKeown Drive followed by a school bus transportation facility.
Based on a conversation with the present owner of the site, Mr. Rino Verzeroli, it is understood, it is
planned that the site will be developed for an office building with a storage and maintenance garage
for the paving and construction business. Mr. Rino Verzeroli indicated that the proposed office
building will front onto Coker Drive.
Currently, the site is used to store heavy equipment, vehicles and tools for a paving and
construction business owned by Vintage Paving & Construction Inc. The parking lot at the was
observed to be gravel surfaced. A drainage ditch was observed along the west property line of the
site.
The following items were observed at the site at the time of the site reconnaissance:
- One carport structure used to store salt was observed near the centre of the site.
- Three above ground fuel storage tanks were observed at the site. Two tanks were indicated to
store gasoline and one tank was indicated to store diesel fuel.
- One car, two boats, one truck, two backhoes, one dump truck, one trailer, one cube van,
- Several wooden palettes
- Two metal plow blades, two metal buckets used for the backhoes,
- One self-propelled asphalt paver
- Several gravel and interlocking stone stockpiles
- Two tractor trailers used to store equipment, tools, parts such as gas cans, hydraulic oil, etc.
- One stockpile of cardboard boxes
- Two steel trailers
4.1 Storage
No storage of hazardous materials were observed, with the exception of three above ground fuel
storage tanks (see Section 4.2 below). Based on the indicated past usage of the property, past
storage of hazardous materials is considered unlikely.
4.2 Storage Tanks

No underground storage tanks were observed at the site. Three above ground fuel storage tanks
were observed at the site. One of the storage tanks was indicated to store diesel fuel and the other
two storage tanks were indicated to store gasoline. All three storage tanks were observed to
contain hydrocarbon products at the time of the site visit. The fuel storage tanks were observed to
show some evidence of aging in the form of rusting and paint peeling of the storage tanks were
observed. The owner indicated that the fuel storage tanks will be removed from the site prior to the
planed development of the site described above.
Ground surface staining was observed beneath the largest storage tank, possibly from spillage, or
leaking of the tanks over time.
4.3 Polychlorinated Biphenyls (PCB's) No evidence of any PCB’s was observed. Based on the indicated past usage of the property, the
presence of PCB’s is considered unlikely.
4.4 Suspect Asbestos Containing Materials (ACM)
No ACM’s were observed. Based on the indicated past usage of the property, the presence of
ACM’s materials is considered unlikely.
4.4 Solid Waste Disposal Practices No disposal of solid waste was observed at the site. A review of a report entitled Old Landfill
Management Strategy Phase 1 – Identification of Site – City of Ottawa by Golder Associates, report
Number 021-2785, dated October 2004 indicates no former landfill sites within 500 metres of the
subject site.
4.5 Adjacent Properties The site is bordered on the north by vacant land followed by an automobile repair garage, on the
east by Coker Street followed by commercial development, on the west by vacant land and on the

south by McKeown Drive followed by a school bus transportation facility. An automobile wrecking
yard is located approximately 600 metres west of the subject site.
4.6 Noise, Dust and Vibrations There is potential for some vehicular noise, dust and vibrations to exist at the site from the use of
Coker Street and McKeown Drive. There is also the potential for air traffic noise associated with a
nearby flight path to the Ottawa International Airport.
4.7 General Storage and Debris (Housekeeping) At the time of the site reconnaissance, housekeeping at the site is considered to be fair.
5.0 ISSUES OF POTENTIAL ENVIRONMENTAL CONCERN
In summary, based on the information gathered during this Phase I ESA, the following issues of
potential environmental concern have been identified.
• There is a potential for subsurface hydrocarbon contamination associated with the three
above ground fuel storage tanks observed at the site.
• There is a potential for subsurface hydrocarbon contamination associated with equipment
and vehicle leakage in the parking lot areas which may have occurred over time at the site.
• There is a potential for subsurface contamination associated with a carport used to store salt
at the site.
• There is a potential for subsurface contamination to exist with the fill materials used to raise
the parking lot at the site.
• There is the potential for vehicular traffic noise, dust and vibrations, associated with the use
of Coker Street and McKeown Drive and from air traffic noise associated with a nearby flight
path to the Ottawa International Airport to impact the site.

• Possible pesticide and herbicide residue from past agricultural use of the site.
6.0 CONCLUSIONS The results of this Phase I ESA it is considered that if the risk of unknown subsurface contamination
needs to be reduced, a program of subsurface sampling and laboratory testing could be carried out.
The Phase II ESA should focus on, but may not necessarily be limited to the following:
- investigation of any subsurface contamination associated with the existing above ground fuel
storage tanks.
- investigation of any subsurface contamination associated with the salt storage structure
- investigation of any subsurface contamination related to possible leakages from vehicles and
equipment stored at the site.
7.0 LIMITATIONS AND USE OF REPORT The results of this Phase I ESA should in no way be construed as a warranty that the subject
property is free from any and all contaminants other than those noted in this report, nor that all
compliance issues have been addressed.
This report was prepared for the exclusive use of Vintage Paving & Construction Inc. and is based
on data and information collected during the Phase I ESA of the property conducted by Kollaard
Associates Inc. This report may not be relied upon by any other person or entity without the
express written consent of Vintage Paving & Construction Inc. and Kollaard Associates Inc. In
evaluating this site, Kollaard Associates Inc. has relied in good faith on information provided by
others. The assessment of environmental conditions and possible site hazards presented have
been made using available technical data collected and provided by others. We accept no
responsibility for any deficiencies, or inaccuracies in this report as a result of omissions,
misinterpretations, or fraudulent acts of others.
The conclusions provided herein represent the best judgement of Kollaard Associates Inc. based on
current environmental standards. Due to the nature of the investigation and the limited data
available, we cannot warrant against undiscovered environmental liabilities. If new information is
