Background

In March 2015, representatives from 187 countries adopted the ‘Sendai Framework for Disaster Risk

Reduction 2015-2030'. The framework, adopted at the 3rd World Conference on Disaster Risk Reduction

(WCDRR) in Sendai, Japan, was the first major agreement of the post- 2015 development agenda. Besides,

at the United Nations Sustainable Development Summit on 25 September 2015, world leaders adopted

the 2030 Agenda for Sustainable Development, which includes a set of 17 Sustainable Development Goals

(SDGs) to end poverty, fight inequality and injustice, and tackle climate change by 2030.

Risks and vulnerabilities go beyond national boundaries. Regional platforms provide an opportunity to

address trans-boundary issues around disaster prevention and preparedness by providing leadership, by

addressing disaster risks and building the resilience of communities and nations in the region. These

regional platforms steadily evolved over the life of the Hyogo Framework for Action (HFA 2005-2015),

calling for a stronger recognition of regional mechanisms to implement and oversee disaster risk reduction

by creating and sustaining the shared political commitment towards the implementation of the Sendai

Framework.

About AMCDRR

In Asia, the regional platform mainly consists of the Asian Ministerial Conferences on Disaster Risk

Reduction (AMCDRR) and the ISDR Asia Partnership (IAP) forum as its mechanism for consultation and

technical support. Established in 2005, the AMCDRR is a biennial conference jointly organized by different

Asian countries and the United Nations Office for Disaster Risk Reduction (UNISDR). The AMCDRR serves

as a forum for stakeholders to take a shared responsibility and make actionable commitments towards

implementation of DRR in the Asia region through the exchange of experiences on successful practices

and innovative approaches in reducing and managing disaster risk. So far, countries in Asia in collaboration

with UNISDR, have organized six AMCDRR conferences.

The Previous hosts were the

1. People’s Republic of China (Beijing, 2005);

2. Republic of India (New Delhi, 2007);

3. Malaysia (Kuala Lumpur, 2008);

4. Republic of Korea (Incheon, 2010);

5. Indonesia (Yogyakarta, 2012); and

6. Thailand (Bangkok, 2014).

The AMCDRR is an established regional mechanism for disaster risk reduction. Its success is largely due to

the joint leadership of hosting governments and their partnership with UNISDR who provided the

technical support. As a result, the AMCDRR has been instrumental in increasing political commitment and

strengthening the disaster risk reduction agenda at all levels. This first Asian Ministerial Conference for

Disaster Risk Reduction after the advent of the Sendai Framework was hosted by Ministry of Home Affairs,

Government of India in collaboration with UNISDR, from 3rd to 5th November 2016. As a follow up from

the 6th Asian Ministerial Conference outcome (2014) and as a requirement of the Sendai Framework, the

intended outcome of the conference in India will be to adopt an ‘Asian Regional Plan for Implementation

of the Sendai Framework’. The AMCDRR 2016 provided a unique opportunity to shape the

implementation and monitoring of the Sendai Framework in Asia.

The objectives of the AMCDRR 2016 conference are as follows:

- Transforming the commitment of governments and stakeholders made in Sendai during the

WCDRR into national and local action.

- Setting the direction to accelerate regional implementation and monitoring of the Sendai

Framework

Themes and sub-themes

The theme of AMCDRR 2016 was Risk Sensitive Development for Community Resilience. The conference featured six sub-themes given below: Sub-theme 1: Understanding Disaster Risk Sub-theme 2: Disaster Risk Governance Sub-theme 3: Investing in Disaster Risk Reduction Sub-theme 4: Disaster Preparedness, Response and Recovery Sub-theme 5: Review and Monitoring of Implementation of the Sendai Framework Sub-theme 6: Enabling Governance for Coherence in

Climate Change

Highlights of the Conference

Inauguration

The 7th Asian Ministerial Conference for Disaster Risk

Reduction was inaugurated by Hon’ble Prime Minister, Shri

Narendra Modi on 3rd November 2016 at 09:30am. Other

dignitaries present were Hon’ble Home Minister Government of

India, Minister of State for Home Affairs, UN special

representative for DRR.

Hon’ble Prime Minister during his inaugural speech mentioned

that India has become an engine of growth and a model for world.

However, we cannot take it as granted and we need to ensure

resilience in our efforts. He also mentioned about some section of society, specially women who are more

vulnerable to hardships at time of disasters. He gave a ten point agenda. All development projects should

have a component of DRR. Smart cities initiative will have disaster risk reduction incorporated.

1) All infrastructure should have the element of disaster preparedness and risk informed. Risk

considerations should be taken into account.

2) Risk coverage for all. Encourage coverage for people who need the most. In India, projects like Jan

Dhan Yojana, Suraksha Yojana, Fasal Bhima Yojana etc are basic building blocks of resilience.

3) Encourage greater leadership of women in DRM. Women are disproportionately affected in

disasters. Train large number of women volunteers.

4) Investment in risk mapping globally. Disaster risk related to other hazards such as cyclones, forest

fires must be analysed.

5) Leverage technology to enhance the effort of disaster risk management

6) Develop universities to work on DRR issues. Educational institutions have social responsibilities

too.

7) Utilise social media and mobile technology platforms.

8) Build local capacity. All key institutions of the state should develop and enable DRR. Over the last

two decades, community efforts have geared up and this has to be expanded. Indigenous knowledge

and traditional practices should be studied.

9) There is a need for more vibrant mechanism/platform for learning. Post disaster recovery is an

opportunity to build back better.

10) Bring out greater cohesion in international response to disasters.

First World Tsunami Awareness Day

commemorated

The Conference also commemorated the first World Tsunami

Awareness Day to spread awareness on tsunami. The observance

of the day stressed on the importance of early warning systems

and preparedness of communities in order to mitigate damage

from the often devastating natural hazard.

The three-day Asian Ministerial Conference on Disaster Risk

Reduction (AMCDRR) 2016 came to an end with the adoption

of the ‘New Delhi Declaration’ and the ‘Asian Regional Plan for Implementation of the Sendai Framework’.

The Closing ceremony was presided over by Union Home Minister ShriRajnath Singh.

This was the first Asian MinisterialConference for Disaster Risk Reduction (AMCDRR) after the advent

of theSendai Framework for DRR (SFDRR).The SFDRR (2015-2030) was adopted by at the Third World

Conference on DRRat Sendai in Japan in March, 2015. It identifies targets and priority action areastowards

reducing disaster risk by ‘reducing the damage caused by naturalhazards like earthquakes, floods, droughts

and cyclones, through an ethic of prevention’.

New Delhi Declaration The ‘New Delhi Declaration’ is a political statement spelling out the commitment of participating

governments towards preventing and reducing disaster risk, and strengthening the resilience of

communities, nations and the Asian region. Recognising the need to accelerate the implementation

of global frameworks, it commits to a people-centred and whole-of-society approach towards

DRR. It also emphasises the need to enhance the capacity of communities and ensure participation

of all stakeholder groups towards achieving resilience.

Asian Regional Plan The ‘Asian Regional Plan for Implementation of the Sendai Framework’ focuses on the ‘How to’

reduce disaster risk at national and local levels. It has arrived at a longer term road map of

cooperation and collaboration, spanning the 15-year horizon of the Sendai Framework, as well as

a two-year action plan to further disaster risk reduction with specific, actionable activities.

Voluntary action statements of stakeholder groups towards a ‘shared responsibility’ approach in

implementation of the SFDRR were also made.

Winners of short film competition organised during the Conference on themes related to DRR

were felicitated by Shri Rajnath Singh.

The next AMCDRR will be held in Mongolia in 2018.

Kerala Delegation

Invitation Letter No: D.O No: 50-16/2015-DM-III; dtd. 6th September, 2016 from Joint Secretary, DM

Division, MHA was sent to all the peoples representatives and the officials of the state regarding the

AMCDRR. Registrations were done directly with the AMCDRR secretariat and the confirmation of the

same was acknowledged through Resident Commissioner’s Office, Kerala House.

A delegation of 83 people attended the conference which was led by Principal Secretary, Revenue &

Disaster Management Department. Peoples representatives from almost all the districts participated in the

conference. 3 students from the state participated in the national level painting competition on 3rd

November 2016.

The state of Kerala showcased a very informative stall which contained the best practices of the state in

various formats like print, video, posters, plans etc. Participants from various countries appreciated the

work being done by the State with respect to Disaster Risk Reduction. Around 500 participants

(approximate) have visited the stall out of which 71 delegates have asked for the documents prepared by

the State. Siji M Thankachan, Rajeev T R, Anupama N, Anjali P & Joe George manned the stall during

these three days of the conference under the guidance of Dr Sekhar L Kuriakose. The participants from

Kerala got an exposure to disaster risk reduction initiatives from across the globe.
