REPORT ON SHORTLISTING OF PROVEN TECHNOLOGIES FOR PARTICIPATION IN BIDDING FOR CONSTRUCTION OF
LIGHT HOUSE PROJECTS (LHPS) Introduction
Ministry of Housing and Urban Affairs (MoHUA), Government of India has been
implementing Pradhan Mantri Awas Yojana, Urban (PMAY-U) Mission to provide all weather pucca houses to eligible beneficiaries by the year 2022. In order to address housing shortage in a time-bound manner, the conventional system of housing construction is not adequate to achieve the target by 2022. Hence, there was a need to look for new emerging, disaster-resilient, environment friendly, cost effective and speedy construction technologies which would form the basis of housing construction in India. 2. Hon’ble Prime Minister has envisaged a paradigm shift through technology transition using large scale construction under PMAY (U) as an opportunity to get the best available construction technologies across the globe. It has been envisioned to source technologies from all over the world and identify such technologies which would be suitable for adoption in India, given its unique geo-climatic conditions and user preferences based on diverse cultures. The shift in technology will address the large-scale housing construction in minimum time and minimum cost with efficient use of resources and environment friendly practices.
3. MoHUA, launched “Global Housing Technology Challenge-India (GHTC- India)” on 14thJanuary 2019 through a dedicated web site i.e. www.ghtcindia.gov.in. This challenge has three components viz. i) Conduct of biennial Grand Expo-cum-Conference named Construction Technology India, ii) Identifying Proven Demonstrable Technologies from across the globe to construct Light House projects iii) Promoting Potential Technologies (domestic) through the establishment of Affordable Sustainable Housing Accelerators- India (ASHA-I) for providing Incubation and Accelerator support. 4. A Technical Evaluation Committee (TEC) was constituted under Global Housing Technology Challenge – India 2019 (vide MoHUA, GoI (HFA-5 Section) letter No. N-11019/10/2018-HFA-V-UD/9042356 dated January 04, 2019) for assessments of the technologies so as to shortlist and empanel a basket of technologies suiting different geoclimatic conditions that could be considered for
demonstration through actual ground implementation of six lighthouse projects located in six different States /UTs of PMAY(U) regions across the country(copy of the letter is attached at Annexure-1). Online applications were invited for participation under proven demonstrable technologies and information regarding technology, its use along with other details were sought in a prescribed application form. 5. Through competitive process, six different sites in six States/UTs spread over six PMAY(U) regions of the country would be selected.TEC to finalize selection of suitable technologies for six identified locations keeping their geo-climatic conditions and other parameters in mind. Bid to be invited through Tendering process from shortlisted technologies to construct a complete affordable housing project of about 1000 houses on approximately 2 hectares of land within the framework of PMAY (U). The key challenge parameters for selection are the ability of

the technology to deliver maximum number of dwelling units in minimum time and in optimum cost. Shortlisted technologies will be mainstreamed in States through transfer of technologies and extending technical support by Technology Providers and efforts will be made to build capacities within States. The maximum period of
construction proposed is 12 months. 6. Technology Providers successfully completing the construction of light House projects within the stipulated 12-month period of the contract will be rewarded with USD 20,000 each. A further incentive for early completion is being provided wherein technology providers that complete Light House projects in less than 12 months, will receive an incrementally higher bonus of USD 2,000 for each month lesser than sanctioned 12 months. 7. Since, GHTC-India was launched globally through a dedicated website, applications were invited online from proven technology providers. In addition applications were also invited from potential technology providers, Indian partners and delegates consisting representatives from various Academic Institutes, representatives of technology providers and government officers/ officials. The last
date for submission of forms online for Proven Technology was 28 February 2019. Following 60 proven Technology Providers applied and participated in CTI - 2019 Expo-cum-Conference of GHTC-India:

8. All applications submitted were downloaded and provided to Technical Evaluation Committee for their appraisal and evaluation. TEC interacted with applicants, who submitted online applications under Proven Demonstrable Technology category for GHTC-India. Technical presentations were made by the
applicants before the TEC during CTI-2019 Expo-cum-Conference held on 2-3 March, 2019 in 12 Parallel Sessions in Hall 2-3&5 of Vigyan Bhawan, New Delhi. The applicants made Power point presentations and interacted with the TEC members on various aspects of their technologies. Out of 60 applicants,54 applicants were for Proven Technologies, which were evaluated as per eligibility criteria. The remaining 6 applicants were mainly equipment/product manufacturers which did not qualify under Proven Technology. 9. All proposals, presentations and documents submitted online by proven technology providers were examined by TEC. It was observed by TEC that the many Technology Providers had not uploaded their required documents while applying. All those Technology Providers who have not provided complete information, were subsequently contacted through e-mail and phone for further clarifications on their applications and to respond to specific queries. Final evaluation was done based on
the documents/details submitted by the applicants. 10. The TEC further examined the applications of all 54 proven technology providers as per predefined eligibility criteria. For the purpose of eligibility of proven technologies, the predefined criteria was “having constructed (entities by themselves or in partnership) at least 1000 dwelling units of minimum 30 sqmt. each or built up area of 40,000 sqmt. at utmost five places using alternate & innovative technology in the last 10 years”. Accordingly, based on the documents submitted by the applicants, TEC recommended basket of eligible technologies for construction of light house projects. The minutes of TEC (3rd) meeting & Supplementary to the Minutes of 3rd meeting of TEC are at Annexure 2 & Annexure 3 respectively. 11. Based on the TEC recommendations, out of the 60 applications received, 54 technology providers were found eligible for participating in bidding for construction Light House projects. The details of scrutiny as per eligibility criteria is given in Annexure-4. However, eligibility of the bidders for the Light House projects shall be evaluated by bid evaluation Committee (to be appointed by MoHUA) at the bidding (RFP) stage. 12. 1 Precast Concrete Construction System - 3D Precast volumetric 3D Modular casting using steel moulds and high performance concrete enables to get form-finished walls cast along with the slab/roof or assembled together in the factory. The complete precast module is transported at site and erected one on another like Lego blocks. 3D construction provides faster construction, dust free environment at site, minimal wastage & disturbance at site, high quality, excellent finish, 90% work including finishing is complete in plant/casting yard, with minimum material storage at site. Since produced in factory, the technique produces better quality, durability and performance. Life cycle cost is less as compared to conventional system. Ensures faster delivery of houses. Maintenance cost initially is also comparable but in case of repair and rehabilitation required due to corrosion, if any, such cost in marine environment like in Chennai will be high. Also being thin elements, thermal performance is lower than conventional brick masonry. Monolithic connection details need to be ensured while working in seismic areas.

2 Precast Concrete Construction System – Precast components assembled at site
Precast Concrete Construction System is based on factory mass manufactured structural components i.e. precast columns, beams, slabs for floors and roofs/semi-precast solid slab, staircase and customized elements. These elements are cast on site/off site and then assembled with cranes and other equipment. All the components and their jointing are accomplished through on-site concerting along with embedded reinforcement to ensure monolithic resilient, ductile and durable behaviour. The establishment of factory at or near the site provides an economical solution in terms of storage and transportation. This type of construction provides high speed, elements are cast in a controlled factory condition resulting in better quality, durability and adoptable in all weather working. Life cycle cost is less as compared to conventional system. Ensures faster delivery of houses. Maintenance cost is comparable to conventional system. In case, block/brick masonry is used in infill walls, insulation may not be required else needed. Monolithic connection details need to be ensured while working in seismic areas.
3 Light Gauge Steel Structural System & Pre-engineered Steel Structural System
Light Gauge Steel Framed Structure (LGSFS) is a factory made galvanized light gauge cold formed steel structural components assembled as panels at site. Being light weight and thin sections it has advantage over hot rolled steel. Various walling and roofing system can be used with LGSF framing. LGSF structures provides time saving in construction and steel is recyclable. The system is low waste generation, resource efficient, clean & dust-free construction friendly, having good thermal efficiency through insulating materials like rockwool, CLC etc. In another variant, the infill wall comprises of factory made precast panels filled with light weight concrete at site. Being lighter in weight, the system provides better seismic resistance and economy. The connectivity and longevity of the system with foundation/footing need precautions. For high rise structures, the composite structural system comprising of LGSF and hot rolled steel need to be provided. There are variety of infill material being used in LGSF and therefore, the fire rating, thermal conductance, moisture penetration need to be ensured. In case of hollow infill walls, sometimes the safety, impact resistance and puncture resistance is to be seen for the acceptability.

Pre-engineered Steel Structural System (PEB) is made of factory made hot rolled steel sections primarily used as columns and beams to form frame. Various walling and roofing options can be used based on the functional
requirements like thermal efficiency, acoustics, fire rating, etc. This system is quick to install and provides quality construction as the components are factory made. Steel structures have high resistance as regards to earthquake provided the connections are properly designed. In aggressive environment, steel structures need to be properly protected from corrosion. Fire coating is also required in case of steel components.
4 Prefabricated Sandwich Panel System Precast Sandwich Panel System presented under this category comprised of; a) Expanded Polystyrene Core Panel System which are finished on site by spraying concrete, b) Dry wall system, wherein the panels are made of inner & outer boards (fibre cement /MGO) with infill core of lightweight concrete with Fly ash & EPS beads / Poly Isocyanurate (PIR). The panels are factory made components & thus quality of producing the panels can be better ensured in controlled conditions, however, material used in panels may affect the durability. The walling panels replace conventional brick & mortar walling construction thus brings in speed in construction. The dry walls do not require plastering & thus reduces the manual work on site, however, their resistance to lateral forces need to be ensured during design. EPS based panel, light weight concrete & Polyurethane brings thermal efficiency & thus brings in energy conservation/ sustainability. The technology reduces the use of natural resources to the extent of use of fly ash, EPS/ EPS beads etc. Being monolithic construction and lighter in weight, it provides better seismic resistance and economy. The details as regards claimed fire rating and toxicity in case of such panels need to be ensured.
For high rise structures, the composite structural system comprising of sandwich panel and RCC/steel frame need to be provided.
5 Monolithic Concrete Construction In this system, all walls, floors/slabs, together with door & window openings are cast in-situ monolithically in a single pour using specifically custom designed modular formwork made up of aluminium/plastics/steel/ composite, for the entire modular unit. Being modular predesigned formwork system, it acts as an assembly line production and enables rapid construction of multiple/mass scale units of repetitive type. This form of construction offers high speed, as casting cycle of 2-5 days per

Cost of the technologies depends upon economy of scales, availability of products in nearby areas, raw materials available near the site, and many other factors hence cost is not comparable in all six broad technologies. However, the cost of
precast concrete construction system - 3D precast volumetric and precast components and monolithic concrete construction may be comparable. The cost of prefab sandwich panel system and stay in place formwork system may also be comparable. LGSFS system is likely to be economical compared to hybrid system. Normally, Precast Concrete System Providers execute work themselves, however, in case of other technologies, they may not execute the work themselves.
Summary
Under Proven Demonstrable Technology component of GHTC-India, there were 60 applicants. Out of these 60 applicants, technologies of 54 applicants were found suitable for construction of Light House Projects. These technologies are divided into six broad categories and their suitability for six locations have been recommended by TEC.

6 Stay-In-Place Formwork System The lost formwork systems are left in the structure and can either act as insulation or part of structural system. These formworks are made of Expanded Polystyrene (EPS) blocks/panels which are known as insulated concrete forms, steel cage filled with concrete/lightweight concrete known as
structural forms, Panels, PVC formworks etc. Stay in place Formworks act as guide for fast construction of walling & slab as applicable. Being factory produced components, better quality of product is ensured. Formworks using EPS as outer core, Alleviated concrete using EPS bead as in-fill walling brings thermal & resource efficiency.
There are certain systems such as Factory made prefab Glass fibre reinforced panels which use phosphogypsum (a waste product from fertilizer industry) as major component & thus saves natural resources/ brings sustainability. Being sacrificial formwork systems, the formwork acts either as insulation or as reinforcement, therefore saving cost on insultation/ reinforcement/ formwork. Being monolithic construction, better seismic resistance. In some of the stay-in-place formwork systems, functionality with respect to fire resistance, moisture penetration, jointing and maintenance need to be ensured.

Minutes of the 3rd Meeting of Technical Evaluation Committee (TEC) held on 2nd& 3rd March, 2019 at Vigyan Bhawan, New Delhi during Construction Technology India 2019, GHTC-India The Technical Evaluation Committee (TEC) constituted under Global Housing Technology Challenge – India 2019 (vide MoHUA, GoI (HFA-5 Section) letter no.N-11019/10/2018-HFA-V-UD/9042356 dated January 04, 2019), interacted with applicants, who submitted applications under Proven Demonstrable Technology category for GHTC-India on 2nd and 3rd March, 2019 in 12 Sessions in Hall 2-3 & 5 in Vigyan Bhawan, New Delhi during Construction Technology India 2019 Expo-cum-Conference. The applicants made presentations of their technologies. The TEC members interacted with various applicants. There were total 60 applicants, out of which 54 applicants were for under Proven Technologies and the remaining 6 applicants were mainly equipment/product manufacturers. For the purpose of eligibility of proven technologies, criteria of “having constructed

Additional Remarks: 1. Covestro’s pre-fab PIR based dry wall system technology is open ended for further
innovation w.r.t.
a. Facing material on both sides of panel. Currently this is cement fiber board and this
can be replaced with other suitable materials as required.
b. The load bearing elements for multi-story buildings currently being RCC may be
replaced by steel structure also.
2. The foam/filler material which is currently PIR may be varied in its thickness in a range from
30mm to 110mm.

Supplementary to the Minutes of the 3rd Meeting of Technical Evaluation Committee (TEC) held on 2nd& 3rd March, 2019 at Vigyan Bhawan, New Delhi during Construction Technology India 2019, GHTC-India
The presentation was made by the Technical Evaluation Committee (TEC) to the Secretary (HUA) and JS (HFA), on 8th April 2019. After deliberation on the recommendations of the TEC, the supplementary proceedings are as under; I. It was discussed that Precast Concrete Construction system can be put in two
categories owing to the difference in casting procedure and installation. One is 3D Precast volumetric in which module (entire walls & slab) is cast in the factory/casting yard and transported to the site for installation. In other case, various components i.e. columns, beam, wall, slab, staircases and any other component including facades, etc. are cast in the factory/casting yard and assembled at site.
In view of the above, all the technologies are grouped in following six broad categories;

II. Out of the 60 applicants, only 54 applicants were found to be related to proven
construction technologies. Based on the documents of construction of required built-up area/DUs in prescribed period & places, the applications of 35 applicants were found to be eligible. However, it was discussed that the technologies of remaining 19 applicants who could not produce the required documents related to the criteria of “having constructed (entities by themselves or in partnership) at least 1000 dwelling units of minimum 30 sqmt each or built up area of 40,000 sqmt at utmost five places using alternate & innovative technology in the last 10 years” can be considered subject to fulfillment of eligibility criteria with their support partner at RFP stage, as such technologies are proven and included in above listed six broad categories The list of such 19 applicants is as given below;

2 Precast Concrete Construction System – Precast components assembled at site Precast Concrete Construction System is based on
factory mass manufactured structural components i.e. precast columns, beams, slabs for floors and roofs/semi-precast solid slab, staircase and customized elements. These elements are cast on site/off site and then assembled with cranes and other equipment. All the components and their jointing are accomplished through on-site concerting along with embedded reinforcement to ensure monolithic resilient, ductile and durable behaviour. The establishment of factory at or near the site provides an economical solution in terms of storage and transportation.

This type of construction provides high speed, elements are cast in a controlled factory condition resulting in better quality, durability and adoptable in all weather working. 3 Light Gauge Steel Structural System & Pre-engineered Steel Structural System Light Gauge Steel Framed Structure (LGSFS) is a
factory made galvanized light gauge cold formed steel structural components assembled as panels at site. Being light weight and thin sections it has advantage over hot rolled steel. Various walling and roofing system can be used with LGSF framing. LGSF structures provides time saving in construction and steel is recyclable. The system is low waste generation, resource efficient, clean & dust-free construction friendly, having good thermal efficiency through insulating materials like rockwool, CLC etc. In another variant, the infill wall comprises of factory made precast panels filled with light weight concrete at site. Being lighter in weight, the system provides better seismic resistance and economy. The connectivity and longevity of the system with foundation/footing need precautions. For high rise structures, the composite structural system comprising of LGSF and hot rolled steel need to be provided. There are variety of infill material being used in LGSF and therefore, the fire rating, thermal conductance, moisture penetration need to be ensured. In case of hollow infill walls, sometimes the safety, impact resistance and puncture resistance is to be seen for the acceptability. Pre-engineered Steel Structural System (PEB) is made of factory made hot rolled steel sections primarily used as columns and beams to form frame. Various walling and roofing options can be used based on the functional

requirements like thermal efficiency, acoustics, fire rating, etc. This system is quick to install and provides quality construction as the components are factory made. Steel structures have high resistance as regards to earthquake provided the connections are properly designed. In aggressive environment, steel structures need to be properly protected from corrosion. Fire coating is also required in case of steel components.
4 Prefabricated Sandwich Panel System Precast Sandwich Panel System presented under this category comprised of; a) Expanded Polystyrene Core Panel System which are finished on site by spraying concrete, b) Dry wall system, wherein the panels are made of inner & outer boards (fibre cement /MGO) with infill core of lightweight concrete with Fly ash & EPS beads / Poly Isocyanurate (PIR). The panels are factory made components & thus quality of producing the panels can be better ensured in controlled conditions, however, material used in panels may affect the durability. The walling panels replace conventional brick & mortar walling construction thus brings in speed in construction. The dry walls do not require plastering & thus reduces the manual work on site, however, their resistance to lateral forces need to be ensured during design. EPS based panel, light weight concrete & Polyurethane brings thermal efficiency & thus brings in energy conservation/ sustainability. The technology reduces the use of natural resources to the extent of use of fly ash, EPS/ EPS beads etc. Being monolithic construction and lighter in weight, it provides better seismic resistance and economy. The details as regards claimed fire rating and toxicity in case of such panels need to be ensured. For high rise structures, the composite structural system comprising of sandwich panel and RCC/steel frame need to be provided.

&window openings are cast in-situ monolithically in a single pour using specifically custom designed modular formwork made up of aluminium/plastics/steel/ composite, for the entire modular unit. Being modular predesigned formwork system, it acts as an assembly line production and enables rapid construction of multiple/mass scale units of repetitive type. This form of construction offers high speed, as casting cycle of 2-5 days per floor can also be achieved based on type of resources. It provides durable structure with smooth finish requiring no plastering, less maintenance. Being monolithic construction, it is excellent as regards earthquake resistance. A lead time of about 3 months is required for initiation of work, as the formwork is custom designed, manufactured and prototype approved before manufacturing required number of sets of formwork. In extreme hot climate, external insulation may be required, as the thermal conductivity of concrete is more than brick masonry wall. In case of repair and rehabilitation due to corrosion, the repair cost in multi-storeyed building is likely to be high.

6 Stay-In-Place Formwork System
The lost formwork systems are left in the structure and can either act as insulation or part of structural system. These formworks are made of Expanded Polystyrene (EPS) blocks/panels which are known as insulated concrete forms, steel cage filled with concrete/lightweight concrete known as structural forms, Panels, PVC formworks etc. Stay in place Formworks act as guide for fast construction of walling & slab as applicable. Being factory produced components, better quality of product is ensured. Formworks using EPS as outer core, Alleviated concrete using EPS bead as in-fill walling brings thermal & resource efficiency. There are certain systems such as Factory made prefab Glass fibre reinforced panels which use phosphogypsum (a waste product from fertilizer industry) as major component & thus saves natural resources/ brings sustainability. Cost:
Cost of the technologies depends upon economy of scales, availability of products in
nearby areas, raw materials available near the site, and many other factors hence
cost is not comparable in all six broad technologies. However, the cost of precast
concrete construction system - 3D precast volumetric and precast components and
monolithic concrete construction may be comparable. The cost of prefab sandwich
panel system and stay in place formwork system may also be comparable. LGSFS
system is likely to be economical compared to hybrid system.
