Introduction of District Jamshoro

Jamshoro is one of the newly created Districts in Sindh by devolving the former Dadu District. It was announced on 13-12-2004 and notified by Board of Revenue on 14-12-2004. Elected Zila Nazim has taken oath of his office on 17-10-2005. The Naib Zila Nazim and Convener of Zila Council Jamshoro has taken oath in January 2006. The elected Zila Council came into existence in January 2006. District Jamshoro consists of four Talukas Kotri, T. B. Khan, Sehwan and Manjhand. It is situated on the right bank of River Indus. A series of mountains and hill tracks spread over a vast area of the District. The District has taken its name from its head quarter Jamshoro, famously known as the center of higher seat of learning with three important universities i.e University of Sindh Jamshoro, Liaquat University of Medical and Health Sciences and Mehran University of Engineering and Technology and other educational organizations such as Sindh Text Book Board, Bureau of Curriculum, Sindhi Adabi Board, Sindhology and Cadet College Petaro. This District has Ghulam Muhammad Barrage, which is now called Kotri Barrage with its four off-taking canals. Besides, there are some other canals including KB (Kotri Baghar) feeder, danister and Dadu Canal. Also District Jamshoro has a historical railway bridge on Indus River.

The District has credit of having one of the largest Industrial Estate of Asia, called Nooriabad Industrial Estate and another industrial area namely Kotri SITE in Kotri Taluka. Besides there are 232 industrial units of them 78 are working and 154 are closed because of various reasons. There is one natural biggest lake of Asia namely Manchhar Lake, and other famous places are Rani Kot, Bado Jabal, Bhit Jabal and Khirthar National Park. There are also two Multinational Pharmaceutical industries namely Novants and Clarent. A railway network is also part of this District providing people Rail Line links to all provinces of Pakistan. This District also serves as main base of two powerhouses. In addition the network of 21 grid stations is connected with the powerhouses and supplying electricity to domestic and commercial users. This District is very rich & lucky to have shrines i.e Lal Shahbaz Qalandar, Laki Shah Sadar & Baba Salauddin etc. The District has huge deposits / reserves of minerals including oil, gas, limestone, marble, Coal Mines and gypsum, Multinational companies such as Lasmo, Parco, ENI exploration of which various are busy exploring these

minerals. Crops like wheat, cotton and chilies, fodder, beans are also cultivated in various parts of Jamshoro.

Population of District Jamshoro The total population of District is 582094 according to Population Census of 1998. The total geographical area of this District is 11,517 Sq. Km. There are 57 Revenue Tapas in the District with 175 Revenue Dehs and 28 Union Councils. Total number of registered voters is 548342 with male 297869 and 250473 female voters.

The Livelihood in District Jamshoro The District Jamshoro is generating large number of employment opportunities for its locals and outsiders. Most of the population is employed in industries from which 60% are outsider’s whether remaining of the population is employed in Agriculture, transport, construction, doing their own business, poultry & cattle forms, fisheries and working in government & semi government sectors.

SDSSP in District Jamshoro The Sindh Devolved Social Services Program was initiated in District Jamshoro with the signing of the Memorandum of Understanding between Government of Sindh and District Government Jamshoro on 22nd December 2005, Mr. Israr Ahmed Malik Secretary Finance Government of Sindh and Mr. Malik Asad Sikandar District Nazim Jamshoro sign the MoU after which the SDSSP starts his activities in District Jamshoro to accomplish his objectives in Health & Education Sectors. The Local Support Unit (LSU) When new setup of Local Governments was introduced in the country it was observed that District Governments are facing problems, as most of they were not aware about how to run the local government system in this regard Federal Government introduced a document known as LGO. Like other provinces Sindh Government also adopt this self-governance system from upper to lower hierarchy with the document named Sindh Local Government Ordinance (SLGO) in 2001.

To further implement this Ordinance and strengthening the capacity of different organs with in District level, Sindh Devolved Social Services Program (SDSSP) has established the Local Support Units (LSUs) in every District of Sindh to help out the District functionaries at District Level. The important tasks assigned to LSUs were to coordinate and facilitate the District Government & Taluka Municipal Administrations (TMAs) in planning, budgeting and capacity building through implementation of SLGO. The Local Support Unit Office established in District Jamshoro on 2nd January 2006 with a Program Assistant to carry on SDSSP activities and more importantly facilitate the District Government in the areas of Finance & Planning in Health & Education sectors of this district. To fully functionlize and to get sufficient and effective results F&G Consultant was also posted in LSU w.e.f 1st July 2006.

The LSU of District Jamshoro working in the close coordination with District Government, Line Departments, and all Four TMAs. The LSU is highly thankful of E.D.O (F&P) (Focal Person SDSSP) for extending maximum support and taking extra keen interest in SDSSP, with his continuous interest and help the LSU has accomplished the assigned task of sectoral planning and other activities. The support of District Officer Finance, District Officer Planning and the Executive District Officer Health with District Officer Planning and EDO Education respectively is also praise worthy.

District Government Jamshoro & Eligibility Criteria of SDSSP Grant

In the last month of 2004 the District Jamshoro was bifurcated from the former District who accessed these SDSSP’s funds by signing the MoU before bifurcation. After bifurcation from District Dadu, District Jamshoro has claimed his share from District Dadu, for the schemes of Education & Health Sectors, which were located in District Jamshoro, in the Annual Sector Plans of District Dadu. After having this share of SDSSP, District Government Jamshoro utilized the grant according to the PC-1s, which were prepared by District Dadu for the schemes located in Jamshoro District.

District Government Jamshoro access the SDSSP funds as of Dadu District without signing MoU for the FY of 2004-05 but after bifurcation District Government Jamshoro has to sign the Memorandum of Understanding for accessing SDSSP conditional grant. EDUCATION SECTOR Up till now, near about 70 -80 % child of Jamshoro, Kotri and Sehwan (Towns) are going to schools. But in the rural areas due to shortage of teachers 194 out of 853 schools are closed. Therefore the large population of this district has been deprived of their basic right of having education.

In District Jamshoro most of the primary schools are of mixed population of girls and boys, official status of total number of schools with graphical presentation is given below:

Above graph shows that the primary schools are in sufficient numbers whether Secondary, Middle and Higher Secondary Schools are not in sufficient numbers and improvement is required for adequate consumption of students from primary to middle and onward this step is also necessary to increase the literacy rate in district. Utilization of SDSSP Funds in Education Sector (2004-05) In the year 2004-05 Education Department claim only 8.557 millions from SDSSP funds out of 28.557 millions for both components capital and revenue. In revenue side the most of the schemes were related to hiring, purchasing of furniture and equipments against allocated amount of Rs. 5.557 millions whether in capital side only one scheme of construction of two rooms in different schools were executed against the allocated amount of Rs. 3.00 millions details are as under:

Utilization Against SDSSP Funds FY 2005-06 After release of SDSSP conditional grant, District Government Jamshoro has completed all required formalities and completed following given below:

1. PC-1s have been prepared by the concern sectors 2. PC-1s have been submitted to DDC approval 3. DDC has approved all the schemes of Education & Health Sectors 4. Pre-Qualifications have been invited by the concern sectors 5. Tender Notices have been entertained by the concern sectors 6. Utilization of funds have been started in concern sectors

Focus on Pro Poor Areas

In ASPs of Education Sector of District Jamshoro after assessment it been concluded that in education department’s ASPs for both FYs 2004-05 & 2005-06 District Government concentrated in providing basic facilities like water cooler, fans, cupboards & desks to needy schools whether through the scheme of hiring of teachers for closed schools from which most of the schools are located in rural areas District Government is try to reduce unemployment in the area where needy School is located with the assurance that the teacher is also the inhabitant of that area, one of the other aspect of hiring scheme s is to provide job and experience to appreciate and encourage the literate youth of this district, which shows that the most of SDSSP funds are allocated to address the pro poor areas in District Jamshoro.

Like Education Sector, Health Department has given emphasis in addressing pro poor areas by including more units of RHCs and BHUs in their ASPs for both Fys of 2004-05 & 2005-06, which are located in needy areas of this district. Also the budget allocated to Taluka Hospitals by keeping in view that if by some reason BHUs / RHCs / Govt. Dispensaries will not be able to facilitate the patient than Taluka Hospital will provide & facilitate them.

Gender Balancing One of the SDSSP condition is to given emphasis on gender balancing, in the ASPs of Education and Health Sectors at the time of planning the above condition has been followed strictly by keeping in view that female population of the district will equally be benefited. It has been observed in the Annual Sector Plans of Education Sector for the year of 2004-05 and 2005-06 that most of the schools, which education department has included in their plans were, status wise of GBPS but in actual they are of mixed genders, like this ECEs are also facilitating both genders instead of the schools of GGPS, GGLSS & GGHS which are also included in the ASPs. In hiring of school teachers District Government Jamshoro hired 43 female teachers out of 104 in FY 2004-05, now in this FY of 2005-06

the ASP has also been design to meet gender balancing condition and providing equal opportunities for both genders in facilitation from these funds. In health sector, the ASPs for the year 2004-05 and 2005-06, are based on revenue side to strengthening the budget through purchasing of equipments, from SDSSP funds. The equipments that are been include in the ASPs of both years, mostly used for female patients, especially in maternal and child care cases. Participatory Planning Participatory planning is mandatory to utilize SDSSP funds in Education and Health Sectors; in this regard District Government Jamshoro has followed all planning, budgeting and approval process as envisaged in SLGO –2001. In 2005-06, the district government in regard of Participatory Planning has followed following procedure: 1] Requirements of units were incorporated in the ASPs of Health and Education Sector

after the suggestion of their Heads 2] Plans were presented before the BDC for approval & Suggestions. 3] The ASP copies were distributed in District Council for Council Approval &

Suggestions. 4] Formation of monitoring committees with 20% inclusion of female members in

different sectors including Health & Education who reviewed the ASPs of their sectors for their suggestions.

5] Formation of District Project Appraisal Committee (DPAC) to utilize 15% SDSSP

funds in the year of 2005-06 and 25% in 2006-07 through CBOs / NGOs as the conditionality of SDSS Program & according to the designed parameters set by PSU-SDSSP.

Schemes Criteria According to MoU, area of collaboration (4E), the District Government Jamshoro has planed to utilize all SDSSP funds for rationalization / operationalizaion / rehabilitation of existing services in Health and Education Sectors.
