1. Uzbek VET Context

1.1. Overview of the education system in RF

Legislation

According to the Article 41 of the Constitution of the Republic of Uzbekistan "Everyone shall have the

right to education". Apart from the Constitution, the legal basis for the national policy in the field of

education includes:

• the Education Act

• the National Programme for Personnel Training (the National Programme)

• Decrees and Resolutions of the President of the Republic of Uzbekistan, as well as

• Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan.

The National Programme, adopted by the Parliament of the Republic of Uzbekistan, represents a longterm strategy to reinforce the education system. Goals and objectives of the National Programme are implemented in stages. Other important legal documents to govern activities for development of the higher education system at this stage include:

• the Decree of the President of the Republic of Uzbekistan № 1533 ‘Decree on measures to improve technical facilities and resources of higher education institutions, and radically improve the quality of staff training for the period of 2011-2016’ (20 May 2011)

• the Resolution of the President of the Republic of Uzbekistan № 4456 "On further improvement of the system for training and attestation of university level research and teaching staff" (24 July 2012)

• the Resolution of the President of the Republic of Uzbekistan № 4732 "On measures for further improvement of the system for retraining and upgrading the qualifications of management and pedagogical staff of higher educational institutions" (12 June 2015)

Fundamental Principles and National policies

Education in Uzbekistan in accordance with the law of the Republic of Uzbekistan No. 464-I “On Education” from 29.08.1997, is proclaimed a priority in the field of social development of the Republic of Uzbekistan.

The main principles of the state policy in the field of education are:

humanistic, democratic nature of training and education;

continuity and continuity of education;

mandatory general secondary, as well as secondary specialized, vocational education;

the voluntariness of the choice of the direction of secondary special, vocational education: academic lyceum or vocational college;

the secular nature of the education system;

general accessibility of education within state educational standards;

unity and differentiation of the approach to the choice of training programs;

encouragement of education and talent;

combination of state and public administration in the education system.

Overall structure (levels and types of education)

The law on education in Uzbekistan was adopted in July 1992, and in August 1997, its new version was approved. In accordance with it, the Education System of the Republic of Uzbekistan is unified and continuous. Education in the Republic of Uzbekistan is implemented in the following forms:

preschool education;

General secondary education;

Specialized secondary, vocational education//higher education;

Postgraduate education;

Advanced training and retraining of personnel;

Out-of-school education.

Preschool education. Preschool education has the goal of forming a healthy and full-fledged personality for a child prepared for school. It takes place up to six to seven years in the family, in the kindergarten and in other educational institutions, regardless of the form of ownership.

General secondary education: General secondary education is divided to the following forms: Primary education (I-IV classes) and General secondary education (grades I-IX).

Primary education is aimed at building the foundations of literacy, knowledge and skills necessary to obtain general secondary education. In the first grade of the school, children are accepted from six to seven years of age. A general secondary education over a 9 year period of studies is compulsory. Children start their education at the age of 6 or 7, depending on their psychological and physical condition. The last three years of secondary education can be obtained in two types of secondary educational establishments - vocational colleges and academic lyceums.

Secondary special, vocational education. In order to obtain secondary specialized, vocational education, everyone has the right, on the basis of general secondary education, to choose voluntarily the direction of study in an academic lyceum or a vocational college.

Higher education. Higher education provides training for highly qualified specialists.

Post-graduate education. Post-graduate education is aimed at ensuring the needs of society in scientific and scientific-pedagogical personnel of the highest qualification. Post-graduate education can be obtained in higher education institutions and research institutions (the institute of senior scientific researchers, applicants, independent competition).

Advanced training and retraining of personnel. Advanced training and retraining of personnel ensure the deepening and updating of professional knowledge and skills.

Out-of-school education. To meet the individual needs of children and adolescents, organizing their free time and rest, state bodies, public associations, as well as other legal and physical persons can create out-of-school educational institutions of cultural, aesthetic, scientific, technical, sports and other areas.

Education in the family and self-education. The state promotes education in the family and self-education. Education of children in the family and self-education is carried out according to the programs of the corresponding educational institutions. The authorized state institutions provide students with methodological, advisory and other assistance.

Types of educational organizations

In Uzbekistan there are HEIs of the following types: 8

University

academy

institute

• University: provides educational programmes of higher education (both Bachelor and Master levels) and postgraduate education in a range of fields of knowledge and education: economy, fundamental and applied sciences and also carries out scientific research in a wide range of disciplines. The universities also conduct re-training and upgrading of qualifications for specialists in different sectors. The country has 32 universities in total, including 20 public universities, their 6 branches in regions and 6 branches of overseas universities.

• Academy: provides educational programmes in higher education in specific fields of knowledge and education. The Academies also conduct re-training and upgrading of qualifications for specialists in different sectors and represent leading scientific–methodological centres in the respective fields of their activities. In 2015 there were total 6 Academies under various bodies: Tashkent State Medical Academy and its 2 branches in regions, the State Tax Academy, the Academy of Public Administration, the Banking and Finance Academy.

• Institute: provides educational programmes of higher education (Bachelor and Master levels) and postgraduate education, as a rule, in specific branches of study within one area of knowledge and education. The Institutes also carry out applied and, as a rule, fundamental scientific research. Throughout Uzbekistan there are in total 44 institutes, including 36 public and their 7 branches in regions of the country, as well as 1 branch of an overseas HEIs.

Responsible National Bodies and overall management1

According to the Education Act, the Cabinet of Ministers is responsible for the implementation of the unified public policy in the field of education; within the structure of the Cabinet of Ministers there is a special unit called the Complex on issues of youth policy, education, culture and sports, which, in

particular, organizes systematic examination of the process of implementation of the adopted measures aimed at reforming of the system for Lifelong Learning and personnel training.

The Ministry of Higher and Secondary Specialised Education (MHSSE) is a body directly responsible for the development of the Higher and Secondary Specialised Education in the country. At the same time, some specific issues are under responsibility of other central state bodies:

• the Ministry of Finance is responsible for financing the education system

• the Ministry of the Economy prepares forecasts for economic development and population growth

• The Ministry of Employment and Labor relations prepares forecasts for labor market and implements a number of programs aimed at professional training and upgrading the qualifications of unemployed

The Vocational Education Center under the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan - the implementation of a unified state policy in the field of vocational education in conjunction with ministries, departments, business associations, commercial banks and large enterprises, which run professional colleges and implement medium and long-term programs on the development of vocational education, providing organizational and methodological guidance of training and education nutritional process in vocational colleges

• The State Testing Centre under the Cabinet of Ministers of the Republic of Uzbekistan organizes testing for admission to public HEIs of the Republic; exercises control over quality of personnel training and objective evaluation of educational process effectiveness; performs attestation of teaching and management staff; issues licenses to non-governmental educational establishments; reviews and nostrificates educational documents issued in foreign countries.

The State Inspection On Supervision Of The Quality Of Education In The Cabinet Of Ministers Of The Republic Of Uzbekistan - implementation of the state policy in the field of quality control of the educational process, teaching staff, training and advanced training of personnel, assignment of qualification categories to the pedagogical staff of the education system;

Implementation of new forms and methods of training and re-training of teachers, organizing of the system of vertical management of the training with application of new technologies, implementation of new methods of training system.

There are also other sectoral ministries, which supervise HEIs oriented on some specific subjects.

The Ministry of Higher and Secondary Specialized Education has 31 higher education institutions under its mandate. There are also a number of specialized HEIs coordinated by other sectoral ministries. For example, the Ministry of the Public Education is responsible for 4 pedagogical institutes, the Ministry of Health - 7 (and 7 more branches in regions), the Ministry of Culture and Sports affairs - 4 (and 1 branch in Nukus), the Ministry of Agriculture - 6 (and 2 branches in Bukhara and Nukus), the Cabinet of Ministers -1, the Ministry of Foreign Affairs - 1, the Ministry of Justice - 1, the Ministry for development of information technologies and communications - 1 (and 5 branches in regions), the Academy of Arts of Uzbekistan - 1, JSC "Uzbekiston temir yullari" (Uzbekistan railways) - 1 and the Navoi State Mining Combinat - 1.

Available funding

The government of Uzbekistan gives high priority to education. Annual public expenditure on education accounts for 10-12% of GDP. More than 70% of public expenditure on education is allocated to general secondary and specialized secondary vocational education.

A new funding system for public-funded institutions, which was introduced in 1999, has encouraged their capacity for more flexible and efficient use of extra-budgetary resources, self-financing and the attraction of private and foreign investment is being encouraged.

Higher educational institutions, affiliated academic lyceums, and teacher training and qualification upgrading institutions in the regions are funded from the central budget. The share of private funding (tuition fee) of HEIs reaches 60% of total funding of current expenditures of HEIs.

A new procedure of normative planning and budgetary funding of HEIs based on expenditure per student was introduced the 1th of September 2010. The budget bid for each HEI is calculated taking into consideration the basic normative expenditure for training one student.

Routine expenditures of HEIs mainly include payment for personnel's labour, student stipends, social payments and taxes, as well as expenditures for routine repairs and renovations and consumables.

Mobilization of considerable public, international and private resources is envisioned to implement Programme to strengthen the technical facilities and resources of higher education institutions and improve the training quality of specialists for the period of 2011-2016 (20 May 2011). This includes, in particular, funding construction, refurbishment, renovation and provison of equipment for university buildings, sports facilities and student dormitories, and creation of modern scientific-research laboratories at HEIs. At the initial stage 19 HEIs are beneficiaries of the direct financial support aide disbursed for construction, refurbishment and renovation works at HEIs, as well as creation of scientific-research laboratories. In the nearest future 15 new inter-university modern scientific-research laboratories will start operating in fourteen HEIs.

Students of the higher education institutions in Uzbekistan are admitted on the basis of either the state grants or individual contracts. Approximately one third of students are covered by the state grants, while the two thirds cover the tuition fees from their own financial resources.

At the beginning of each academic year the size of the tuition fees for all higher education levels and majors, as well as standard costs per student studying on a state grant are determined separately by the Ministry of Finance of the Republic of Uzbekistan.

In 2015/2016, the tuition fee for a Bachelor student studying on a contract basis varies between EUR 2,000 and EUR 3,000 per year. The amount of contract includes monthly stipend. The tuition fee for a Master student studying on a contract basis varies between EUR 2,100 and EUR 3,200 per year

The amount of contract with Master student also includes stipend. In international HEIs the tuition fee for Bachelor and Master students varies between EUR 3,000 and EUR 5,000 per year2.

In accordance with the Decree # PF-5313 of the President of the Republic of Uzbekistan of January 25, 2018 "On the Measures to Enhance the System of Secondary Special Education, Secondary Special and Vocational Education" and in the compulsory general secondary and secondary vocational education institutions, including specialized schools, specialized arts and culture schools, specialized Olympic boarding schools and academic lyceums, with a duration of 11 years Increased.

Admission to vocational colleges from the 2019/2020 academic year will take place at the expense of graduates of the 11th grades of secondary schools, on the voluntary basis, from 6 months to 2 years in time;

students enrolled in vocational colleges until 2017/2018 academic year (including this academic year) are enrolled in the current curricula at vocational colleges they are studying in accordance with the established procedure. The received document defines the sources of financing of professional colleges:

In the structure of associations, commercial banks and companies

Vocational colleges

Funds received for paid education;

budget and off-budget funds of ministries and agencies;

funds from other sources not prohibited by law.

There are state grants for training in vocational colleges (with 3 year development in provinces). And the amount of tuition based on the amount of money is determined by the Ministry of Finance in consultation with the Vocational Training Center and other interested ministries, agencies and business associations.

Alignment with European Education System

Bologna process

Uzbekistan is Non Bologna-Signatory Country and do not have particular mechanism supporting the

implementation of the Bologna Process. We have another credit system.

Implementation of the three-level structure of higher education 3

According to the National Program for Personnel Training, higher education is based on academic achievements of specialized secondary education (academic lyceum) and/or vocational education (vocational college) and includes two levels: Bachelor degree and Master degree.

First level - Bachelor program

This basic higher education provides fundamental knowledge in one of the branches of higher education for a minimum period of study of four years. Upon completion of the Bachelor program graduates are awarded a Bachelor degree and a state diploma (in Uzbek: Bakalavr), which entitles them to start professional activity or to continue studies at Master level.

Second level - Master program

This level of higher education provides knowledge in specific areas and lasts for at least two years after the Bachelor degree. Master program graduates are awarded a state diploma (in Uzbek: Magistr), which entitles them to work in the relevant professional areas or to continue education in postgraduate education ` establishments.

Second higher education

People with higher (specialized secondary, vocational) education may obtain a second and subsequent higher (specialized secondary, vocational) education. Second and subsequent higher (specialized secondary, vocational) education is obtained on contract-paid basis. In particular, second higher education may be obtained by:

• individuals with Bachelor degree - in Bachelor's fields;

• individuals with Master degree - in Bachelor's fields and adjacent

The Ministry of Higher and Secondary Specialised Education issues a specific list of Master specialities, which are suitable for obtaining second and subsequent higher education. The state Commission of the Republic of Uzbekistan for admission to educational institutions determines those higher education institutions that have a right to offer second and subsequent higher educational courses. Currently, 45 higher education institutions offer second higher education programmes, including 18 HEIs in Tashkent and 27 HEIs in regions.

Higher education institutions offering a second and subsequent higher education analyse previous educational experience (completed courses) of the students. Students have to take examinations in the relevant subjects in order to complete educational level in accordance with speciality requirements. Second higher education is offered based on the specialities and methods of teaching of a higher education institution. Upon completion of the second and subsequent higher education programme students are awarded diplomas depending on results of attestation. Academic performance of the students admitted to the second and subsequent higher (specialized secondary, vocational) education is evaluated based on a rating system for academic performance appraisal.

Higher education: postgraduate education

According to the Resolution of the President of the Republic of Uzbekistan № 4958 " On further improvement of the postgraduate education system " (16 February 2017), it was implemented two step system of postgraduate education which continues three years. For implementation of this Resolution, the Cabinet of Ministers of the Republic of Uzbekistan had adopt the Regulations “on state requirements for postgraduate education”, “on postgraduate education” under Decree № 304 dated 22 May 2017. After 01 July 2017, the postgraduate education realizes as following:

base doctorate; doctorate; independent research. The activities of the doctoral studies in higher education and research institutions have been critically examined, based on the "State requirements for Postgraduate Education", PhD and Doctor of Sciences Science), a complex of theoretical rules or the introduction of new theoretical rules aimed at solving the most important socio-economic and actual scientific-practical problems or developing the promising direction of the science-related branch of science, technology, the socio-political sector, or the development of the economic sector.

Upon completion of the each program (Bachelor, Master, PhD), graduates are awarded the degree and a state diploma, which entitles them to start professional activity. The Higher education institution and research centers are a body responsible for the certification of its students. A graduate also receives a diploma supplement (in Uzbek - Diplomga Ilova) that contains information about the level, type and content of the graduate's curriculum. Only students who have obtained a Bachelor degree in a specific branch of study may apply for a specific Master program.

Diplomas awarded by international HEIs in the territory of Uzbekistan are recognized by governmental authorities and do not require nostrification.

According to the Decree of the Cabinet of Ministers, the State inspection for control of education quality under the Cabinet of Ministers of the Republic of Uzbekistan (onward – the Inspaction) and Ministry of higher and secondary specialized education are confirmed the list of TOP 500 of internationally recognized educational establishments. The list elaborated on the base of three international ratings: TOP 500 from rating TIME, TOP 500 from rating ARWU, TOP 500 from rating QS.

Citizens' diplomas obtained in mentioned higher education institutions are nostrified without special exams under the Regulations "On recognition and recognition of educational qualifications in foreign countries" . For nostrification only the validity of the diploma is checked.

According to the Decree of the Cabinet of Ministers of the Republic of Uzbekistan the documents of graduates who received education in foreign countries is carried out directly (without special tests) in cases where education is received:

- on the basis of international treaties of the Republic of Uzbekistan, in accordance with the documents of the President, decrees, orders and protocol decisions of the Cabinet;

- in educational institutions operating on the territory of the Republic of Uzbekistan in accordance with the documents of the President, Cabinet decrees;

- at the expense of quotas allocated by foreign countries for targeted training of specialists, in the directions of ministries and departments having higher education institutions in charge;.

For the recognition and nostrification of diplomas of higher education and vocational education, the sum of minimum wage is paid.

Quality Assurance4

The Quality Assurance system consists of normative documents and procedures facilitating the control, monitor and assess of progression of students, it also includes performance indicators of teachers, departments and institutes.

Under the Education Act, the State Educational Standards define the requirements for the content and quality of general secondary, specialised secondary, vocational and higher education. They provide detailed information on the main features, such as the structure, content and implementation of curricula, quality control of personnel training, compulsory (core) components (the list of academic subjects), learning outcomes and descriptions of obtained skills and abilities.

The Inspection is authorised to undertake state attestation and accreditation of all educational establishments in Uzbekistan regardless of their status or type of ownership. State attestation and accreditation of educational establishments are organised and conducted in accordance with the Regulation on State Accreditation of Educational Establishments in the Republic of Uzbekistan.

Accreditation of an educational establishment is conducted by the Inspection based on the results of attestation. This is the prevailing method of public control aimed to assess the educational establishment and to decide whether the content, level and quality of personnel training is in accordance with the State Educational Standards.

An educational establishment is subject to an attestation every five years. This process comprises of a comprehensive analysis of the educational establishment’s performance in the previous three years, divided into types of education, with special attention paid to predefined criteria.

State accreditation includes recognition of compliance of the educational establishment with criteria and requirements specified in the State Educational Standards and granting the right to issue a diploma to graduates of the HEI.

The State Testing Center produces and tests test questions for gradual transition to a continuing education system.

The state inspection for control of education quality under the Cabinet of Ministers of the Republic of Uzbekistan - Conformity analysis of students' qualification requirements of the Republic of Uzbekistan to determine student and state educational standards, state requirements and rating of educational institutions in Uzbekistan;

Licensing of the non-state educational institution by the Commission on licensing the activities of non-governmental educational institutions of the Cabinet of Ministers of the Republic of Uzbekistan;

To recognize and nostrificate educational certificates issued in foreign countries (equivalence);

Examination of documents submitted to foreign educational institutions for issuance of a permit for educational activities in the territory of the Republic;

Apostille educational and research institutions are in official documents.

External assessment

Usually, every HEI passes a general attestation once in 5 years. At this time, every teacher and every manager should undergo several procedures, including: assessment of students performance, attendance, contribution to the management of the institution, contribution to scientific researches and development, number of publications.

Attestation and accreditation procedures are regulated by the Regulation on attestation and instruction for criteria and methodology of attestation. The Instruction provides 13 kinds of HEIs' activities that should be assessed by an attestation commission:

• Implementation of the State Educational Standards.

• Level of students' knowledge.

• Quality of teaching staff.

• Academic research activities.

• Availability of textbooks and teaching materials.

• Property and equipment.

• Teaching methodology and information technologies.

• Integration of science and industry.

• Postgraduate degree programmes.

• Partnership with lower levels of education - specialised secondary and vocational education.

• Civics and enlightenment.

• Employment of graduates.

• International partnership.

Every field of education and speciality are assessed with regard to the 13 parameters listed above. A HEI is deemed to have passed attestation if at least 75% of fields of education and specialities have successfully passed attestation. If the number of fields of education and specialities that have passed attestation equals to 67-75%, a university is conditionally attested. If less than 67% of fields of education and specialities have passed attestation, then such a HEI fails attestation. Attestation results are shown in a special report that includes an action plan to improve fields of education and specialities that do not meet attestation requirements. The HEI has one year to resolve the issues. These fields of education and specialities will re-take attestation after one year. If these fields of education and specialities fail attestation for the second time, they should be closed following to decision made by the attestation commission.

The State Committee for estimation and control of education quality convenes the attestation commission. Elected members of the attestation commission include leading researchers and scientists of universities, of the Academy of Sciences and scientific-research institutes, employees of ministries and representatives of corresponding industrial sectors/enterprises. A member of the attestation commission should not be an employee of the university which is under the given attestation. The Commission Chairman is usually an employee of the State Testing Centre.

In order to obtain accreditation, a university should present syllabuses and curricula and the report of the attestation commission; non-public HEI should also provide copies of licenses for educational activities. The State Testing Centre publishes attestation and accreditation results of specific universities and specific specialities in the mass media.

Internal Quality Control

Before the start of an academic year, every teacher should develop an individual work plan, which should specify activities and results to achieve. Individual plans are approved by the Head of Department and presented to the Monitoring department. The Department also prepares a development plan, which should be approved by the Academic council of the university (faculty). During the academic year, the Head of Department is responsible for control over performance of development plans. Quality of teaching is controlled through open lectures and peer review.

Every teacher should also participate in a peer review that is focused mainly on education methodology. Usually one teacher visits classes of another teacher in accordance with peer review schedule. A teacher who assessed should demonstrate all elements of education and practical methods of classroom management: Presentation / introduction to the topic, feedback to students, presentations by students, task and homework assessment, short introduction to the next topic and allocation of assignments and homework. A reviewer should prepare a review report including general quality assessment with regard to content, methodology, assessment, progression of students and compliance with SES. The report should also contain discussion of strong and weak sides of a teacher and recommendations for improvement. The report should be discussed with the teacher being assessed and should be delivered to the Head of department for control and subsequent monitoring.

Progression of students is one of the main indicators of a teachers' performance. A Head of department assigns young teachers (with less than 3 years of experience) to more experienced colleagues who offer mentoring consultations and exercise daily control.

By the end of an academic year, every teacher should report on completion of the individual plan. Concurrently, students assess every teacher through anonymous survey. Performance scores accumulated in the pedagogical rating system with regard to annual plans should place on the faculty announcement board. Based on the specific reports and results of continuous monitoring, with condition that accumulated points exceed 1540, the Head of department may recommend the staff member for promotion and salary increase.

The internal control system of a university comprises of a self-assessment of the development and implementation of individual plans, monitoring of teacher's work performed by Head of department, and monitoring of the work of departments and faculties and staff at university level performed by the monitoring division. Internal monitoring and teachers' assessment are organised in accordance with the State requirements.

The choice of the specific ways of qualification upgrade and staff personal development can be based on internal control results, individual skills and preferences of particular teachers. The universities may engage foreign experts to perform internal assessment. This option is generally used in international universities during their internal audits.

In 2012 a new initiative - rating of HEIs - was introduced to stimulate improvement in level and quality of scientific and pedagogical activity of higher educational establishments, their achievement in line with international criteria and standards, with a focus on the quality of teaching and training of specialists demanded by real economy sectors. The framework of the rating of HEIs is set by MHSSE together with the Inspection for each HEI using the following indicators: teaching quality index (35%), students and graduates proficiency index (20%), scientific and technological capacity of HEIs (35%) and other indicators (10%).

Employment support5

Depending on the real needs of the economy, acceptance of engineering, manufacturing and construction trends has been increased from 23% to 33.2%. Currently, work on the development of new public education standards is under way.

Increasing the capacity of educational institutions to provide graduates with employment and effective assistance in the development of their entrepreneurial abilities is an important issue for all higher

education institutions in Uzbekistan as potential employers have established close ties. Each higher and secondary specialized education institution in Uzbekistan has a marketing department that provides leadership, employment, job fairs, counseling and practice seminars.

The law on higher education provides a set of ideas for employment of graduates and employment of students. Paragraph 9 of this law highlights one of the objectives of the higher education institution as "the quality of education, market research and professional supervision of employment." Article 6 states that "the employment of persons with higher education on the basis of government grants shall be governed by the interests of society and the civil rights of alumni".

Although there is no legal obligation to employ all graduates, the higher and secondary vocational education system in Uzbekistan helps to employ as many graduates as possible. In this connection, the university organizes regular meetings and events, provides employers with potential employers, and organizes job fairs together with local authorities. Graduates of higher education institutions should collect information on job placement and report to the Ministry annually.

In accordance with State education standards, a Bachelor's graduate must be taught to have:

• work independently according to his/her specialization on positions subject to replacement by individuals with higher education;

• continue higher education on Master level with a selected speciality corresponding to the Bachelor field;

• obtain additional vocational education in the system for retraining and upgrading the qualifications of personnel.

taking into account the perspectives and priorities of development of the economy, modern techniques and technological trends, have the practical skills of working with the application of modern information and communication technologies in high demand and corresponding specialties and at least two foreign languages training qualified personnel;

coordination of professional colleges' work on cardinal improvement of the quality of training of specialists for the branches and industries of the economy, taking into account the real needs of the staff, the proposals of the employer;

Creation of multidisciplinary professional colleges for targeted training of specialists in the sphere of entrepreneurship, including small business and private entrepreneurship, in demand in the labor market;

sectoral ministries, departments, business associations, commercial banks and large enterprises - their partial reorganization by optimizing the total number of professional colleges in need of special professions (occupations);

Lifelong learning

The Lifelong Learning Strategy of Uzbekistan has been developed based on the deep and large-scale examination of the foreign experience and critical analysis of the existing education system with a consideration of the national development specifics. The Lifelong Learning Strategy operations are ensured through the state educational standards, the continuity of the educational programmes for preschool, basic, secondary, secondary specialized, vocational education, higher and postgraduate

studies, as well as upgrading the qualifications and retraining of staff. The education system also envisages an out-of-school education6.

Internationalization and mobility

As noted in Article 33 of the Law on Education of 29 August 1997, educational institutions should be directly involved in education issues with foreign educational institutions. They have the right to establish contact with foreign educational institutions and to co-operate with them in establishing joint educational institutions (programs, curriculums etc) regulated by law.

Educational institutions participate in international cooperation on education, have the right to establish direct links with relevant educational institutions of foreign countries, establish joint educational institutions with them in the manner prescribed by law.

Some main issues of internationalization and mobility noticed in the Presidential decree "On measures to further develop the higher education system" from the 20 April 2017. Uzbek HEIs can build cooperation in following ways:

Continuous improvement of quality and level of professional skills of pedagogical personnel;

Training and retraining of pedagogical and scientific staff abroad;

Training of graduates of higher educational institutions on PhD and Master's programs of higher education institutions and retraining centers under the higher education;

The involvement of highly qualified foreign scientists, teachers and specialists in educational process;

Establishing close cooperation with each of the higher educational institutions of the world leading scientific and educational institutions;

Active involvement of highly qualified teachers and academics from foreign partner educational institutions on the broad introduction of advanced pedagogical technologies, curriculums and teaching materials, teaching and pedagogical activities, and professional development courses for undergraduate, young teacher of the higher educational institutions of the Republic on a systematic basis;

Organization of training of scientific personnel, retraining and professional development of the teaching staff;

Establishment of joint higher education institutions;

• Involvement of foreign teachers and scientists in the teaching process at HEIs of the Republic;

• Fostering academic mobility;

• Facilitating the organization of joint academic research work;

• Organization of international conferences on the current problems in higher education, innovative technologies, resources and energy saving;

• Attracting foreign investments.

Student mobility is organized through with the assistance from certain international programs, such as Erasmus+ (European Union) , Fulbright (USA), DAAD (Germany), Great Britain Chievening Program, as well as a number of programs financed by the governments of Japan, France, China, Spain, and Russian Federation.

The EU Program Erasmus Mundus of the European Union is a cooperation and mobility program in higher education. About 700 students from Uzbekistan has already benefited from long-term grants for mobility to study at European partner university under this program.

The first generation of Credit Mobility projects under Erasmus+ started with 67 partnerships in 2015, including 30 HEIs of the Republic and 28 European universities (from 13 EU members states) that provide for a total of 253 mobilities, including 183 students of Uzbekistan (Uzbekistan-EU) and 70 program participants from EU (EU-Uzbekistan). In 2016, 107 Uzbek students will receive stipends for education in Europe and 12 PhD students from EU will arrive to Uzbekistan. Besides, 76 Uzbek employees of HEIs will spend mobility abroad in Europe and 58 scientific and teaching employees of EU universities will teach and share their experience and knowledge in Uzbekistan. A significant progress has been achieved with individuals who obtained Doctor of Philosophy degree (PhD) overseas and all issues related to their employment on teachers' positions at HEIs have been solved7.

The Decree of the President of the Republic of Uzbekistan "On the Strategy of Action for Further Development of the Republic of Uzbekistan" No. UP-4947, dated February 7, 2017 also has positive influence in this sphere. The Strategy has five priority areas of development of the Republic of Uzbekistan from 2017 to 2021. Network study programs

Decree of the President of the Republic of Uzbekistan of April 28, 2017 "On measures to radically improve

In addition to the Private Financial Stimulation Fund, a special savings fund for staff members of budget

organizations and institutions will be established by means of extra budgetary (contractual) funds,

management, faculties, academic, educational and support staff, to pay 85% of the Armenian technical

staff to their work. Funds of special funds will be allocated for the TSU employees to set monthly pension

up to 100% of the tariff rate. This measure will result in a significant improvement in the performance of

the MDGs to effectively implement measures, to encourage staff and to attract highly qualified specialists.

In addition, the quota for the admission of students from 420 to 600 bachelor's degrees was increased,

and the procedure for admission to foreign students for a bachelor's degree was based on interviews

The Republic of Uzbekistan is an independent form of continuous education, based on a general secondary education of 6 to 2 years in accordance with the Law on Education.

Secondary specialized vocational education is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions and ordinances of the Chamber of Oliy Majlis of the Republic of Uzbekistan, decrees and orders of the President of the Republic of Uzbekistan, decrees and regulations of the Cabinet of Ministers of the Republic of Uzbekistan, , based on other normative legal acts.

The main purpose of the education system in Uzbekistan is to train highly qualified specialists for the economy and industry of our country, as well as to develop intellectual and spiritual development of citizens. In recent years, the Government of Uzbekistan and other foreign partners have invested in the

The Classifier of Secondary Specialized, Vocational Education (SSVE) directions and specialties regulates eight areas of knowledge in the training continuity system:

Adopted by the Decree of the President of the Republic of Uzbekistan "On the strategy of further development of the Republic of Uzbekistan" № PF-4947 dated on February 7, 2017, in the section "Development of education and science" of the Strategy of Action in five priority areas of the Republic of Uzbekistan in 2017-2021 - Improving the work on training and employment of college students in the field of market economy and employers' has separate signature. Overall VET structure

PD-5313 adopted on January 25, 2018 by the President of the Republic of Uzbekistan on the measures to boost the system of secondary education and vocational training of the general population, starting from 2018/2019 academic year in compulsory general secondary and secondary special education , including specialized schools, specialized arts and culture schools, specialized Olympic Reserve Schools and academic lyceums, in a period of 11 years is running. VET stakeholders

Employers are key stakeholders in all areas of the CSO system. The CRC system in Uzbekistan is administered by the Center for Secondary Specialized Vocational Education of the Ministry of Higher and Secondary Special Education. Coordination boards for professional and vocational colleges are organized nationally and locally. The Council's activities focus on the content of educational programs and the status of alumni in the labor market. Employers and trade unions are required to participate in the development of a vocational education policy, and they have equal rights to make decisions. Employers and trade unions are members of coordinating boards, which deal with all aspects of secondary vocational education. The contribution of employers and trade unions to the cooperation of the Government of Uzbekistan with the employers 'and trade unions' cooperatives in the development of educational standards in various fields, improving curricula, organizing training and production practices for students and engaging students are examined.

Educational directions of vocational colleges The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan has been implementing the economic and social development perspectives of the country, the classifier of secondary special and vocational education, professions, professions and specializations.

Vocational colleges have the opportunity to train specialists and reorganize vocational colleges on the basis of the specific needs of the labor market. The Cabinet of Ministers of the Republic of Uzbekistan regulates the training of personnel with the required profile and education level taking into account the highest needs for the sectors of economy and the administrative and social sphere. The organization and conduct of the activity of professional colleges, the Olympic reserve colleges, cluster (main) professional colleges and their branches, military academic lyceums for the disabled are specified by separate resolutions of the Cabinet of Ministers of the Republic of Uzbekistan. The implementation of vocational training and vocational colleges is carried out on the basis of cooperation between enterprises and professional colleges.

Governance and VET Funding

Generally speaking, education is financed from the central budget (through the MPE for general education and the MHE for specialized secondary and higher education), local budgets (for pre-school and general education), co-operatives and enterprises (for their own educational institutions), and parents who pay for school supplies and school meals. The share of capital expenditure on education in the local education budget has been minimal and was at its lowest level in 1994, with some signs of recovery in 1995.

Financing of education is mainly based on the State budget. Higher and specialized secondary education institutions are financed from the State budget, secondary schools and kindergartens are financed from municipal budgets. There is a system of financial support for all students at higher and secondary specialized institutes. About 70% of the financing for specialized secondary schools comes from local authorities, 20% from the Ministry of Higher Education, and the other 10% from contracts with industry, employment services, fee-paying courses and sale of products.

Financial constraints stemming from the transition period have had negative effects on the education sector, reducing funds for the repair and maintenance of buildings. New financial sources need to be found, and existing funds should be used more efficiently. The share of municipal funding in total state funding has been increasing. In addition, a number of measures have been introduced to shift part of educational financing away from the state budget to enterprises and students. Almost 20% of all students entering higher education institutions were required to pay tuition fees in 1995. These students do not pay a full tuition, but rather 20% of the total educational costs annually. At the same time, there are grants for students from low-income families and talented youth.

The state secondary special, professional educational institution carries out its financial and economic activities within budgetary and extra budgetary funds. Financing of activity of state secondary specialized, professional educational institutions is carried out in the order established by the legislation due to:

• funds of ministries, departments and organizations, which are responsible for secondary specialized, professional educational institutions;

• income received from the realization of paid educational services, scientific and pedagogical, industrial and other types of activities that correspond to the statutory tasks of an average specialized, professional educational institution and are not prohibited by law;

• Charitable donations and other sources not prohibited by law.

Activities of non-state secondary specialized, professional educational institutions are financed by: Funds of the founders;

A fee paid for the education and upbringing of children in a non-state average specialized, professional educational institution;

Voluntary donations and targeted contributions of legal entities and individuals, funds of trustees and other sources not prohibited by law.

The amount of payment made by parents or persons substituting them, for the education and upbringing of children in a non-state average special, professional educational institution, is established by an agreement and is made in the manner prescribed by law.

By the Decree of the President of 26.01.2018, No. UP-5313, it was established that since 2019/2020, in the professional colleges will take only graduates of 11 classes. At the same time, the content of colleges from the State Budget will last only until the completion of the training of students accepted in 2017/2018 academic year. (now it's freshmen). The educational institutions themselves will be transferred to the balance of ministries, departments, commercial banks, business associations and large enterprises.

will be established by the Ministry of Finance in consultation with the Center for Vocational Education and other interested ministries, departments and business associations

Credit transfer to University/HE (vertical mobility)

The admission to HEIs is based on equal rights for all (both on state grants and contract-paid basis), common requirements for enrollment and common test, which ensures the priority of admission of applicants on state grants who demonstrated the best overall scores in the test. Other applicants have the right to be admitted on the basis of scores within the limit of contract-paid quotas.

In accordance with Decisions of the President and the Government of the Republic of Uzbekistan a number of categories of citizens may be enrolled on budget basis to a higher education institution without taking the tests and creativity examination:

winners of Republican competitions "Tarbiyachi", "Hamshira" and "Nihol

Academic lyceums offer the opportunity to increase in one’s knowledge in a selected area and to prepare oneself for studying at a higher education institution.

Vocational colleges, offer the opportunity to increase in one’s knowledge in a selected area and to prepare oneself for studying at a higher education institution and also in depth professional education in preparation to entering the labor market. Graduates pass the final state certification and receive a diploma.

The diploma is accompanied by an insert with the indication of the mastered general and special (professional) disciplines (courses), the amount of hours and ratings (rating) for them, as well as the overall graduate's rating and the results of the final state certification.

Diploma on the completion of the academic lyceum and professional college gives the right to enter a higher educational institution or the realization of the acquired knowledge in the work activity. But points are not taken into account.

In order to improve the continuity of secondary specialized, professional and higher education, state academic lyceums are assigned to specialized higher educational institutions, the relationships with which are regulated by their charters and legislation.

Mobility in Uzbekistan is carried out by transferring one education institution to another. Some figures about VET in Uzbekistan

As a result of the consistent implementation of the goals and objectives of the Law of the Republic of

Uzbekistan "On Education" and the National Program for the Training of Personnel in the country, more

than 1,500 secondary specialized and professional educational institutions have been created.

Today in 1411 professional colleges of our country young cadres master modern knowledge in several

specialties.

On the basis of higher educational institutions, 144 academic lyceums are organized, in which instruction

is conducted in the areas of exact, natural, social and humanitarian disciplines, foreign languages, culture

and art. Training is conducted in classrooms equipped with modern teaching and laboratory equipment,

using modern pedagogical and information technologies. Annually, academic lyceums complete an

average of 35 thousand boys and girls.

Analysis of the activities of the academic lyceums of the republic from the point of view of the perspective

development of the regions, taking into account the territorial, demographic, economic and other social

factors, shows that the work of the lyceums in professional orientation of graduates in the choice of higher

educational institutions is unsatisfactory. At present, there is a need to take a number of measures to

optimize the number of academic lyceums, improve the quality and update the content of education,

improve the performance of graduates of academic lyceums in higher educational institutions.

The number of academic lyceums in Uzbekistan reached 46 in 2000, in 2016 - 144, and professional

colleges 241 in 2000, and 1422 in 2016.

The implementation of educational and professional programs in a professional college is carried out on the basis of mutual cooperation between enterprises and professional colleges.

Branches of a bush college, as a rule, are selected from the number of professional colleges that have a similar college billet profile direction of training specialists located remotely from administrative centers and large cities.

For the purpose of profound specialized, differentiated, professionally-oriented instruction, ensuring intellectual development, military-patriotic education of students, military academic lyceums are being created.

Non formal professional education. Center for professional training - is free training and retraining with a training period of 1 year unemployed and temporarily unemployed people, including non-permanent employment of persons who have graduated from vocational colleges and academic lyceums, in the following fields and specialties:

Qualification standards

Currently, State Educational Standards act as National Qualifications Framework (NQF). Issues related to NQF are covered in a number of normative documents, such as the Education Act defining the structure of the education system, as well as State Educational Standards (SES) developed for basic, secondary, specialized secondary, vocational and higher education, as well as qualification requirements for each Bachelor field and Master speciality.

So far 25 SESs by educational areas, 442 qualification requirements for Bachelor fields, and 571

qualification requirements for specialities at Master level are used in the higher education system of the

country. State Standards for higher education are developed and approved by Ministry of Higher and

Secondary Specialised Education.

Assessment & validation

We are using Ranking system of control of knowledge and skills of students ( 5 score schedule- “5” – excellent, “2” - unsatisfactory). But the required qualifications are listed in the State Education Standards (SES) and Educational Classificators. Here is an example:

Associate specialist - has a complex theoretical and practical knowledge, professional skills, which ensures his/her successful operation in the relevant area of social production;

- He/she has a general and professional culture, socially significant qualities and characteristics of personality, which ensures a successful ability to live in a given society. TSt 40-121: 2013 [5]

Quality control of Specialized Secondary and Vocational Education is conducted by the following methods:

Internal control - performs by the educational institution of Specialized Secondary and Vocational Education.

Internal quality control of training is carried out in the form of rating control based on the regulations "About the ranking system of control of knowledge and skills of students of academic lyceums and professional colleges", approved by the competent public authority.

Rating control system provides the following types of the control:

Monitoring - includes all types of quiz used in the teaching practice, i.e. oral questioning, colloquium, seminars, written work, laboratory work, technical dictation, course project, homework, etc.

Mid-term assessment- is carried out at the end of a specific section, chapter of the curriculum. The form and procedure for intermediate control is determined by the Scientific and Pedagogical Committee of educational institution.

Final assessment - is carried out at the end of the semester and after completion of a specific part of the curriculum. The form and procedure for final control is determined by the Scientific and Pedagogical Committee of educational institution.

External control is carried out on the basis of the regulations "On the State certification and accreditation of educational institutions and teaching staff", as well as other applicable regulatory documents prepared by the Department of management and control of the training quality of staff, certification of educational institutions and teaching staff at the State Testing Center under the Cabinet of Ministers of Uzbekistan.

Public- control is carried out by the competent public authority that managing education system along with civil society organizations and employers.

2. National Qualification System (NQS) and VET

2.1. National Qualification System

Stage towards establishing a NQF Uzbekistan has identified four important areas for the development of its VET systems (OECD Working Group on Human Capital Development in Central Asia, 2011):

a) developing and implementing (with employers) an efficient mechanism for social partnerships in VET and to actively involve employers in developing sectoral educational standards, curricula and syllabuses, in accordance with the real needs of the labour market;

b) further strengthening infrastructure in educational institutions through modern educational and laboratory equipment and educational media;

c) implementing and maintaining staff training in innovative forms and methods of education, advanced information and educational technologies; and

d) studying international practices in staff training and adapting them to the VET system in Uzbekistan.

The Uzbek system of vocational secondary occupational education has no obligatory system to rank different qualifications. Upon completion of a three-year training programme, graduates of professional colleges receive a state diploma in vocational secondary occupational education, with a matching qualification in their chosen profession. Occupational standards for all professions included in the “State Qualifier of Directions, Professions and Specialities of Vocational Secondary Occupational Education of the Republic of Uzbekistan” have now been developed and representatives of employers have participated in developing them.

Structure of National Qualification System9

The Cabinet of Ministers decides on specific measures to implement public policy in education. The Ministry of Higher and Secondary Specialised Education (MHSSE) is a body responsible for direct supervision and development of Higher and Secondary Specialised Education in the country. The State Testing Centre (STC) under the Cabinet of Ministers of the Republic of Uzbekistan is authorised to undertake attestation and state accreditation of all educational establishments in Uzbekistan regardless of their corporate subordination or type of ownership. The main objectives of the STC are the following:

• ensure control on the quality of education and training;

• organise and conduct attestation and state accreditation of educational establishments regardless of their corporate subordination and ownership form; define ratings of educational establishments;

• review State Educational Standards and state requirements and, on their basis, review syllabuses and curricula for all types of education.

Every HEI in Uzbekistan has an internal control and monitoring division, which is responsible for monitoring the quality of the education process, upgrading the qualifications of teaching staff, and the quality of education in general. In this regard, the division performs regular transparent and comparable quality assessment in the educational establishment. The division is also responsible for control over execution of governmental decisions, decrees and resolutions, as well as orders of MHSSE.

The principles of constructing NQS

The national qualification system in Uzbekistan is well regulated by the relevant ministries and normative base. Qualification requirements and qualifications are prescribed in relevant state educational standards.

Some approximation to a definition is also contained in the Qualification Requirements, which set descriptions –for general knowledge and level of professional readiness of graduates of a corresponding stage of continuous education.

There is not yet sufficient development of the NQF concept to extend these concepts to these fields. However, the State Educational Standards provide for HE to VET links and thereby progression- There is not yet a credit system.

Labour market classifiers

The “Classificator of directions and specialties of higher education” – is a part of the unified system of classification and coding of information. The Renewed Classificator is being developed in accordance with the Decree of the President of the Republic of Uzbekistan #1553 issued on the 20th of May 2011 “On measures for strengthening the material and technical base of higher educational institutions and fundamental enhancement of quality of training of qualified specialists”. The Classificator is based on the “Law on Education” and “National Program of Personnel Training” and constructed in accordance with the principles of “International standard classification of education” adopted by UNESCO in March 1997.

The “Renewed classificator of main working and serving professions” – is the instrument used for systematizing the main titles of working and serving professions, determination of the range of tariff ranks for working and position categories for serving professions, and requirements to the level and area of education.

The training of specialists in vocational colleges is conducted with due consideration of ever-changing demand of employers for professional workers. In accordance with the official classification, specialties and professions within the secondary, specialized vocational education, the education is offered for 225 professions of 8 directions that include 578 profiles and specialties. The education directions and specialty profiles of the SSVE are agreed upon with the directions of the bakalavriyat within the Classifier of directions and specialties in the higher education.

A special focus is allocated on engineering and other technical professions, as well as on arts and humanities. The Classifier provides qualification requirements to junior specialist (graduate of a vocational college).

Education

Education Sector Plan

The gender equality is almost balanced in the case of vocational colleges (48.1% of students being girls and 50.9% - boys). At the same time, a significant disproportion is observed in the case of students’ distribution by sectors of specialization within the vocational colleges. A clear preference is given by girls to such professions as education (76.3% of students are girls and 23.7% - boys), healthcare, physical culture and sports (75.6% and 24.4%), while boys are more inclined to the professions in the areas of transports and communications (71.3% boys and 28.7% girls), manufacturing and construction, as well as agriculture (60.4% - boys and 39.6% - girls).

The gender asymmetry is observed in the case of academic lyceums, where girls account for 40.5 % of total student pool, while boys accounting for 59.5% / The investment projects contributed to equipping the educational institutions with modern lab equipment and technical means of learning. In particular, 232 lyceums and colleges were provided with equipment for training labs for general subjects. Special subject classrooms and workshops were equipped in vocational colleges. Computer labs, sets of sports’ inventories and special library equipment were procured for colleges and lyceums.

The "UZSTANDARD" agency as a national body for standardization, metrology and certification provides means for implementing national policy in the fields of standardization, metrology and conformity assessment, and represents Uzbekistan’s interests within international and regional organizations for standardization

The basic tasks of organization. According to the Decree of the Cabinet of Ministers of the Republic of Uzbekistan No. 342 dated October 3, 2002 “On Measures for the Perfection of the Standardization, Metrology, Products and Services Certification System” the main objectives of the “Uzstandard” Agency are as follows:

Working out complex measures for the providing of realization and control over the observation of the Republic of Uzbekistan Laws “On Standardization”, “On Metrology”, “On Products and Services Certification”, “On Quality and Safety of the Food stuffs” at the territory of the Republic of Uzbekistan by all natural persons and business entities irrespective of their kinds of property;

Implementation of the unified state policy in the field of standardization, metrology and certification on the basis of the conducted research investigations;

Creation of the unified international standards information databases according to the international standards;

Working out and adoption at the established order of the new Products and Services List subject to the obligatory certification with its annual updating with regard of the newly appeared kinds of products and services as well as new launched technologies and materials;

Elaboration of the new order of the products and services certification and control over its observation;

Up-to-date state standards and their models preparation, as well as their compliance with the International systems;

Occupational standards

In the secondary vocational, vocational education institutions, students are trained on the basis of their

cooperation with science and industry:

Creating conditions for graduates of professional vocational colleges on a regular basis and involving

employers in the learning process, developing industry standards, teaching materials and learning

materials;

Implementation of research results in the educational process by creating pilot sites for the

development of new information and pedagogical technologies;

development of a dual system of education and training of skilled cadres through the combination of

education, work with effective organizations, joint vocational colleges and enterprises, students with the

provision of bases for practical training;

individual professionals, research teams to strengthen material and technical and resource base of

modern enterprises, organizations and other employers, secondary vocational and vocational schools,

and provide them with modern facilities, equipment and supplies voluntary participation, provision of

academic lyceum students with practical knowledge on higher and scientific-pedagogical and scientific-

pedagogical bases;

Creation of conditions for active involvement of students in production and production process with

production of goods;

Participation of students, representing enterprises, organizations and other employers with a list of

topics for potential use of graduates in the field of production and field projects, development of the

dissertation for their further use;

Training, retraining and engineering-pedagogical cadres at the workplace

Educational standards

This standard determines the control over the requirements of the standard and the volume of training loads of trainees, determines the goals and content of training junior specialists in the specialty "Technician of software engineering".

The requirements of the standard are the main norm for conducting certification in educational institutions in assessing the quality and level of vocational training of trainees. Fulfillment of these requirements is considered the basis for issuing a state document to graduates of educational institutions, secondary specialized, vocational education.

The training, retraining and advanced training of engineers and pedagogical cadres at the workplace and

Although NQFs are not defined in current educational system of Uzbekistan, it does not mean that they do not exists. Currently a set of SES and “Classificator of directions and specialties of higher education” provide a structure of defined and nationally accredited qualifications, which are awarded at defined levels, indicate the interrelationships of the qualifications and how one can progress from one level to another. State Education Standards (SES) and Educational Classificator are, therefore, the route through which the country brings education and training together in a single unified system. Moreover, they provide a framework, which assures quality recognized nationally and consistent training standards; and provide a way of structuring existing and new qualifications. This role is nearly identical with the one given to NQF in European countries.

The national qualification system in Uzbekistan is well regulated by the relevant ministries and normative base. Qualification requirements and qualifications are prescribed in relevant state educational standards.

The “State Educational Standards” (SESs) – defines requirements for the quality of personnel training, content of education; sufficient and necessary level of training of students and qualification requirements of graduates of educational establishments; academic workload; procedures and mechanisms for evaluation of the activities of educational establishments and quality of personnel training. SESs are a basis for preparation of other normative documents, regulating the educational process and evaluating the activities of educational establishments.

A uniform complex of educational and occupational standards for defining qualifications

In the Republic of Uzbekistan, there is a state system of standardization, which regulates the general organizational and technical rules for standardization work.

Organization, coordination and provision of works on standardization are carried out by:

In the branches of the national economy - the Uzbek Agency for Standardization, Metrology and Certification (Uzstandard Agency);

In the field of construction, construction industry, including design and construction, - the State Committee of the Republic of Uzbekistan for Architecture and Construction;

In the field of regulation of the use of natural resources and protection of the environment from pollution and other harmful effects - the State Committee of the Republic of Uzbekistan for Nature Protection;

In the field of medical products, medical devices, medicines, as well as in the determination of the content of substances harmful to humans in products manufactured by the country's industry, including those supplied by import, - the Ministry of Health of the Republic of Uzbekistan;

In the field of ensuring the defense capability and mobilization readiness, defense products - the Ministry of Defense of the Republic of Uzbekistan.

The Agency "Uzstandart" establishes general rules for standardization work, forms and methods of interaction of interested parties with state authorities, public associations.

State authorities within their competence develop, approve, publish standards and technical conditions (hereinafter - standards), as well as instructions and explanations on the application of this Law.

The bodies that approved the standards create and maintain industry information funds of standards and provide interested consumers with information on international (interstate, regional) standards, the standards of the Republic of Uzbekistan, national standards of foreign countries, as well as information on international agreements in the field of standardization, state classifiers of technical and economic And social information, rules, norms and recommendations for standardization.

2.3. Quality assurance system, accreditation, recognation

Awarding bodies

Regulatory documents on standardization of the following categories are applied in the Republic of

Uzbekistan:

International (interstate, regional) standards;

State standards of the Republic of Uzbekistan;

Standards of organization;

National standards of foreign countries.

State system of unified and continuous education develops state educational standards approved by the

Cabinet of Ministers of the Republic of Uzbekistan.

Normative documents on standardization also include rules, standards for standardization, classifiers of

technical and economic information. The order of development and application of the specified

documents is established by agency "Uzstandart".

International (interstate, regional) standards and national standards of foreign countries, as well as

international rules and norms are applied in accordance with agreements or agreements with the

participation of the Republic of Uzbekistan. The order of application of these standards, rules and norms

on the territory of the Republic is established by the agency "Uzstandart" and other states of management

within their competence.

Standards and changes to them for products sold to consumers are subject to state registration in the

agencies of the Agency "Uzstandart". Normative documents on standardization, registered in the organs

of the Agency "Uzstandart", constitute the state information fund.

Production and sale of products without regulatory documentation is not allowed. The requirements

established by regulatory documents to ensure the safety of products, works and services, for the

established by the legislation of the Republic of Uzbekistan, Are mandatory for compliance with

government authorities, business entities.

29 technical committees (TCs) have been established in the Republic of Uzbekistan for the organization

and implementation of work on the standardization of certain types of products and technologies or

activities, as well as the conduct of works on international standardization (regional) standardization for

these objects. The development of new and revision of existing state standards and technical conditions

is carried out according to the annual "Republican standardization plan for the development of new and

revision of existing state standards."

The state supervision over observance by the subjects of economic activity of the mandatory

requirements of standards, other acts of legislation on standardization is carried out by the Agency

"Uzstandard", Gosarkhitektstroy, Goskomprirody, Ministry of Health and their territorial bodies, as well

as other specially authorized state bodies within their competence. Coordination of work in the field of

standardization carries out standardization management, coordination and supervision of the state

Agency's Headquarters "Uzstandart. "

Structure

Programs of secondary specialized, vocational education include the following sections, established by the State Educational Standard:

General educational programs - for academic lyceums and vocational colleges;

In-depth, specialized educational and specialized programs in the disciplines and areas of training - for academic lyceums;

General technical professional and special programs in the areas of training - for professional colleges.

For persons with disabilities, the Center for Secondary Special Professional Education of the Ministry of Higher and Secondary Special Education, in cooperation with the Ministry of Labor and Social Protection of Population and the Ministry of Health of the Republic of Uzbekistan, develops special programs for secondary specialized and vocational education.

Pedagogical principles

To teach the subject, methods of study and instruction are used, which enable students to pass on the

necessary knowledge and skills in order to obtain appropriate qualifications. To carry out theoretical

studies, along with traditional methods, such as lecture, presentation, demonstration, training

conversation, it is necessary to apply interactive teaching methods aimed at solving problems

independently, system thinking, independent working planning, learning for understanding, development

of personal competence.

Theoretical teaching provides basic theoretical materials, the necessary basic knowledge is laid for

subsequent practical work. In this case, a visual demonstration can be used with the help of posters, a

personal computer through a projector and a screen, etc.

In practical training, students work in specially equipped laboratories and consolidate and deepen the

knowledge gained from theoretical training on personal computers, and also acquire and develop skills

and practical skills on a PC, performing tasks independently under the guidance of the teacher.

Under the Education Act, the State Educational Standards define requirements to the content and quality of general secondary, specialised secondary, vocational and higher education. They provide detailed information on the main features, such as the structure, content and implementation of curricula, quality control of personnel training, compulsory (core) components (the list of academic subjects), learning outcomes and descriptions of obtained skills and abilities.

The State Testing Centre (STC) is authorised to undertake state attestation and accreditation of all educational establishments in Uzbekistan regardless of their status or type of ownership.

State attestation and accreditation of educational establishments is organised and conducted in accordance with the Regulation on State Accreditation of Educational Establishments in the Republic of Uzbekistan.

Accreditation of an educational establishment is conducted by the STC based on attestation. This is the prevailing method of public control aimed to assess the educational establishment and to decide whether the content, level and quality of personnel training is in accordance with the State Educational Standards.

An educational establishment is subject to an attestation every five years. This process comprises a comprehensive analysis of the educational establishment’s performance in the previous three years, divided into types of education, with special attention paid to the existing criteria.

State accreditation includes recognition of compliance of the educational establishment with criteria and requirements specified in the State Educational Standards and granting the right to issue a diploma to graduates of the HEI.

The State Testing Centre is also responsible for nostrification/recognition of education documents received overseas. In this regard, international and bilateral agreements, State Educational Standards and normative documents in education field are taken into consideration.

External assessment

Usually, every HEI passes general attestation once in 5 years. At this time, every teacher and every manager should undergo several procedures, including: assessment of progression of students, attendance, contribution to management of establishment, contribution to scientific researches and developments, number of publications.

Attestation and accreditation procedures are regulated by the Regulation on attestation and instruction for criteria and methodology of attestation.

The Instruction provides 13 branches of HEIs' activities that should be assessed by an attestation commission:

• Implementation of the State Educational Standards.

• Level of students' knowledge.

• Quality of teaching staff.

• Academic research activities.

• Availability of textbooks and teaching materials.

• Property and equipment.

• Teaching methodology and information technologies.

• Scientific and industrial integration.

• Academic degree programmes.

• Partnership with lower levels of education - specialised secondary and vocational education.

• Basics of morality and moral education.

• Employment of graduates.

• International partnership.

Every branch of study and specialty are assessed with regard to 13 parameters listed above. A HEI is deemed to have passed attestation if at least 75% of branches of study and specialties have successfully

passed attestation. If the number of branches of study and specialties that have passed attestation equals to 67-75% of total branches of study and specialties, a university is deemed to be conditionally attested. If less than 67% of branches of study and specialties have passed attestation, then such a HEI is deemed to have failed attestation.

Attestation results are shown in a special report that includes plan of actions by a HEI that aims to improve branches of study and specialties that do not meet attestation requirements. The HEI has one year to resolve the issues. These branches of study and specialities will re-take attestation after one year. If these branches of study and specialties fail attestation for the second time, they should be closed following decision made the attestation commission.

The Inspection calls the certification commission. Selected members of the Certification Commission include representatives of leading scholars and academicians, Academy of Sciences and research institutes, ministers and related sectors / enterprises. The Attestation Commission member must not be a certified university employee. The commission chairperson is usually a testing center, which is a state employee. Provide university curricula and training programs for accreditation and notify the certification board; Non-governmental educational institution, which does not have a higher education institution, must provide a copy of the license for educational activities. The State Testing Center announces the results of certification and accreditation of certain universities and specialties in mass media. Quality assurance in education: normative regulation and basic administrative procedures

The process of development and approval of State Education Standards, qualification requirements and other normative documents, internal quality control and monitoring are implemented under the coordination of the Ministry of Higher and Secondary Specialized Education. At the same time the external quality control, attestation and accreditation of educational establishments are implemented by the State Testing Center (STC) under the Cabinet on Ministers of the Republic of Uzbekistan. The review is done periodically by the STC and as a result a recommendation for each education establishment is issued. In general, the main task of the STC in this is to determine the correspondence of existing potential, experience, qualification, level of preparedness and other capabilities of the educational establishment under review to qualifications awarded to its graduates. Education establishments that fail to pass attestation or fail to receive accreditation in the framework of existing legislation can be closed.

Recognition and validation of non-formal and informal learning

Non-state average special, professional educational institutions are created by physical and non-governmental legal entities in accordance with the procedure established by law.

3. Experiments on introducing ECVET Uzbekistan VET

Relevance of introduction

Uzbekistan has a very young and rapidly growing population. The share of young people from 15 to 29 years of age reached 61.7% of the population in 2008. As a result of demographic trends, Uzbekistan is experiencing a rapid increase in the working age population, significantly increasing the number of the population overall.

In the labour market, in 2004-2009 the workforce grew by 23.9%, reaching 16 million people, while the employed population increased by 26.1% and 47otaled 11.3 million people in 2009. According to official data, 95 % of population of working age were employed in 2010. The highest employment rates have been registered in construction, the housing and communal sector, domestic services, trade and public catering, transport and communication.

Differences between rural and urban experiences are important in terms of ensuring that the benefits of vocational education are evenly distributed. The agricultural sector of the economy covers about 34% of employment, while over 60% of the population lives in the rural areas.

The Government acknowledges that the quality of the workforce is important to meeting the occupation and qualification requirements of employers (Republic of Uzbekistan, 2007). VET school curricula needs to strengthen its relevance to labour market needs. The involvement of private sector

businesses in curriculum development is important to ensuring that graduates obtain practical skills and the capacity to work independently.

With a view to systemically solving the problems in this sphere, the President of the Republic of Uzbekistan adopted a resolution “On measures to further improve the activities of educational institutions of secondary special, vocational education”.

This resolution provides for the implementation of specific measures aimed at radically improving the quality and effectiveness of education in academic lyceums, ensuring the concentration of the most gifted graduates of general education schools in them, further improving the conditions for meeting the needs of graduates of secondary schools in mastering selected professions and specialties:

For a wider involvement of highly qualified professors and teachers of higher educational institutions for teaching in academic lyceums, the hourly payment of their pedagogical activity in lyceums will be equal to the hourly wage in universities;

Guided by the principles of continuity and continuity of education, a mechanism of effective interaction within the framework of targeted work with gifted students will be established between specialized state general education institutions with in-depth study of individual subjects and academic lyceums.

Training groups will be formed by a composition of no more than 26 students;

Practical, laboratory and seminar classes in the profoundly taught subjects (directions of education) will be conducted in the subgroups created by dividing the groups into two small groups;

Pedagogical staff will be formed from persons with higher education and experience of continuous pedagogical activity for at least 5 years, selected on a competitive basis.

Another important decision is to nominate candidates for vacant positions of directors of academic lyceums by rectors of higher educational institutions, to which academic lyceums are attached.

Starting from 2017/2018 academic year, the provision of pupils of academic lyceums with textbooks on general subjects will be carried out on a leased basis at the expense of the off-budget Republican target book fund under the Ministry of Finance of the Republic of Uzbekistan. Students from low-income families will be given textbooks on general subjects on a free basis at the expense of budgetary funds.

Graduates of academic lyceums will be assigned certain specialties that do not require special in-depth training.

The document also provides for individual measures aimed at improving the quality of education and ensuring that graduates of academic lyceums continue to receive higher education:

Expansion of access of students of academic lyceums to information and resource centers and other material and technical facilities of higher educational institutions;

Development in each academic lyceum, taking into account the individual abilities of students, advanced pedagogical and information and communication technologies, electronic educational resources, programs aimed at creative and independent acquisition of knowledge;

The organization of the patronage of the pedagogical staff of academic lyceums by the departments, experienced professors and teachers of higher educational institutions;

Development of criteria for evaluating the activities of higher educational institutions, based on the effectiveness of their interaction with the academic lyceums assigned to them, including the ongoing work on organizing training seminars, the introduction of information and communication technologies in the teaching process, teaching foreign languages, conducting master classes with participation Experienced professors and teachers, providing scientific and methodological assistance to teachers of academic lyceums.

Guideline for introduction of credits in VET study programmes

Finally, it is possible to conclude that experiments with ECVET have provided the following algorithm of

transferring VET study programmes by ECVET tools:

1. Definition of units of learning outcomes when designing VET study programmes

2. Assignment of credits to learning outcomes

3. Distribution of credits for each cycle of a study programme based on the number of academic hours

specified in FGOS, which determine the maximum workload for students

4. Construction of a functional map

5. Development of a specification for each learning outcome

6. Each unit of learning outcomes in the specification should be determined by the number of credits

based on the complexity of a training activity and its significance for gaining a qualification

7. The sum of the credits for the learning outcome consists of the values of the credit for all activities

included in the specification.

DEFINITIONS

Profession- race, character of labor activity of the person who owns the complex of theoretical knowledge, practical skills, acquired as a result of special education, providing him the physical possibility, the development of intellectual abilities and the legal right to carry out work in a particular area of professional activity [5, 6].

Vocational College – three years based educational establishment that provides in-depth development of professional inclinations, skills and knowledge, obtaining of one or more specialties in selected professions [4]

Qualification - degree and level of professional training, the presence of his knowledge and skills; required for a specific job [5, 6].

Qualification Requirements – document containing requirements for general knowledge and level of professional readiness of graduates of a corresponding stage of continuous education [7].

Renewed classificator of main working and serving professions – a classificator that is used for systematizing the main titles of working and serving professions, determination of the range of tariff ranks for working and position categories for serving professions, and requirements to the level and area of education [10].

Specialty - a body of knowledge and skills acquired in special education and ensuring the formulation and solution of the relevant class of professional problems, the possibility of a certain type of professional activities in accordance with the appropriated qualification [7] .

State Education Standard (SES) - defines the quality of training, content of training; adequate and appropriate levels of student training and qualification requirements for graduates of educational institutions; the required educational load; the procedures and mechanisms for assessing the quality of education and training activities of educational institutions. The HSE is the basis for the preparation of other regulatory documents regulating education. [11]

Occupational sphere - professional knowledge, skills and skills; its name is determined by the economic sector. • The state pays special attention to improving the system of continuing education, training highly qualified personnel in accordance with the current needs of the labor market, improving accessibility and quality of educational services.

• Over the years, a set of measures to develop vocational education has been implemented, the legal framework has been strengthened to ensure modernization and updating of the content of the educational process, a number of systemic measures have been taken to provide targeted support to talented youth in achieving significant results at national and international competitions and competitions.

• At the same time, the analysis of the results of the development of the general secondary, as well as secondary specialized, professional education showed that the current state of the system does not meet modern requirements and needs radical reform:

• First, the lack of a systematic approach to placement of vocational colleges near places of residence of the population causes periodic mass absenteeism of students, especially in connection with insufficient development of road and transport infrastructure in the regions and weather conditions;

• The second, the existing practice of forming the material and technical base of professional colleges led to the creation of training workshops that do not meet the direction of training, insufficiently staffed with the necessary components and spare parts. The average level of material and technical equipment of professional colleges is only 56 percent, and in 31 professional colleges there are no training workshops;

• Third, as a result of insufficient funding, many necessary textbooks and teaching aids for the vocational education system have not been published, 50 percent of the textbooks have not been translated into Russian and Karakalpak languages, and the existing textbooks have never been updated;

• Fourth, the system of professional training in professional colleges that does not meet the real needs of the economic sectors in the regions, as well as the established quotas for admission to vocational colleges that do not take into account the labor market conditions and the availability of opportunities for the organization of work practices lead to problems with the employment of graduates;

• The fifth, the current state of the organization of the educational process in professional colleges, the applied educational and regulatory documents, as well as the terms of training do not correspond to the

level of complexity of professions, shortcomings in the organization of industrial practice lead to a decrease in the quality of the knowledge obtained and, accordingly, the weak demand for graduates in several areas of education , which requires the organization of additional training in the workplace after graduation;

• The sixth, inadequate development of the system of vocational training of various categories of the population on the principle of "Education for life" leaves the unclaimed labor market a significant number of adults, as well as youth and persons with disabilities in need of employment;

• The seventh, formal attitude to the organization of the educational process in professional colleges and the intellectual, spiritual and moral upbringing of students, an inefficient mechanism for organizing their free time lead to an increase in the incidents of offenses committed by students and criminal acts, a decrease in attendance and interest in learning.

• The transition from the academic year 2017/2018 to the system of 11-year compulsory general secondary education was widely supported by the public, parents and graduates of the 9th grade.

• In order to radically improve the system of general secondary, secondary specialized, professional education on the basis of the experience of developed foreign countries, create conditions for the training of qualified personnel, increase the employment of graduates of vocational colleges, and implement the Strategy for the five priority development directions of the Republic of Uzbekistan in 2017-2021 years:

• 1. To establish that:

• Starting from 2018/2019 academic year, compulsory general secondary and secondary specialized education is provided in general education schools, including specialized schools and boarding schools for arts and culture, specialized boarding schools for the Olympic reserve, as well as academic lyceums on the basis of continuous and 11- year cycle;

• Starting from 2019/2020 academic year, admission to professional colleges will be carried out from among graduates of 11th grades of general education schools on a voluntary basis with a view to obtaining a relevant specialty (profession) with a study period of six months to two years;

• students of professional colleges accepted for studies before the 2017/2018 academic year, inclusive, complete their education in professional colleges at the mouth
