1.0 INTRODUCTION At the request of Mirvac, Golder Associates Pty Ltd (Golder) has carried out a Preliminary Environmental Site Assessment (PESA) for a portion of land located on 61-65 Roberts Road, Greenacre, NSW (Figure 1).

1.1 Background It is understood that the purpose of the PESA is to disclose available environmental information to potential purchases of the Site, as Mirvac (as the Site Vendor) is seeking to divest the land for commercial / industrial land use. The land that is subject to the PESA comprises Lot 2 in Deposited Plan 1149259, 61-65 Roberts Road, Greenacre, NSW. (See Figure 1).

1.2 Objectives The objectives of the PESA are to:

Review historical information relevant to the Site to determine the presence of past activities at the Site, which could have resulted in soil and/or groundwater contamination.

Undertake limited soil sampling and analysis to provide a preliminary assessment of soil contamination at the Site.

Provide a PESA report detailing the historical activities and the soil investigation results to provide prospective purchasers of the Site with a preliminary assessment of potential ground contamination conditions of the Site.

2.0 SCOPE OF WORKS The following scope of services was completed to meet the objectives of the PESA:

Limited desktop review of third party documentation pertaining to the Site;

Site inspection; and

Limited soil sampling which involved collecting and analysing soil / fill samples from selected locations across the Site.

2.1 Desktop Reviews

The scope of work for the desktop review comprised a review of historical documentation to assess historical

and current uses of the Site, which could have resulted in soil and/or groundwater contamination.

The following records were obtained and reviewed:

Current and historical Certificates of Title providing a history of ownership and land use;

Selected historical aerial photographs from the Department of Lands to provide evidence of the history of development of the Site and indications of potential sources of contamination;

A search of DECCW databases to identify notices under the Contaminated Land Management Act 1997 and Environment Protection Licenses issued under the Protection of the Environment Operations Act 1997;

Details of groundwater bores within a 500 metre radius of the Site that are registered on the groundwater bore database maintained by the Department of Infrastructure, Planning and Natural Resources (DIPNR);

Published topographical, geological and soil maps of the area;

A search of WorkCover NSW dangerous goods records for the Site, and;

Review of a previous Environmental Site Assessment report (CH2MHill - May 2004, Supplementary Environmental Site Investigation, Telstra Storage Depot, 57-67 Roberts Road Greenacre, New South Wales).

2.2 Site Inspection A ‘walkover’ inspection of the Site was undertaken by Corinne Hoffman and Carolina Olmos of Golder. No access was available to the interior of the buildings on site. Information about the Site was provided by Andrew Paterson of MIRVAC.

2.3 Limited Soil Sampling

The following tasks were undertaken:

Prior to field work:

Development of an appropriate project safety review including a Job Safety Analysis (JSA) and Health, Safety and Environment Plan (HSEP);

Arrangement of the necessary access for the onsite works;

Review of available Site services drawings;

Selection of provisional sampling locations;

Review of provisional locations against services plans obtained by “Dial Before You Dig”, and;

Clearance of proposed sampling locations by a subcontracted specialist cable locator.

Fieldwork:

Drilling of seven (7) boreholes at the selected sampling locations. Boreholes were drilled with non destructive equipment and were extended to a nominal depth of 2 metres below ground level. Soil samples were collected from each borehole at the following indicative depth intervals:

Surface to 0.2m (near surface sampling);

0.5m to 1m;

1.0-1.5 m.

Screening of soil samples in the field via a Photoionisation Detector (PID). The PID is a field screening instrument used to measure the presence of volatile organic compounds.

Laboratory analysis of one soil sample per borehole. Soil samples for analysis were selected in accordance on PID readings, odour and visual appearance. If contamination was apparent in the field, additional samples were taken above and below the potential impacted area in an attempt to vertically delineate the affected area.

Logging of the soils encountered using Golder Associates’ technical procedure for soil logging.

Backfilling of borehole locations with the drilled material. Concrete core holes or intrusions through other hardstand were “made good” with similar materials as required by Mirvac.

Locating of boreholes on a Site sampling plan based on measured proximity to known Site features, using an aerial photograph.

Analytical Plan:

One sample per borehole for the following analytes:

Total petroleum hydrocarbon (TPH),

Benzene, toluene, ethylbenze andxXylenes (BTEX);

Polycyclic aromatic hydrocarbons (PAHs);

Phenols;

Metals and metalloids (arsenic, cadmium, chromium, copper, lead, nickel, zinc and mercury);

Poly chlorinated biphenyl (PCBs);

Asbestos;

Organochlorine pesticides (OCPs);

Laboratory pH.

3.0 SITE DESCRIPTION

3.1 Site Identification The Site is located at 61-65 Roberts Road, Greenacre, NSW, and is described as Lot 2 in DP 1149259. The Site was formerly part of one larger lot known as 57-67 Roberts Road historically described as Lot 1 in DP 819181, which has since been sub-divided. The subject Site (refer Figure 1) is located within the local government area of Strathfield, County of Cumberland and Parish of Bankstown. The property is zoned Industrial in accordance with the Strathfield Planning Scheme Ordinance, as amended by Local Environmental Plan (LEP) 57 gazetted 04/07/1993.The Site is currently owned by Mirvac and it is understood that the Site is proposed to be divested.

3.2 Land Use and Planning Issues 3.2.1 Planning Certificates Planning Certificates for the Site were obtained from Strathfield Council on 18 October 2010 under Section 149 (2) and (5) of the Environmental Planning & Assessment Act 1979.

The Section 149 Certificates (2) for all three land parcels indicate the following with respect to contamination:

Matters prescribed by Sections 59(2) of the Contaminated Land Management Act 1997 as additional matters to be specified in a Planning Certificate:

(a) that the land to which the certificate relates is significantly contaminated land, if the land (or part of the land) is significantly contaminated land at the date when the certificate is issued: NO

(b) that the land to which the certificate relates is the subject to a management order, if it is subject to such an order at the date when the certificate is issued: NO

(c) that the land to which the certificate relates is the subject of an approved voluntary management proposal, if it is the subject of an approved proposal at the date when the certificate is issued: YES / NO

(d) that the land to which this certificate relates is subject to an ongoing maintenance order, if it is subject to such an order at the date when the certificate is issued: NO

(e) that the land to which this certificate relates is the subject of a Site audit statement, if a copy of such statement has been provided at any time to the local authority issuing the certificate: NO.

No additional matters were specified pursuant to Section 149(5)

Copies of the Council Section 149 (2) and (5) certificates are presented in Appendix A.

3.2.2 NSW DECCW Contaminated Land Record of Notices and Environment Protection Licences

A search of the NSW Department of Environment, Climate Change and Water (DECCW) on-line record was undertaken on 12 October 2010 for notices issued under the CLM Act 1997. The search indicated that DECCW holds no records relating to contamination at the Site. A summary of the search results from Bankstown and Strathfield Council are provided in Appendix D.

No Environmental Protection Licences (EPLs) are in force for the Site under Section 55 of the Protection of the Environment Operations Act 1997.

3.2.3 Groundwater Bores Search The search of the groundwater bore database maintained by the Department of Infrastructure, Planning and Natural Resources (DIPNR) indicated that there were no registered groundwater bores with a 500 metre radius of the Site. A summary of the search results from DIPNR website are provided in Appendix E.

3.3 Site Layout and Infrastructure The current site layout and infrastructure are described in the following based on visual observations during the Site Inspection and fieldwork. Please refer to Figure 2.

3.3.1 Site Buildings The Site contains 3 large buildings (vacant warehouse units), comprised of a steel frame, common brick wall, corrugated exterior wall, cladding concrete floors, roller doors. The insides of the building were not accessible for inspection.

A former vehicle maintenance building was identified in the north western corner of the Site. Although the inside of the building was not inspected, experience on other former Telstra depot Sites, has indicated that triple interceptor traps are common in maintenance buildings. An oil water separator and above ground storage waste oil tank were also indentified adjacent to the maintenance buildings. Three other small demountable huts are also present on the Site. Refer Figure 2 and Plates 1 and 2.

3.3.2 Open Area The southern portion of the Site is a vacant area of land, with some unsealed areas and other areas paved with concrete. The difference in ground level between the Site and the neighbouring land to the east indicates that the Site may have been filled.

A weighbridge appears to have been present along the western boundary of the Site. In addition, stormwater pits were located across the open area. All the mentioned features are illustrated in photos as Plates 3 and 4.

Some staining was evident in the northern portion of the Site (refer Figure 2 and Plate 6). This staining may have been caused by leaks from trucks or hydraulic equipment (forklifts etc) which had been used on the Site during the time it was occupied by the transport company.

A former “Fumigation Area” was identified by a paint border at the Site. It is understood that shipping containers were sprayed with fumigants following importation or exportation.

3.3.3 Sedimentation Basin There is a large sedimentation basin located in the south eastern corner of the Site. It is understood that this structure has been present on the Site since 1997 (See Historical Aerial photos - Table 4.1). The basin has concrete walls and was largely filled with sediment and water at the time of the inspection.

3.3.4 Surrounding Land Use The Site is located within an industrial and commercial area. Surrounding land use includes:

3.4 Environmental Setting 3.4.1 Geology The Site is located within the Blacktown Soil Landscape Grouping (according to The Sydney 1:100,000 Soil Landscape Series Sheet 9130 Sydney 1989). These soils are comprised of red and brown podzolics1 on crest, upper slopes and well drained areas and yellow podzolic and soloths2 in poorly drained areas. Some limitation are, highly plastic subsoil, low soil fertility and poor soil drainage.

Information on the general geology of the Site has been obtained from Sydney 1:100,000 Geological Series Sheet 9130 Penrith, 1991. This indicates the Site is underlain by Middle Triassic sediments, from the Wiannammata Group. This typically comprises shale, carbonaceous claystone, laminate and medium grained quartz sandstone.

3.4.2 Hydrogeology Review of the Botany Bay Topographic Map 1:25.000 Land and Property Information Third Edition 9130-3S, indicates the nearest surface watercourse (Cooks Creek) to be located 700m to the southeast, which is the inferred direction of groundwater flow. The Site is relatively flat with a designated surface water drainage system. Depth of the groundwater is estimated at between 5 to 10 metres below ground level.

4.0 SITE HISTORY The history of Site land use is summarised below. Information reviewed to compile the history of land use includes:

Historic Aerial photographs;

Historic Certificates of Title;

WorkCover New South Wales search of the Site’s dangerous Good File; and

Review of Previous Investigations;

CH2MHill (May 2004) Supplementary Environmental Site Investigation, Telstra Storage Depot, 57-67 Roberts Road Greenacre, New South Wales – Text only, no site plans, borelogs, laboratory certificates or results were made available.

4.1 Historical Aerial Photographs Historical aerial photographs of the Site taken in 1959, 1965, 1982, 1997, 1999 and 2002 were obtained from the NSW Department of Lands and Golder archives, and reviewed to assess the history of development of the Site. The review of the aerial photographs indicated the following:

Site: The Site was vacant land with little vegetation. Five roads around the Site (Amarina Avenue, Grevillea Street, Oleander Street, Girraween Street and Elouera Road) are unformed. Two single lot residential blocks were located within the Site (one to the north and one to the south); this was evident from what appear to be fences that surround them. Some ground disturbance was visible around the houses, possibly due to redevelopment (levelling). Surrounding area: The Site was surrounded by vacant land. The Enfield Rail Yard was evident at the eastern area. The rail yards included a number of work areas, rail tracks and carriages are also visible. Single lot residential development was starting to emerge.

1965

Site: The Site appeared generally the same as in the image from 1959, with the following changes: the single residential lot to the south was no longer present, and there appeared to be some ground disturbance in the south west corner. Surrounding area: A number of large sheds (possibly warehouses) were present to the south and west of the Site. The immediate vicinity was as per the previous photo (1959). The rail yard remained and residential development to the west and south had continued.

1982

Site: The Site had changed considerably since the previous photograph. The main changes included: two new buildings (possibly warehouses) were now present, the larger building to the west had two driveways, suggesting it may be separated internally. A smaller warehouse was present on the central east of the Site. Concrete pavement was evident around the large building; in contrast with the grassland cover surrounding the smaller building. Disturbed ground was visible to the south the smaller building. Surrounding area: Around the Site there were new buildings at the south west. Open storage areas existed near to the new buildings. Rail yards were present at the east section. The land between Site and the Rail yard was not developed. It appeared that turning bays in the rail yard had been removed.

Site: Main changes since the previous image included: concrete pavement had replaced grassed area visible in the previous image (to the north and south of the smaller building). A number of trucks, vehicles and large containers appeared on Site. Some unidentifiable items were present around the Site perimeter fence. An open storage area existed on the southern part of the Site. A rectangular structure existed in the east corner, which is consistent with the existing stormwater detention basin. Surrounding area: The scale of the image provided limited detail of the surrounding area, however what was visible appeared generally consistent with the previous photo. A new industrial warehouse (Finemores) was present at the south west of the Site.

1999

Site: The Site appeared consistent with previous image (1997) Surrounding area: The surrounding area was generally consistent with the previous image, realignment of rail and track within the Enfield Rail Yard appeared to have taken place.

2002 Site: The Site appeared similar to observations made during our Site visit on October 2010. Surrounding area: Surrounding land uses were generally consistent with the previous image.

2010 Site: The two main building remain on Site. Surrounding area: (based on Google Earth Map as at October 2010) Four main buildings have been demolished in the south-west corner of this area.

4.2 Review of Historical Certificates of Title

Our review of Historic Certificates of Title summary providing a history of ownership and land use is provided in Table 4.2.

4.3 WorkCover Search Results A search of WorkCover NSW dangerous good records for the Site was undertaken on 18 October 2010. The search indicated the following:

Mac Transport company applied for a Dangerous Good Licence in 2007, to store Calcium hypochlorite hydrated (known commonly as Pool Chlorine) approx. 20,000 kilograms, and; Liquid Petroleum Gases (knows as LPG) approx. 100 litres.

TNT applied for a Dangerous Good Licence in 2004, to store Liquid Petroleum Gases (knows as LPG) approx. 750 kilograms.

4.4 Previous Site Investigations As part of this PESA Golder has reviewed a Supplementary Environmental Site Investigation (CH2MHill) , which refers to a number of other previous investigations at the Site.

4.4. Summary of Site History Prior to 1961 the Site partly comprised farmland with a residential property. After 1961 a large pitched warehouse was identified on-site. By 1965 additional warehousing had been constructed. In 1969 the Australian Telecommunications Commission (now Telstra) took ownership of the Site, which operated as a Telstra storage depot and TNT handling centre until in 2004 Walker Corporation purchased the Site, then Mirvac subsequently acquired the site from Walker Corporation and now the Site is vacant.

4.5 Areas and Chemicals of Concern Based on the review of the current and historical activities at the Site the areas of potential environmental concern include:

AST/Waste Oil Store located within the northwest corner of the Site;

Fill materials which are present across the Site;

Sedimentation Basin (south-east corner); and

Storage of Chlorine (by Mac Transport).

The chemicals of potential concern (COPC), based on Site reconnaissance and knowledge of contaminants

associated, include the following:

5.0 CURRENT SITE INVESTIGATION

5.1 Sampling Plan Seven (7) boreholes were drilled in the target areas selected for investigation. Boreholes were drilled with a non destructive digging equipment and were extended to a nominal depth of 2 metres below ground level (wherever was possible). Soil samples were collected from each borehole at the following depth intervals:

Surface to 0.2m (near surface sampling);

0.5m to 1m;

1.0-1.5 m.

Soil samples were screened in the field by the use of a Photoionisation Detector (PID). The PID is a field screening instrument used to measure the presence of volatile organic compounds.

5.2 Field Program Details of the soil investigation are summarised in the following table. The locations of soil bores are

presented on Figure 3.

Drilling All drilling locations were drilled using an air knifing rig, a non-destructive drilling (NDD) technique.

Concrete coring was required at three locations (BH03, BH06 and BH07). Coring and drilling was conducted by Terratest.

Bores Drilled and Target Depth

Seven soil boreholes (BH01, BH02, BH03, BH04, BH05, BH06 and BH07) were drilled to a depth of minimum 1.1 metres below ground surface (mbgs) (BH06) to maximum 2.0 mbgs (BH01, BH02 and BH04).

The locations of the soil bores are presented on Figure 3.

Soil Logging Soil samples were collected and logged in accordance with Golder Associates’ standard methods and quality control procedures.

Sampling Methodology During air knifing, soil samples were collected from the borehole using a hand auger. Samples collected from 0.2mbgl, 0.5mbgl, 1.0mbgl and 2mbgl where possible. Dedicated disposable nitrile gloves were used when handling the soil samples. All samples were placed in clean, laboratory-supplied acid washed, solvent rinsed glass jars.

Quality Control One (1) field duplicate sample, one (1) rinsate blank and one (1) trip blank sample were collected and submitted for analysis for the purposes of quality control.

Soil Screening Soil samples were screened for the presence of volatile organic compounds using a photo ionisation detector (PID) that was calibrated to a known concentration of iso-butylene calibration gas and adjusted to measure the benzene equivalent concentration.

Decontamination Procedures

The hand auger was decontaminated between samples with Decon 90 solution and rinsed with potable water. Drilling equipment coming into contact with soils was decontaminated between soil-bores with a high-pressure water-jet and potable water.

Disposal of Soil Cuttings Soil cuttings were backfilled into the boreholes. Concrete core holes or intrusions were made good with similar materials.

5.3 Soil Sample Analyses All soil samples (including field quality control samples) were submitted to Australia Laboratory Services

Environmental Pty Ltd (ALS) for analysis.

The following table summarises details of the soil sample analysis undertaken.

A trip blank and rinsate blank were collected the day of sampling and were analysed for:

TPH, BTEX (Trip Blank for TPH C6-C9 only);

PAHs and phenols; Metals and metalloids (arsenic, cadmium, chromium, copper, lead,

nickel, zinc and mercury). OCPs and PCBs.

5.3.1 Soil Investigation Levels

Based on the continued use of the Site for commercial/ industrial land use, the investigation levels (ILs) used

to evaluate the soil analytical results are as follows:

NEPM 1999- The National Environmental Protection Measure Health Based Investigation Levels (National Environmental Protection Council, 1999) (NEPM HILs) have been developed for a range of land use categories. For each land use type, appropriate generic exposure scenarios and relevant generic exposure factors have been considered in developing a range of investigation levels. Based on the current and future land use, Golder considers the NEPM HIL Level F (commercial/ industrial) an appropriate investigation level for the on-Site soil.

NSW EPA 1994- The NSW Environment Protection Authority (EPA) Guidelines for Assessing Service Station Sites (1994) Threshold Concentrations for Sensitive Land Use – Soils (Threshold Concentrations). The NEPM HILs do not provide reliable trigger values for TPH and BTEX compounds. Considering the ongoing commercial/industrial intended future land use, the NSW EPA 1994 guidelines has been used as ILs for these compounds.

Adopted ILs for soils are summarised in Table 1 attached.

6.0 SAMPLING RESULTS

6.1 Soil Logging Soil descriptions for the lithology encountered during drilling are presented in the bore logs in Appendix G.

In general material encountered was Fill consisting of sandstone and gravel until 0.5m approx. where

changed to sandy clay, maximum depth reached was 2m.

6.2 Soil Analytical Results No elevated PID readings (from 1.2ppm to maximum 35.6 ppm), or significant hydrocarbon odours or

staining were recorded during drilling investigations. Soil analytical results are presented in the laboratory

certificates in Appendix H and summarised in Tables 2 to 3 attached.

Laboratory specific elements of data validation that have been checked and assessed for this project are

further discussed in Appendix I. On the basis of the validation procedure employed, the overall quality of the

soil analytical data is considered to be of an acceptable standard for interpretive use.

Review of the analytical results indicates that there were concentrations of contaminants of potential concern

(COPCs) detected above the laboratory’s limit of reporting (LOR) which are summarised below:

TPH C15-C28 and C29-C36 were detected above the LOR at concentrations of 220 mg/kg and 470 mg/kg respectively in soil borehole sample BH05 at a depth of 0.2 to 0.3 mbgl.

Total PAH concentration in soil borehole BH05 at a depth of 0.2 to 0.3 mbgl was reported to be 0.5 mg/kg. This was due to reported detection of pyrene at 0.5 mg/kg.

Arsenic was detected above the LOR in five of the seven soil samples with the highest concentration being 35 mg/kg detected in soil borehole sample BH07 at a depth of 1.5 to 1.7 mg/kg.

Chromium was detected above the LOR in all the seven soil samples with the highest concentration being 30 mg/kg detected in QC100 (Field Duplicate) of BH05 at a depth of 0.2 to 0.3 mbgl.

Copper was detected above the LOR in all the seven soil samples with the highest concentration being 31 mg/kg which was detected QC100 (Field Duplicate) of BH05 at a depth of 0.2 to 0.3 mbgl.

Lead was detected above the LOR in all the seven soil samples with the highest concentration being 30 mg/kg which was detected QC100 (Field Duplicate) of BH05 at a depth of 0.2 to 0.3 mbgl.

Nickel was detected above the LOR in all the seven soil samples with the highest concentration being 13 mg/kg which was detected in soil borehole sample BH06 at a depth of 1.0 to 1.1 mbgl.

Zinc was detected above the LOR in all the seven soil samples with the highest concentration being 84 mg/kg which was detected in soil borehole sample BH06 at a depth of 1.0 to 1.1 mbgl.

However, the concentrations of the COPCs were below the adopted investigation levels (ILs) for all samples. There were no exceedances of adopted health-based soil investigations levels for a continued commercial/ industrial land use exposure scenario.

There were no detections of asbestos fibres in soil in the two surface soil samples submitted from the unsealed portions of the Site.

7.0 DISCUSSION A PESA with a limited soil investigation has been completed at the property known as 61-65 Roberts Road, Greenacre. The investigation was limited to assessment of surface soils and did not investigate the potential for groundwater contamination from on- or off-site activities.

The PESA has consolidated the historical Site information, identified potential sources of environmental concern based on past and present activities undertaken at the Site and provided characterisation of the fill across parts of the Site.

The Site has predominantly been used as a Telecommunication Depot since Site development, then subsequently used for storage/ transport of goods by transportation companies. The identified areas of environmental concern that were identified include:

An AST/Waste Oil Store located within the northwest corner of the Site;

Soil/fill of unknown origin present across the Site

Large sedimentation basin located in the south eastern corner of the Site

The investigation generally targeted the potential areas of environmental concern, with the results indicating

that the soil/fill material had not been impacted by past uses of the Site. The soil analytical results at the

locations sampled for this limited investigation are below the thresholds requiring further investigation for

continued industrial/commercial use and are consistent with acceptable levels for ongoing commercial /

industrial use. These results do not trigger a “duty to report” to the Department of Environment Climate

Change and Water under the Contaminated Land Management Act 1997.

Surface staining and a slight detection of total petroleum hydrocarbons within one sample (BH05) may be associated with surface spill s or leaks of fuel or oil from vehicles used for transportation of goods to and from the Site.

There were no investigations of the sedimentation basin conducted as part of the PESA.

9.0 LIMITATIONS This Document has been prepared for the particular purpose outlined in Golder’s proposal and no responsibility is accepted for the use of this Document, in whole or in part, in other contexts or for any other purpose.
