INOPPOSITIONTOHOUSEBILL213 ThisBillisaWolfinSheepsClothing.ItisthethirdattemptinthreeyearsbytheFloridaBankersAssociationwiththeco-operationoftoomanyMembersofthisHousethattheyhavetriedtohijacktheFloridaCongressfortheircriminalpurposes. TwoyearsagotheytriedtobulldozethroughthisHouseaBilltoturnFloridaintoanon-
JudicialState.FloridianslettheirvoicesbeheardandIwaspersonallyinvolvedinworkingwithMortgageJusticeinputtingintothehandsofeveryvotingMemberofbothHousesadocument,whichsetoutindetailtheproofoftheircriminalintent.
InFebruary2011workingwithMortgageJusticeeachMemberofthisHouseandtheSenate,ourGovernor,LieutenantGovernor,AttorneyGeneralandeverySupremeCourtJusticeweretherecipientsofonehardcopyandoneemailcopyofanextensive
documententitledTheRestorationofJusticeinFlorida.

SponsoredCorruptionofGovernment,outlinedTheUrgentNeedForLegislative,ExecutiveandJudicialActionstoreversethetotalbreakdownoftheintegrityofallthreebranchesofgovernmentwhichhasbecomeanepidemic,operatingasitisincompletecontemptoftheConstitutionoftheUnitedStatesandoftheStateofFloridaandthelaws
derivedtherefrom.
Notsurprisingly,despitethedetailedandaccuratelyevidencedcontentofthat30pagereportandits6page,easytounderstand,synopsis,ithasresultedinnoperceivableaction,exceptthatthecorruptionhasaccelerated,sothatwearenowlivinginaStatewherecorporateandgovernmental

spiritoftheConstitutionsandTheRuleofLawisevidentfromanydetailedlookatthecontentofHB213,themethodologyfordraftingit,introducingittothisHousebytheChairoftheCivilJusticeSub-Committee,[whoincommonwith11outofhis15MembersareAttorneyswhoasmembersoftheFloridaBaroccupyofficesinanotherbranchofgovernment,inviolationoftheseparationofpowerscontainedinArticleIISections3&5oftheFloridaConstitution,oneisthewifeofaPolkCountyCircuitCourtJudgeeligibletotry
Foreclosurelawsuits,leavingonlythreeapparentMemberswhoarenoteitherBarMembersorhaveaconflictofinterestbymarriage].AdetailedexaminationofthefactsandlawswouldalsoexposetheactiveroletakeninamendingHB13duringincameraextensiveworkshops,bythisoutpostoftheFloridaBarandtheSupremeCourtwithinthelegislatureinfurtherviolationoftheFloridaConstitutionandthebarefacedliestoldbyitssponsorMembersoftheHousewhenpresentingtheBillandansweringquestionsraisedbyCommittee
Members. However,itappearsthatatleasttheSpeakerofthisHousemayhavetakennoticeofoureffortsandthoseofotherswhohavepetitionedorgiventestimonybeforetheHouseinthepast,orhaspossiblyconcludedthroughhisownastuteobservations,thatFloridasGovernmentmaynotbeactingintheinterestsofitspeople.

Inparticularpleasenotethedetailandclarityofhisremarkswhenspeakingoftheimportanceoftheseparationofpowers.AlsopleaseconsidertherelevanceofhisspeechtoHB213,wheretheConstitutionsespeciallytheseparation
ofpowers-arebeingwantonlyviolatedbythisHouse-aprimeexamplethathiswordsfellonstonygroundandtheobviouslydeafearsofthemajorityofhisMembers.
AsoflastyearthisHousewillconductitselfinadisciplined,respectfulandtransparentmanner.WewillabidebyRulesandwewillrespecttheCommitteeProcess.IwilldomybesttocommunicateclearlyandtrytosaywhatImeanandmeanwhatIsay.Ithasbeenandwillcontinueto
bemypolicynottocommentonyourMemberBills.CommitteeChairsandSub-CommitteeChairswillcontinuetohavewidelatitudeindecidingwhethertoagendaBills.Thelegislatureisacollaborativeprocessandnoindividualopinionbodyormindshouldbedispositiveonmattersofpublicpolicy,butifyouconsideryourownindividualvotesduringthisSessionletmesuggestthatwhyyouvotemaybeasimportantashowyouvote.Itisnogreatpoliticalinsighttoobservethatinthiselectionyearastrongundercurrentof
frustrationpervadestheAmericanbodypolitic.Thepunditsblamethepoliticians,thepoliticiansblamethemedia,theleftblamestheright,therightblamestheadvocatestheadvocatesblametheactivistsandinallofthatchaoswhatgetslostisthisthefactthatwespendsomuchtimetalkingaboutwhoistoblame,theverythingthatdrivesthepublicsfrustration.
Thereisagrowingsensethatourpoliticaldiscoursehasbecomepretextualandafearthatthepoliticsofpersonalinteresthavebecomemoreimportantthanpublicpolicyandthatourdecisionmakingisdrivenentirelybyavariceandambition,byegoandbyemotion.
Members,ifwearehonestwithourselvesthosefearsarenotirrational,noraretheyentirelyunfounded.Afterall,politicsisnothingmorethanhumanbehavioramplified.Adefiningtraitof

humanhistoryhasalwaysbeenastruggletobalanceournobleandourselfishimpulses.Thedangercomeswheneverweallowthatbalancetobeoverwhelmedbyakindofpoliticalrelativismthatjustifiesourwhimstothedetrimentofour
obligationsandnogroupofleaderseverunderstoodthisdangerbetterthanourFoundingFathers.
ThegeniusoftheFoundersdidnotlieintheirgraspofpoliticalorinstitutionaltheory,butintheirexquisiteunderstandingofhumannature.TheyhadseeninthemonarchiesofEuropethedangersofmergingpoliticalpowerandpersonaldesiresandsotheycraftedawrittenconstitutionbasedonthenotionsoflimitedgovernment,fundamentalindividualrightsandtheseparationof
powersandunderstoodinordertoprotectfreedomandsecurelibertytheRuleofLawmustalwaystrumpthelawsofRulersandconstitutionwhetheritstheFederalconstitutionorourFloridaConstitutionisnotacollectionofabstractprinciples,beinginsteadaverypreciseroadmaporcompasstohelpthoseofuswhoaretemporarilyentrustedwithpoliticalpowertofollowtruenorth.SoasweapproachthisSessionitismysuggestionthatweturnfirsttoourFloridaConstitutionforguidanceanddirection.
Aftertalkingabouttheproblemsofbalancingthebudgetandwhenspeakingofthe10yearrevisionofpoliticalboundariesheagaintookuptheimportanceoftheseparationofpowersandtheConstitutionswhenhesaid;
Becauseunfortunately,here,morethananywhereelsetheconflictexistsbetweenthepolitics,personalpreferenceandtheRuleofLaw.
ButtheFoundingFathersknewthattheRuleofLaw
wasnecessarytoensurethatthegovernmentdidnotsimplybecomeavehicleforpersonalagendas.TheyalsounderstoodthatadherencetothatRuleofLawwouldtakemorethananhonorsystem,sotheyintroducedthedoctrineofseparationofpowersandchecksandbalances.Sometimesthechecksandbalancesrequirethelegislaturetoacttocurbtheexcessesofotherbranchesofgovernment.Other

times,however,wearenottheheroesofthestorybecauseitisthelegislaturethathasfailedtogetitjustright.
AtthetimeofwritingthisReportthisunconstitutionalBillhasalreadybeenpassedbytheHousesCivilJusticeSub-Committeewhowenowknowhavebeeninstrumentalindraftingsubstantialamendmentsatthreeincameraworkshopsaftertheyapproveditscontent,meaningthatthoseMeetingstookplaceinprivate,twobeforeandoneaftertheMeetingoftheEconomicAffairsCommitteeonFebruary8,2012.
Suchisthehastetorailroadthis
unconstitutionalBillintolawbythesenon-Members
ofthisHousethatithasbeensubstantiallyalteredbetweenthetimeswhentheCivilJusticesub-CommitteeapproveditanditspresentationtotheEconomicAffairsCommitteeandagainbythissametooloftheFloridaBarandoftheJudicialBranchofGovernmentaftertheEconomicAffairsCommitteehadapprovedit. NeitherCommitteewastoldthetruthbyeitheroftheBillssponsors,neitherofwhomdeclaredanyconflictofinterestorevenanypersonalor
businessinterestintheBilltheyhavesponsored.ThesedeceptionswereexacerbatedandfurtherdistortedbytherepresentativeoftheFloridaBankersAssociation,whopresentedittotheCivilJusticeSub-Committee. ItisapparentfromthevotingpatternsinbothCommitteemeetingsthattheRepublicanPartyhassofarnotproducedonedissentingvote.AttheEconomicAffairsCommitteeallfourdissenterswereDemocrats,butofthefourAttorney/Membersofthe
CivilJusticeCommitteewhowerealsoMembersoftheFloridaBaronlyonevotedagainst,thatwasRepresentativeSoto,whoopenlyboastedtoagroupofprotestorsinTallahasseeayearago[atwhichthewriterofthisreportwaspresent]thathewasonoursidebecauseinhisAttorneypracticeinOrlandohewasdefendingover500foreclosureclients.Thisseemstoindicatethattheloyalty

totheFloridaBarisgreaterthantheloyaltytoeithertheRepublicanParty,theDemocraticPartyortothevoterswhovotedalloftheAttorneysofeitherpartyintooffice,unlesstheactofvotingagainstthisBillinthatsub-Committeewouldsend
asignaltoyourclientbasethatmightaffectyourpersonalincome.IntherecentwordsofSpeakerDeanCannon,whyyouvotemaybeasimportantashowyouvote! NobluebloodedAmericanwhobelievesintheConstitutionoftheUnitedStates,theBillofRightsandinaffordingourcitizenstherighttolibertyandthepursuitofhappinessandlessgovernment,couldpossiblyvoteforthiscorruptedgarbagemasqueradingasalawforthecommongood.
ThisespeciallyappliestotheRepublicanswhosostronglyadvocatelessgovernmentwhentheyareprotectingtheinterestsofthecorporationsbutwhohavevotedunanimouslytosupportHB13inthetwoCommitteesthathavesofarconsideredit. BeforetherecanbeanyhopeofgettingthecorruptionoutofourStateGovernmenttheliesmustfirstbeexposed,nottojointheblamersreferredtobySpeakerDeanCannonbuttocreatetheurgencyforCongresstoactdecisivelytopass
lawstoenforcethoseexistinglawsbycontrollingtheexcessesofourJudiciaryandExecutiveBranchesandforthisHousetoceasebeinganinstrumenttomakeiteasierforthosebranchesofgovernmenttoabusethoselaws. Goodintentionsarenotenoughinacrisis.AsIhavepreviouslystatedinsomanywords,theforeclosurecrisiswouldquicklyevaporateifthisStateinallitsbranchesceasedtojustifytheirunconstitutionalbehavior,adheredtoour
governinglaws,andstartedonanewpathtoenhanceandimprovetheRuleofLawandputintoreverseitslongestablishedtraditionoflegislatingtocreatemoreLawsof[andfor]Rulers.

theintegrityofitssystemofgovernment,whichincreasinglyactsastheprotectorofCorporateInterestswithoutregardtothecitizensthatourDemocraticRepublicslawsweredesignedtoprotect.Thisbreakdownhasreachedepidemic
levelsinbothFederalandStategovernments,extendsthroughallthreebranchesofgovernmenttotheextentthatitnowoperatesincontemptoftheConstitutionoftheUnitedStatesandoftheConstitutionoftheStateofFlorida.
Theshallownessofthejustificationsto
continuetofavorthecorporateconglomerateswhodominateanddirectourlives,isthatitisthoseverycorporationswhoprovideuswithourjobsandoursecurity,wasexposedwhenthemassexportof
AmericanJobsandtechnologicalknowhowtookplacecausinghundredsofthousandsofjoblosses.Withthosejoblosseswentthehealthcareofthefamilies,theirpensionandotherbenefits. WithoutflyinginthefaceofthisHousesguidelinesonhowtosubmitevidenceandobservationspolitelyandinbriefitisimpossibletoeffectivelyaddressproblemsofsuchmagnitudewithinthoseconstraints.ThisespeciallyappliesnowthatourFederalandStategovernment
institutionsconstantlyworkwiththoseinternationalconglomerateswiththesoleaimofprotectingtheirpositions,whichalsofundtheirpoliticalcampaigns,fundtheirfavoritecharitiesandmore,aswasperfectedbyFannieMaeandFreddieMacwiththedeliberateintentionofallowingthoseprivateCorporationstoretaingovernmentfundingtosupporttheirownhugepersonalbenefits.Thisun-Americanallianceofgovernmentand
corporationsviolatesthecivilandcriminallawsoftheStateofFloridaandoftheUnitedStatesofAmericaandexistsfornootherpurposethantocontrolthepeoplefortheprofitofbothpartnersincrime.WhatiscrystalclearisthatnoneofthiscorruptbehaviorisofanybenefittotheresidentsoftheStateofFloridaanditsurelydoesnotconformtothegoverninglawsofthis

State. TocompletelyunderstandtheevilintentofHB213wemuststartwiththeliesandlackofdisclosureamountingtomassivedeceptionof
investorsinsecuritiesbyBankstersandWallStreetcollaboratorsthatoccurredwhentheyweresoldhighyieldingandsafeMortgageBackedSecurityBonds.OnthoseassurancesBillionDollarplusProspectusesweresoldbyWallStreetSecurityBrokersasDerivatives.ThoseincomestreamswerebaseduponfalseassurancesbytheRatingAgenciesthattheyhadexaminedeachportfolioofthehundredsorthousandsofindividualmortgagescontainedineachmortgagepoolandfoundthepoolqualifiedforAAARatings.Assuchthese
ratingsputthemonaparwithUSTreasuryBonds.ThisHouseneedstoknow,ifitdoesnotalreadyknow,thatnoneofthoseportfolioswereeverexaminedasstated,forthesimplereasonthatatthetimetheyissuedtheirratingsthemortgagepoolsdidnotexist.AsimpleexaminationoftheOfficialRecordsoftheSECrevealsthetruththatallofthemortgagessaidtobeownedbytheSecuritizedTrustsdidnotexistatthetimethoseratingswereissuedbytheAgenciesandtheinvestorspurchasemoneywasallthatwasneededto
providetheBanksterswiththeseedcapitaltheyneededtolend10timesmoreofwhatwasessentiallyfiatmoneyproducedbytheFederalReservetofinancemortgagessetuptofail,pretendtotransferthemtoRealEstateMortgageInvestmentConduitsandcreatetheillusionthattheyhadcompliedwiththeprovisionsofInternalRevenueCode860toscoopthepool.
EachpurportedmortgagepoolwasgivenrespectabilitybytwoseparateRatingAgencieswho
falselygavetheirAAAratingsforwhichtheBanksterswhosetupeachpoolpaidanaveragefeeof$250,000toeachAgencyfromtheseedCapitaltoeachofthoseAgencies.ThisishowtheBankstersfraudulentlyextortedthemoneyfrompension,mutualandhedgefunds,fromMunicipalFundsallovertheworldandfromprivateinvestorsandforeigngovernmentstoobtaintheirseed

CapitaltokickofftheirunprecedentedandmammothPonzischeme. AstheseDerivativesweresoldbythevariousWallStreetBrokerstheresultingfundswerepaid
intoBankaccountsoperatedbyoneoftheBanksterswhosetupeachfraudulentpool.ThesaidBankhadtobeaFederalSavingsBankinordertohaveaccesstotheFederalWindowwhichpermittedthemtoborrowamultipleof9timesthatamountoffiatmoneyprintedondemandbytheFederalReserve.Asfewoftheseschemesgeneratedlessthan$1BilliontheBanksterwhowouldsubsequentlyemergeintherecordsoftheSECasMasterServicerorTrusteeofthePoolwasabletofundatleast$10Billionofworkingcapital.Toaddinsulttoinjury,upon
turningthisfiatmoneyintoPromissoryNotessecuredbyMortgages,[DeedsofTrustinnon-judicialstates]thesamePromissoryNoteswereeitherusedtogeneratemorefiatmoneyprintedbytheFederalReserveortoreplacethefundsraisedonthebankdepositsusedasseedCapital.TheFederalReservedidnotholdthebanksresponsiblefortherepaymentofthosefunds,butinfactusedthecreditoftheborrowerassecurityforlendingtheBanksterthefiatmoneyatamuchlowerrateofinterestthantheBanksterthenchargedthe
borrowerakindofBankswin,youlosetypeofarrangement. TheBankwhoraisedtheseedCapitalwouldeitheractasaWholesaleWarehouse,underwritingtheloansmadebysmallerbanksorbymortgageCompanieswhowouldpretendtobelendersandputtheirnamesontheNotesandMortgagesissuedtoborrowersandineithereventwouldreceiveahandsomecommission[knownasayieldspreadpremium]forpretendingtobetheLender.
Thisprocessoftopdownfundingofmortgages[asopposedtoagenuineLender],lendingfundstoobtainnotesandmortgagesisknownasTableFundingtodifferentiatebetweenthatmodusoperandiandthetraditionalmethodofcreatingthemortgagefirstandsubsequentlysellingitontotheSecondaryMortgageMarket.Fullydisclosedto

allpartiesthereisnothingunlawfulaboutsuchamethodoffunding,butundisclosedTableFundedloansarefraudupontheborrower.Further,alltheseTableFundedloansweremisrepresentedtotheborrowerandtheIRSastraditionloansmadebya
lenderwhosubsequentlysoldthoseloansintotheSecondaryMortgageMarket,inviolationofStateandFederalTruth-in-LendingLaws.Thiswasnotonlyunlawfulfraudupontheborrower,butwaspartofadeliberateschemetodefraudbothStateTaxCollectorsandtheIRSoutoftaxrevenue. InadditiontoinventingpretendlenderstheBankstersnexttrickwastocreatetheillusionofsellingtheirloans[whichtheydidnotownandthereforecouldnotsellwhattheydidnotown]
intoRealEstateMortgageInvestmentConduitTrusts[REMICS]asdefinedintheInternalRevenueCodeIRC860.REMICSenabledtheBankstopassthroughtothesepretendTrustsallfutureincomepaidouttothecertificateholdersoftheDerivativeswhofundedthetopdownprocessknownasTableFunding. TheillusionwascreatedfortheexpresspurposeofsecuringthismassivetaxbreakfortheBankstersinthefullknowledgethatthiswasan
illusiontohidetheTableFundednatureofallofthoseloans,inordertodeducttheirexpensesasabusinessdeductionbutpassthetaxliabilityonallfundspaidtotheinvestorsontotheinvestors. ThenextstepinthisintricatefraudwastoachievethreeprincipalobjectivesfortheBanksters.ThefirstwastoretaincontrolovertheNotesandMortgagesthattheSECsrecordsdemonstratedhadbeensoldintotheirpretendREMICTrusts,thentoensurethattheBanksters
namedinthosedocumentsreceivedahugeongoingincomeforactingasMasterServicers,Servicers,TrusteesorCustodiansandthirdlytoprofithugelybysellingloanstheydidnotownandknewwereguaranteedtodefault. OncetheloanpoolsweresoldandtransferredtotheBanksterFSBactingasTrustee[butnevertotheTrustforthesimplereasonthattherewasno

Trustactuallyestablished,oftendisguisedasaDelawareStatutoryTrustmorewordsdesignedtocreatetheconfusionthatwhatwascreatedwasaTrustandthatitwasaStatutoryrequirementinordertosetitupinDelaware.Justasthe
FederalReserveisnomoreFederalthanFederalExpressandhasnoreserves,aDelawareStatutoryTrustisneitherTrustnorStatutory.ItisinfactaLimitedLiabilityCompanyandlikeallsuchLLCsisownedbyitsmembers,buttheseLLCsdonothaveanannualreportingrequirementandkeepthedesignationinthatBankstersonshore/offshoretaxhaven,asactiveunlessanduntiltheMemberspetitionforittobemadeinactive. FormostpeopletheideaofBankssettingup
loansdesignedtofailisadifficultconcepttograsp,orevenbelieve,sinceitfliesinthefaceofbusinessbeingconductedtogenerateprofitforthatbusiness.ItisevenmoredifficulttobelievebecausetheBankstersridiculedsuchstatementsbysuggestingthatnobankwouldsetupaloantofailastheydependuponthoseloansbeinghonoredtogeneratetheirprofits.
However,thefactthattheyweredeliberatelysetuptofailbecomesrapidlyclearoncethetrue
natureofhowtheBanksterwhofraudulentlyobtainedtheseedcapitalsoldtheloansataprofittotheTrusteeandthenuseddefaultinsurancetofurtherprofitfromtheircrime.TocausefurtherconfusiontheyinventedanewtermtodisguisethetruenatureoftheseinsurancesshownintheSECdocumentationasCreditDefaultSwaps.
HavingpreviouslycircumventedtheStateinsurancelawstocreateCreditDefaultSwapsdisguisedasDerivativestheysoldtheseDefault
insurancesasDerivatives.AlltheBankstershadtodowastoproducethefalsifiedratingstoshowthattheinsuranceswouldseldombecalledupon,allthetimeknowingthathugequantitiesofthesehighqualityloansweresubprimeinnatureandthousandsofotherswerealreadyidentifiedasscratchanddentloans,withhugequantitiesofalltypesoftheseloanssubjectedtoteaserrateson

AdjustableRateNotes. Itwascommonpracticetosellupto30ormorecreditdefaultswapscontractsonthesameloanssothatwhentheborrowersdefaultedtheBanksters
wouldreceivemultiplepaymentsinadditiontothemoneyreceivedaspaymentinfullwhentheysoldtheportfoliototheTrusteefundedbytheInvestors.ThiswasamajorcontributingfactorinthetoobigtofailFederalgovernmentTARPandsubsequentbailoutfundsandexplainswhyAIGwasamajorbeneficiaryofthosefundsmostlythroughGoldmanSachswhoreceivedtheTarpfunds. ByholdingontotheNotesandMortgagestheyfalselyclaimedtohavesoldtoREMICSallthey
neededtodotogetthefinalpayoffwastoforecloseonthosedocumentstostealtherealpropertyfromthehaplessborrowers,mostofwhomdidnothaveanyinklingoftheeventsdescribedherein.ToensurethesuccessofthelaststageoftheirPonzischemetheystartedthegovernmentsmearcampaigntocreatethefalseimageoftheirresponsibleborrower.Whataracket.
ThisismassiveracketeeringbyBanksterswiththefullcooperationandactiveparticipationof
ourgovernmentinstitutionsthecompleteoppositeofwhattheFoundingFathersenvisionedwouldbepreventedbytheConstitutionoftheUnitedStatesofAmericatheyhadworkedsodiligentlytocraft,dependantforitssuccess,asitwasontherigidseparationofpowersprovisionsoftheUSConstitution. NowhereisthiscollaborationbyourStateGovernmentmoreapparentthaninourCircuitCourts,whereJudgesbehavemorelikeattorneysfor

theStateofNewYork.WhatshouldhavebeenacriminalindictmentwasacivillawsuitandinlinewithallprevioussettlementsarisingoutoftheBankstersfraudsitwasconvertedintoanofaultsettlementsupportedbyagagorderwiththeproceedsbeingpaidtothestategovernments.Toaddinsulttoinjurysomeoftheproceedsweretobeallocatedforthebenefitofresponsiblehomeownerstoreducetheirpaymentstotheirlenderwhenweknowthatthereisnosuchentityentitledtofilesuit.Wecanbuthopethatthe

InternetwereobviouslyhastilydraftedtocountertheeffectsofadecisioninaDistrictCourtofAppealonJanuary25,2012,whichdefinedanumberofgroundsforsettingasideJudgmentsandreturningstolenrealpropertytoitsrightfulowners.Thenewamendment,inafurtherdeliberateattempttoshieldtheBankstersandtheCourts
unlawfulseizureofpropertyfromthepotentialconsequencesoftheiractionsnowseekstorestrictpersonswhohavelosttheirpropertyinaforeclosuresaletobeingawardeddamagesandwillprecludethevictimfromtherighttoregaintitletothepropertyunlawfullytakenfromthembyavoidCourtJudgment.Thisisyetanotherattempttocover-upthemassivecollaborationwiththeirBanksterfriendsbytheStateofFlorida,abusestheRuleofLawandfurtherdestroysthedueprocessrightsoftheresidentsofthisState.

last10dayshavedrawnlinesinthesandregardingthecontinuedviolationsofdueprocessrightsbyourCircuitCourtsinforeclosureactions.Baseduponthosetwodecisionsalonethousandsof
fraudulentforeclosurescanbereversed.Thefactpatternsinthesetwocasesmirrorthefactpatternsofalmosteveryforeclosurecasethathasbeenfraudulentlyforeclosed,opensthedoortothereturnofmillions,ifnotBillionsofDollarsofstolenrealproperty,stopsthousandsoffrivolouslawsuitsfromSummaryorTrialJudgmentsincurrentDocketsofthoseCourtsandexposestheBanksterstotherealpotentialofdefendingFederalRICOlawactions.ItisthereforenotsurprisingthattheBanksterswanttolessenthe
chancesofsuccessbyaDefendantinthesecasesandwhytheyhaveincludedintheirBillwhattheyeuphemisticallydescribeastheextensionoftheShowCauseStatute,whichintruthisafurthermajorviolationofdueprocessrightsbytransferringfromthePlaintifftheresponsibilitytoproveitscasetotheDefendanttoprovethattheydonothaveone.
Wedonotneedanewlawtomakeiteasierfor
theBankstocontinuetoobtaintheircriminal

governmentdomination.Anindependentlegalprofessionisanimportantforceinpreservinggovernmentunderlaw,forabuseoflegalauthorityismorereadilychallengedbyaprofessionwhosemembersarenotdependentontheexecutiveandlegislativebranchesofgovernmentfortherighttopractice.Supervisionbyanindependentjudiciary,andconformitywiththerulesthejudiciaryadoptsfortheprofession,assuresbothindependenceandresponsibility.

MembersofthisHousemustknowthatself-regulationdoesnotwork,hasneverworkedandisalwaysaninstrumentofcorruptionand/orprotectionism.MembersoftheFloridaBarhaveturnedthisintoanartform.AttemptsbyourpreviousAttorneyGeneraltoinvestigatethethousandsofcrimescommittedbyattorneysemployedintheso-calledforeclosuremillswerebroughttoahaltwhenaMiamiJudgeproclaimedthatonlytheFloridaBarandtheSupremeCourtcouldinvestigateandprosecuteanAttorney.
TofurtherinsulatetheirMembersagainstcompetitiontheyhaveunlawfullycreatedthemyththatanypersonwhoassistsanotherduringthelegalprocesshascommittedafelonybypracticinglawwithoutalicense.ThisphonylawisentirelyunderthecontrolanddirectionoftheFloridaBarandtheJudicialBranchofourGovernment.ItnotonlyallowstheBartoinvestigateandprosecuteanyonesuspectedofpracticinglawandtoobtainconvictionsinthecriminalcourtsadjudicatedby
theirfellowbarmemberswhoarealsoJudgesinCircuitCourts. Aswithallbadlawstheyarealwaysjustifiedasbeingintheinterestofthecitizens.Whenjustifyingtheunlicensedpracticeoflawasbeneficialtothepeopletheysuggestthataccusedpersonshavepretendedtobeattorneys.ThetrueeffectofthislawistoreducetheoptionsopentoadefendantinanylawsuittobeingrepresentedbyamemberoftheFloridaBar,orbeingaprose

drafttheirpleadingsandpresenttheirlegalargument.TheonlythingthepublicneedstobeprotectedfromisthepotentialforapersonwhoisnotlegallyqualifiedandamemberoftheBartopretendthatheorsheisanattorney,orisasgoodasanattorneybecausetheywenttolawschoolbutdidnotcompletethecourse.Alongwithanyotherfraudulentpretencesuchrareoccurrencescouldbeeasilydealtwithbycriminallawswithsuitablepunishmentsforoffenders.
NootherprofessionortradeinthisStateenjoyssuchprivileges,forwhichthereisnojustification.TheFloridaBarisGuildwhichdoesnotpermitanyotherguildsofattorneystobeformedoroperateandenforcesthepaymentoftheirannualfeestoconductthebusinessforwhichtheyhavebeentrainedbyyearsatlawschoolandhavepassedthenecessaryexaminationstoprovetheircompetence. Eventhemedicalprofessiondoesnotenjoy
