Report In 24 June 2009 a Council of Local Government meeting was held in Parliament House in Canberra. Campbelltown Council representatives at this meeting were the Deputy Mayor Councillor Lake and Councillor Chanthivong in the role as President of MACROC. This Minister for Infrastructure and Local Government announced at this meeting an additional stimulus package grant to Council of $643,000 to be utilised following the expenditure of the initial stimulus package money which was provided to Council in October 2008 of $1.517m. At the Briefing night on Tuesday 15 September 2009 a presentation was provided identifying the projects for which the $643,000 will be utilised when the money is released by the Federal Government later this year. The following projects were identified: Project Description Amount Waminda Oval (East Campbelltown) Major refurbishment of amenities Block including change rooms and toilet facilities $120,000 Ambarvale Sports Fields Storage and shade facilities, cricket pitch, car park upgrade, spectator seating $90,000 Kooringa Reserve (St Andrews) Construction of new change room facilities that will be attached to existing canteen storage and toilets $120,000 Hurley Park (Campbelltown) Refurbishment of canteen area, construction of new toilets and upgrade of lighting $130,000 Milton Park Rugby League (Ingleburn) Installation of new lighting to both fields $100,000 Campbelltown Theatre Group (Old Town Hall) Removal and reconstruction of various sections of floor adjacent to the entrance and a number of smaller enhancements $83,000

In 24 June 2009 a Council of Local Government meeting was held in Parliament House in Canberra. Campbelltown Council representatives at this meeting were the Deputy Mayor Councillor Lake and Councillor Chanthivong in the role as President of MACROC. Submissions for these projects are presently being prepared and will be lodged with the Department as soon as possible. It is anticipated that the funding will be approved and formally allocated by the end of 2009.

Officer's Recommendation

8.2 Australia Day Awards Sub Committee Membership

Council at its meeting of 16 December 2008 resolved that the Australia Day Sub Committee be reformed as the Australia Day Awards Sub Committee to more accurately reflect the role of the Sub Committee. Council further resolved that the Sub Committee should be reformed with nine members drawn from the following:

• The Mayor (or nominee) • Two Councillors • The General Manager (or nominee) • Five Community Representatives (including the previous Campbelltown Citizen

of the Year) Advertisements were placed in the local papers seeking Expressions of Interest from community members interested in sitting on the Sub Committee. At the close of nominations three applications were received from Ms Debbie Schulstad, Mr Brent Murray and M/s Cassile Ortega. In order that the Committee can meet the timeframes for decision on the respective recipients of Australia Day Awards it is proposed that the Committee structure be altered to include another Councillor and four community representatives including the current Citizen of the Year, Ms Tanyia Harris. Following the close of nominations for the 2010 Awards, Sub Committee members be provided with copies of all applications. Sub Committee members will then meet in late November to review the applications and select the category winners.

Officer's Recommendation

1. That the Committee membership be adjusted as outlined in the body of the report.

2. That Ms Debbie Schulstad, Mr Brent Murray and M/s Cassile Ortega be

appointed to the Australia Day Awards Sub Committee for the current term of Council.

3. That the Australia Day Awards Sub Committee Guidelines be amended to

reflect the Sub Committee Membership as detailed in the body of the report.

11.1 Music in Communities Awards 2009

Report

Council has been provided with an opportunity to apply to the Music in Communities Network for up to $20,000 to assist with holding the 2010 All Ages Music Program in Campbelltown. Music in Communities Network is Australia's only national network for community music practitioners. It has been set up to raise awareness about, and stimulate action in, community based music making by helping to build the capacity of individuals and groups to develop and sustain effective recreational music making programs in communities. The All Ages Music Program is coordinated and supported by Campbelltown Council, together with financial support from Indent (Music NSW) and local industry partners. The All Ages Music Program has evolved over the last three years to provide opportunities for young people to engage in local music activities in a safe and positive environment and build local cultural and professional development programs for young people aspiring to careers in music. The program has seen the strengthening of grassroots musical development. Youth volunteering and engagement is also actively pursued and continues to be a major outcome of the program. The funding would assist in supporting Fisher's Gig 2010 and touring acts which would perform at Campbelltown Arts Centre.

Officer's Recommendation

1. That Council endorse the funding submission of up to $20,000 the Music in Communities Network for up to $20,000 to assist with holding the 2010 All Ages Music Program in Campbelltown.

2. That is successful, the funding agreement with the Music in Communities
