LTC 09/35 Changes to Parking Arrangements for Namut Long Day Care Service - H J

Daley Library Car Park That the design plan 12006 Sheet 1A be approved to alter the signage within the H J Daley Library car park to provide dedicated 8 spaces for the use of Namut Long Day Care Centre. LTC 09/36 Diversion of Ingleburn Gardens Drive - Linemarking/Signposting Plan 1. That the proposed linemarking/signposting for the diversion road and the roundabout be

approved by the Committee, subject to making the 'No Stopping' restrictions full length of the road and including yellow edge linemarking for the full length of the road.

2. That a Works as Executed plan for the linemarking/signposting be submitted to Council for

the Local Traffic Committee's records, following completion of the works and prior to the diversion road being dedicated as a public road. The Works as Executed plan shall indicate that the linemarking/signposting has been installed in accordance with the plans approved by the Committee and shall show the dates of installation.

3. That discussions with the local bus company, with regard to the provision of a bus service,

be continued after development consent has been issued for the Master Plan of the Ingleburn Gardens Estate.

4. That the requirement for a Traffic Management Plan be deferred until such time as it is

known how the south-western section of the Edmonson Park Release Area (the former Army Camp) will be developed.

5. That the requirement for a 40kph speed zone in the vicinity of the Aged Care facility and

the School be deferred until construction of the developments are commenced. 6. That splay corners be provided at the entry from the new road to the cul-de-sac head of the

Copy of Plan 11079, Sheet (Under separate cover) Background (06/08/2009) The Traffic Committee was advised at its meeting of 12 March 2009 regarding safety and visibility concerns at the pedestrian crossing in Cumberland Road, south of Norfolk Street, Ingleburn. The Committee resolved;

"That a review of the accident history and visibility be undertaken at the existing pedestrian crossing on Cumberland Road, Ingleburn, near Norfolk Street."

Site Inspection Council officers recently inspected the pedestrian crossing site in Cumberland Road, south of Norfolk Street. The following observations were made; 1. The pedestrian crossing has been recently painted. 2. Sight distances of approaching vehicles from the pedestrian crossing in the near lane are in

excess of 300m. 3. Fluoro yellow 'Pedestrian Crossing' signs exist on both sides and on both approaches to

enhance the visibility of pedestrian crossing. However visibility of the pedestrian crossing can be further enhanced by installing additional pedestrian crossing signs within the central median.

4. Advance warning signs exist on both approaches to the pedestrian crossing. These signs

could be upgraded to fluoro yellow to improve visibility of the pedestrian crossing. 5. Angle parking spaces adjacent to the Ingleburn Public School, north of Norfolk Street,

require re-linemarking. Instructions have been issued for re-linemarking the angle parking spaces in Cumberland Road at the frontage of Ingleburn Primary School, installing additional pedestrian crossing signs, and upgrading the pedestrian crossing warning signs to fluoro yellow.

Accident History According to the Roads and Traffic Authority's accident database of the latest five year period ending 30 June 2008, three accidents have occurred in the vicinity of pedestrian crossing. All these accidents happened outside school peak periods and involved vehicles only. There are no accidents involving pedestrians and there is no particular pattern in accidents. Two of the recorded accidents involved right turning vehicles entering or leaving Norfolk Street and one accident was a rear-end collision on Cumberland Road, north of the crossing. Two of the three accidents resulted in injuries. From the site inspection and accident review it is considered the pedestrian crossing is operating effectively. Additional Request Council has also received a request from the Ingleburn Public School for converting part of the 'No Stopping' restrictions in Cumberland Road at the school frontage to 'No Parking' for pick-up and drop-off functions during school peak periods. The school's request is considered to have merit as there is no designated pick-up and drop-off space especially for mini buses. Private childcare service providers operating mini buses are currently using the bus zone which affects the bus company's school bus services. The proposed amendment to the existing signposting is as indicated in attached plan 11079, Sheet 4D. It was also noted that before the installation of current 'No Stopping' restrictions as agreed with the school in 2003, the previous signage was for 'No Standing' to assist with the pick-up and drop-off functions. Discussion (06/08/2009) The Manager Technical Services advised of a complaint received regarding the visibility of the pedestrian crossing at Cumberland Road. A formal review has been undertaken with no significant issues being found. It was identified that as there are two pedestrian refuges on either side of the crossing, this may be causing problems for drivers identifying the pedestrian crossing. The Committee was also advised that instructions have been issued for installing additional pedestrian crossing signs within the median islands. Council has also received a request from Ingleburn Public School regarding parking and they are requesting the rezoning of the existing 'No Stopping' area to 'No Parking' restrictions. The Interline representative advised that trees are overhanging in the bus zone and requested that the school be asked to trim the overhanging branches.

Recommendation of Local Traffic Committee

Copy of Plan 11782, Sheet 1A (DW 2312754) (Under separate cover) Background (06/08/2009) At the Fisher's Ghost Festival 2008 debrief, the Traffic Committee was advised that there are a number of safety issues concerning irresponsible parking and stopping practices during the event at the intersection of Lawn Avenue and The Parkway. Council's Compliance Officers have suggested providing 'No Stopping' restrictions in Lawn Avenue at its intersection with The Parkway. In 2004, Council installed approximately 80m delineation linemarking including 6m double barrier line in Lawn Avenue, Bradbury, to improve delineation at The Parkway intersection to address motorists concern of conflict with turning vehicles. Parking restrictions in Lawn Avenue at The Parkway intersection are supported due to the road alignment and poor sight distance to the nearby crest in Lawn Avenue. The proposed parking restrictions are shown in the attached Plan 11782, Sheet 1A. The Roads and Traffic Authority's accident database for the five year period ending 30 June 2008 indicates two accidents in the vicinity of the Lawn Avenue and The Parkway intersection. A rear end accident in The Parkway on approach to Lawn Avenue happened during the morning peak period and resulted in a vehicle being towed-away. Another loss of control accident happened in Lawn Avenue on approach from The Parkway at night time, which was considered to have caused by a vehicle turning right into Lawn Avenue. The proposed parking restrictions will improve safety at the Lawn Avenue and The Parkway intersection. As Lawn Avenue is a local street it is suggested Council consult with local residents affected by the proposed restrictions before undertaking the signposting works. Discussion (06/08/2009) The Committee discussed the matter and supported the recommendations as presented, however suggested that the proposed parking restrictions be approved for use on a temporary basis during major events.

The service is located in Hurley Street opposite the H J Daley Library and will be open from 7.00am to 6.00pm Monday to Friday, catering for children aged from birth to 6 years from January 2010. It will cater for up to 39 children per day with trained and experienced staff including a trained teacher and 5 places will be retained for Occasional Care. It is expected that the bookings can be made for the following: 1. Full day using any hours between the spread of 7.00am to 6.00pm. 2. Half day sessions which are held either from 7.00am to 12.l5pm or 12.45pm to 6.00pm. 3. Limited Occasional Care bookings will be available each day on an hourly basis. This

hourly rate is charged regardless of whether a parent uses the entire hour or not.

The existing Library car park has 67 car spaces including 3 disabled parking spaces and 2 1/4P spaces and caters for Library customers and the staff and parents visiting the Namut Occasional Care Service. Library staff are mostly using the parking available at the rear of the Library or 4 spaces reserved on the front of the Library for parking. It is noted that the parking demand for the Library varies considerably depending upon the time of day and meeting room bookings and events. It is not uncommon for the car park to be full from about 10.30am - 12.00pm and again it can be very heavily parked during the after school rush from 3.00pm- 5.00pm. It was also noted that on some occasions, residents wishing to use Koshigaya Park facilities use this car park for convenience irrespective of the increased parking capacity within the Koshigaya Park car park. In view of the various times of the day the long day care service is proposed to operate, demand for parking is going to vary throughout the day and there is a need for staff and parents attending the service to obtain a parking space within the car park to drop off and pick up children safely. For this purpose it is recommended that 8 spaces within the Library car park closer to the proposed Long Day Care Service be signposted as "Long Day Care Centre only" to facilitate the safe pick up and drop off of children, and staff parking. It is recommended that the amended design plan 12006 Sheet 1A, be approved for the amendment of parking signage within the Library car park. Discussion (06/08/2009) The Committee discussed the matter and supported the recommendation as presented.

That the design plan 12006 Sheet 1A be approved to alter the signage within the H J Daley Library car park to provide dedicated 8 spaces for the use of Namut Long Day Care Centre.

Background (06/08/2009) A plan of the proposed linemarking/signposting for the diversion of Ingleburn Gardens Drive was tabled at the Traffic Committee on the 7 August 2008. At that time, Council’s Planning Division was assessing an application for an Aged Care facility, which required construction of this road for access. The plan generated considerable discussion at the meeting, because of the need for traffic calming devices, pedestrian crossings/refuges, reduced speed zones, alignment and width of the diversion road adjacent to the Aged Care facility, and the nearby proposed Anglican School. The following recommendations of the Traffic Committee were recorded and the applicant was requested to re-submit an amended linemarking/signposting for approval. 1. That the Developer submits details of truck turning paths along the route of the road. 2. That the proposed pedestrian crossing not be supported. 3. That the Developer holds discussions with the local bus company to seek advice on bus

routes for the area. 4. The Developer prepares a Transport Management Plan for the development. 5. That investigations be undertaken in conjunction with the RTA for a 40km (school zone) to

serve the proposed school. The applicant has now submitted a revised plan showing the proposed linemarking/signposting for the diversion of Ingleburn Gardens Drive, however due to the construction of the Aged Care facility and the Anglican school being deferred, it will be noted that the traffic facilities/devices, necessitated by these developments, have been omitted from the revised plan. As these devices will not be required until construction of the Aged Care facility and the School proceeds, it is suggested that the requirement for traffic calming measures be deferred until that time. The respective applicants for these developments will be requested to submit Traffic Management Plans to the Local Traffic Committee. As a consequence of the construction of the diversion road preceding the construction of the Aged Care facility and the School, the following comments are made in relation to the Committee’s earlier recommendations. 1. The applicant has included details of truck and bus turning paths with this submission. 2. The pedestrian crossing has been deleted. 3. The applicant has held preliminary discussions with the local bus company however it

was decided to postpone these discussions until after Council has issued a Development Consent for the Ingleburn Gardens Master Plan.

4. The developer’s consultant has expressed concern that it will be difficult to comply with

this recommendation because it is not yet known how the former Ingleburn army camp will be developed, in relation to road layout, lot yield, type of housing, volume of traffic etc.

5. With regard to investigations being undertaken, in conjunction with the RTA, for the

provision of a 40 kph speed zone adjacent to the Aged Care facility and the School, the applicant has requested that this matter be deferred until such time as the construction of these developments is commenced.

The Committee will also be aware that it is proposed to connect the diversion road to the existing cul-de-sac head at the end of Ingleburn Gardens Drive. This has necessitated modifications being made to the cul-de-sac head, in order to convert it to a roundabout. Details of these modifications are also tabled for comment/approval. The design and construction of the diversion road and roundabout are being privately certified and the applicant’s accredited certifier has stated that the design has been prepared in accordance with the Austroads Standards, however at the time of submitting this report, the Committee is advised that compliance with the relevant standards has not been verified. The amended linemarking/signposting plan is submitted to the Local Traffic Committee for comment and/or approval. Discussion (06/08/2009) The Senior Development Engineer provided updated plans of the project. The Committee was advised that Council have also received a subdivision application from the developers. The design and construction has been privately certified and Council has not been involved. The existing cul-de-sac at the existing road has now been dedicated as a public road. The Committee felt that a section of the driveway to the school be dedicated as public road where it enters the roundabout so as to provide a legal entry and prevent traffic delays within the school. The Interline representative expressed concern with the width of the roads and advised that the developers have not sought advice from Interline. Despite the applicant advising that discussions had commenced with the bus companies, the Interline representative advised the Committee that as far as he was aware no discussions have taken place.

Recommendation of Local Traffic Committee

1. That the proposed linemarking/signposting for the diversion road and the roundabout be approved by the Committee, subject to making the 'No Stopping' restrictions full length of the road and including yellow edge linemarking for the full length of the road.

The report was presented as a result of a review of parking spaces following a question raised at the Council meeting of 16 December 2008. A request from the local businesses on the southern side of Oxford Road for restricted parking at the rear parking area has also been considered as part of this review. Council Officers also undertook parking spaces occupancy in the Carlisle Street West Parking Area (opposite Woolworths) and Carlisle Street East Parking Area (rear of Ingleburn Public School). Carlisle Street West Parking Area (opposite Woolworths) Carlisle West parking area comprises the Woolworths Parking Area and the Council Parking Area. Council maintains and manages the Woolworths Parking Area under an agreement. In the 2P, MON-FRI parking area, only one vehicle was observed overstaying in the 118 spaces Woolworths parking area. The Council area is divided into two sections; a 16 space parking area located at the rear of the Medical Centres and 34 spaces at the rear of the Oxford Road shops. During the survey no vehicles were observed parking contrary to the parking restrictions within the 16 space parking area. In the 34 space parking area, approximately all vehicles were observed parking contrary to the signposted restrictions. In the 2P, 6.00-10.30am, MON-FRI, parking area, only two motorists parked within the 76-space area were observed parking contrary to the parking restrictions. These motorists appear to access the parking area before 8.00am and occupy the parking space the whole day. In the 3P parking area at least 55% of vehicles were parked contrary to the signposted restrictions. These motorists in this section arrive before 7.30am and continued to occupy the parking spaces past 3pm. In this parking area there are nine disabled parking spaces for people with disabilities. During the survey parking spaces were always available. Several motorists with disabled permits were also parking in the normal parking spaces. It was also observed that the occupancy rate in the 34 parking spaces in the Woolworths section having 2P, 6.00-10.30am, MON-FRI, restrictions was very low. lt appears that the existing parking spaces in the Carlisle Street West parking area are not fully occupied and except in two sections motorists are generally obeying the signposted parking restrictions. It is suggested that Council Rangers be requested to enforce the 3P parking restrictions areas and the area located at the rear of the Oxford Road businesses. Carlisle Street East Parking Area (adjoining Ingleburn Public School) This parking area has 78 parking spaces with no restrictions signposted. Occupancy rates during a recent site inspection are indicated in the following Table.

This is the only off-street parking area south of Oxford Road which has unrestricted parking spaces. These spaces are used by commuters, businesses and Ingleburn Public School. The site inspection at 3:40pm indicated that 10 vehicles (approx. 25%) had arrived before 7:40amand had then left the parking area. The availability of parking spaces during business hours is limited in this area for local businesses fronting Oxford Road. They have requested restricted parking in some of the parking spaces to enable their customers to park. It is therefore suggested that the 23 parking spaces located along the southern boundary of the parking area be signposted as 2P, 6-10.30am, Monday to Friday. It is also suggested that 23 restricted spaces be converted to unrestricted parking spaces in the Carlisle Street West Parking Area due to the low observed occupancy rate, to compensate for the proposed change. There are no disabled parking spaces in this parking area. The provision of disabled parking spaces in this area is not recommended due to the lack of disability friendly facilities to adjoining buildings. On-Street Disabled Parking Spaces As part of this review existing on-street disabled parking spaces were also reviewed. No changes are proposed at this time. Discussion (06/08/2009) The Committee discussed the matter and supported the recommendations as presented.

1. That Council undertakes consultation with respect to the proposed changes to parking restrictions with the Ingleburn Public School and businesses south of Oxford Road.

Access Road Traffic Management Plan (Under separate cover) Background (06/08/2009) Council has received a Traffic Management Plan (TMP) from the Glenfield Junction Alliance (GJA), comprised of MVM Rail, Macmahon, Bouygues Travaux Publics, Parsons Brinkerhoff & the Transport Infrastructure Development Corporation, proposing that a fourth arm at the Glenfield Road roundabout be constructed on the south western side of the roundabout to provide access to the temporary site compound, and for access for construction of the new multi-storey car park on Roy Watts Road, Glenfield. The TMP is forwarded for the construction of the access road only. As Glenfield Road is a State Road, the Roads and Traffic Authority will be the approving authority. It is proposed that the construction of the access road be undertaken from mid August to mid September 2009 and the speed zone is proposed to be reduced to 40km in accordance with the site specific Traffic Control Plan prepared by Orbital Traffic Management Pty Ltd in accordance with AS 1742.3 and RTA Traffic Control at Worksite Manual. This TCP and the Road Occupancy Licence application has also been submitted to the Traffic Management Centre (TMC) of the Roads and Traffic Authority (RTA). The proposed construction access will require the removal of an existing guard rail and relocation of an existing street lighting pole. It is expected that general delivery vehicles, trucks and semi trailers delivering material to the site will be using this construction access which will be in use over the course of construction from August 2009 to 2013. Access to all vehicles in Glenfield Road will be maintained for all vehicles during construction of the access. The GJA also confirms that community updates have been delivered to businesses and residents, with the first notice sent out on 23 April 2009 and a second notice covering the period from May to July 2009 on 29 May 2009.

On 22 July 2009 a third notice was issued to the community identifying the proposed works at the roundabout. All community updates are available on the TIDC website for perusal. The submitted TCP, prepared by Orbital Traffic Management, indicates the use of Traffic Controllers at the roundabout to control traffic to allow construction vehicles access. It appears that two Traffic Controllers will control traffic at the roundabout, one controlling the traffic coming over the overpass and one controlling both traffic from Glenfield Road and Roy Watts Road. For the purpose of traffic control, Roy Watts Road is considered to be a road related area and advance warning signs are not shown on the TCP, but are required to be installed to warn motorists. Further, the TCP should also extend the signage to a distance due to poor sight distance around the corner to stopped vehicles. In the absence of construction drawings for the access road, it is not clear from the details submitted in the TMP whether the access will be constructed with kerb and gutter and a splitter island with sufficient sight distances for the access to operate safely. It is prudent that the design plans for the access road be submitted to the RTA and Council for further concurrence of the construction access. It is suggested that the submitted TMP be noted and GJA be requested to amend the submitted TCP as discussed and the revised TMP be submitted to the Roads and Traffic Authority for concurrence. Discussion (06/08/2009) The Committee discussed the matter and supported the recommendations as presented. The Roads and Traffic Authority representative forwarded an email prior to the meeting confirming the concurrence to the recommendations and confirmed that the RTA agrees to the fourth leg at the roundabout subject to receiving engineering details of the construction.

Recommendation of Campbelltown Traffic Committee

1. That the submitted Traffic Management Plan be noted. 2. That the Glenfield Junction Alliance (GJA) be requested to consider additional advance

warning on Roy Watts Road and review the locations of signage on the Glenfield Road overpass approach to provide appropriate warning times.

Nil Background (06/08/2009) Council has received a request to install 'No Stopping' parking restrictions at the end of cul-de-sac of Moore Street, Campbelltown due to cars being displayed with 'For Sale' signs near the access driveways at the cul-de-sac. Sydney Anglican Home Mission Society operates from the property with a driveway at the end of the cul-de-sac. Because of the high exposure to vehicles for sale from traffic on Moore Oxley Bypass, a number of car owners are parking very close to the cul-de-sac, legally, however restricting the ability for ingress/egress to the Mission Society. Council's Compliance Officers have expressed that they are unable to enforce the 'For Sale' cars being parked at this location and supported the 'No Stopping' restrictions to clear the cul-de-sac turning area. The Roads and Traffic Authority Delegated Authority approval restricts Council to install parking restrictions within a 1km radius from the Campbelltown Railway Station. Traffic Control Plan (Under separate cover) Background (06/08/2009) Council, as in previous years, proposes its annual Christmas Carols event on Saturday, 5 December 2009 at the Campbelltown Arts Centre. This requires temporary full road closure of Art Gallery Road in the mid-block section between Old Menangle Road and the roundabout access to the Catholic Club's Aqua Fit Centre from 12.00pm midday to 12.00am midnight. This requires submission of a Special Event Transport Management Plan (SETMP) to the Roads and Traffic Authority (RTA) for endorsement. The proposed event does not impact on local or major traffic and transport systems and does not disrupt the non-event community in the immediate vicinity. The proposed event can be categorised as a Class 3 event in accordance with the RTA's event matrix. The proposed road closure on 5 December 2009 affects access to the Campbelltown Art Centre only. Access to the Aqua Fit Centre will be via Old Menangle Road and Appin Road. Administrative, performer support and emergency vehicles will be permitted within the road closure area for parking and deliveries. Art Gallery Road, in essence, will be closed with the view to eliminating conflict between pedestrians and through traffic. Accredited Council staff will manage the road closure. Parking will be promoted at the Bradbury Park parking area across Moore Oxley Bypass, which has approximately 170 parking spaces. A further approximately 1230 informal parking spaces will be available in the grassed area and on the playing fields. A courtesy shuttle bus is being planned to transport patrons to and from the car park, especially for those with mobility restrictions. Council is also seeking support from the NSW Police Force for the event. Council will submit a SETMP to the RTA providing a copy of the Traffic Control Plan showing the closure. Council will advertise the temporary road closure in association with the promotion of the event.

Entertainment will be provided during the course of the evening, and music will continue to play after the midnight fireworks to assist in reducing the immediate exodus of people. The event will operate in a similar fashion as the previous year event, with food stalls and entertainment to be in Koshigaya Park to encourage spectators to stay within the confines of the Park. The following arrangements will be implemented as in the previous year and include feedback comments made at the end of the last year event. Advertising: • Advance warning signs on all approaches to the road closure to promote detour routes. • Advertisements in local newspapers and letters to emergency services, public authorities

and transport organisations. Traffic Management: • The proposed event can be categorised as a Class 2 event in accordance with the RTA's

event matrix. • The proposed event does not impact on local or major traffic. • The Eastern side of Camden Road between Queen Street and the Catholic Club driveway

As in previous years the street parade will assemble in the Showground parking area located at the end of King Street and the Broughton Street (East) parking area. The parade will access Queen Street via Broughton Street. Parade participants using the Broughton Street (East) parking area will access the form up area from Moore-Oxley Bypass and the participants using the Showground parking area will access the form up area from King Street. Traffic control measures will be in place from 7.00am in Broughton Street at the Moore Oxley Bypass, King Street, Iolanthe Street and Warby Street to provide safe access to parade participants. Access to local residents and businesses on these streets and off Browne and Broughton Streets and the Campbelltown Bowling Club will be available till the start of the parade. To maintain effective control at the Moore Oxley Bypass intersection the southbound right turning lane in Moore Oxley Bypass will be cordoned off to increase accessibility for traffic straight through in Broughton Street, and left turning from Moore Oxley Bypass. These restrictions will remain in place till the conclusion of the event at approximately 5pm. Till midday access to Browne Street businesses and the Campbelltown Bowling Club will be from Queen Street and will also be available via Broughton Street and Appey Lane. In the afternoon access to Browne Street will only be available via Moore-Oxley Bypass and Howe Street. Access to Appey Lane will be via Browne Street only. Two-way movement in Appey Lane will be allowed from noon till the end of road closures and the restoration of normal traffic. This will provide access to the rear of affected Queen Street businesses. Vehicles leaving Browne Street will have to do so to Moore-Oxley Bypass only. Vehicles will need to make a 'U' turn at the Appey Lane intersection for the outward journey. As in previous years the main marshalling area for the Street Parade will be the Showground off King Street. The participants will be allowed to use Iolanthe and Warby Streets for parking support vehicles and as pick up/drop off for pedestrian participants. Floats for the Parade will assemble in the parking area and walking participants will assemble on the oval. Walking participants will travel from the oval in a southerly direction where they will mix with the floats. Participants will then travel to Broughton Street via the access laneway between numbers 32 and 36 Broughton Street. The Parade will turn right into Broughton Street and join with participants from the Broughton Street (East) parking area and then proceed in a westerly direction to Queen Street where the Parade will turn left into Queen Street to travel south (past Campbelltown Mall) to terminate in Camden Road near Koshigaya Park. There will be no road closures for southbound traffic entering Queen Street at its intersection with Campbelltown Road. Businesses north of Broughton Street will not be affected by the road closures. All southbound vehicles in Queen Street will turn right into Broughton Street to bypass the Queen Street closure and to access the railway interchange. Until noon, the left turn manoeuvre from Queen Street into Broughton Street will be available to access Browne Street via Appey Lane. Crash barriers will be installed diagonally at the Broughton and Queen Streets intersection just after midday.

As in previous years, the Parade from Broughton Street will proceed along Queen Street in a southerly direction and terminate in Camden Road after turning right at the Camden Road roundabout. Parade floats and walking participants will be separated at Camden Road, with participants on floats to disembark on the westbound carriageway in Camden Road, outside the Campbelltown Catholic Club. Walking participants will continue into Koshigaya Park to disperse. Temporary road closures will be phased in at various times and these are summarised in the draft checklist and in accordance with the Traffic Control Plans (Attachment 2) Route buses use Queen, Dumaresq, Railway and Cordeaux Streets to access the Campbelltown Railway Interchange. The local bus company, Busways, is a major bus operator through the Campbelltown CBD. As in previous years, Busways buses will operate through Dumaresq Street till 12pm. Busways has agreed to detour all buses after 12 noon via Chamberlain, Queen and Broughton Streets to access Campbelltown Railway Interchange. As in previous years, Council will provide a temporary traffic kerb blister in Chamberlain Street at the Queen Street intersection assisting buses to make a safe left turning manoeuvre. Council proposes not to install temporary parking restrictions to change the existing restrictions in Queen Street south of Cordeaux Street for the day; however, Council staff and Rangers will barricade angle parking and on-street parking spaces in Queen Street between Cordeaux Street and Allman Street early on the day. Council will also seek assistance from local businesses and the Main Street Association in advising businesses and motorists in the lead-time prior to the event not to leave vehicles parked overnight in the Queen Street angle parking area. Street Fair - 7 November 2009 The Street Fair will be held on Saturday, 7 November 2009 from 10am to 4pm in the Mawson Park. As compared to the previous years the 2009 event will be restricted in the area north of Dumaresq Street. Traffic in Dumaresq Street and in Queen Street, south of Dumaresq Street, will remain unaffected. This change will affect part road closure of Cordeaux Street, west of Carberry Lane, Railway Street, east of Short Street, and Queen Street, between Browne Street and Dumaresq Street. A stage will be placed in Mawson Park. Road closures are proposed between 7am and 7pm to allow time for removing vehicles setup, pack down and clean up times following the event. Motorists will be denied access from Queen Street into Patrick Street, from Carberry Lane into Cordeaux Street and from Short Street into Railway Street. Bus stops in Queen Street (opposite the Court House) and in Cordeaux Street (fronting Mawson Park) will be signposted to advise commuters to use the alternative stop at the Campbelltown rail interchange. Stallholders will be permitted to access the road closure area within the designated times via Cordeaux Street and Railway Street. All vehicles, not part of the event, will be removed by 9.30am. No vehicular access except emergency vehicles shall be available through the road closure area. Busways has agreed to reroute buses servicing the Queen Street and the Cordeaux Street bus stops. Temporary notice signs will be placed at all bus stops, in advance, advising bus patrons to use alternative bus stops. These changes will not affect Interline bus services.

Carnival in Bradbury Oval - Friday, 30 October to Sunday, 8 November 2009 As in the previous year, a temporary road closure is proposed to reduce congestion from vehicles leaving Bradbury Oval through the 'No Through Road' section of Bland Street (west of Lewis Street). Bland Street is used as an alternative exit from Bradbury Oval. The street is approximately 7m wide with no parking restrictions. In previous years, prior to 2008, vehicles parked on both sides of Bland Street did not leave sufficient space for vehicles exiting Bradbury Oval. It is therefore suggested that a temporary road closure be activated in Bland Street from Friday, 30 October 2009 to Sunday, 8 November 2009 in the section west of Lewis Street, Bradbury. The temporary road closure is to be undertaken in accordance with the attached traffic control plan, Attachment 4. In accordance with the Roads and Traffic Authority's 'Special Event Planning and Resource Matrix' the Street Parade and the Street Fair are classified as Class 2 events. A Traffic Management Plan will be prepared and submitted to the Authority for approval. It is suggested that Council advertise the temporary road closures of the events in the local papers for 28 days prior to the events. The Traffic Committee at its meeting of 18 December 2008 considered feedback on the traffic management from various agencies involved in the management of the 2008 Fisher's Ghost Festival. The Committee was advised the following; 1. No Stopping parking restrictions are provided in Lawn Avenue at its intersection with The

Parkway. A separate report is presented in this Agenda for additional signs and linemarking in Lawn Avenue at The Parkway intersection.

2. Disabled parking spaces be provided closer to the Carnival in the Bradbury Oval - In

previous years disabled parking spaces were provided on the basket ball courts. Additional temporary disabled parking spaces will be provided in the parking area as indicated in the attached plan. Temporary disabled parking spaces will be installed for the duration of the event, 29 October 2009 to 8 November 2009.

3. Council's compliance officers have requested Police Force assistance in addressing parking

issues along Moore-Oxley Bypass and The Parkway especially during the fireworks in Bradbury Oval.

4. The Police representative requested that they be consulted prior to including car show as

part of the festivities. The Fisher's Ghost Festival Committee has decided not to include the car show as part of this year's events.

Instructions have been issued for the removal of the linemarking and the reinstatement to the original conditions by Council at the developers cost, in accordance with the Transport Administration Act.

Purpose

To advise Council of a successful grant application for the 2009 Bike Week Event.

History

Council has coordinated a Bike Week Event over a number of years. NSW Bike Week is a state-wide NSW Government initiative that raises the profile of cycling as a healthy, easy, low cost and environmentally friendly alternative to driving for short trips in your local community. The Bike Week Event is run by Council and provides an opportunity for the local community to participate in organised bicycle events in a safe and supported environment. Participation is aimed at all members of the community, with particular emphasis on encouraging new cyclists. The key objectives of NSW Bike Week are to:

• raise the profile of the use of bicycles for short local trips. • Promote safe cycling and the use of shared bicycle/pedestrian facilities. • encourage all local community members to participate in organised NSW Bike Week

events. • create community awareness of NSW Bike Week and associated RTA and NSW

government cycling initiatives. In 2009, NSW Bike Week will run from Saturday 26 September to Sunday 4 October.

Report

Council has been formally advised of the overall funding program proposed by the Roads and Traffic Authority for various projects and programs, totalling $1,121,000 in grant funds. Comments on the programs are provided as follows: Traffic Management Grant applications have been made under this program for: Campbelltown Bikeplan 2009/2010 - Details of the program are reported separately in this agenda. $50,000 Road Safety Program Funds identified in this program are provided by the RTA to part fund the Road Safety Program $45,000 As Council fully funds the staff position associated with this program, these funds are used to increase the resources for various projects as reported through regular Roadsafe Committee reports. Regional Roads Funds have been provided for works on the following Regional Roads: Blaxland Road and Raby Road $356,000 Block Grants The traffic component is used for the maintenance of traffic signs and linemarking $280,000 The roads component is used for maintenance activities on Regional roads $265,000 The supplementary Road component used for Regional $125,000 roads pavement maintenance Grants totalling $1,121,000 Appropriate matching funds have been provided in Council's budget 2009/2010 for the above projects and programs. As part of the Block Grants for Regional Road, Council is also required to enter into a formal agreement for payment of the Block Grant Funds.

Purpose

To provide advice to Council on the proposed cycle improvement works for the Campbelltown CBD in 2009/2010.

History

In consideration of the proposed Better Town Program at its meeting of 7 July, Council resolved in part as follows: 3. That further information be provided on the Cycleways program.

Report

Council's Bikeplan is currently being reviewed, which is the subject of a separate report, recommending that the draft Bikeplan be placed on public exhibition. Further to this process, Council has also submitted its annual grant application to the Roads and Traffic Authority for $50,000, based on a range of works to improve cycle access to the Campbelltown CBD as a key destination. As separately reported in this Agenda, Council has been successful in this grant application, which together with Council's matching funding of $50,000, will provide a total of $100,000 for implementing the works. The works are proposed to include the removal of cycle pinch points at four intersections, the provision of on road cycleways and the widening of shoulder areas to cater for cyclists, and the provision of casual cycle parking in the CBD and at Council's Administration Centre. Details on the proposed works are attached.

If successful, these funds are nominated to widening the footpath area along the eastern/southern side of Kellicar Road, to provide improved cycle access from Koshigaya Park, connecting to Marsden Park, and then linking to the existing off road cycleway along Gilchrist Drive.

Purpose

To provide advice to Council on a proposal to construct a signalised pedestrian facility on Hurley Street, to provide improved safety for pedestrians crossing Hurley Street near the entry to Campbelltown Mall.

Report

The Roads and Traffic Authority have been in discussion with Council staff regarding an improving safe pedestrian crossing facility across Hurley Street, as part of the implementation of new bus routes in the region in August 2008. In particular, initial discussions had focussed on the possible replacement of the roundabout at the Campbelltown Mall entry with traffic signals, however, a number of issues were raised with the desirability of pedestrian access at this location by Council. In follow up discussions, a number of options were discussed for a separate set of pedestrian activated signals close to the Coles entry to Campbelltown Mall in support of the bus stops in place on both sides of Hurley Street. Council has now received a formal offer from the RTA for Council to undertake the design and construction of the signals, funded by the RTA. The new pedestrian facility signals would be located in close proximity to the existing pedestrian access to the Mall, facilitating safe access across Hurley Street to cater for bus access along Hurley Street. The concept design requires an adjustment to the existing U Turn facility on Hurley Street to preserve the existing traffic functionality for vehicle traffic along Hurley Street. The works are proposed to be funded by the RTA in the 2009/2010 budget year.

Purpose

To consider the acceptance of a grant offer from the Deputy Premier/Minister for Climate Change and the Environment, for the development of a new Floodplain Risk Management Plan covering the Bow Bowing/Bunbury Curran Creek system.

Report

The Minister has advised that a grant offer of up to $95,000 has been made for the development and implementation of a Floodplain Risk Management Plan for the Bow Bowing/Bunbury Curran system. Council staff have been developing the first component of the Risk Management Plan, the completion of a Flood Study, to indicate the extent of existing and future flooding, including assessments on the impact of climate change. The next phase will involve a substantive environmental review and options study for reducing the flood risk in the catchment. Tenders have been called for this next stage of the study utilising the grant offer received from the Government, with the Tender report included in this Agenda. Council has previously allocated funds for the Flood Study to match the submission for the grant offer on a 2 (State): 1 (Council) basis. It is recommended that Council accept the Grant offer, and associated conditions relating to the Grant.

Purpose

To provide further advice to Council on the proposal for geotechnical investigations in Wedderburn by Illawarra Coal. History Council considered a report at its meeting of 14 April 2009 providing background information on the geotechnical investigations proposed by Illawarra Coal for the Wedderburn area. Council subsequently resolved as follows: That any correspondence with BHP on this matter acknowledge that Council shares the concerns of Wedderburn residents should mining occur in the area not previously declared a mine subsidence area. Further, Council at its meeting of 12 May 2009 has also resolved as follows: 1. That Council defer this matter pending urgent consideration of a report and examines any

legal implications for Council associated in dealing with future applications for underground mining including exploration work.

2. That the report include information relating to the experience of Singleton Council in

relation to underground mining.

Report

As reported to Council on 14 April 2009, Illawarra Coal has received an Exploration Licence from the Department of Primary Industries, which allows Illawarra Coal to undertake investigations subject to conditions, in order to assess the quality and geological features of the coal reserve and surrounding strata in Wedderburn. The advice from Illawarra Coal confirms that the exploration activity will consist of the use of a specialist truck mounted vibroseis machine that induces a frequency in the ground through a plate lowered to the road surface.

City Works Committee Meeting 25 August 2009 Page 59 16B1.7 Illawarra Coal - Application For Undertaking Geotechnical Investigations In Wedderburn

As the truck is required to stop at various locations on the road, a formal application has to be made to Council for Road Occupancy, and for approval of the associated Traffic Control Plans. The applications will involve Minerva/Lysaght , Blackburn and Exley Roads. A road occupancy application has been received from Illawarra Coal subsequent to the above resolutions, for undertaking the proposed exploration activity. The activity is proposed to include:

• Surveying and the installation of survey pegs at 15m intervals • Placing recording devices (geophones) on the surface offset to the seismic line • Driving the seismic truck along the surveyed line, recording seismic data • Removing the pegs and all other equipment and rehabilitating the area

The proposed activity is expected to undertaken by a 2 day period during daylight hours. Legal Issues The approval for such an activity is normally undertaken by Council staff under delegation pursuant to Section 138 of the Roads Act relying on a technical assessment of the proposal, and the imposition of conditions relating to the safe undertaking of the activity for the operators and for the community. Council staff have in some cases negotiated with the applicant alternative days and times of operation to minimise disruption to the community. Comment from Council Solicitors indicates that there is no referral process available to the applicant when a Roads Authority (Council in this case) refuses an application, such as applies under the Environmental Planning and Assessment Act, where matters can be referred to the Land and Environment Court. If an organisation undertakes an activity without a Roads Authority approval, it is exposed to a defined penalty under the Roads Act. However, it is generally implied that Council will exercise its administrative functions under the Roads Act in an appropriate manner. If the matter was expressly refused by Council on grounds other than a merit assessment under the Roads Act, Council may be exposed to an action in the Supreme Court for not exercising its powers appropriately. Singleton Council and other organisations Contact has been made with Singleton Council, with specific regard to approvals for geotechnical investigations, which confirms that approval has been issued by Singleton Council for the same seismic exploration activity as proposed for Wedderburn. It is further noted that Wollondilly Council has also provided approval for such activities under Section 138 of the Roads Act. Additional to the above, advice has also been received from the Roads and Traffic Authority (RTA) on 1 July 2009, that it will be dealing with an extension of mining into the Campbelltown LGA, and that the RTA will exercise the powers of a Roads Authority to manage this mining, as it affects Appin Road within the Campbelltown LGA.

Future Mining Activities The application received by Council is for the express purpose of undertaking a geotechnical assessment, under an Exploration Licence issued by the Department of Primary Industries. In itself this does not constitute an approval to undertake mining under Wedderburn, and any future proposal to undertake such an activity will involve significant community involvement, and opportunities for objecting to future proposal, once the details of a proposal are identified in a formal application. This matter is dealt with in more detail by a report in the Planning and Environment Agenda.

Purpose

To seek Council's agreement to place the draft Bike Plan and draft PAMP on public exhibition.

History

In 2006, Campbelltown City Council, together with Camden Council, developed an Integrated Transport Strategy (ITS) with the objectives of providing improved transport options for local residents to reduce the dependence on the private motor vehicles and encouraging local residents to make more sustainable transport choices. A report was presented to the City Works Committee Meeting of 27 February 2007. As a result of this study, it was recommended that Campbelltown City Council look to review the existing Campbelltown Pedestrian Access and Mobility Plan (PAMP) and Bike Plan. GTA Consultants were commissioned by Campbelltown City Council to evaluate the effectiveness of the existing strategies within the Pedestrian Access and Mobility Plan (PAMP) and Bike Plan and prepare updated Plans including strategies to ensure that both cycling and walking are viable, safe and attractive transport mode choices. Completing a review of both the bicycle and pedestrian plans simultaneously has provided consistency between the two overlapping networks, ultimately providing a consolidated transport network.

Report

The final draft reports have been received by Council, following input from the community via a web based community survey, public workshop and internal review by Council staff. Comments on the two documents are summarised below: Bike Plan The draft Bike Plan has reviewed Council's original Bike Plan adopted in 2001, as well as changes to best practice guidelines, and changes to the cycling environment such as the M7 cycleway and the proposed Macarthur Regional Cycleway.

It is particularly noted that with the significant investments in cycle infrastructure over the last 8 years, including the promotion of the Bicycle Education Centre, Ready to Ride Day activities, preparation of cycle maps, and the delivery of a range of cycle projects such as Treelands Walk, Raby Sports Complex, Eschol Park Sports Complex and improved cycle parking at railway stations, that the proportion of commuter cycling trips is currently 0.41% of total trips, compared to 0.53% in outer Sydney generally, and 1.36% in inner Sydney. Key issues identified by the Community and through Workshops during the review included the following, with particular responses identified in the draft Plan also provided in the table below: Key Issue Draft Bikeplan Response

Actual and perceived lack of safety

A prioritised long term works program of further cycleway infrastructure works has been identified, totalling approximately $2.7m for the highest priority works. Ongoing development of recreational routes such as Ambarvale Sports Complex.

Poor driver attitudes

An increased focus on cycle education and promotion.

An older style road network which does not specifically cater for cyclists

An increased focus on cycle education and promotion, as well as a focus on improved routes on regional road links.

The proposed 2009/2010 bicycle program responds to a number of these issues, with a focus on improving routes and parking in and around the Campbelltown CBD. Additional improvements have also been coordinated with the Roads and Traffic Authority to improve cycle safety as part of the cycle diversion works associated with the F5 widening works.

Council has also been promoting the "Share the Road" messages through its variable message sign boards throughout the year. Pedestrian Access and Mobility Plan Council had previously prepared a PAMP in 2001, which has been progressively implemented in the years following. In large part these works have focussed on improved disabled access with new kerb ramps at various locations, and additional footpath links in the CBD areas. Improved maintenance programs included in Council's Asset Management System have also identified and improved areas of broken footpaths in high priority areas. However, a number of areas still have accessibility issues, and the new PAMP will assist in prioritising Council's resources to address these issues. A number of individual items have been addressed during the preparation of the PAMP with works proposed in Camden Road, the hospital precinct and ongoing pram ramp improvements at various intersections as part of Council's current PAMP and footpath programs. Council is also in the final stages of finalising a 40km/hr high pedestrian activity study covering the Campbelltown CBD, hospital and Park Central precincts and Macarthur Square, which has been reported to the Traffic Committee.

Accessibility around schools The school survey identified the majority of schools

felt that accessibility was satisfactory around the schools, however some schools identified some issues. A further audit program is proposed to specifically identify additional works.

Ongoing lighting upgrades are occurring in key areas.

Much of the PAMP program is delivered through the footpath program, to provide missing links within the footpath network. Several projects adopted in the 2009/2010 Footpath Program are also included in the draft PAMP list of works. Specific funds are also included in Council's Better Town Program for implementing the PAMP Program. Further Consultation A number of interest groups consulted during the preparation of the documents have indicated a desire to have further opportunities to comment on the draft Bike Plan and PAMP, and it is therefore proposed to place the two documents on public exhibition.

Purpose

To advise Council of the outcome of a submission made to the Federal Department of Environment under the "Caring for our Country (CFOC) Grant Program".

Report

A report was submitted to the City Works Committee Meeting of 3 February 2009 informing Council of a submission being made to the Federal Department of Environment under the "Caring for our Country (CFOC) Grant Program". The grants were being offered for partnerships in particular and Council officers had instigated initial discussions with the Sydney Metropolitan Catchment Management Authority, as well as two Cooks River catchment organisations. It was anticipated that the project would provide an opportunity to improve the Bunbury Curran Creek Catchment and facilitate shared learning in stormwater quality and environmental management issues. It was resolved at the meeting of 3 February 2009 that a further report be provided to Council once a determination to the grant submission had been received. In this respect it is advised that Council has recently received correspondence from the Federal Department of Environment advising that the grant submission was not successful. Council staff will actively seek opportunities to progress the stormwater quality and environmental management issues identified in the Bunbury Curran Creek system.

Purpose

To seek Council's in principle endorsement for the proposed north bound on ramp to the F5 Freeway from Raby Road.

History

Council has had a longstanding commitment to providing a new ramp link from Raby Road to the F5 Freeway, which has more recently been tested in Council's City Wide Traffic Model, with an indicated very high benefit to the local road network. The Roads and Traffic Authority (RTA) has been liaising with Council on opportunities for including the ramp link within the overall widening works for the F5 Freeway, which are currently in progress. A briefing to Councillors was held on 17 March 2009 on Raby Road from the existing roundabout west of the freeway bridge, which provided background to the proposal, which includes the construction of the "on ramp", but also includes the closure of the existing T-intersection on Old Campbelltown Road (opposite Jackson Park), due to the high crash rate at this location. In response to issues raised in the briefing to Councillors, the RTA was requested to consider the following matters in progressing the proposal: • Consideration be given to safe pedestrian movement along Raby Road (north side), and

whether a fully signalised intersection is warranted, or a hybrid roundabout/signals option that caters for pedestrians.

• A review of the traffic modelling to assess whether the roundabout would be subject to unbalanced flows and extended delays on individual legs of the intersection.

• A review of the location of the existing bus stops on Raby Road, particularly with regard to the existing walkway links, and their proximity to the new ramp.

• Safe cycling access along Raby Road in this location to be addressed in the design.

Further discussions have been held with representatives of the RTA on progress of finalising a suitable concept plan for the works, in response to the issues that Council had previously raised.

In this regard, the following formal responses have been received: Reason for the works The project will improve safety by eliminating the crash blackspot seagull intersection on the F5 off ramp into Campbelltown, as well as improving traffic capacity in the area, and providing significant travel time savings, particularly for residents west of the F5 Freeway. Performance of the Raby Road roundabout Further traffic modelling confirms that the roundabout will operate satisfactorily up until 2031, at which time traffic growth will likely require the duplication of the existing 2 lane bridge over the Freeway. Further monitoring will be required in this regard, particularly as other infrastructure works such as the Badgally Road extension occuring in the region. Impact on bus stops on Raby Road The design has been amended to preserve the existing bus stop locations, and ensure that pedestrian access across Raby Road is not affected. Safe Pedestrian movement along Raby Road Several pedestrian surveys were undertaken, which identified limited pedestrian movements in the area, generally averaging one pedestrian every 15 minutes in peak times, which has not warranted a marked crossing. The design has been amended to allow pedestrians to cross the intersection in stages, which involve crossing only one lane at a time. Cycle Access Cyclists have been catered for with a 3m shoulder along the ramp to the F5. Historic Milestone on Campbelltown Road The existing Campbelltown Road alignment is to be altered by the proposal, and the milestone will no longer be located adjacent to an active road. Measures are intended to be undertaken to protect the site, and preserve access to the site into the future. Noise Abatement Further noise assessments are currently being undertaken to confirm the extent of noise measures adjacent to the new ramp access, which will be the subject of consultation with the local community.

Summary The revised proposal submitted by the RTA for the new ramp link has addressed the concerns raised previously by Councillors. Although further detail design negotiations will be required, it is considered that the proposal provides a net benefit to the community, and is recommended for endorsement.

Purpose

To advise Council of a response from the Minister for Roads, Michael Daley MP, regarding the Roads and Traffic Authority's proposal for additional truck rest areas facilities on the F5/Hume Highway.

History

This issue was initially reported to Council on 18 November 2008 and a briefing was also presented to Councillors on 4 November 2008 advising of the Road and Traffic Authority's (RTA) proposal to provide heavy vehicle rest areas on the F5/Hume Highway in response to new laws imposing stricter rest limits for heavy vehicle drivers to combat driver fatigue. In both the briefing to Council and the report considered by Council in November 2008, a number of issues were identified regarding the concept designs for truck rest areas at the Blairmount and Varroville sites. These concerns were forwarded to the Roads and Traffic Authority and Local Members of Parliament.

Report

In the response from the Minister for Roads, it is advised that following the initial consultation with Campbelltown City Council and the local truck industry, the outcomes of this consultation were used in the selection by the RTA of the preferred sites at Varroville and Pheasants Nest and in modifications to the concept design. The Minister also advises that these sites were selected because they were the most cost effective and provided a high level of security and safety due to the fact they are located in largely undeveloped Government owned land with a low potential for land use conflict.

It is noted that the change to the concept design associated with the Varroville site involves a considerable expansion, approximately three times the initial truck spaces and extends out of the F5 Freeway reserve and into the adjacent Department of Planning land. In relation to the location on the F5 Freeway (northbound) adjacent to Varroville, Council staff have provided recent advice to the RTA consultants preparing the plans regarding the following issues:

• Planning and land use • Flora and Fauna • Soil and Erosion Control • Water Quality and Salinity • Traffic Management • Stormwater Quality • Noise Impacts • Visual Amenity • Community Safety

A Councillor Inspection was also held on site on Tuesday 11 August 2009, attended by a number of members of the local community. Community concerns were raised including, merging arrangements, visual amenity, noise, justification of the facility, and the potential for further expansion of the facility. The concerns raised at the Councillor Inspection held on Tuesday 11 August 2009 are in large part those that Council has also raised with the RTA for consideration in the preparation of a Review of Environmental Factors (REF) for the development of the design of the Varroville facility. Council also resolved in November 2008 that the RTA be requested to carry out a broad community consultation in relation to this proposal. To date information provided to Council from residents suggests that such a consultation may not have been undertaken. It is understood that the RTA is currently progressing this REF addressing the key concerns of Council, as well as further concerns raised separately by the local community. In view of the additional concerns raised at the recent Inspection, it is suggested that further advice be forwarded to the RTA to ensure that all issues are addressed in the REF.

ATTACHMENT 2 Comments in relation to items requested by the RTA Consultants in regard to the proposed heavy vehicle station considered applicable to the Environmental Planning Section are as follows: Planning and Land Use It is assumed the development will fall under a State Environmental Policy overriding local planning instruments. However, from the supplied diagram, it is not possible to determine if the site is located on the road reserve or is covered by Local Environment Plan (LEP) 8. If under LEP 8, the proposed development would not be consistent with the permitted use of the Environmental Protection Zoning. Therefore, it is recommended the REF state which SEPP the development falls under. If not under a SEPP, it is requested the consultants contact Council's Planning Unit to discuss compatibility of the proposed development with the permitted uses of the applicable local planning instrument. Flora and Fauna It is noticed that the subject site is adjacent to an area of remnant Cumberland Plain Woodland, a listed Endangered Ecological Community at both the State and Commonwealth level. As this remnant maybe potentially impacted by the proposed development, Council would request that the REF contain an Application under the provision of Part 5A of the Environmental Planning and Assessment Act and prepared in accordance with the guidelines produced by the Department of Environment and Climate Change. Soils and Erosion Control Council would request that the REF include a Erosion and Sediment Control Plan based on the requirements of Section 2.7 of its Sustainable City Development Control Plan. If the proposed development involves disturbance of the soil through earthworks, the REF should also include a Cut and Fill Management Plan based on the requirements of Section 2.8 of the DCP. Water Quality and Salinity It is noticed that the site is in close proximity to a watercourse and has also been identified as having a high salinity potential. The recommended position is that the development have as a minimum, a neutral impact on the condition of the stormwater system and waterways based on the principles of Water Sensitive Urban Design. In this regard, the REF should contain a Water Cycle Management Plan or equivalent that examines hydrology, drainage and flooding issues. A report prepared by a suitably qualified person should also assess salinity levels on site and identify any necessary measures to address this issue Comments in relation to items requested by the RTA in regard to the proposed heavy vehicle station considered applicable to the Technical Services Section are as follows:

Traffic Management Confirmation should be provided on the anticipated merge speed of heavy vehicles exiting the stop, to minimise vehicle conflict. The REF should address overall vehicle safety and potential crash risks at this location. The REF should also address the weaving movements for vehicles exiting the stop, and vehicles seeking to exit the F5 at the off ramp further to the north. Stormwater Quantity and Quality The REF needs to review the impacts of the proposed development on the adjacent drainage systems (which Council is currently assisting with). Also, water quality impacts need to be assessed, particularly with oil and grease spills form the truck rest stop area, as well as first flush water quality impacts form the paved surface areas. Noise Impacts Specific consideration is required with the impact of noise on adjacent developments, particularly night time impacts when overall background noise levels will be less. This should include vehicle start up/acceleration noise, as well as overnight refrigeration unit operations of trucks. Visual Amenity The truck rest stop should consider the impact of the development on visual amenity, particularly given the scenic protection issues in this location. Community Safety The safe operation of the area should be assessed, given the need for overnight parking, and potential personal and property safety issues, including lighting levels and surveillance

Purpose

This report provides details of the proposed purchase of one Garbage Compactor Truck by utilising Local Government Procurement's Contract LGP1608 - Trucks, Garbage Collection/Compaction and Vehicle Mounted Street Sweeping Systems.

History

Council currently owns and operates two Garbage Compactor Trucks which are used by the City Cleansing Team for collection of litter from street bins throughout the Campbelltown Local Government Area. Both vehicles are over ten years old and it has been determined by Council's Asset Management Replacement Program to replace the vehicles. Council currently has funds available for the replacement of one vehicle and additional funds will be identified in the future for the replacement of the second vehicle.

Report

Review of Replacement Options Prior to seeking quotations for the replacement vehicle, a review was conducted to evaluate the necessity for its replacement. The review found that the vehicle is one of two used 7 days per week, each by two employees to provide essential services. These services include emptying street litter bins in CBDs and suburban areas, in addition to removing litter from CBD areas on Saturday and Sunday mornings. The vehicles are also used as back-up to remove illegally dumped waste in emergency situations (eg. where the waste is on a road and poses a danger to public safety). The vehicles are also used occasionally to empty domestic waste bins in urgent situations where the contractor was not in a position to empty the bins. Consideration was given to contracting out these tasks instead of purchasing a replacement vehicle. Due to the variable and ad-hoc nature of the work involved, and the requirement for flexibility in the tasks undertaken, contracting would not be practical, and would not result in any savings as compared to outright purchase. Part of the pre-purchase review included a comparative analysis between leasing and purchasing. This review was conducted by the Financial Services section in conjunction with Councils external financial advisor Spectra Financial Services Pty Ltd. Lease arrangements indicate a net cost of $319,000 which is $92,800 above purchase price. The other option is to seek out a 'hire' company that has this type of Garbage Compactor and obatin a long term hire quote. However it was confirmed that this would be expensive and would only be of benefit if Council were planning on using the vehicle for much less time than its useful life or if technology is changing at a rapid pace. The results of all the investigations outlined showed that outright purchase is financially more viable. Local Government Procurement Local Government Procurement (LGP) has an existing contract (Contract LGP1608) for the supply of trucks, garbage collection/compaction and vehicle mounted street sweeping systems. Suppliers listed under this Contract have been through a rigorous evaluation process with LGP. Council is not required to conduct a formal tender process if the LGP contract is utilised, however as the cost is in excess of $150,000 Council's approval is required. Quotes were sought from each supplier listed on the LGP Contract for compactor truck and cab chassis compactor body. Following an evaluation by Waste and Recycling Services (the end users of the vehicle), Council's Workshop and Council's Safety Officer, it was determined that the most suitable and best value for money offer was received from the following companies for each component: Adtrans Hino Pty Ltd (Hino FG1527) Short Auto Truck Cab Chassis $99,488.28Macdonald Johnston Pty Ltd - 15m³ Rear Loader Compactor Body $127,460.67

As a suitable trade-in was not achieved for the existing vehicle, it will be disposed of at Auction in accordance with Councils Procurement Policy (Disposal of Assets).

Officer's Recommendation

1. That Council accept the offer from Adtrans Hino Pty Ltd for one Hino FG1527 Short Auto Cab Chassis through Local Government Procurement Contract LGP1608.

2. That Council accept the offer from MacDonald Johnston Pty Ltd for one 15m3 Rear Loader

Compactor Body through Local Government Procurement Contract LGP1608. 3. The current units will be sent to NSW Government Auctions and the sale proceeds
