Extract from the Road Rules 2008 Background (12/03/2009) The Roads and Traffic Authority (RTA) has engaged a consultant to investigate the opportunities for the establishment of heavy vehicle rest areas at selected locations across metropolitan Sydney in consultation with relevant local government authorities and the industry. The focus is on identifying opportunities that can be developed in the short term with minimal works and at minimal cost to road authorities. As part of discussions held with the consultants representing the RTA, a number of roads within the industrial areas in Campbelltown, Ingleburn and Minto have been examined for locations for heavy vehicle rest areas. Specific sites have been investigated at locations, where Council has previously introduced long stay heavy vehicle parking from 5.00pm to 7.00am Monday to Friday and all day Saturdays and Sundays in following locations:

• Airds Road, Minto (east side) - From Rose Payten Drive to Plough Inn Road

• Airds Road, Minto (east side) - From Swaffham Road to Rose Payten Drive

• Culverston Road, Minto - Full length • Stennett Road, Ingleburn - From Williamson Road to

Inglis Road The RTA is also continuing discussions with the Federal Government, Council and the industry for locating log-term truck rest areas along the Hume Highway closer to the Metropolitan area of Sydney, in addition to the short-term locations being considered. At discussions held with Council Officers, the RTA has indicated that planning for proposed long-term truck rest areas in Varroville and Pheasants Nest are progressing as an interlinked design. While developing long-term truck rest areas along the Hume Highway boundary, it is appropriate that short-term on-street truck rest areas are considered within the local industrial areas to assist the local truck drivers and the industry providing a direct economic input into the area. For this purpose, the RTA has requested (Attachment 1) that about a 400m length of kerbside parking in Stennett Road, Ingleburn be considered for a 24-hour on-street parking for heavy vehicles for a 12-month trial period in consideration of the following reasons:

• Stennett Road is accessible to Hume Highway via Williamson Road and Campbelltown Road.

• Currently there is some degree of passive security surveillance in the area. • There are some amenities available in nearby service stations.

• The rest area is suitable in traffic engineering terms and will not impact on traffic flow

efficiency in the area. Legislation Clause 200 of the Road Rules 2008 (Attachment 2) and related regulation, prevents owners and drivers of vehicles larger than 7.5m and or greater than 4.5 tonnes parking in a built up area unless the driver is carrying out functions under the road transport legislation or unless the driver is permitted to stop on the length of road for longer than 1 hour, by information on a traffic control device or under sub-rule (2A) or another law of jurisdiction. It is noted that an approved traffic control device includes a traffic sign, which can provide information enabling a heavy vehicle driver to stop on a length of road longer than 1 hour. Improvement Works required All day truck stops are likely to generate additional waste material and refuse bins will need to be provided at agreed locations to suit up to 16 semi-trailers that could be accommodated within the 400 meter area. There are some trees planted along the nature strip and may need to be augmented in the future to increase shade during the day. Proposal and Consultation It is suggested that a 24-hour truck rest area be provided in Stennett Road, Ingleburn on the southern side from Williamson Road to Inglis Road for a 400 meter length, where Council has previously introduced long stay heavy vehicle parking from 5.00pm to 7.00am Monday to Friday and all day Saturdays and Sundays. The proposed signage will indicate that

"Long or Heavy Vehicles Permitted to Stop Longer than 1-hour – Mon to Sun" Prior to introduction of the proposed signage it is also suggested to consult with adjoining property owners and proceed with the installation of signage if there were no objections to the proposal. Discussion (12/03/2009) The Manager Technical Services advised of ongoing discussions with the Roads and Traffic Authority and Consultants regarding locations of heavy vehicles rest areas within industrial areas in Campbelltown, Ingleburn and Minto. In the short term the RTA has requested Council to consider all day parking in Stennett Road, as indicated in the report. The Committee discussed the matter and supported the recommendations as presented.

Design Plan 12136 (Under Separate Cover) Background (12/03/2009) Council has received requests from residents in Quinion Place, Ambarvale to install a 'No Through Road' sign to restrict through traffic attempting access to Orlick Street, Ambarvale. Council Officers have investigated the matter and have noted that the UBD street directory and mapping systems show a continuous road from Quinion Place to Orlick Street, although the two streets are constructed with two cul-de-sac turning heads. Access driveways linking two cul-de-sacs are closed in the middle with timber bollards restricting access from one street to the other. Orlick Street has a 'No Through Road' sign installed at the intersection of Woodcourt Street and Orlick Street. It is appropriate that a 'No Through Road' sign be installed at the intersection of Harthouse Road and Quinion Place, Ambarvale to restrict inadvertent attempts to drive through Quinion Place. Discussion (12/03/2009) The Committee discussed the matter and supported the recommendations as presented.

List of decommissioned bus stop locations Background (12/03/2009) The Traffic Committee at its meeting of 13 December 2007 was advised that the Ministry of Transport has undertaken a review of bus services in the Sydney metropolitan area to ensure local people are connected with local places and with other bus routes or modes of transport. Following the review new bus routes within the LGA commenced on 18 August 2008. The Traffic Committee at its meetings of 20 March 2008, 17 April 2008, 15 May 2008, 12 June 2008, 10 July 2008 and 7 August 2008 considered reports regarding additional bus stops on proposed bus routes. As part of its recommendations the Traffic Committee suggested that a separate report for decommissioning of bus stops be presented at a future meeting. The local bus company, Interline has recently provided a list of 44 bus stop locations (Attachment), requiring decommissioning. It is suggested that the Traffic Committee endorses decommissioning of bus stops as indicated in the Attachment. Bus shelters exist at two locations and are of mesh box type. Both these bus shelters require further condition assessment either to relocate or to demolish, and is undertaken as part of Council's bus shelter program. It is noted that Council is undertaking separate lobbying of the Ministry of Transport on a number of issues following the bus route changes. It is considered that the decommissioning does not jeopardise these efforts. Discussion (12/03/2009) The Committee discussed the matter and supported the recommendations as presented.

Railcorp Attachment 2: Changes to Parking a Rail Stations Background (12/03/2009) The Campbelltown Traffic Committee at its meeting of 18 December 2008 considered a report regarding Railcorp's planned series of South Railway Line closures. The Committee discussed signposting changes at various Rail Stations including a Traffic Control Plan for the use of the commuter car park at Glenfield Station. Railcorp has since forwarded advice that they are undertaking track maintenance work using the possession on the South and East Hills rail lines between Sydenham and Goulburn and Liverpool and Macarthur for the weekend of Saturday/Sunday 21 and 22 March 2009. Railcorp refers this possession as Possession Configuration two (2). Railcorp advises in their Traffic Management Plan that Possession Configuration two (2) will affect the following rail stations in the Campbelltown Council area: Macarthur, Campbelltown, Leumeah, Minto, Ingleburn, Macquarie Fields and Glenfield. Railcorp has also presented a 2009/2010 Possession Programme as per Configuration two (2) for the following dates: 12 and 13 September 2009 5 and 6 December 2009 13 and 14 February 2010 1 5 and 16 May 2010 Railcorp is seeking approval for changes to carpark arrangements in the vicinity of Glenfield Station with minor changes to regulatory on street parking at most of the stations except for Leumeah and Macquarie Fields Stations. At Menangle Road, Macarthur Station, Railcorp is asking Council to consider converting the existing southbound No Parking restriction to a temporary Bus Zone for the respective weekends. At Farrow Road, Railcorp is requesting the temporary conversion of the 1/ 4 P restriction to a Bus Zone. Similarly, at both Minto and Ingleburn Stations, Minto Road and Ingleburn Road, a temporary conversion of the part time No Parking/ 2P restriction on the southbound approach to the immediate intersections as Bus Zones. Sketch Plans showing these changes will be tabled at the meeting. Discussion (12/03/2009) The Committee discussed the matter and supported the recommendations as presented.

That Council notes that the Local Traffic Committee is providing delegated approval for changes in traffic control devices for the up coming Railcorp Possession Configuration Two, on 21 and 22 March 2009, at the following sites: 1. Stage 4 CC Drawing No. 284144-1-242 (Rev A) Background (16/10/2008) In 2007 and 2008 Council issued development consents for multiple stages of the Minto Renewal Project. These were DA 2072/2007/DA-S (Stage 3) and DA 1678/2008/DA-S (Stage 4). In accordance with the requirements of Council's development consents the applicant has provided sign posting and linemarking plans of the relevant stages for Council's approval. Stage 3 was tabled for the Committee's recommendations in October of 2008. At that meeting a section of Stage 3 (Monaghan Street) was tabled for the Committee's comments and for discussion purposes only. Subsequently, the Committee recommended approval of Stage 3 for all but the Monaghan Street stage. With respect to the Monaghan Street stage, it was a requirement of the committee that further investigation be undertaken with regard to testing the warrant in support of the proposed pedestrian crossing in Monaghan Street and that RTA approval for the proposed adjustments to the School Zone along Monaghan Street be obtained prior to re-lodging the plans with Council's Traffic Committee. This information is still outstanding. However, at the time of writing the report, the applicant has given assurances that the required reports and study results in support of the requested facilities will be available prior to the sitting of the Traffic Committee for this round. In this regard the formal recommendation of Council Local Traffic Committee (12/2/2009) was as follows: 1. That the matter be deferred pending further assessment of the pedestrian facilities. 2. That the proposed school zone arrangements be referred to the Roads and Traffic

Authority for comments. 3. That the roundabout intersection at Guernsey Road and Monaghan Street be further

investigated to ensure that it meets bus service requirements. 4. That further information be provided to the Committee on cycleway links to the shopping

centre and the school. Report In accordance with the requirements of Council's various development consents, the applicant has provided sign posting and linemarking plans for the development of the subject stages of the Minto Renewal Project for the consideration of Council's Traffic Committee. The plans generally show the required regulatory signage, street signage and linemarking for the direction of vehicular, cycle and pedestrian traffic. Stage 3 - Monaghan Street' 1. The extension of Monaghan Street through to Guernsey Avenue from Pembroke Road. T-

Intersection works will be included to connect with the two exiting side roads accessing the Minto Mall area.

2. "No Stopping" zones in the vicinity of the pedestrian crossing and at places where the road

geometry prevents safe parking of vehicles or clear sight lines for pedestrians. 3. Localised road widening for the purposes of a "Kiss and Ride" zone, bus bays and/or

parking areas. The individual function of each of the sections is subject to discussion and will be determined by Council's Traffic Committee for its recommendation to Council.

4. The provision of a roundabout at the intersection of Guernsey Avenue and Monaghan

Street. The availability of an unobstructed turning area for the purposes of 12.5m rigid buses has been checked and in particular the turning manoeuvre of a bus travelling westbound along Monaghan Street and turning right to head north along Guernsey Avenue. The roundabout is to be constructed with a flush mountable annulus. Plans will be tabled for the Committees information.

5. The extension/adjustment of the existing School Zone along the eastern section of

Monaghan Street through to and joining the exiting School Zone in Pembroke Road. 6. The extension of the School Zone to include the westbound entry to the new roundabout in

Guernsey Avenue. 7. The provision of footpaths to both sides of Monaghan Street with a full width footpath along

the north side of the street doubling as the cycleway extension from Redfern Park. 8. It is proposed to convert the existing on-grade pedestrian crossing at the eastern end of

Monaghan Street to a raised Wombat style marked pedestrian crossing. This crossing services the needs of the Passfield Park Special School.

9. An additional marked Wombat Crossing has been proposed at a mid-block location along

Monaghan Street. The location chosen is aligned with the existing main pedestrian access to the Sarah Redfern High School. The applicant has taken surveys to establish the warrant for an additional pedestrian crossing and will have a response from the RTA prior to Council's Traffic Committee meeting. The proposed pedestrian crossing is approximately 115m west of the existing pedestrian crossing. These crossings will include all associated line marking and signposting including the provision of clear zones through the use of regulatory parking controls either side of the crossing.

10. Existing turn arrows at the western end of Mossglen Street are to be retained. It is

recommended that where linemarking requires renewing, that this is undertaken as part of the proposed works.

Stage 4 - Monaghan Street 11. Relocation of the existing pedestrian crossing in Guernsey Avenue approximately 25m to

the north. This is to cater for a new intersection to be constructed in conjunction with the Stage 4 subdivision.

12. The provision of double barrier line-ins to each of the T-Intersections; 13. The provision of a "Stop" controlled intersection where the new road meets the existing T-

intersection of Fenton Crescent and Merryweather Close. Generally, the road layouts have been designed to cater for: • the movements of garbage trucks throughout the development site and buses along the main

roads; • the roundabout at Guernsey Ave has been designed with a flush annulus to alleviate damage

to bus tyres; • the roundabout has been designed to ensure a 12.5m bus can turn in all directions (see

attachments 3 - 6); • "No Stopping" zones have been incorporated at strategic locations to ensure clear site

distances are maintained for pedestrians at pedestrian crossings; • a shared off-road cycleway has been included to remove the cyclists from the road area; • dedicated parking bays have been provided for the parking of private vehicles, kiss & ride

uses and/or bus parking. General comments and recommended points of amendment: Stage 3 a. Double barrier line to be added to the length of Monaghan Street; b. Double barrier line lead ins to be added to the side roads off Monaghan Street; c. All indented bays be provided with reverse curve kerb entries and exits; d. End School Zone signs be included in side roads; e. A formalised cycleway connection be provided from the north side of Monaghan to the north

eastern side of the new roundabout in Guernsey Avenue. f. Keep Left signage to be applied to ends of splitter islands at side roads and the existing

pedestrian crossing. g. No Stopping zones be signed to include the adjacent intersections, and include yellow edge

linemarking; h. Parking zones to be extended for the full length of all indented parking bays. The

requirement for No Stopping zone on the approach and departure sides of the pedestrian crossings not required where offset parking has been provided;

i. "Give-Way" controls to be provided at the intersections of Pembroke Road/Monaghan Street

and the side streets off Monaghan Street';

improve passing opportunities for eastbound traffic travelling past cars turning right into the Brookfield Road extension;

Stage 4 k. Provide central linemarking to ensure lane conformity through the bend along Road 17; l. Ensure the provision of "No Stopping" zones either side of the existing pedestrian crossing

in Guernsey Avenue and increase the double barrier line to 30m in length; m. Removal of tree bay on eastern side of Road 8, two allotments south of Road 18; n. A temporary turning head should be included at the stage end of Road 17; and o. Cycleway pavement pictograms should be removed from the plans. p. Relocation of the lighting infrastructure for the pedestrian crossing. Discussion (12/03/2009) Stage 3 Following discussion at the Traffic Committee Meeting on 12 February 2009 it was recommended that further investigation be undertaken to ascertain whether or not a warrant could be established in support of a second pedestrian crossing in Monaghan Street. As per the Committee's recommendation of 12 February, the Acting Manager Development Services subsequently tabled a revised plan of the subject site and informed the Committee that the warrant criteria for a second marked pedestrian crossing at the subject location had been tested and the criteria had not been met. As such, the Committee agreed that the second marked pedestrian crossing be deleted from the plans with a further report to be submitted on the provision of a school crossing, subject to the endorsement of the school principal. In this regard and subject to the warrant criteria for a school crossing being met, the Acting Manager Development Services will liaise with Landcom (Project Manager on behalf of Housing NSW) with respect to negotiating both the provision of a school crossing at the site and the involvement of the school principal in support of the crossing. In addition to the above, further discussion was also held with regard to the extension of the existing School Zone for the full length of Monaghan Street. The Acting Manager Development Services advised the Committee that the RTA approval had yet to be obtained for the extension of the School Zone. In reply, the RTA representative advised the Committee that an RTA inspection of the site was scheduled for the next day and advice on the School Zone extension would be provided shortly after the inspection.

Stage 4 Linemarking and signposting plans for Stage 4 of the Minto Renewal Project were also tabled. Following a brief discussion on the various aspects of the plans, it was recommended that the only amendment required was the addition of a separation line along the centreline of Road 17 to ensure lane conformity through the bend of that road.

Recommendation to Local Traffic Committee

1. That further investigation is undertaken into whether or not the warrant criteria for a school children crossing located mid-block in Monaghan Street could be satisfied.

2. Where the warrant criteria for a school children crossing is met, that discussions be held

with the school principal regarding the school taking responsibility for the daily operation of the crossing.

3. That formal Roads and Traffic Authority approval for the extension of the School Zone in

Mossglen Street be obtained prior to the commencement of the road construction works. (Note: this road will be known as Monaghan Street on completion of the extension works).

4. That, except for the last 30m of either end of the street, a centrally placed separation line

is to be applied to the full length of Road 17 in Stage 4 of the Minto Renewal Project.

The Committee was advised that as a consequence of the construction of the median island in Ben Lomond Road, between Townson Avenue and Edward Edgar Street, the service station driveways and other driveways east of Townson Avenue should be left-in and left-out only.

During a recent site inspection with residents it was observed that motorists were making right turning manoeuvres from the western driveway of the service station in Ben Lomond Road. This is physically possible as the central median does not extend to the full length of the driveway to allow for the right turning lane into the access way. It was suggested that rumble bars be installed in the painted chevron at the end of the central median as indicated in the attached Plan 12137, Sheet 1. Discussion (12/03/2009) The Committee discussed the matter and supported the recommendations as presented.

Roads and Traffic Authority letter (DW 2141484) Background (12/03/2009) A report was presented to the Campbelltown Traffic Committee at its meeting on 12 June 2008 regarding the linemarking configuration in Pembroke Road outside the Campbelltown Sports Stadium. The report addressed the road safety concerns insufficient parking lane width near the bus stops requiring buses to stop over the edge line marking occupying the travelling lane. A design plan (No. 12083) was presented to the Committee with a proposal to amend the linemarking in Pembroke Road in the vicinity of the Stadium. The Committee discussed the matter and recommended:

1. That Council endorse changes to the linemarking and signposting in Pembroke

Road, Leumeah as indicated in the attached plan. 2. That Council forward the endorsed proposal to the Roads and Traffic Authority for

assessment and implementation. 3. That Council advises the concerned resident of its decision. Accordingly, Council forwarded a copy of the plan to the Roads and Traffic Authority for assessment and implementation. The RTA has responded to Council's letter advising that the RTA does not concur with Council's suggestion for pavement marking changes because of the damage that will be caused to the pavement surface. It is commented that road maintenance is not planned for the foreseeable future, but when the road is due for resurfacing then the proposal would be reconsidered. Council's bike plan review identified the lack of safe bicycle passages on road shoulders on State Roads. It can also be demonstrated that the existing bus zone is obstructing traffic on the through travelling lane on Pembroke Road, particularly creating an unsafe situation for on-road cyclists. Following the review of bus networks and the implementation of new bus routes, Pembroke Road has become a major bus route (Routes 870, 871, 872) with increased frequency of buses passing Pembroke Road every 15 minutes on weekdays and Saturdays. It is suggested that Officers from the RTA jointly inspect the location with representatives from Council and the bus companies and make a further assessment of traffic safety at the site. Discussion (12/03/2009) The Committee discussed the matter and supported the recommendations as presented.

That Officers from the Roads and Traffic Authority, Council and the bus companies jointly inspect Pembroke Road, Leumeah and make a further assessment to improve the safety for through traffic and cyclists.

Letter from the Roads and Traffic Authority (DW 2141485) Background (12/03/2009) A report was presented to the Campbelltown Traffic Committee at its meeting on 16 October 2008, presenting pedestrian and traffic survey results to determine the reduced warrant criteria for a marked crossing in Hyde Parade, Campbelltown. The results indicated a marked increase in the pedestrian and traffic flow in Hyde Parade as reproduced in the following table (presented to the CTC on 16 October 2008) during either the morning or afternoon peak periods.

The Committee recommended that Council write to the Roads and Traffic Authority seeking their approval for a reduced warrant criteria for the provision of a marked crossing in Hyde Parade, Campbelltown. Accordingly Council has written to the RTA and has received a response (attachment). The RTA advises that the documentation does not match the criteria for a reduced warrant at a marked crossing. The RTA highlights the observations undertaken, which shows a variety of pedestrians randomly crossing Hyde Parade along its length. The results presented previously showed 54 pedestrians crossing mid-block between the southern two refuges with 34 pedestrians crossing at the refuge outside the Café. Council has undertaken a motorist behaviour survey during the morning and the afternoon school peak periods, which involved motorist behaviour at the mid-block bend in the street and at the intersection with Kellerman Drive. The survey also observed potential vehicle and pedestrian conflict in the street and at the Kellerman Drive intersection, and vehicle speeds in Anderson Street. The survey undertaken on two different days in addition to random inspections indicates that approximately 20 to 30 vehicles use Anderson Street during the school peak periods. The survey indicates that at the mid-block bend in the absence of the centre delineation approximately 35% of eastbound motorists are driving right of the road centre and making 80% of the eastbound drive closer to the kerb, away from the road centre. It is therefore suggested that non-reflective raised pavement markers be provided at the bend to define the road centre for improving lane discipline at the bend. At the intersection with Kellerman Drive most of the motorists drive on the correct side of the street. A few right turning motorists into Anderson Street were observed entering the street near the road centre. During the survey no pedestrian movements were observed in Anderson Street. Pedestrian movements were observed in Kellerman Drive across Anderson Street. In Anderson Street, Council also checked spot vehicle speed in off-peak periods and noted that vehicle speed varies between 35 km/h and 45 km/h in a 50 km/h speed limit area. Due to the low traffic and pedestrian volumes and low speed environment, blocking vehicle movements between Anderson Street and Carandini Street is not supported, however, delineation marking at the bend in Anderson Street is supported for improving lane discipline. Discussion (12/03/2009) A number of residents of Anderson Street made representation in regard to the safety of children and pedestrians in the street and vehicles using the street as a short cut. They requested that the traffic movement between Anderson and Caradini Streets be blocked off. They further advised that motorists are cutting corners at Kellerman Drive and Caradini Street. The Committee raised the issues relating to access for garbage trucks in the event of closure and access for emergency vehicles. Following discussion it was agreed that Council undertake further observation surveys of corner cutting at Kellerman Drive.

Background (12/03/2009) The Traffic Committee at its meeting of 16 October 2008 considered a report on the construction for providing a pedestrian phase on the southern side of traffic signals in Hurley Street at the Dumaresq Street intersection. During construction Council Officers have observed that the pedestrian crossing signs (R3-1B) on the marked crossings on left turn slip lanes were missing and pedestrians were crossing Hurley Street at a number of locations south of the intersection. It was suggested that the Roads and Traffic Authority (RTA) is requested to provide median fencing to discourage pedestrian movements across Hurley Street as part of the current construction activities. The Committee recommended That Council write to the RTA requesting the replacement of R3-1B signs and the provision of a pedestrian fence in median in Hurley Street south of Dumaresq Street. RTA in their recent correspondence has advised that Class 1W fluoro-green pedestrian signs have been installed at the intersection and the RTA has no funds available to undertake fencing work on a local road. The RTA has also advised that the Bus Network Development Section of the RTA on behalf of the Ministry of Transport is currently investigating the provision of additional pedestrian facilities in Hurley Street between Dumaresq Street and the roundabout entry to Campbelltown Mall. The RTA will liaise with Council at the end of the investigation. Discussion (12/03/2009) The Committee discussed the matter and supported the recommendations as presented.

Discussion (12/03/2009) Representatives of the Transport and Infrastructure Development Corporation provided the Committee with an overall Project Layout of the proposed Glenfield Transport Interchange. The project is currently on exhibition and comments are to be provided by the end of March 2009. The Committee were also advised that two community information sessions have already taken place. The TIDC representatives advised that a number of issues have been identified and feedback is critical. The Roads and Traffic Authority representative advised that Council will no longer have the power to reduce unrestricted parking within one kilometre of the Station and this decision will need to be made by the RTA. The Interline representative advised that the bus zones were satisfactory to cater for the new bus routes, which have changed to a frequency of every 15 minutes. Concerns were raised with regard to the following:

Nil Discussion (12/03/2009) The Acting Manager Development Services tabled a draft plan of traffic signal design for the DFO site in Queen Street. The Roads and Traffic Authority advised that pavement areas within the access from the DFO site may become an issue and would require RTA approval. It was also noted that the traffic loops also will be located in this area and dedication of land as public road may be required. Arrows were not required as noted on the plan. The right turn bay in Queen Street was not shown correctly and required to be amended to suit the number of cars to be held in the bay as per the Consultants Transport Study. It was discussed that the developer will be contributing funds for regional traffic facilities, and these funds are currently targeted to upgrading the Queen Street/Moore Oxley Bypass intersection. If funds permit, an indented bus bay as previously discussed by the Traffic Committee will also be considered.

Integral Energy's Management Plan is designed to illustrate how they will meet key service levels in the areas of

Street Lights Council over the last several years has required the use of the T5 fluorescent light fitting, which is a newer energy saving technology, saving up to 60% of the energy compared to the standard 80w mercury vapour lamp used previously for street lighting. Discussions over the last 12 months have occurred regarding the introduction of a 42 w compact fluorescent (CFL) street lamp, which would be a cheaper alternative to the T5 lamp, while still providing a 50% reduction of energy usage compared to the 80w mercury vapour lamp. The CFL is now being trialled at several locations in Sydney, with Integral agreeing to also trial several lamps in Minto. Mercury Content Issues Arising from the CFL discussions, information was sought on the issue of mercury content of the various lamps, with advice provided that the older mercury vapour lamps contained approximately 16mg of mercury, and had an average life of 12,000 hours. The new CFL lamp contains 3.5mg of mercury (similar to the T5), with an average life of 25,000 hours, which will lead to significant reductions in mercury in the environment. Street Light Costs The Australian Energy Regulator (AER) has been reviewing submissions from the energy retailers on a range of pricing issues, including street lighting, over the last 6 months. Council had made a submission on the original proposals, focussing in particular on Councils ability to fund price increases above the CPI. The AER has released a draft determination, which provides for a wholesale change in the pricing structures of street lighting, with substantive changes in the rates for various lamp types. In particular, there are substantial reductions in the annual maintenance cost for older less efficient 40w fluorescent lamps, while the common 80w mercury vapour lamp has had a substantial increase in charges. The new standard T5 lamp has also had an increase in annual maintenance costs. Additional to the above, new lamps installed after 1 July 2009 will attract a different rate, with the T5 lamp costing 10% a year more than lamps installed prior to 1 July 2009. The differential cost of each lamp cost is such that the energy saving from the newer T5 and CFL lamps may not cover the increased annual maintenance charges, and a new lighting strategy may need to be considered in view of the changes in costs. In this regard a further submission has been made to the AER suggesting that the pricing structure should encourage the take up of energy efficient lamps. Overall, the impact on Council's budget for next year is an indicative 6% increase compared to this year, which has been catered for in the draft 2009/2010 budget. It is noted that the increase for each Council is very different depending on the lamp mix and age profile in each Council, with variations including Bankstown with a 39% reduction, while Blacktown increases by 11%, Baulkham Hills by 24% and Camden by 27%.

It is noted that Country Energy is facing a 33% reduction in income and Energy Australia a 6% reduction. Integral Energy is currently recommended for a 4% average increase. The above changes are primarily due to Country Energy and Energy Australia costs being aligned with Integral's cost structure, which has normally been the more efficient supplier.

Purpose

To advise Council on the status of the Cambridge Avenue High Level Bridge over the Georges River at Glenfield.

Report

Council continues to be involved in a number of areas to gain funding commitments from Government for the provision of a high level bridge and the safe operation of the existing causeway. Progress of Bridge Design and Commitment of Easement for Bridge Regarding this issue, correspondence has also been received from the Minister for Roads, Michael Daley MP, regarding the provision of a high level bridge to replace the present causeway crossing. The Minister states that advice provided by the Roads and Traffic Authority (RTA) is that upgrading of the causeway bridge requires serious consideration as part of the transport access options for the proposed Moorebank Inter-modal Terminal. The Minister has confirmed the Department of Defence has recently written to the RTA offering an easement on the east bank of the Georges River to construct the bridge and associated works. The RTA has informed the Minister that they will liaise further to progress this issue on behalf of all tiers of government when planning and funding for the Moorebank Inter-modal Terminal becomes more advanced and funding sources for the provision of the Cambridge Avenue high level bridge has been identified. To assist with the upgrading funding process, and as requested by Council, the RTA has engaged a consultant to update the original 1999 cost estimate for construction of the bridge. Council has contributed to the costs of the study to ensure that the study canvasses a range of options. The consultant study is now nearing completion.

Funding Opportunity To pursue a funding commitment from the Federal Government, Council wrote to the Infrastructure Coordinator of Infrastructure Australia. In response correspondence has been received from Infrastructure Australia advising that the Infrastructure Australia Council intends to establish a long-term rolling project pipeline that assesses projects and provide advice to Governments, the private sector and investment community on areas of priority investments and projects that meet national objectives. The Government will continue to require high quality information regarding potential solutions that Australia may use to respond to challenges and themes identified in the December report. Infrastructure Australia will continue to provide advice on the basis of robust and comprehensive economic analysis and thorough assessment of the issue surrounding an initiative's successful delivery. As part of their commitment to improving infrastructure investment decision making in Australia, Infrastructure Ausralia have made their information requirements guide, report, methodology documents and the majority of submissions available from their website at www.infrastructureaustralia.gov.au. The consultant study mentioned earlier will form the basis of a substantive application under this program. Maintenance of the Existing Causeway Council has received correspondence from the Department of Defence advising that an assessment has been undertaken and recommendations made requiring a number of minor structural repairs to the causeway. The Department has advised that it is intended to commence these works this financial year. A schedule of works, Traffic Management Plans and Road Closure Notices will be provided to Council as required. Road Classification Additional to the above, Council has received preliminary advice that the Road and Traffic Authority is currently reviewing the classification of various roads in the LGA. One proposal currently being considered is upgrading the classification of Cambridge Avenue and Moorebank Avenue from local road status to regional road status, which if approved, will open additional funding options to Council. Summary Persistent lobbying by Council of State and Federal Governments with the support of Local Members is continuing with significant progress currently occurring. The positive response from the Minister for Roads on the importance of the provision of the bridge and the progress of the design will assist in preparing a submission for funding consideration to Infrastructure Australia.

Purpose

To advise Council of funding allocated under the Federal Black Spot program to projects in the Campbelltown LGA to undertake traffic signal changes on Canterbury Road, Glenfield.

Report

Council has received advice from Chris Hayes MP, Federal Member for Werriwa, that funding of $125,000 has been allocated under the Federal Black Spot Program for works on Canterbury Road. Black Spot site selection criteria are based on casualty crashes involving injuries and fatalities. A site is regarded as a Black Spot if three casualty crashes have occurred during the latest five year period of consideration at an intersection or on a length of road. This funding has been provided to upgrade the traffic signals at the intersections of Belmont Road and Canterbury Road and Trafalgar Street and Canterbury Road, Glenfield. These works include the banning of the right turn from Canterbury Road westwards into Belmont Road due to the high accident rate at this intersection, and the provision of a compensating right turn signal at Trafalgar Street, to provide a safe turning movement at this location. The application for this funding was made by the Roads and Traffic Authority (RTA) as Canterbury Road is a State road.

Purpose

To advise Council of a change in Delegation from the Roads and Traffic Authority affecting Council's ability to impose parking restrictions on roads within 1km of railway stations subject to proposed increases in commuter parking provision.

Report

As Council will be aware through a number of reports and briefings, additional commuter parking is proposed at Glenfield (approx 500 spaces through the Glenfield Interchange Project), Campbelltown (350 spaces funded through a grant to Council) and Macarthur (approximately 80 additional spaces as part of the Macarthur Interchange Project) Railway Stations. As part of the coordinated delivery of a number of commuter parking improvements across the Sydney region, and to ensure that the benefit of the investment in additional commuter carparking is not eroded by reducing existing unrestricted on street parking by local Councils, the Roads and Traffic Authority Delegation to local Councils has been amended. The amended Delegation now requires specific RTA concurrence to introducing on street parking restrictions that would have the effect of reducing the available number of commuter parking spaces within 1km of the nominated railway stations. Over recent years Council has received a number of complaints from local residents regarding the impact of commuters parking on their local street. The key issues raised generally relate to:

loss of visitor parking problems associated with garbage pickup limited safe sight distance when exiting residential driveways due to the all day parking of

vehicles, particularly four wheel drive vehicles part blockage of driveways danger to pedestrians, particularly when vehicles park close to intersections loss of amenity to local streets many local streets have not been designed to enable continuous kerb parking on both

sides of the road and provide safe two way traffic flow In responding to these issues Council through the Local Traffic Committee has introduced parking restrictions to a number of residential road in the vicinity of Railway Stations.

Following the implementation of the restricted parking on these local streets, complaints were initially received from commuters generally not from the Campbelltown Local Government Area eg: Appin, Liverpool, Douglas Park. Also Council received a number of letters of appreciation for freeing up their local roads, making the roads safer and restoring local amenity. Council staff will continue to consider issues from local residents, however for the areas in the vicinity of Glenfield, Campbelltown and Macarthur Stations any recommendations of the Local Traffic Committee will be forwarded to the Roads and Traffic Authority for assessment and approval. Although no specific parking changes are currently being considered at Campbelltown and Macarthur Stations, Council has been consulting with residents in Foreman Street near Glenfield Station on options to reduce the adverse impact of unconstrained commuter parking on access to private properties in this location. More recent complaints have also been received in other locations in Glenfield as commuter parking demands continue to grow. It is anticipated that these adverse impacts will reduce following the construction of the proposed multideck carpark in Roy Watts Road, currently likely to occur in 2010. In the interim, Council staff will be discussing the specific issues at Glenfield with the Roads and Traffic Authority to identify opportunities to continue to respond to resident concerns.

1. That Council write to the Minister for Roads objecting to this proposal and highlighting the need for Councils to be able to respond to traffic and parking issues involving the Local Community.

Purpose

To advise Council of the travel time benefits of using the M5 as advised by the operators of Interlink Roads. History Council, at its meeting of 18 November 2008, in consideration of a report on travel time savings on the M7 Motorway, resolved as follows: That Council write to the operators of the M5 requesting information on travel times relating to the various sections of the M5 road corridor.

Report

Council has received a response from Interlink Roads, providing advice of average 2008 travel time savings of 14 minutes in the morning peak, and 11 minutes in the afternoon peak. These savings are based on the trip between Brookes Road and Kingsgrove Road, and are compared to the alternate route of the Hume Highway / Newbridge Road / Milperra Road and Canterbury Road. Further discussions with Interlink confirm that a more comprehensive Environmental Evaluation was last carried out in 2003, but has not been recently updated due to ongoing discussions with the State Government on opportunities for widening the M5 from Camden Valley Way to King Georges Road to three lanes in each direction. These discussions have been ongoing for several years, however it is apparently expected that there may be a resolution to the discussions in the near future. In this regard, it may be appropriate for Council to write to the local members of Parliament to seek to have discussions with Interlink expedited in order to provide a better level of service for residents on the M5, and to reduce congestion costs on the M5. It was further suggested by Interlink Road that the economic crisis has not impacted significantly at this stage on utilisation of the M5, with growth still occurring in peak hours, although the rate of growth has slowed. Further, close to 60% of morning peak hour trips terminate either at or before King Georges Road, and do not continue through to Sydney CBD.

Purpose

To advise Council of advice received from Illawarra Coal regarding proposed geotechnical investigations in Wedderburn.

Report

Illawarra Coal has received an Exploration Licence from the Department of Primary Industries, which allows Illawarra Coal to undertake investigations subject to conditions, in order to assess the quality and geological features of the coal reserve and surrounding strata in Wedderburn. The advice from Illawarra Coal confirms that the exploration activity will consist of the use of a specialist truck mounted vibroseis machine that induces a frequency in the ground through a plate lowered to the road surface. Further details of the truck are included as Attachment 2. As the truck is required to stop at various locations on the road, a formal application has to be made to Council for Road Occupancy, and for approval of the associated Traffic Control Plans. The applications will involve works on Minerva/Lysaght, Blackburn and Exley Roads. It is expected that the formal applications will be lodged shortly with Council. It is noted that similar information has been distributed directly to residents in Wedderburn.

Report Representatives from Campbelltown and Macquarie Fields Local Area Commands will present a summary of crime trends for the LGA. It is requested that additional information be provided regarding graffiti statistics and enforcement. Officer's Recommendation That the information be noted Sub Committee Recommendation: (Thomas/ Borg) That the information be noted CARRIED 6.2 Update on CCTV Research Purpose To provide the Committee with an update on recent information gathered on the issue of implementing CCTV in the CBD areas such as Campbelltown and Ingleburn. Report Council has previously considered several reports regarding CCTV since 2001, which provided information on CCTV systems, indicative costs and the assessment of success of CCTV as a crime prevention tool. A report in August 2003, recommended that CCTV not be implemented, due to the lack of evidence that such systems actually reduce crime, the cost to implement and maintain, as well as other factors. Council accepted the recommendation and subsequently resolved to prepare a Crime Prevention Plan for the whole of Campbelltown, which has been completed and is continuing to be implemented. Council has recently updated the costs of implementing and managing a CCTV system through engaging a security consultant, to assess the impact of technology changes over time. These costs were as follows:

Installation costs of $440,000 for 31 cameras. Operational costs up to $310,000 per annum depending on monitoring options. Maintenance costs of $550,000 over 5 years.

Further to the above, some recent articles on CCTV in other local government areas both in Australia and in the UK have supported Council’s original assessment of the lack of clear supporting evidence for the use of CCTV as a crime prevention tool in CBD areas. These articles have been supplied for the Committee’s information.

Report Council has recently undertaken a review of its current Alcohol Free Zones in the Campbelltown LGA including the format of signage. As a result the signage has been updated, with the roll out of the new signage currently in progress. Sub Committee Recommendation: (Thomas/ Borg) That the information be noted CARRIED 6.4 InSpIRE Young Offender Mentor Program Purpose To provide the Committee with an update on InSpIRE Young Offender Mentor Program. Report The InSpIRE Program focussed on targeting youth who had been in contact with the Justice system, to reduce the risk of reoffending. Initially the Program worked solely with referrals from Juvenile Justice, but eventually expanded its role to include referrals from others such as the Police, to seek to divert youth who were at risk of coming contact with the Juvenile Justice system. Youth were matched with mentors who had been trained through TAFE Outreach, to provide diversionary recreation activities and general support.

The Program was funded over two years with funds of approximately $50,000 per year from the Attorney General's Department under the Safer Community compact Program, following the endorsement of Council's original Crime Prevention Plan. Discussions with AGD indicated that a further round of funding would not be supported, and efforts were directed to identifying a sustainable longer term future for the program. In this regard negotiations with United Care Burnside were successful in having the program incorporated within their existing programs, which commenced in late February 2009. Report Immobiliser Program 2008 The 2008 roll out of the Operation Bounce Back program is now complete. Results from evaluations undergone for program are listed below. Campbelltown City Council’s Operation Bounce Back program was evaluated using the following Performance Indicators: Number of immobilisers installed.

All immobilisers were distributed to owners of high risk vehicles, based on those vehicles identified as the top 5 stolen in the Campbelltown LGA as supplied in the Quick Stats supplement provided by NMVTRC. Number of education materials distributed.

The educational material was distributed throughout the life of the program via various channels. Council utilised the following methods of distribution.

Signs have been developed and are currently in the production process. The signs will be installed once the production process is complete. Approximately 50 signs will be produced. Campbelltown City Council’s Operation Bounce Back program was evaluated using the following Measures: Reduction in levels of Motor Vehicle Theft in the Campbelltown LGA.

The statistics show a reduction in the number of vehicles stolen during the period the program was run for. Overall trends have been decreasing, however reductions were more evident during the Operation Bounce Back months (current and previous). Statistical comparisons were made for the two-year period from April 2006 – March 2007 and April 2007 – March 2008. According to BOCSAR (Bureau of Crime Statistics and Research) over this two-year period rates for motor vehicle theft in the Campbelltown LGA has shown a decrease by 19.5% annually. For the period of the program January 2008 – July 2008 the rate of motor vehicle theft has shown a reduction in the first quarter of the year from January 2008 – March 2008. Statistics were not available for the second quarter of this year. It is anticipated that the months of April, May and June 2008 would also show a reduction in the levels of motor vehicle theft.

Increased awareness of prevention measures and owner responsibility.

When advertisements were placed in the local newspapers or on the local radio station C91.3fm, Council received numerous calls for the week of that ad plus follow up calls the following weeks although not as frequent. Calls were still coming in at July 2008 regarding the program and immobilisers. Results from the satisfaction survey conducted.

Responses indicated that 90% of recipients were fearful of having their car stolen prior to the Operation Bounce Back Program. Of the respondents, 17% stated that ‘everywhere’ was unsafe for their cars to be left, with a further 24% fearful of railway stations and 25% shopping centres. Areas identified as being safe were mostly around the home (59%) and locked/patrolled car parks (10%). Since installation of the immobilisers, 95% of respondents stated that their fear has reduced and now feel safe leaving their car. Safe locations now include ‘anywhere’ (40%) and shopping centres (21%).

Overall the recipients rated the educational material as useful (87%). Support for vehicle security workshops was also demonstrated (77%). Overwhelmingly 100% of respondents rated the program as useful. From the above all stated they were in support of the programs continuation or a similar program. On a whole, the respondents ranked the program as either ‘very good’ (89%) or ‘good’ (8%). Immobiliser Program 2009 The NMVTRC has again offered a further immobiliser program for 2009, which has been formally accepted by Council, with advertisements targeting high risk vehicles to commence late in March 2009. Number Plate Theft Campbelltown Police organised three days for the local community to take advantage of free anti theft screws for number plates. Locations included Macarthur Square Shopping Centre, Campbelltown Council (staff car park) and Leumeah Station car park (Airds Road side). The number of vehicles that received the number plate screws varied at each location. The breakdown of numbers includes:

The focus of the new Crime Prevention Plan will be on areas that Council can make a difference to the incidence of the crime types. Discussions with the Attorney General's Department identifies the following potential areas of action: Malicious Damage (including Graffiti) This is an area that Council already has a significant investment in resources, and is one that the community has a high level of concern about. It is expected that the focus of this element will be on physical prevention activities, such as landscaping, lighting and wall treatments to reduce the opportunities at hotspot areas for ongoing graffiti attacks. This would support Council's current set of strategies. Break and Enter Dwelling This crime type has the third highest absolute number of incidents, and Council's NSW ranking has been rising. The AGD have referred to a case study at Orange in which a coordinated program of target hardening (locks and alarms) of high risk dwellings was undertaken successfully. This project would be similar in scope to Operation Bounceback, but providing resources for improved security on homes, rather than vehicles.

A similar program has been conducted in the City of Orange, with details of the project attached. Other high crime areas such as Assault DV and Motor Vehicle Theft have strategies in place either by the State Government, Council or the Police, and therefore would unlikely to be positively impacted by the Crime Prevention Plan. It is suggested that the Community Safety Sub Committee endorse the proposed target areas for development of the next Crime Prevention Plan. Finalisation of the current Crime Prevention Plan The Safer Community Compact agreement with the AGD identifies funding over three years, with the first two years committed to the delivery of the InSpIRE Young Offender Mentor Project. Discussions are currently in hand with the Attorney General's Department for funding a project at Leumeah Station to fence the commuter parking areas to reduce access to these areas, with an indicative cost of $150,000. The project cost is intended to be shared by Council, AGD and Railcorp, with Council's contribution being sourced from the Safer Community Compact program. In this regard, a new graffiti detection system has recently been identified, which has apparently received significant interest from local council's and from private organizations. Newcastle City Council have recently trailed the product, and are in the process of having a second detection unit arranged. It is suggested that a local trial be arranged at the Leumeah Skate Park, which is a regular location for graffiti attack, with ongoing significant costs in cleaning graffiti.

stormwater system from the road to Treelands Walk (located in the walkway between 8 and 10).

5. Issue of anti social occurrences involving the assembly of people in Wood Park and at creek

bridge crossings after midnight eg 1am to 3 am and the instances involving some local students at 8.15 to 8.45 am and particularly at 3.00 to 3.20 pm school days.

Status update - Further discussions to occur with Macquarie Fields Police. Lighting repairs have been completed, and several informal seating opportunities removed. Queen Street CBD Councillor Borg raised the issue of extra lighting in Queen Street CBD area. A portion of the street has recently undergone lighting upgrades. Status update - Lighting to be reviewed as per recommendation at the previous Community Safety Sub Committee (22/05/2008). A further night time audit is to be arranged with Campbelltown Police to confirm the actual lighting issues. Raby Sports Complex Concerns have been raised from residents regarding anti social behaviour in the vicinity of fields 3 and 4 and Halifax Road. Status update – Safety audit yet to be completed as per recommendation at the previous Community Safety Sub Committee (22/05/2008). Macarthur Station Pedestrian Bridge Concerns have been raised by residents with regards to the level of safety at the pedestrian bridge from Campbelltown TAFE to Macarthur Square via Macarthur Station. Status Update - the area of concern is in private ownership, but is part of the future redevelopment of the area between UWS/TAFE and the Station. Other discussions are currently in progress with the Transport Infrastructure Development Corporation on the planned Station Upgrade and Bus/Rail interchange. Leumeah Station Car Park Audit Council met with Railcorp and Campbelltown Police to discuss the issues regarding Leumeah Station car parks. NSW Police Force undertook a formal audit in response to a BOCSAR (Bureau of Crime Statistics and Research) publication detailing the locations that had high levels of steal from motor vehicle or and rapid increase from year one to year two. Status Update - Discussions are occurring with The Attorney General's Department and Campbelltown Police on additional fencing at the station carpark to reduce accessibility. Additional signposting under the Operation Bounceback program is currently being arranged. William Fowler Reserve, Eschol Park A petition from residents has been received regarding lighting of the reserve and closure of the lead in walkways. Status Update - Council has written to residents adjacent to the walkways on closure procedures, but no response has been received. The Reserve is actually a drainage reserve with several small detention basins, and therefore has limited recreation benefits. Lack Reserve, Ambarvale - A number of complaints have been received over time at this location, generally involving antisocial behaviour late at night.

Council at the meeting of the 9 December 2008, Community Services Committee resolution 533 - resolved that a report be presented with suggested landscape improvements along Appin Road, Rosemeadow and potential locations for further enhancements in the area. Appin Road and Fitzgibbon Lane - Refurbishment of the existing landscape areas on the corners of the Appin Road and Fitzgibbon Lane has been completed. The refurbishment works involved the removal of the old exotic groundcover species, re-mulching of the planting areas and replanting of the areas with native groundcover species (Grevillea). The above refurbishment activities were completed during December 2008. Appin Road Embankment - Additional refurbishment planting is programmed within the existing landscape planting situated on the western side of the road adjacent to Ambarvale High School. It is proposed that the refurbishment activities would be undertaken during the current financial year. Additional planting on the western side of the Appin Road from Ambarvale High School to north of the Rosemeadow Sports Complex is difficult to achieve. The only vacant area is the embankment of the detention basin on the eastern side of the sporting complex. Planting on the detention basin embankment is not appropriate, as the root system of the tree or shrub species would destabilise the embankment structure. Additional landscaping planting is being considered for two locations on the eastern side of Appin Road. 1. Existing landscaped areas situated on the corner of Woodlands and Appin Road be

enhanced with additional shrub planting to compliment the established plantings.

Purpose

To advise Council of a request by the Campbelltown RSL Sub-Branch to position a propeller in Mawson Park, Campbelltown.

Report

A request has been received from the Campbelltown RSL Sub-Branch to position a propeller in Mawson Park alongside the Naval anchor and Army gun already in position. A presentation providing details of the proposal were presented to Councillors at its briefing meeting of 24 March 2009. The propeller is from a RAAF C130H Hercules and is approximately 4m in width. Installation of the propeller will complete the representation of Australia's three Armed Services. A number of meetings have been held with the Campbelltown RSL Sub-Branch regarding this issue and the RSL have advised that the Department of Veteran Affairs have allocated an amount of $4,000 to assist Council with the costs associated with installation of the propeller within the park. Council has previously supported the proposals for the installation of the Naval anchor and Army gun and the recent request for positioning of an Air Force propeller is considered appropriate to complete the military icons in Mawson Park. Based on Council's support to the RSL request, Council staff will assist in the installation of the C130H propeller with a surround treatment consistent with that provided for the anchor and gun. It is envisaged that once the propeller is installed that an appropriate unveiling ceremony will take place. Councillors, RSL Members and the Community will be advised of the ceremony date once all arrangements have been finalised. Council staff will liaise with RSL representatives in the organisation of this event.

History

Council’s internal print shop is utilised for internal print requirements including printing of Council’s Business Papers, small run promotional material, general documentation and bulk photocopying. Council officers will consider utilising the internal print shop where appropriate to seeking the services of an external print provider. External design and print services are sought by many business units across Council including Council’s Communications and Marketing, Library Services, Road Safety and Waste and Recycling. Designed and printed products include assorted brochures, flyers, booklets, posters and promotional items (e.g. pens, t-shirts, hats and mugs). Council’s Arts Centre has specific design and printing requirements for their catalogues, invitations and promotional material which must conform with art image reproduction standards. Due to expenditure levels for external design and print services across Council and in accordance with Council’s procurement policy, a tender process was undertaken. The resulting Contract will enable Council Officers to utilise a panel of suitably qualified and experienced organisations for their design and print requirements. There will be no guarantee of work to any provider under this panel.

Management System in place. • Universal provided the best hourly rate for additional design work and a competitive price for

Purpose

The purpose of this report is to provide information on the evaluation and selection process of the recommendation for construction management services for Campbelltown Sports Stadium Stage 3 Development project.

Background

In December, a meeting was held between Council Architects (Scott Carver), Project Management representatives (Incoll) and Council staff and it was decided that a Expression of Interest for construction management services would be conducted in the first instance followed by a selective tender process. Expression of Interest At its meeting of the 10 of February 2009, Council approved six companies for a selective tender process from an Expression of Interest for a Construction Management contract. They are: -

Three Development

In a Construction Management contract, the Construction Manager is required to invite tenders for all trades and services on behalf of Council. It was identified by the evaluation panel that the Construction Manager would be required to submit up to forty separate trades and services contracts in excess of $150,000 for Council's approval in accordance with the Local Government (General) Regulations 2005. It was concluded by the panel that this would be extremely difficult and a time consuming process, which would have a major affect in delaying the construction period. This is due to the fact Council, in most cases, meets on a four-week schedule and the Construction Manager would be bound by these dates for Council approval. Accordingly, it was agreed that this approach would not be a suitable outcome and that a lump sum approach to the construction is a preferred alternative. Due to this, it is recommended that no action is taken with the initial selective tender and a new selective tender be approved for a lump sum contract that includes the construction management fees, preliminaries, and trades and services. These tenders will be called from the nominated companies already identified.

Purpose

The purpose of the report is to provide information on improving the toilet facilities at Leumeah Skate Park.

History

The Leumeah Skate Park continues to be a very successful recreational facility for the youth of Campbelltown. At its meeting of the 10 March 2009 a report was requested outlining options for the improvement of the toilet facility.

Report

The toilet facility has been subject to a number of acts of vandalism and graffiti. The condition of the facility's components are poor. Council had installed a water bubbler, which had been replaced on three occasions however due to the further vandalism it has been removed. The roof structure has been reinforced to prevent access via the roof when the facility is closed. Council has continued to monitor the facilities for anti social behaviour and advised the Police of illegal activities. To provide a better and more appealing facility, further works are proposed to undertake minor refurbishment of the facility that will comprise of internal painting and replacement of the toilet units and tap outlets with new stainless steel units. The improvement works are proposed to be included in the Asset Management program in the 2009-2010 budget and would be scheduled for August 2009. Council staff are currently reviewing the feasibility of surveillance cameras at this location.

Report

At the Community Services Committee Meeting of 7 October 2008 it was requested that a report be presented to Council outlining the feasibility of installing appropriate additional seating at Ingleburn Memorial Oval. The site currently has six park settings, a number of bench seats and three 5 metre sports benches. The three 5 metre sports benches were installed at the Oval in August 2008 following a request from a local sporting group. Funds are proposed in the 2009/2010 budget for the construction of a concrete slab measuring 5 x 4 metres with a metal shade cover for the cricket scorers and storage of bags during game time. Council staff will continue to liaise with sporting groups regarding seating and other facilities provided at Memorial Oval, Ingleburn.

Purpose

To advise Council of funding received to develop an Emergency Risk Management Plan.

Report

Council has received advice from Chris Hayes MP, Federal Member for Werriwa, that funding has been approved in the sum of $6,666 under the 2008/2009 Natural Disaster Mitigation Program. The funding is provided to assist Council in developing an Emergency Risk Management Plan (ERM Plan). The Plan will identify and assess a range of hazards and develop risk management strategies and related implementation plans. The need to undertake the emergency risk management analysis is a requirement for all Councils through their Local Emergency Management Committees (LEMC). A working group comprising emergency service representatives of the LEMC will develop the Emergency Risk Management Plan by analysing the various risks facing the Campbelltown LGA that will require a multi agency response. The review of risks will include the examination of the history of natural disasters such as storms, bushfire and floods and will also examine biological and technological disasters. These risks will then be evaluated to ensure plans are in place to address the identified risks and if any mitigation can be recommended to reduce the risk to the community. The development of the plan will be in line with the Australian Standard Risk Management Model. The development of the ERM Plan will be undertaken in consultation with the community. Equal parts funding from the State Government and Council will support this Federal funding. Council's share of the funding is identified in the current budget

Purpose

To inform Council of the quarterly activities of the Campbelltown State Emergency Services for the quarter ending December 2008.

Report

Emergency Requests A total of 91 requests for assistance were received during this quarter with the unit being fully operational on four occasions. Tasks involved tarping of roofs, making trees safe and general assistance to resident and commercial premises due to heavy rain, wind and local flooding. Police Assistance Assistance was provided to the Police to search for a missing person. Out of Area Assistance Assisted Camden with storm event and teams were sent to Queensland to assist with Brisbane storms. Public Relation Events

• Events involving acknowledgment of Volunteer commitments • Fishers Ghost Parade and associated events • Several community events - crowd and parking management assistance • Order of Australia Award Ceremony • New Year's Eve at Koshigaya Park - crowd and traffic control assistance • Assistance provided to Council in the form of an "exercise" and training associated with

sandbag levee coordination at Park Central

• Information and pre and post briefing meetings involving unit leaders and Controllers • Regional Operations, Rescue, Media, Community Education and Training Coordinators

meetings were attended Training Ongoing training is a key aspect of preparing volunteers for effective response activities. In this reporting period training was undertaken in First Aid, Maintain Team Safety, Communications, Sandbagging, Electrical Awareness, Rescue Competition and Map Reading. For this quarter members devoted a total of 3,174 hours to training. A total of 17 Certificates of competencies were awarded during this quarter.

5.1 Spring Cycle Event Committee’s Recommendation: (Chanthivong/Rule) 1. That Council makes strong representations to the Roads and Traffic Authority, relevant

authorities and organisers of the Spring Cycle event to have the starting stage held in the Campbelltown Local Government Area.
