This resolves the Manifestation and Urgent Motion 1 filed byaccused Jessica Lucila G. Reyes.

In her motion, accused Reyes avers that upon consultation withDr. Carlito Librando, it was determined that it is necessary for her toundergo (1) Panoramic Dental X-Ray and (2) Dental Surgery for theextraction of her Tooth No. 24. She prays that she be allowed toundergo said dental procedures, all at her own expense.

1. It was not shown that said dental procedures could not be doneinside Camp Bagong Diwa, where accused Reyes is presentlydetained. Allowing· her to leave the detention facility when saidprocedures can possibly be performed therein will entail additionaland considerable government expenses to safeguard her securityand safety.

2. Accused Reyes has not provided sufficient basis for her assertions.Her request for said dental procedures is based on the examinationsand findings made by Dr. Carlito Librando, her own dentist. It wasnot shown that she was examined by the official dentist of CampBagong Diwa. Granting her request may create the impression tothe public that she is a favored detainee above other similarlysituated detainees.

In the Resolution dated August 9,2017,3 this Court ordered theofficial dentist of the BJMP to conduct an examination on accusedReyes and to submit a report and recommendation thereon.

Thereafter, Jail Chief Inspector Ana Liza C. Cabras issued theDental Certificate dated August 17, 2017,4 stating that she wasconsulted, and she examined accused Reyes on August 17, 2017. Aportion of said Dental Certificate reads:

Note: No panoramic x-ray and dental clinic inside Taguig City Jail-Female Dorm

Considering the foregoing, the Court finds that there is a need foraccused Reyes to undergo panoramic x-ray and tooth extractionsurgery, and that the same cannot be performed within Camp BagongDiwa.

WHEREFORE, the Court hereby GRANTS the Motion ofaccused Jessica Lucila G. ReY~ ~

Accordingly, accused Reyes is allowed on September 7, 2017,from 9:00 A.M. to 12:00 P.M., to be brought to:

1) YSA Dermatology and Dentistry Center located at Forbes WoodHeight, Rizal Drive, Bonifacio Global City, Taguig, to undergoPanoramic X-Ray; and,

2) Center for Advanced Dentistry, Ground Floor, The Infinity Tower,26th Street, Bonifacio Global City, Taguig, to undergo ToothExtraction Surgery on her Tooth No. 24.

Said dental procedures shall be done at accused Reyes' ownexpense. Accused Reyes shall likewise shoulder the costs of hersecurity and transportation to and from the aforementioned addresses.She must be brought back to Camp Bagong Diwa on the same dayimmediately after said dental procedures.

The BJMP officer in charge of accused Reyes' security is herebyDIRECTED to double the number of security personnel accompanyingaccused Reyes.

The Court further DIRECTS Dr. Gary V. Brillo and Jail ChiefInspector Ana Liza C. Cabras to submit to the Court their respectivereports within five (5) days from the conduct of said dental procedures.
