This is to inform the field that as stipulated in DepEd Order No. 29, s. 2021 re: “School Calendar and Activities for School Year 2021-2022, the enrollment period shall be on August 16, 2021 (Monday) and ending on September 13, 2021 (Monday/1 st day of school). 2. In this regard, school heads need to create an enrollment team/committee who may be reporting to schools in a rotational basis starting August 16, 2021 with due observance to proper health protocols under the existing IATF guidelines governing the COVID-19 pandemic. 3. Despite the COVID-19 situation, enrollment must go on, however, physical presence in the schools must be minimized by instituting a mechanism of having an online/remote enrollment in every school, or school heads may communicate to parents/guardians using emails and other electronic/digital means as regards to the enrollment of their children. 4. Machine copies of enrollment forms (MELSFs) may also be prepared and shall be placed in the gate/entrance of every school for parents/guardians to pick-up. A drop box, kiosk or booth can also be placed (set-up) near the gate or entrance so that parents or guardians can easily drop-off (or pick up) the filled-up (or pre-printed) enrollment documents for their children/learners. 5. Tarpaulins regarding the enrollment period must be displayed in the vicinity (accessible to the public) in every school with the contact numbers and email addresses of the school, principals/school heads, ICT coordinators and guidance counselors being indicated, so that parents and other stakeholders can easily contact the concerned personnel/staffs, especially if they are in a work-from-home arrangement. 6. As much as possible, the school head should assign somebody (a teacher or nonteaching staff or the school head by himself/herself, she/he may be physically present in the school) to take charge or manage the enrollment help desk in the school starting August 16, 2021 as long as the COVID- 19 situation in the area or town allows the physical reporting of limited employees/personnel. 7. ENROLLMENT PERIOD FOR THE SCHOOL YEAR (SY) 2021-2022 AND OTHER

SCHOOL-BASED ENROLLMENT ACTIVITIES

1. This is to inform the field that as stipulated in DepEd Order No. 29, s. 2021 re: “School Calendar

and Activities for School Year 2021-2022, the enrollment period shall be on August 16, 2021

(Monday) and ending on September 13, 2021 (Monday/1st day of school).

2. In this regard, school heads need to create an enrollment team/committee who may be reporting

to schools in a rotational basis starting August 16, 2021 with due observance to proper health

protocols under the existing IATF guidelines governing the COVID-19 pandemic.

3. Despite the COVID-19 situation, enrollment must go on, however, physical presence in the schools must be minimized by instituting a mechanism of having an online/remote enrollment in every

school, or school heads may communicate to parents/guardians using emails and other

convenient in their respective locations to ensure the health and safety of everyone in the barangay or community.

8. No parents/guardians shall be allowed to visit schools in municipalities/areas which are classified under the MECQ quarantine status as declared by the governor under EO 38, s. 2021 dated 10 August 2021. Enrollment in these areas/schools shall be done remotely/online, thus, submission of documents shall also be done remotely or via email, in this regard, scan copies/Pdf or other digitally converted/produced documents shall be accepted. Documents shall be sent to the existing email address of each school using the format: [email protected]; enrollment documents should never be sent to the teacher or DepEd employee’s personal email address. Data privacy rules and privilege communication must be respected at all times in handling school records or documents. 9. For areas under the GCQ quarantine status (or lower quarantine status), parents/guardians can personally visit the schools to submit the Modified Learner Enrollment & Survey Form (MLESF) with strict observance of proper and existing health protocols. Teachers and nonteaching personnel who will manage the enrollment in every school shall be PREFERABLY VACCINATED in compliance to DO No. 32, s. 2021 dated 13 August 2021. 10. The school enrollment focal person, preferably the school ICT coordinator or school guidance counselor, shall receive/collect all MELSFs, and turn over to the grade level coordinators, who will then submit or give to the respective or prospective class advisers. Class advisers shall then encode the MELSFs received in the LIS BOSY facility.

11. Only schools and their personnel shall coordinate the transmission of learners’ records whether internally (between learners and incoming class advisers) or externally (school-to-school transaction). As such, schools shall not compel learners and their parents/guardians to take the responsibility for the transmission/submission of school records. 12. Collection/submission/recording of filled-up MELSFs shall be done through various means such as phone calls, short message service (SMS) and online/digital format to ensure the safety of all the involved parties. Parents or guardians shall only use the printed MELSFs as the last resort in enrolling their child/ren in school. 13.For the guidance of all concerned, especially those who are part of the enrollment

committee/team in every school for this school year, the following, DepEd policies need to be revisited:

8.1 DepEd Order No. 29, s. 2021 -School Calendar and Activities for School Year 2021-2022; 8.2 DepEd Order No. 03, s. 2018 -Basic Education Enrollment Policy; 8.3 DepEd Order No. 54, s. 2016 -Guidelines on the Request and Transfer of Learner’s School Records; and

8.4 DepEd Order No. 80, s. 2010 -Revised Manual of Regulations for Private Schools in Basic Education (as regards to the transfer of students/learners from private school to public, vice versa). 14. Since, it is a DepEd or government policy to provide free and compulsory basic education to all Filipino children, no student or pupil shall be denied enrollment regardless of his/her circumstances,

thus, learners even without the necessary credentials or have still accounts payable from private

schools must be accepted. Parents/guardians shall only be required to sign a contract/affidavit of

undertaking with the promise that they will submit/produce the necessary credentials until December 31, 2021.

15. The constitutional right to free and compulsory basic education cannot be overruled by the non-

payment of tuition fee or other fees by the learner/parent in a private school. Please review the

stipulations of DO No. 03, s. 2018 as regards to these issues/concerns.

16. As regards to late enrollment, a school may still accept enrollment beyond the September 13,

2021 (last day of the enrollment period), provided that the learner will be able to meet the eighty

percent (80%) of the prescribed number of school days in a given school year (209 school days for

SY 2021-2022; 209 x 20% = 41.8/42 days) based on an existing DepEd guideline/issuance. Thus,

counting the 42 days starting from September 13th (opening of classes), the 42nd day shall be until November 10, 2021 (assuming there are no holidays), thus, schools can still accept enrollees until

this date (Nov. 10th).

17. However, if the learner cannot meet the required number of school days (20% of the 209 school

days) and the quarterly requirement, the school head may exercise his/her sound discretion to still

accept the enrollee/learner and implement catch-up activities or interventions under the acceptable and justifying circumstances.

18. Starting August 16th, district supervisors/district guidance coordinators are hereby directed to

submit the daily (or as the need arises) enrollment QUICK COUNT to the Planning Office until the

end of the enrollment period (Sept. 13th/17th).

19. The Planning Office will conduct the virtual orientation on August 16, 2021 (at 1:00PM) to all

district supervisors as regards to the SY 2021-2022 enrollment guidelines/policies, forms to be

accomplished and other enrollment matters.

20. For further details about the enrollment guidelines and policies for the School Year (SY) 2021-2022, please refer to DepEd Order No. 32, s. 2021 dated 13 August 2021 as herein attached.

21. The SGOD through the Planning Office will constantly monitor and provide technical assistance,

gather concerns/issues as well as the best practices of all schools during the entire enrollment

period, thus, teachers, school heads, parents/guardians and all other stakeholders are encouraged to provide immediate feedback at this email address: [email protected] or at

[email protected].

22. Wide dissemination of and strict compliance of this Memorandum is hereby directed.
