The Pollution Control Association of the Philippines Inc. Region IV-A Chapter (PCAPI-R IVA) will
conduct an advance training for PCOs entitled “CMR Preparation, Data Management and
Environmental Quality Performance Level” on December 8-9, 2017 at the Splash Mountain Resort
and Hotel, Km 58, Brgy. Lalakay, Los Baños, Laguna. At the end of the training, the participants
shall have:
• Complete SMR and CMR (specific to the industry and company operations)
• Project Evaluation, Monitoring and Audit Prioritization Scheme (PEMAPS)
• Internal environmental audit matrix
• Assessment of environmental quality performance with reference to database on
environmental monitoring
• Updated EMP based in the effectiveness of mitigation measures and EMoP base on
previous monitoring results

PCO ADVANCE TRAINING COURSE: CMR PREPARATION, DATA MANAGEMENT AND ENVIRONMENTAL MONITORING
COURSE OBJECTIVES
At the end of the training, the participants shall be able to :
• Discuss the technical and procedural aspects of environmental
monitoring, evaluation and audit.
• Prepare internal environmental audit matrix.
• Prepare reportorial requirements of DENR-EMB, specifically all
5 Modules of the Self- Monitoring Report (SMR) and Compliance
Monitoring Report (CMR)
• Review environmental monitoring data and assess
environmental performance and the effectiveness of impact
prevention and mitigation measures and update Environmental
Management and Monitoring Plan.
WHY ATTEND THIS TRAINING

Duration: Training: 2 Days (Equivalent to 16-hour PCO Accreditation)
Per DAO 03-30, the primary purpose of monitoring, validation, and
evaluation/audit is to ensure the judicious implementation of sound
environmental management within the company and its areas of operation.
To achieve this purpose, a training to develop and enhance the capability of
the PCOs would be necessary for them to be able to do self-monitoring,
evaluation and internal audit; comply with ECC condition and with the
commitments set in the environmental management plans; assess
environmental performance and the effectiveness of measures on
prevention or mitigation of actual project impacts vis-a-vis the predicted
impacts used as basis for the EMP design; and prepare self- monitoring and
compliance reports

THE TRAINERS
PCAPI 4A believes that PCOs learn most effectively from other PCOs. Thus, seasoned and expert PCOs will serve as trainers of the course. They are engineers and environmental management executives who have more than 15 years of relevant experience in environmental management. They have served as consultants to various private and government institutions and they have more than a decade of training PCOs in Region 4A and across other regions in the country.
WHO SHOULD ATTEND
This training on CMR Preparation, Data Management and Environmental Monitoring is primarily designed for PCOs, being the responsible person in the company to ensure compliance with ECC, EMP commitments and other environmental rules and regulations and to report the same to DENR-EMB. However, it is also helpful to other designated personnel of industrial, commercial and manufacturing establishments and private entities to be able understand environmental monitoring and reporting, and in defining the Company’s environmental quality performance.
