January 1 to December 31, 2006

The PNP Integrated Transformation Program is a technical

assistance project funded by the United Nations Development Program (UNDP). Its ultimate goal is to apply an integrated institutional

framework, strategy and process that will transform the PNP into a more capable, effective and reliable police force. Through the

transformation process, the PNP would be able to enhance the quality

of its services and relationships with the community

To institutionalize and enhance the administrative and operational capabilities of the PNP, the transformation program has

embarked into the following priority projects:

1. STRENGTHENING THE CAPABILITY OF THE PROGRAM MANAGEMENT OFFICE (PMO)

The general objective of this project is to supplement the limited

knowledge of PNP PMO members on project management particularly in project identification; project designing; packaging of project

proposals; strategic and operations planning; and the formulation of resource generation and mobilization plans.

The PMO personnel has provided skills development in the preparation of budget estimates and other financial requirements;

negotiating with prospective donors; initiating advocacy plans and public information campaigns for internal duty bearers and external

claim holders; development and implementation of project management operations policies and procedures; managing the

change management process; development of pilot testing; and design of replication plans.

The Administrative Support Unit (AdSU) of the Program

Management Office was tasked to perform full responsibility in the implementation of the post-project assistance. T

To concretize the project, several consultations and focus group

discussions (FGDs) with members of the academe were conducted. The PMO has sought the assistance and guidance from Mr. Jose “Pepe”

Navarro of the UAP and Mr. Mario Lopez of AIM to further conceptualize other consultancy sessions.

For the period under review, the implementation of this post

project assistance was based on the following components vis-à-vis PMO accomplishments and performance to build-up competencies

among the PMO personnel:

Acquisition of competency skills of PNP-PMO members on project

management such project designing; packaging of project proposals; strategic and operations planning; formulation of

resource generation and mobilization plan; preparation of budget estimates and other financial requirements; negotiating

with prospective donors; initiating advocacy plans; developing public information campaigns; development and implementation

of project; management operations policies and procedures; managing the change management process; and development

of pilot testing and replication plans.

There were four (4) PMO personnel who have attended the Project Management Workshop which was conducted by

University of the Asia and the Pacific (UA & P) on May 23-25,

2006. As a result, the trained PMO personnel in project management were able to re-echo the program to other PNP

PMO members thus achieving positive transfer value in their acquisition of learning as well as to ensure that the competencies

build up shall not be limited only to a select PNP PMO members.

On July 17-21, 2006, two (2) PMO personnel have attended the Seminar on Accounting for Non-Accountants

conducted by University of the Asia and the Pacific (UA & P). The seminar has provided concepts on accounting and financial

management. Thus, these PMO personnel have acquired skills and knowledge in managing transparency and accountability of

the PMO finances.

As part of the post project assistance, the PMO and PNPA

personnel were fortunate to have a pro-bono Lecture on Leadership

and Management conducted by Mr. Jose S. Navarro of the

University of the Asia and the

Pacific (UA & P) on October 5, 2006 held at the PNP Main

Conference Room, NHQ Building, Camp Crame, Quezon City.

The lecture was focused on the strategies of empowered

leadership and management with an approach to humility and

values to promote its essence in the hearts of the PNP PMO officers and personnel who are committed advocates of the

Integrated Transformation Program of the PNP.

The activity was attended by personnel of this Office, Tactical Officers and cadets of the Philippine National Police

Academy (PNPA), personnel from the Office of the Deputy Chief PNP for Administration (ODCA), and other invited guests.

This activity has paved the way for the PMO to engage with

Mr. Jose “Pepe” Navarro to become one of the PMO consultants.

To enhance the competence in resource development

and management, the PMO has conducted a two-day Resource Mobilization and Project Implementation

Seminars on November 27-28, 2006 in coordination with the Asian Institute of Management (AIM) Policy Center.

The objectives of the seminars are the following: to enhance knowledge, attitudes and skills among participants

about fundraising; develop networks toward fundraising; determine potentials and prospects for resource development;

and develop and enhance competence in networking and monitoring and evaluation of projects.

The PMO was able to hire top caliber experts as Resource

Speakers from AIM Policy Center, Mount Everest Expedition, Philippine Business for Social Progress, Department of Agrarian

Reform, Philippine Postal Office, UNDP Representative and US-AID as Critique. The two-day seminar was facilitated by Mr.

Dennis Legaspi and Ms Ces Noble of AIM Policy Center.

The PMO 2nd Strategic Planning Session was held on November 30, 2006 at Astoria Plaza, Ortigas Drive, Pasig City.

Mr. Jose “Pepe” Navarro, PMO’s official consultant, acted as Facilitator during the conduct of the planning workshop.

The objectives of the workshop are to revisit the PMO

Vision, Mission and Objectives; restructure the existing organizational set-up; assess and evaluate its personnel and

unit’s performance and projects as well as to develop strategic plans for 2007.

As a result of these activities, five (5) personnel were sent

to attend the Basic Course on Fund Raising on December 4-6, 2006 held at Venture for Fund Raising, Ortigas Center, Pasig

City.

The PMO personnel were able to gain an overview of fund raising and develop skills in face-to-face interaction with major

donors.

Subsequently, the PMO held a Donor’s Forum

on December 18, 2006 as part of the resource

mobilization strategy of

information dissemination and “friend raising.”

Selected partners and potential donors were

invited and had been given a preview of on-going

projects and areas of possible collaboration. Discussions were made on how the

transformation projects can serve as platforms for helping achieve the various goals of the different institutions represented

by the guests, aside from being the means to carry out police reforms. a subsequent multi-donor’s forum was also December

18, 2006 which was attended by all PMO unit leaders and staff

Conduct of the Training Need Analysis (TNA) Workshop to

address the need in determining appropriate basic, general and specialized competencies required from each PNP-PMO member

on the basis of the ITP projects to work on.

The PMO conducted the Training Need Analysis (TNA) Workshop with Mr. Josue C. Claur from British as the Resource

Speaker. The Competency Assessment Matrix of the PMO Personnel was formulated as basis for the PMO personnel to

determine appropriate basic, general and specialized competencies as well as to provide well-defined job description of

each personnel.

Conduct of human rights and gender mainstreaming activities

To implement this activity, the PMO has sought the assistance of the human rights and gender consultants in the

likes of Ms. Maria Soccorro Diokno of Commission on Human Rights (CHR) and Ms. Rosanita A. Serrano of the Women and

Gender Institute as Resource Speakers. In the end, the integration of the rights-based approaches was synchronized in

the calendar of activities of the Project on Strengthening the Capability of the PNP-PMO where participation of the uniformed

female staffs are encouraged to join the activities specifically in advocacy programs.

The PMO is constantly keeping on track to solicit consultations,

coordination and advices with the United Nations Development Programme (UNDP) as Technical Assistance Provider and University of

the Philippines-National College of Public Administration and

Governance (UP-NCPAG) as Implementing Partner as well as to other government and non-government agencies such as Women and

Gender Institute (WAGI), Commission on Human Rights (CHR), University of Asia and the Pacific (UA & P), Supreme Court (SC) and

Center for Public Resource Management (CPRM).

With the strengthened competencies and capabilities of the PMO personnel, it has contributed to the effective supervision and

monitoring of progress of every component of the proposed plans of the PNP Integrated Transformation Program.

The successful implementation of this post-project assistance has

a greater and strategic impact in the overall capacity building plan of the PNP Program Management Office.

The acquisition of the competency skills in program management, implementation, monitoring and evaluation as well as

resource mobilization have equipped and capacitated all the PMO personnel (as Program Managers) in handling and managing the

reform projects of the PNP towards full transformation in the police force.

2. MODEL POLICE STATION PROJECT

The Model Police Station Project aims to improve facilities and

training of personnel in the police station.

The first year (2006) of actual project implementation, can be characterized as an experimental yet highly informative time for the

PMO. While a relative novice in project management, careful planning

and post-operational evaluation were taken to identify implementation

gaps and take note of lessons learned.

The following accomplishments in the implementation of the Model Police Station Project for project year 2006 are presented as per

key result area (KRA), project indicator and outputs:

Police Development

The first task completed was the securing of the necessary

authority to plan and execute a project operations plan. Specifically,

the PMO was able to develop, submit and secure approval for the

Letter of Instruction 31-06 on the Development and

Implementation of the Model Police Station Project. The

development and implementation of the LOI is part of the project

component on policy development. The LOI, as a policy and operational document, paved the way for the

authorization of the unit to plan, coordinate and undertake project

activities in partnership with other PNP offices and units.

Constituency Building

In preparation for the pilot testing phase, the PMO has organized several meetings with partners on the ground for their actual

involvement and participation in the project.

A Preparatory Meeting was held last March 9, 2006 between the PMO and representatives from the Marikina Police Station and

Cubao Police Station 7. The agenda was centered on the conceptual framework and initial work plan for the implementation of the Model

Police Station Project.

The 1st Focus Group Discussion (FGD) on the Model Police

Station Project in Marikina was held on May 24, 2006 Conference Room, Marikina Police Station,

Marikina City.

This was followed by a Multi-Sector FGD on Model

Police Station Project last August 8, 2006 Conference Room,

Consequently, initial data and information was collected from

Marikina Police Station in support to the Initial Drafting of the MPS Technical Design with focus on the following information: Computer

Equipment and ICT-related Architecture; “Green” Concepts of Building and Office Design ( Eco-Friendliness ); Lighting and Signages; Police

Station Compliance to R.A. 7277 and B.P. 344 (Accessibility Law); and other Criteria for Designation as a Model Police Station

Documentation of Best

Practices of Marikina Police Station began on June 3, 2006,

which included the actual observation and video recording of

the Regular Saturday Inspections

and Community Fellowship (S.I sa Barangay); and

documentation of the One Barangay, One PCP Concept, Oplan Nightwatch,

among others.

To ensure completeness of necessary project-related information

and the development of “buy-in” from among the stakeholders, the PMO organized several consultative meetings with key project players

in Marikina City:

Initial Capacity Building

The project was able to facilitate the Special Computer

Literacy Class for seventeen (17) personnel from Marikina Police

Station and one (1) PMO personnel

last June 13-16, 2006. In cooperation with the PNP

Computer Service, personnel from Marikina Police Station were able

to familiarize themselves with the parts and functions of a basic

personal computer. Moreover, they were able to acquire working knowledge on Microsoft Word, Powerpoint, Excel, and Internet

Browsing and E-Mail Applications. The special computer literacy class was conducted in response to the immediate training needs of that

station. Computer literacy is necessary to prepare police personnel for forthcoming reform projects using Information and Communication

Technology (ICT).

Barangay Human

Rights and Peacekeeping Operations Training was

held on December 13, 2006 at the Barangay Sports Center of

Marikina Heights. Attendees included the barangay

executive officers of the 15 barangays in Marikina and

selected high school students

from Marikina Heights High School. The training was conducted by an

Education and Advocacy Team from the Commission on Human Rights and a team from Bantay Bata 163. Members of the Eastern Police

District SWAT also participated by conducting a demonstration of proper arrest, search and handcuffing procedures and techniques to

the barangay tanods and officials present during the training sessions.

On December 22, 2006, a Lecture-Forum

on Human Rights and Law Enforcement was held

at Marikina Police Station. The activity was attended by

selected Marikina police personnel who were

provided with updates on

human rights best practices as applied in law

enforcement. PSUPT ILDEBRANDI N USANA, Chief of the Family, Juvenile, Gender and

Development Office, PCRG also conducted an Advocacy Session and Open Forum on the Protection of Women and Children. The

Chief, Inquest Division of the Marikina Office of the City Prosecutor gave a lecture and commentary on current gaps in police case

handling. The session tackled procedural lapses recorded by the Office of the City Prosecutor as well as recommendations on how to improve

police case management and police-prosecutor coordination.

Cooperating Justice Institutions & Other Support Groups

In support to the Model Police Station Project, local and national

government agencies have began to participate in the implementation of the said reform initiative. The following accomplishments have been

made in the area of harnessing support from justice institutions and other valuable partners:

Formation of CHR Technical Working Group to assist in MPS

Project Implementation last September 7, 2006.

Initial Coordination with the Civil Service Commission regarding the conduct of a Public Service Delivery Audit (PASADA) for the

Model Police Station Project last December 8, 2006

Active Participation & Close Collaboration with Marikina City Hall and Barangay Officials in the conduct of various project activities

The Integrated Bar of the Philippines (IBP) had already

expressed interest to participate in the conduct of Paralegal Service Training by 2nd Quarter of 2007, in support to the

capacity building component of the Model Police Station Project.

Project Research in Marawi City

The PMO has conducted a Field Visit to Marawi City last June 19-20, 2006 together with a senior British Embassy official, Mr Tony

Hulton, in preparation for the first phase of project implementation in Lanao del Sur, PRO-ARMM.

According to the British

Embassy, the Model Police Station project proposal and

implementation plan had already

been submitted to the UK Foreign and Commonwealth

Office for consideration and final approval.

During the visit to Marawi

City, the PMO was able to conduct project briefings and networking with the key personalities

based in Marawi City.

3. SPECIAL PNP HOUSING PROJECT (PNP-GAWAD KALINGA

HOUSING)

The PMO has

performed support functions for the Pulis

Kalinga Special Housing Project which

was officially launched in Tarlac on May 15, 2006

with VP Noli De Castro as Guest of Honor and

Speaker. PSUPT WARREN GASPAR A TOLITO and

PO1 Aaron C Teaño, both of PMO, were designated as members of the Technical Working Group for the Special Housing Project. A pledge of

donation in the amount of Thirty Million Pesos (P30,000,000.00) had been secured by the Gawad Kalinga to the AFPSLAI in support of Pulis

Kalinga Projects. Six million pesos (P6,000,000.00) would be allotted

for the construction of Two Hundred (200) starter houses in the 6.2-

hectare project site in Camp Macabulos, Tarlac.

The TWG for the Special Housing Project was also able to secure MOAs with Gawad Kalinga, Tarlac Provincial Government and LGU

Executives, AFPSLAI, PSMBFI, National Housing Authority, Housing and Urban Development Coordinating Council, and the Department of the

Environment and Natural Resources. DPRM, through the TWG for Special Housing Projects, had already identified available lands within

the jurisdiction of the different PROs that can be explored as future project sites. Studies are now being made on how the project can

make an impact on the barangay intelligence and security network in support to the internal security operations of the PNP.

The PMO was also tasked to produce the AVPs used for

information and advocacy sorties in connection with the PNP

Comprehensive Housing Program. PMO personnel also assisted the PNP Housing Board during the Gawad Kalinga Exposition last October 6

to 8, 2006 at the SM Mall of Asia Grounds in Pasay City.

4. PNPA REFORMS: TRANSFORMATION OF THE BARRACKS,

TRANSFORMATION IN THE BARRACKS

The project “Transformation in the Barracks and

Transformation of the Barracks” was born due to the several

challenges in the PNPA that greatly affect its capability to

mold and train future public safety officers.

“Transformation in the

Barracks” covers the establishment of development

centers such as leadership, sports

and physical fitness, character development, academic excellence, police and public safety science

and tactics.

For the first time in PNPA history, a 3-unit course on Leadership and Character Development was adapted into the Academics program.

In addition, a new Manual of Arms and Ceremonies was produced by the Ruling Class (Class 2007) in cooperation with PNPA Class 2006.

Classes and seminars of love, courtship, marriage, visionary leadership and other activities related to values formation are now being

conducted regularly at the Academy geared towards emotional maturity. The enhancement of the PNPA Cadet Guide known as the

“Red Book” is now in full swing. Academic innovations have also been introduced via the regular Movie and Book Reviews, the impact of

which is the Development of Film and Literary Appreciation, Critical

Thinking and Technical Writing Skills among cadets.

“Transformation of the Barracks” speaks of the upgrade of the facilities with the construction of new “quad-barracks” for cadets and

gymnasium and sports facility as a major component.

Through the efforts of the PNPA leadership and Cadet Corps, the

Academy now has a new leadership Development Center (LDC) worth

Seven Million Pesos (P 7,000,000.000) that was sponsored by Dr. Andrew Liuson, founder and CEO of Cityland Corporation.

5. PNP HEALTH CARE SYSTEM PROJECT

One of the projects under the PNP ITP is the Remuneration and

Non Cash Benefits of Police Personnel. PNP Health Care System is one of the top priorities in on-going PNP reforms. Part of this venture is

“A Call for Quality and Reliable Health Services for PNP Personnel and their

Dependents”

to give our PNP personnel and their dependents a quality Health Care

service.

In order to address a range of problems in the

delivery of Health Care services to PNP personnel

and their dependents, a technical working group was

created in September 2006 to study the present status of

the PNP Health and Dental Service and identify possible

solutions to attain quality health services. With the

framework of gap analysis in

mind, the TWG assessed the services offered by the PNP health service and the demands of PNP personnel.

The objectives of the PNP Health Care System are:

To be able to identify the gaps between the services offered by

the PNP Health Service and services peculiar to police work.

To be able to identify the gaps between the actual health services delivered and actual health services received.

To be able to identify perception gaps on the health services

received and actual health services delivered.

To identify gaps between the standards set by selected

benchmark hospitals and the PNP Health Service.

To develop an intervention that would minimize the actual and perceived gaps between the services provided and the services

received; and the gaps between the PNP Health Service and the selected benchmark Hospitals.

The Philippine National

Police needs a comprehensive health care service for PNP

personnel and their dependents especially those

who are deployed in far flung areas in our country. Thus,

Pulis HMO/ “Pulis Health

MO Nakasiguro” was born.

As a launch pad to this project, the technical working group has come up with recommendations to address the growing health care

needs of PNP personnel and their dependents:

1. Enrollment to Health Maintenance Organization.

PNP Personnel will enroll in HMO that will provide health care services to include their dependents. HMO services, having limited

coverage, shall be supported by the project “Expanded Reimbursement of Hospitalization Expenses” to cater to emergency and trauma cases,

which are not ordinarily covered under HMO.

Through this “Adopt-a-Police Project”; a P6,000 donation may help maintain the health requirements of one policeman for one year.

The fund will be managed by PNPHS and will be used to support the

expanded reimbursement of hospital expenses to sustain the partnership program with DOH accredited hospitals.

2. Partnership with DOH accredited hospitals

An expanded reimbursement of hospital expenses thru individual

memorandum of agreement signing by PNP with other DOH accredited hospitals.

PNP personnel may visit the nearest MOA covered DOH accredited

hospitals in their respective areas without being charged; instead the concerned hospital will directly charge the PNP (depending whether

regional or provincial). The number of hospitals PNP personnel and their dependents may visit will be increased to 85 hospitals such that

there must be at least one hospital per province to broaden the access

to health services.

3. Upgrade of the existing PNP Health Service facilities and equipment.

Part of the activities are the acquisition of state-of-the-art medical

and dental equipment/ instruments amounting to P300 million (based on the 2006 health service procurement proposal) to enhance PNP

Health Service capability; renovation and maintenance of health and dental service facilities and acquisition of ambulance and service

vehicles for PNP General Hospital as well as for the Regional Health Service units; and the need for allocation of additional fund support to

PNP Health Service manpower and training in order to meet the requirements for quality health and dental care.

6. UPGRADING PLAN FOR PNP CRIME LABORATORY

The PMO was in active partnership with the PNP Crime Laboratory in the

development of its complete upgrading plan. Significant achievements have

been met, particularly in terms of strengthening its operating procedures,

when the Crime Laboratory earned its International Standards Organization

(ISO) accreditation during the first semester of 2006. The Service passed,

with satisfactory findings, its first surveillance audit conducted in

November. Towards the end of the year,

the continued certification of its quality management system (QMS) to ISO 1900:2000 was approved by the

Certification International Phils, Inc. governing board.

In the area of formulating a facilities upgrading plan, the PMO fully supports the CL proposal to establish a PNP Forensic Science

Center submitted in July 2006, with complete budget cost estimates

and alternative financial strategies.

A complete project proposal for additional upgrading projects

was initially submitted to the Japan International Cooperation Agency

(JICA) for consideration.

PNP Crime Laboratory also

requested that funds be directly given to PMO upon approval by

donors to manage the funds that shall be deposited into the PNP-ITP Trust Account.

7. PNP OPERATIONS MANUALS

Recognizing the need to improve and integrate the PNP Manual,

the PMO has initiated the conduct of series of consultative meetings among the Directorial Staff representatives purposely to discuss,

review and agree on the project.

A Technical Working Group has been organized as permanent

members of the group in ensuring the continuity of the project until it is completed both in form and in substance. Subsequently, a Letter

Order No. 897 dated July 14, 2006 was issued to this effect.

The PMO has invited Commissioner Miguel V Coronel from the National Police Commission (NAPOLCOM) to impart guidance, inputs

and suggestions in the drafting of the manual.

The PNP Manual Project was presented before a panel of judges during the Resource Mobilization and Project Implementation

Workshop held at the Asian Institute of Management Policy Center on November 27-27, 2006. The panel of judges composed of project

managers and project proposal writing experts critiqued the project design of the PNP Administrative and Operations Manual. Thus, a

strategic realignment of the PNP Manual to Police Operational

Procedures (POP) Manual was proposed.

8. PUBLIC INFORMATION AND ADVOCACY PROGRAM

The PMO has achieved 82% of its target number of sorties to the Police Regional Offices on public information and advocacy programs.

To date, PMO had already visited Fourteen (14) PROs, Six (6) Police Provincial Offices, and Ten (10) Regional Training Schools. Advocacy

sorties had been conducted at NCRPO, PRO 4-B, PRO 13. PNP ITP Briefings and Focus Group Discussions were made with various target

audiences, support groups, and prospective donors such as the U.S. Embassy, British Embassy, Asian Development Bank, PMAAA, Inc.,

Philippine Chamber of Commerce and Industry, Filipino-Chinese Chamber of Commerce and Industry, among others.

The PMO was also involved in two major digital productions of

Audio-Visual Presentations for the Model Police Station Project.

These AVPs were used as primary advocacy and information tools in

the conduct of project briefings for the strategic partners and

potential supporters of the project. Likewise, the PMO was

involved in the production of an advocacy AVP for the PNP Reform

Project: Transformation of the Barracks, Transformation in the Barracks.
