Basis. This Q"rder is being issued pursuant to Article 101 of the Labor Code of the Philippines, Department Order Nos. 3 (1988) and 33 (1991) and DOLE Rationalization Plan pursuant to Executive Order No. 366. Page 3, Paragraph 1 of the DOLE Rationalization Plan provides for the transfer of all wage-related functions of the BWC to NWPC. Section 2. Purpose. The purpose of this Order is to clarify and delineate the functions and responsibilities among concerned DOLE agencies in the conduct of Facility Evaluation (FE) and Time and Motion Study (TMS). Section 3. Delineation of Duties and Responsibilities. The specific duties and functions of the concerned agencies are as follows: 1. National Wages and Productivity Commission (NWPC) a. To review and formulate rules and guidelines on the conduct of FE and TMS; b. To conduct capacity building/training on FE and TMS for NWPC, RTWPBs and DOLE ROs; c. To extend technical assistance on the conduct of FE and TMS to RTWPBs, upon request; and d. To assist in the conduct of information awareness campaign on FE and TMS.

MOTION STUDY FUNCTIONS

Section 1. Basis. This Q"rder is being issued pursuant to Article 101of the Labor Code of the Philippines, Department Order Nos. 3 (1988) and33 (1991) and DOLE Rationalization Plan pursuant to Executive Order No.366. Page 3, Paragraph 1 of the DOLE Rationalization Plan provides for thetransfer of all wage-related functions of the BWC to NWPC.

Section 2. Purpose. The purpose of this Order is to clarify anddelineate the functions and responsibilities among concerned DOLE agenciesin the conduct of Facility Evaluation (FE) and Time and Motion Study (TMS).

Section 3. Delineation of Duties and Responsibilities. The specificduties and functions of the concerned agencies are as follows:

1. National Wages and Productivity Commission (NWPC)

a. To review and formulate rules and guidelines on the conduct ofFE and TMS;

b. To conduct capacity building/training on FE and TMS for NWPC,RTWPBs and DOLE ROs;

2. Regional Tripartite Wages and Productivity Boards(RTWPBs)

For the Board Secretariat:

a. To conduct actual FE and TMS upon request of an interestedparty or upon its own initiative;

1 b. To submit to the DOLE Regional Director for review andapproval, all FE Orders and Time and Motion Study Standards;

c. To conduct information awareness campaign on FE and TMS;and

d. To evaluate effectiveness of approved FE and TMS and thereaftersubmit report to NWPC,

3. BUREAU OF WORKING CONDITIONS (BWC)

a. To formulate and.jnonttor i'mplementation of guidelines on theenforcement of FE ano TMS; and

b. To assist in the conduct of capacity building on FE and TMS,upon request of NWPC.

4. DOLE REGIONAL OFFICES (DOLE ROs)

a. To enforce and monitor compliance of approved FE Order andTMS Standards in establishments through inspection within theirrespective regions.

Section 4. Reporting. The DOLE Regional OffIces shall submitcompliance reports to the BWC, copy furnished the NWPC.
