Background and Rationale
The PCEP was conceived in response to the promulgation on 11 August 2001 of Republic Act 9155, "AnAct Instituting a Framework of Governance for Basic Education, Establishing Authority andAccountability, Renaming the Department of Education, Culture and Sports (DECS) as a Department ofEducation (DepEd) and for other Purposes". Formulated through an NCCA Board Resolution in 2001, andoperationalized by a Task Force in 2002, the PCEP envisions a nation of culturally literate andempowered Filipinos by ensuring that culture is the core and foundation of education, governance, andsustainable development.
The law, while effectively reaffirmed cultural education as an integral part of basic education, hadtransferred this responsibility and administrative supervision of cultural agencies formerly attached toDECS to the NCCA.
Three strategic goals of PCEP which included the:
1. Establishment of an index of knowledge on Philippine culture;2. Development of culture-based instructional materials based on minimum learning competenciesand standards on culture;3. Implementation of cultural education programs to reach various beneficiaries through formal,non-formal and informal structures.
It was designed to make cultural education accessible to all sectors of Philippine society, particularly theyouth, teachers, artists and cultural workers, officials and employees of the government, members ofthe media, and civil society.
PCEP Institutional Intended Learning Outcomes (Competencies) of the Graduate of NCCA-PCEP Formaland Non-Formal Programs are expected to
1) Manifest critical and creative thinking skills2) Design culture-based instructional materials3) Employ innovative culture-based pedagogy4) Inculcate a sense of nationalism and patriotism5) Demonstrate expertise in Philippine history, heritage, culture and the arts6) Exercise leadership skills in respective communities7) Conduct culturally-relevant research8) Initiate national, regional, and global connectedness9) Conduct oneself in accordance with highest professional and ethical standard

10) Commit oneself to lifelong learningThe National Cultural Heritage Act of 2009 (RA 10066) mandates the Department of Education, incoordination with the NCCA's Philippine Cultural Education Program (PCEP), to "formulate the culturalheritage education programs both for local and overseas Filipinos to be incorporated in the formal,alternative and informal education, with emphasis on the protection, conservation and preservation ofcultural heritage properties" (Article X, Section 38).
Prior to the enactment of RA 10066, the NCCA PCEP has initiated the National Cultural Mapping Projectwhich formed the database for the Philippine Cultural Index (PCI). Out of these data, significant culturalicons and symbols were culled to become the basis for the Essential Knowledge on Philippine Arts,Culture and Heritage for the Basic Education Curriculum (EKPACHBEC), now known as the SAGISAGKULTURA NG PILIPINAS (SKP). In 2013, a fully-packaged SKP will contain the cultural icons and symbolsof the seventeen (17) geographic regions of the country written in the languages of the regions withFilipino translations. These previous initiatives are seen as important steps in developing a culture-basedcurriculum with emphasis on mother-tongue instruction and learning approach.

realize the implementation of culture base Filipino education system.
Description and Objectives1. To train teacher-participants on integration of culture-based contents and creative pedagogies in
teaching the core subject areas;2. To produce culture based lesson exemplar among the 8-subject areas namely Filipino, English, Math,
Science, Social Studies, Values Education, Arts/Music, TLE at PE/Health;3. Disseminate culture-based lesson exemplars for classroom teaching application;4. To develop or produce new readings or instructional materials necessary for the teaching of K to 12
Curriculum;5. To recognize teachers that produce quality education as defined by his/her lesson-plan through a
competition: and6. Support the international conference on Cultural Education to be conducted at UPLB.
DescriptionThis three-day national training convened to provide three-day training on the following specializedtopics:• Philippine Cultural Education Program: Sagisag Kultura ng Filipinas in K to 12 Curriculum• Malikhaing Guro as Teaching Philosophy and Methodology• Mother Tongue-Based Multilingual Education as Platform for Culture-Based Education• Lakbay-Lahi: Local Heritage Sites as Learning Resources• Culture and Heritage as Organizing Frame for Developing Culture-Based Lessons
A highlight of the island-clustered training is the lesson exemplar writeshops and development in Luzon,Visayas, and Mindanao that will indulge participants in a Nationwide Competition.
One National Winners per subject areas of Filipino, English, Math, Science, Social Studies, ValuesEducation, Arts/Music, TLE and PE/Health will be declared.

Participation, Eligibilities and Scholarship Provisions

l arrangements and costs of*transportation, accommodation and all meals shall be the responsibility of the participants and maybe charged to local funds.
Each of the three (3) region-cluster training-writeshops will have a maximum of one hundred twenty(120) participating public school supervisors/principal/teachers of any core subject area in theelementary and secondary school levels. All participants must be between 23 - 50 years old.
A limited number of extra participants (maximum of 20) who will not qualify as scholars orsubsidized participants shall be accepted upon payment onsite of the minimal registration fee ofOne Thousand Pesos Only (PHp 1,000) to defray the administrative and related costs of theprogram. They are expected to bear the full cost of transportation, accommodations, meals, andother participation-related expenses which may be sourced from local funds.
Interested participants should submit the duly accomplished nomination form signed by recognizednominating authority and the duly accomplished application form signed by the teacher-applicant.
Deadline of Application for THE CONFERENCESAdmission to the program will be solely determined by NCCA and its project conduit and hosts.Interested participants are required to submit the registration and nomination forms herewith attachedon or before the deadline of March 20, 2016. The organizers shall directly notify, either by fax or email,all successful applicants on or before March 31, 2016. The accomplished forms may be submittedthrough the contact details provided below.

RULES:• DEVELOPMENT of lesson exemplar must start after the KAGUMA Training; interested
participant may start using his/her lesson plan on June to August 2016 classes.• Period for the submission of entry is from August 1 -25,2016• Participant MUST accomplished and attached the ENTRY FORM in front the submitted
lesson plan.• Entry Lesson Plan MUST BE TESTED in actual classes (June-August)• Proof or evidence that the lesson plan was used MUST be submitted:

• The winning entries in each category shall automatically become property and copyright of theNCCA-PCEP.
• By submitting the entry form, the contestant agrees to abide by the rules and regulations ofthe Competition.
• The NCCA-PCEP shall select the members of the Board of Judges. The selection of the membersof the Board of Judges shall be the sole prerogative of the NCCA-PCEP.
• Judges may decide not to award prizes if the entries do not meet certain artistic andcompetition requirements. All decisions of the Board of Judges as to whether or not an entry orcontestant complied with the rules and regulations, as well as in all aspects of the Competition,SHALL BE FINAL
• The NCCA-PCEP reserves the right to withdraw any award and/or cash prize at any time shouldthe contestant violate any of the rules and regulations of the Competitions.
• The NCCA-PCEP reserves the right to use the name and photo of the contestant and his/ herentry free of charge for any broadcast, telecast, print or any other medium.
• The NCCA-PCEP also reserves the right to publish the entries, as it may deem fit.• If the winning entry will be published, winning author must devote time for enrichment and
development of his/her lesson plan with the supervision of PCEP editorial board.• All winners shall attend the awarding ceremonies• AWARDING is set on October 28, 2016 during the Final DIWANG Competition

• Failure to comply with the above rules and regulations shall automatically disqualify thecontestant.
• 8 Winner will receive P5,000 cash each and Certificate.
