This instruction implements AFPD 32-30, Explosive Ordnance Disposal and AFI 32-3001, Explosive

Ordnance Disposal (EOD) Program. This instruction establishes standard procedures for requesting EOD

assistance involving explosives, including assistance to civil authorities, private citizens, and requests for

training. It applies to all organizations assigned to Edward AFB. An (*) indicates revisions from the previous

edition. Ensure that all records created as a result of processes prescribed in this publication are maintained

in accordance with AFPD 33-3 and Air Force Manual (AFMAN) 33-363, Management of Record, and

disposed of in accordance with the Air Force Records Management System (AFRIMS) located at

https://afrims.amc.af.mil/rds_series.

SUMMARY OF CHANGES

Deleted references to private citizens, added explosive ordnance and nonmilitary explosives response criteria

(para 2.3.2., 2.3.3.), added risk category requirement (2.3.8.), changed additional support for EOD support to

civil authorities (para 2.3.6.).

1. General. All requests for EOD assistance must go through the Edwards AFB Command Post

(95 ABW/CP), 73040/73043. The person or agency requesting assistance will give the following

information:

1.1. Name, address, telephone number, and organization or agency of requester.

1.2. Location of emergency, complete address (if any), and county.

1.3. Type of item or explosives involved or type of assistance requested.

1.4. Point of contact at the scene.

2.1. The Command Post is the point of contact for requesting EOD assistance. Any change in the status of

EOD standby personnel will be provided to the Command Post by the EOD Operation Control Center

(OCC).

2.1.1. An EOD standby letter will be provided to the Command Post each month.

2.1.2. When a request for EOD assistance is received, the Command Post will obtain the information in

paragraphs 1.1. through 1.4. and notify the EOD OCC or the EOD standby team using the procedures

outlined in the EOD standby letter. The Command Post will keep a log of all information received and the

name of the EOD person contacted.

2.2. The Command Post will notify the EOD OCC in all of the following situations after notification by

appropriate agencies (i.e., Base Ops, Security Forces, Fire Department, etc.):

2.2.1. Aircraft crashes under the jurisdiction of Edwards AFB or where Edwards AFB has the closest

available response capability.

2.2.2. Scheduled or unscheduled aircraft carrying hazardous explosive material or cargo landing at Edwards

AFB.

2.2.3. Any emergency involving aircraft with live ordnance aboard.

2.2.4. Any bomb threat or suspect package found and believed to be an Improvised Explosive Device (IED)

or Weapon of Mass Destruction (WMD).

2.2.5. Any structural fire involving munitions or explosives.

*2.3. EOD assistance is granted to civil authorities to meet the life sustaining needs of the civilian

population and provide expertise to restore civilian sector functions.

*2.3.1. All requests from civil authorities are made through the Command Post.

*2.3.2. Requests for EOD assistance are received with the understanding that EOD is required to respond to

accidents/incidents involving Air Force owned explosive ordnance (EO) on or off Edwards AFB. If Edwards

AFB is first to discover an incident involving EO of another service or federal agency and it is the closest

installation, EOD must take immediate actions to prevent or limit damage or injury. The Department of the

Army has responsibility for landmass areas in all other cases. The 759th Ordnance Company (EOD) Ft Irwin

CA, DSN 470-4093, commercial (760) 380-4093, is the closest Army EOD unit.

*2.3.3. Civil authorities are primarily responsible for the safe handling and disposal of IED, nonmilitary

commercial explosives, or similarly dangerous articles located off DoD installations. EOD assistance, in the

form of advice or actions, can be granted for IEDs and nonmilitary explosives upon request from federal

agencies or civil authorities. EOD may respond if the 95 ABW/CC determines EOD assistance is required or

desirable in the interest of public safety.

2.3.4. When requests for emergency EOD assistance are received the Command Post will obtain the

information in paragraphs 1.1. through 1.4. then contact the EOD OCC or the standby team. If at any time

during an EOD response, a device is determined to be a WMD, the EOD team chief will brief the Incident

Commander (IC) and/or command post that a specialized WMD response team must be notified.

2.3.5. When requests for routine EOD assistance are received, the Command Post will obtain the

information in paragraphs 1.1. through 1.4. The Command Post will contact the EOD OCC or the standby

team to determine appropriate response actions.

*2.3.6. The Command Post will notify the 95 ABW/CC of the request for EOD assistance and obtain

permission to dispatch the EOD team. The controller will also contact the 95 ABW/JA and Public Affairs

Office as required. The Staff Judge Advocate or other individual designated by the Staff Judge Advocate

will accompany the EOD team off base to the incident site to avoid possible violation of the Posse Comitatus

Act or other legal restraints if requested by EOD or the 95 ABW/CC. If required, an Edwards AFB IC or

Emergency Operations Center (EOC) designee will also accompany the EOD team off base to act as the

military liaison for the civilian IC. 95 ABW/CC may designate the senior EOD member responding as the

liaison. If required to respond, the IC or EOC designee, AFFTC/JA, and Public Affairs representative will

meet at the EOD OCC, 501 North Rosamond Blvd, Bldg 4965.

2.3.7. Immediately upon arrival at the scene, and before taking any action that could cause damage through

rendering safe or disposal procedures, the legal representative will have the civil authority representative who

requested EOD assistance sign a DD Form 1926, Explosive Ordnance Disposal Civil Support Release and

Reimbursement Agreement.

*2.3.8. In all instances, the IC must carefully consider all factors involved before making the decision to

expose EOD personnel to possible injury or loss of life. In exercising this authority, the safety of EOD

personnel should be risked only when injury or death to the civilian populace is probable. The IC will assign

an incident risk category according to the threat or potential destruction of incident as outlined in AFJI 32-

3002, Interservice Responsibilities for EOD. The IC will make a decision based upon advice taken from the

senior EOD representative.

2.3.9. The IC will not specify the required EOD render safe procedure unless he/she is a qualified EOD

technician. The IC will approve or disapprove the actions that EOD suggests.

2.3.10. The EOD team will provide technical advice if there is a bomb threat and no device found. They

will not participate in search, seizure, or confiscation unless approved by the senior EOD representative.

2.4. The EOD OCC will stay in communication with the on-site EOD team. Other organizations can contact

the on-site EOD team through the EOD OCC during any emergency, on base or off. In the event the EOD

OCC is unmanned, the EOD team on site can be contacted through the Command Post.

2.5. All requests for training must be submitted in writing to 95 ABW/CED. Civil authorities and other off-

bases organizations must request the training 30 days in advance. Requests from Edwards AFB

organizations must be submitted 15 days in advance.
