1 Introduction Department of Information Technology, Chandigarh Administration (DoIT), invites Expressions of Interest (EoI) for “Setting up of WiFi zones at prominent location of Chandigarh which includes Sukhna Lake, IT Park (RGCTP) and Sector 17 –Plaza Area”.
2 AIM In line with the “Digital India” initiative of the Government of India, DoIT invites this EoI to create Wi-Fi hotspot (802.11) at three prominent locations (Sukhna Lake, IT Park (RGCTP) and Sector 17 –Plaza Area). The Wi-Fi hotspots are aimed at providing the Internet access to citizens and tourists in Chandigarh. The interested vendors shall submit their proposals / technical solutions to DoIT for a Wi-Fi based solution. The purpose of this EoI is to get the available technical solutions from the capable / potential service providers before seeking detailed bids from them in second stage through a Request For Proposal (RFP). Layout maps of these three prominent places with street light location/electrical poles are placed at Annexure I. The participating vendors shall conduct intensive survey of the locations while submitting the EoI.
3 Pre- Qualification Criteria The vendors meeting the following criteria are eligible to submit EoI :

Must have an average annual turnover of not less than Rs. 50 Crore during last three financial years (FY12-13, FY 13-14 & FY 14-15).
Copy of Audited Balance sheets along with Profit and loss statements with highlighted relevant figures (in case the audited financial statements do not reflect the above, original Statutory Auditors' certificate on the actual relevant figures)
In case of consortium, the combined turnover shall be calculated subject to the condition that lead partner must fulfill the 70% of the turnover requirement.
4 Must be registered with the Indian Service Tax Department.
Copy of PAN Card and valid Service Tax Registration Certificate in the name of the company

Must have implemented at least 3 (three) similar solutions of setting up of WiFi hotspots (outdoor) during last 3 years. Out of these 3, at least one solution must be implemented for any State/Central Govt./PSUs.

6 Must have valid ISO 9001:2008 or later. Copy of valid ISO certificate

Must not be blacklisted by any Central / State Government and Public sector and should not be involved in any litigation with the Chandigarh Administration

Note: In case of consortium, the lead partner shall fulfill the pre-qualification criteria.
4 Contract mode and duration The agency selected shall be required to operate in a BOO (Build-Own-Operate) model. The duration of the contract would be 5 years (60 months) from the date of acceptance of the solution deployed by the selected agency.
5 Scope of work Department of Information Technology, Chandigarh Administration is interested in creating Wi-Fi hotspots (802.11) at three prominent locations (Sukhna Lake, IT Park(RGCTP) and Sector 17 –Plaza Area) The Wi-Fi hotspots shall utilize a dedicated internet bandwidth to be provisioned by the selected vendor.

The prospective bidders shall participate with a mandatory submission of business (revenue) models for financial sustainability of the WiFi project as Chandigarh Administration would pay nothing towards the expenditure of the project. All the costs for CAPEX / OPEX / any other associated costs shall be paid by the selected agency only for the entire duration of the project. Further, the selected agency shall also be required to share the revenue generated by the Wi-Fi project with the Chandigarh Administration in the form of Royalty, the percentage of which shall be decided at the time of floating of RFP.
The broad scope of work for the implementation of Wi-Fi project is as under:
1. To provide a turn-key solution (hardware, software, operations, maintenance & support, etc.) enabling public Wi-Fi hotspots at three prominent locations (Sukhna Lake, IT Park (RGCTP) and Sector 17 –Plaza Area), for providing wireless internet (Wi-Fi) access to the citizens and tourists in Chandigarh using any Wi-Fi enabled devices (laptops, mobile devices, tablets etc.).
2. The participating vendors shall propose a complete solution including provisioning
of bandwidth, design, supply, installation, configuration, activation, operations, maintenance, monitoring, support etc. of the Wi-Fi project including the requisite manpower as well for the management of the project. The vendor shall be responsible for payment of costs of all other associated services like security of the Wi-Fi equipment etc.
3. The wireless equipment installed can draw the power from the electrical
poll/lamp posts for their operating requirements.
4. The participating vendors must carry out intensive site surveys of the three proposed locations while submitting the EoI.
5. The proposed solution must provide unlimited internet access to end users with
a provision to control the access by bandwidth and / or duration.
6. The participating vendors shall design and submit the suitable business revenue models for the financial sustainability of the Wi-Fi project.
5.1 Functional Requirement Specifications The overall system should meet (but not limited to) the following functional requirements:

1. At each hotspot, the Wi-Fi service shall be available across a radius of at least 100 meters.
2. The selected vendor must be able to manage, monitor, control and optimize
the bandwidth allocation / distribution across all the proposed hotspots as per the requirements.
3. At each Wi-Fi hotspot, at least 100 concurrent users should be able to access
Wi-Fi internet facility at the same time without any decrease in minimum bandwidth guarantee of 512Kbps at each user level.
4. The system shall be capable of controlling the bandwidth at user level to prevent
the users from monopolizing all the bandwidth e.g. by downloading videos.
5. The Wi-Fi solution proposed by the vendors shall not be based on any restrictive technology that prevents other service providers to setup similar services in the area.
6. The system shall be able to provide access to any device which is Wi-Fi
enabled, regardless of software (operating system and browser) of the device.
7. The system shall be able to provide complete coverage in the areas identified, including but not necessarily inside the buildings.
8. The system shall be scalable for future expansion without capacity throughput or
other performance constraints. It shall be able to add new Wi-Fi hotspots as per requirement of DoIT in a plug-n-play mode.
9. The system shall be able to provide real time performance monitoring,
management and reporting. The system shall be capable of monitoring each site / location individually.
10. The system shall comply with all the applicable guidelines, laws and
legislative requirements laid down by DoT / TRAI or any other agencies authorized by Govt. of India.
11. The system shall not violate any radiation standards specified by DoT / TRAI or any
other agencies authorized by Govt. of India.
12. The system / equipment proposed to be installed at the identified locations shall not pose any threat to the residents or public property.

5.2 Operation Maintenance and support
1. The selected agency will have to provide full operational, maintenance and technical support during the entire period of the contract.
2. The selected agency shall be responsible for managing and monitoring the complete
architecture of the Wi-Fi during the entire period of contract.
3. All the Wi-Fi hotspots shall be managed by a centralized Wi-Fi management software and Wi-Fi controller. User credentials for MIS access to the software must be shared by the selected agency with DoIT.
4. In case of non-utilization of Wi-Fi services at any of the Wi-Fi hotspot, the selected
agency shall relocate the same.
5. During the duration of the contract, the selected agency shall be required to conduct periodic checks of the deployed solution for performance & security, and further perform continuous network monitoring on behalf of DoIT.
6. The selected agency shall be required to provide necessary information, support
and MIS reports in the desired format to the DoIT and/or any of its authorized representatives to carry out forensic analysis at any point during the contract, if required.
7. The selected agency will have to provide necessary trainings to the departmental
staff identified by DoIT from time to time on usage of the system like Central Wi-Fi management software etc.
8. The selected agency shall be required to setup and operate 24x7 helpdesk customer
support system (Toll free numbers) and web based complaint / feedback registration system for end users.
9. In order to provide better services, the selected agency would set-up response
teams to address technical, outage or other network issues at the sites.
5.3 Tentative Service Level Agreement (SLA) The selected agency shall has to comply with SLAs defined below to ensure adherence to quality and availability of services. Detailed SLAs and penalties on non-compliance would be finalized by DoIT at the time of floating RFP. Tentative Service Monitoring Levels -

5.4 Data Maintenance & Security
1. The selected agency shall be responsible for preparing technical documents for recording each and every process of the implemented solution.
2. The selected agency shall also prepare detailed documents on “how-to” and
for training purpose like User manuals, Training manuals etc.
3. The confidentiality of all such documents / reports generated shall must be maintained by the vendor. The vendor shall handover the complete documentation to DoIT as and when asked for and also at the end of contract.
4. The selected agency will be required to retain user / usage specific data, for the
entire duration of the contract, or for duration as specified by DoT / TRAI / other authorized agencies (whichever is more), such as:
• Information identifying the user of the session • Identity of the device used of the session – MAC address • Session start and end time • IP address used • The location connected from • User Authentication details (provided at the time of authentication) • URLs / details of websites and applications accessed during the session • Any other details as specified in the norms of DoT / TRAI

5. The selected agency shall ensure that user information is secured and is not accessible to any unauthorized entity. It must also be ensured that solution is designed for end- to-end security for the network to prevent any unauthorized changes and use of the network.
6. The system must be able to generate detailed reports on:
• User / usage specific data • Complaints / feedback submitted by the end users • Utilization report of each Wi-Fi hotspot etc. The vendor must provide necessary Login credentials to DoIT to access all such MIS reports at any point of time.
7. The selected agency shall not in any case share any such data / information
generated under the Wi-Fi project with anyone without the consent of DoIT.
5.5 Marketing & Promotion
1. The selected agency shall do the branding of Wi-Fi Zones. Proper marketing strategies shall be adopted to make Wi-Fi popular in Chandigarh to attract more users.
2. The vendor shall design all the logos, symbols, trademark etc. for the Wi-Fi project
in consultation with the DoIT. At the time of designing, the decision of DoIT shall be final and only DoIT shall claim the Intellectual Property Rights (IPRs) on all such designs finalized by it.
3. The selected agency shall promote the use of Wi-Fi in Chandigarh through regular
advertising in radio, press, media etc. All such advertisements shall be screened by the DoIT before publishing. The selected agency shall bear all the costs related to the advertisements.
4. The selected agency shall ensure creation and installation of display boards at all
the hotspot locations for display of the process / instructions on how to access Wi-Fi internet service for the end users. The exact locations for installation of display boards shall be finalized by the DoIT only.
6 Contents of EoI The interested vendors are required to submit EoI in two separate sealed envelopes as under:

Envelope-1: To be clearly labeled as ‘Pre-qualification – WiFi zones at prominent location- Sukhna Lake, IT Park (RGCTP) and Sector 17 –Plaza Area’ containing following documents duly signed by the authorized signatory:
a) Certificate of Incorporation / Registration, Copy of Memorandum of Association, Articles of Association. In case of consortium, copy of consortium agreement indicating role and responsibilities of the partners.
b) Copy of Audited Balance sheets along with Profit and loss statements showing
average annual turnover of Rs. 50 Crore for last three financial years (FY 12-13, FY 13-14 & FY 14-15).
c) Copy of PAN Card and valid Service Tax Registration Certificate in the name
of the company.
d) Copy of work / purchase order AND Client’s completion certificates for three (3) projects of setting up 100 Wi-Fi nodes in any State / Centre Govt. / PSUs.
e) Copy of valid ISO certificate in the name of the company.
f) A declaration on company’s letter head indicating the details of the person
authorized for bidding / signing on behalf of the company.
g) A declaration for non-blacklisting on company's letter head duly signed by authorized signatory.
Envelope-2: To be clearly labeled as ‘Technical Proposal – WiFi zones at prominent location- Sukhna Lake, IT Park (RGCTP) and Sector 17 –Plaza Area’ containing following documents duly signed by the authorized signatory:
a) Capability assessment – Mention core technical competencies and skill sets relevant to this project for implementing and supporting Wi-Fi solution.
b) Quality assessment – Give details about quality processes and procedures
being followed and certifications obtained by the company to maintain the quality standards.
c) Technical solution – Technical details of the proposed solution such as:
• System study and design • Technology to be used

• Methodology for designing, building, implementing, operating, maintaining and supporting the Wi-Fi project
• Detailed map of the proposed hotspot locations • Technical Specifications of proposed Hardware / Software like Wi-Fi Controller,
Wi-Fi Access Points, Wi-Fi management software, other related infrastructure etc.
• Any prerequisites for end users to avail the service.
d) Detailed Business plan(s), Revenue models for financial sustainability of Wi-Fi project.
e) Approach paper for this project, detailing with:
• Proposed work plan • Proposed time frame for execution of complete project • Timelines for specific deliverables • Details of the proposed manpower • Roles and Responsibilities of each consortium partner, if any • Expectations from DoIT
Both the envelopes should be kept and sealed in a single envelope and clearly labeled as ‘Expression of Interest –Wi-Fi Project’. Envelope-2 of only those applicants shall be opened whose Envelope-1: Pre-qualification shall be found in order.
7 EoI submission The interested vendors are required to submit their Expressions of Interest in sealed envelope as mentioned above. The EoI shall reach to DoIT on or before 27.01.2016 till 5.00PM at the following address: Director, Department of Information Technology 5th Floor, Additional Deluxe Building UT Secretariat, Sector 9-D, Chandigarh 160009 The applicant has the option of submitting the EoI by registered post, courier or in person so as to reach the designated address in time. The department shall not be responsible for any postal delay or non-receipt / non-delivery of the documents. No further correspondence on the subject will be entertained after the due date. The applicants are also required to indicate the name and address of the company on the envelope so as to enable the EOI to be returned unopened in case it is declared "late".

DoIT shall convene a meeting on 19.01.2016 at 11:30AM to provide the clarifications. The interested vendors are required to attend the same on stipulated date and time.
8 Terms & Conditions
a) There is no fee for participation in the EOI.
b) Applicants are required to do the physical site surveys on their own to fully understand the work and ascertain the requirements before submitting the EoI. Nothing shall be paid by DoIT for the site visits / surveys, Layout of the locations have been placed at Annexure I for better survey of the locations.
c) The Applicant shall bear all costs associated with the preparation and submission of
EoI. DoIT will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the EoI process.
d) The vendors are allowed to participate in consortium, however, the vendor shall
not subcontract / outsource the work to any other party.
e) DoIT may terminate the EOI process at any time and without assigning any reasons.
f) DoIT makes no commitments, expression or implied that this process will result in a business transaction with anyone.
g) DoIT reserves the right to modify and amend any of the above stipulated condition
/criterion at any time during the process depending upon project requirements.
h) DoIT reserves the right to accept or reject any or all responses without assigning any reasons therefore.
