1. Introduction
1.1 Background
PERBADAAN PR1MA MALAYSIA (hereinafter referred to as PR1MA) was established under the
Perumahan Rakyat 1Malaysia Act 2012 to provide a holistic and comprehensive programme to
develop, manage and maintain PR1MA townships built to offer its residents a quality of life conductive
for promoting vibrant and active communities.
PR1MA aims to provide mass quality affordable housing to middle income earners (monthly household
income between RM2,500 and RM7,500) throughout Malaysia. PR1MA’s mandate by the government
is to deliver 500,000 homes within the span of 5 years, beginning 2013.
PR1MA needs to explore efficient forms of building technologies that can ensure quality of project
delivery during the project development and construction process within the stipulated time frame.
Such technologies under consideration are Industrialized House Technologies (IHT) and Building
Information Modelling (BIM).
1.2 Purpose of Document
The aim of this Request for Information (RFI) document is to request from Solution Providers
proposals and information on BIM Implementations and Support for PR1MA and the Architectural,
Engineering and Construction (AEC) External Consultants appointed by PR1MA.
The Solution Provider is to play a critical role in assisting appointed AEC Consultants in building up
BIM capabilities and capacities in order to reach PR1MA BIM standards.
1.3 Industrialised House Technologies
IHT is an industrialised method of off-site construction of modular houses. A modular house consist
of multiple prefabricated framed sections called modules. The modules are six sided boxes
constructed in a remote facility, then delivered to their intended site of use. Using a crane, the
modules are set onto the building's foundation and joined together to make a single building. The
modules can be placed side-by-side, end-to-end, or stacked, allowing a wide variety of configurations
and styles in the building layout.

The advantages of IHT includes economical in construction, speed of construction and low building
materials wastage.
Through this technology, PR1MA aims to achieve high quality prefabricated modular houses with 90%
off-site manufacturing and 10% on-site construction target.
1.4 Building Information Modelling
In order to deliver with good quality and enhanced work efficiency within PR1MA AEC Ecosystem,
PR1MA is looking into an emerging integrated project delivery (IPD) process and method called
Building Information Modelling (BIM). It involves the strategic implementation of both software
technology and collaborative process / workflows.
BIM has proactively and successfully improved the delivery of a number of ongoing capital projects—
from uncovering and mitigating errors and omissions, predicting building performance during design
stage, introducing better design solutions, enhancing tenant and contractor communications, and
optimizing budget and schedule options.
The objectives of implementing BIM to PR1MA projects includes:
i. To create digital models containing accurate geometry and associated data typically used for
construction documentation, renderings, fabrications and quantity take offs.
ii. To Improve building design: the development of drawings documentations are time
consuming and costly. BIM helps integrate the full documentation of the project as it will be
constructed, making changes more efficient and minimizing omissions.
iii. Information integration and workflow: Transparent digital formatting of the information so
that it’s sharable and updateable. Optimization of the information management process and
coordination between design, engineering and systems providers enabling effective
resolutions during design process.
iv. Building performance and sustainability: Engineers can evaluate a building’s carbon footprint
and consider the impact of green technologies compared to the resource demands of the
facility, including; climate, solar and wind effects.
v. Accurate cost estimates: quantities take off allows for better decision-making and budgeting
up-front through more accurate assessments of systems, estimated operational costs.

vi. Compliance: As the building is designed, it can be checked to ensure that the structure
conforms to any code requirements and make changes to correct problems while they can
still be corrected inexpensively.
vii. Better maintenance: BIM helps provide scenarios and schedules for maintenance so that
optimal performance can be maintained and that new systems can be evaluated in the future.
1.5 Adoption of BIM by AEC External Consultants
BIM is a collaborative process used by architectural, engineering and construction (AEC) industries.
Through collaboration and the use of BIM technology, a more integrated, interactive approach to
building design, construction and operation is emerging.
In order to achieve widespread usage of BIM, the AEC Industry requires a high level of expertise and
knowledge in the use of BIM software tools. It is fundamental that all AEC External Consultants
appointed by PR1MA are able to apply BIM to the whole cycle of construction projects to achieve the
benefits aforementioned.
External Consultants within the AEC Industries appointed by PR1MA includes Architects, Civil
Structural Engineers, Mechanical Engineers, Electrical Engineers, Project Managers, Surveyors and
other related professions.
The current BIM knowledge levels of professionals employed within the AEC Industry can be
considered to be placed into one of the three following groups:-
Group A - Without BIM knowledge
The individual has:
i. no BIM knowledge & skill;
ii. not implemented BIM in practice, but is willing to implement it in the future;
iii. used conventional method of drawings, documentation and (or) scheduling;
iv. experienced in solution applications on 2D Drafting & 3D Visualisation;
v. no experience in using PR1MA BIM standards & PR1MA BIM template.

Group B - With Basic BIM knowledge
The individual has:
i. assisted in BIM planning and information sharing with other AEC teams;
ii. had moderate success in implemented BIM in most aspect of the BIM project cycle from
design, submissions, documentation, scheduling;
iii. has limitations complying to BIM standards or BIM templates;
iv. had some usage of BIM Level of Development (LOD) 100 & 200;
v. experienced in solution applications on 2D Drafting, 3D Visualisation & 3D BIM;
vi. no experience in using PR1MA BIM standards & PR1MA BIM template.
Group C - With Advanced BIM knowledge
The individual has:
i. had successfully implemented BIM in most aspect of the BIM project cycle from design,
budget, communication, documentation, scheduling, maintenance;
ii. has integrated BIM planning and developed BIM protocol into standard operating
Procedures;
iii. applied BIM standards, template and LOD to its projects;
iv. successfully implemented BIM tools on all projects;
v. experienced in solution application: 2D Drafting, 3D Visualisation, 3D BIM & 4D BIM;
vi. no experience in using PR1MA BIM standards & PR1MA BIM template.
1.6 BIM Performance by Individual and Organisation
The goal of BIM implementations by teams of individual professionals (be it BIM Manager, BIM
Coordinator, BIM Modeller, BIM Technician and other BIM related professionals) within AEC
organizations are to achieve increase in productivity. These implementations needs to be measured,
compared against available industry benchmarks and independently certified in accordance the
individual’s competency level. The level of the contributing individuals’ BIM competencies together
with the organisation’s BIM capability, maturity levels and the organisation’s past performances
determines the overall organisational BIM competency level.

2. Scope of Services
The Solution Providers are required to provide written proposal for the Mandatory items as listed
below. The Solution Provider may or may not choose to provide a proposal for the Optional items.
However, comprehensive proposal is encouraged.
Each Proposal should include a section devoted to describing how the Proposer intends to perform
the Scope of Services for the followings:

2.1 Software
2.1.1 The Solution Provider is required to propose a full solution package for Architect, Civil &
Structural Engineer, Mechanical and Electrical Engineer, Project Manager and Quantity
Surveyor.
2.1.2 The proposed solutions has to be BIM capable which is fully functional and compatible with
other main BIM solutions.
2.1.3 The software platforms must comply with current industry interoperability standards and be
usable in the most current version of Industry Foundation Classes (IFC) file format
2.1.5 The Proposal is to include a Customizable Cost Plan for the recommended BIM Software
License(s) / BIM Tools based on the following examples:

A. Standalone License per seat, with or without subscription; or

2.1.6 Software package should come with a trial period of minimum of 90 days.
2.1.7 The Solution Provider should consider Contractual Flexibility such as allowing for annual usage
alignment based on business needs.
2.2 Training
2.2.1 The Solution Provider is to devise BIM Training Programmes suited to the intended AEC
consultant Group with an outline of training course description, structure, duration and course
content.
2.2.2 The purpose of training is to ensure the AEC External Consultants are aware of the current
best industry practice and are fully capable in handling the project using BIM.
2.2.3 The training can be categorized into three level which are; basic essential, intermediate,
advanced.
2.2.4 The proposal should take into consideration the Customization of Training Course to meet
specific requirements by different industry professions.
2.2.5 The Solution Providers are to provide a training syllabus for each of the AEC professionals
Groups defined in Section 1.5.
i. Group A - Without BIM knowledge
ii. Group B - With Basic BIM knowledge
iii. Group C - With Advanced BIM knowledge
2.2.6 The training syllabus should include the brief on PR1MA BIM standards and on how to use
the PR1MA BIM templates and BIM library, which will be shared only with the selected solution
providers.
2.2.7 The proposal is to indicate course delivery methods not limited to in-house workshops, hosted
on-line web based training, training videos, readings, practical exercises.
2.2.8 The training must comply with the level of current industry interoperability standards and be
usable in a collaborative environment.

2.2.9 The PR1MA BIM Startup Kit, BIM template, BIM Libraries and PR1MA Documentation
Standards is to be issued to the appointed AEC External Consultants and used co-currently
during software training.
2.2.10 All training course materials is to include Software manuals as standard. The Solution Provider
is to specify any other training course materials available.
2.2.11 The proposal is to include qualifications details and experience levels of any certified trainers
/ instructors.
2.2.12 The proposal is to detail any Post-training support and resources that are available once
training is completed.
2.3 Technical Support
2.3.1 The Solution Provider is to outline the technical support provided within the proposed Annual
Support Contract for PR1MA and the AEC External Consultants.
2.3.2 The proposal requires a Long-Term Support Plan of minimum 3 years, to include BIM Software
updates and notifications.
2.3.3 The Proposal is to advise on the means of communication and times of day when technical
support is available as part of the overall technical support service.

2.4 Evaluation and Certification
2.4.1 The evaluation process of PR1MA appointed AEC External Consultants consists of 2 stages,
Stage 1 Individual and Stage 2 Organisational.
2.4.2 Stage 1 - Individual BIM Competency Assessment and certification
An Individual’s BIM competency is a combination of his/her level of skills, abilities, knowledge
and experiences. The individual’s BIM Core competencies is dependent on the individual’s
professional role and it can generally be separated into the following criteria:-
2.4.2.1 The Solution Provider will be responsible to devise evaluation methods and scoring system
for Stage 1 Individual BIM Competency Assessment.
2.4.2.2 PR1MA jointly with the solution provider will be responsible to carry out Stage 1 Individual
Competency Assessments of the contributing BIM individuals of the appointed AEC
External Consultant.

2.4.2.3 PR1MA will be responsible to provide certification of the contributing BIM individuals of the
appointed AEC External Consultant based on assessment results.
2.4.2.4 The individuals are to be assessed includes: BIM Manager, BIM Coordinator, BIM Modeller,
BIM Technician and other BIM related professionals.
2.4.2.5 The solution provider is to define within the proposal the method of assessment, delivery
of assessment and the frequency for the assessment.
2.4.2.6 The individual BIM competency assessment is to be in a single assessment format,
designed to suit the whole spectrum of BIM related professionals to include but not limited
to the criteria set out in Section 2.4.2:-
I. Implementation Competency – The ability to manage BIM Library, implementation
of BIM Standards and LOD. The ability to develop protocols specific to generating
and maintaining models & component Library.
II. Functional Competency – The ability to manage / coordinate project workflow within
team environment. The ability to use model based BIM for wide collaboration.
III. Operation Competency – The hands on abilities of delivering aspects of a project
including: Conceptualize, Plan, Design, Analyse, Simulate, Quantify & Scheduling.
The ability to use BIM to conduct model-based simulations.
IV. Technical Competency – The abilities to generate project deliverables in relation to
profession discipline. The abilities to use BIM Software to generate accurate, error-
free models in terms of BIM Modelling, 2D Drafting and Annotation and Overall
Model Management.

2.4.3 Stage 2 - Organisational BIM Competency Assessment and certification
An organisation’s BIM competency is a combination of its BIM capabilities, its BIM maturity
and its past BIM performance.
2.4.3.1 The Solution providers will be responsible to propose Stage 2 evaluation methods and
certification programmes which are suitable for PR1MA.
2.4.3.2 PR1MA will be responsible to carry out Stage 2 Organisation Competency Assessments of
the appointed AEC External Consultant.
2.4.3.3 The stage 2 Organisational BIM Competency assessment is to be conducted with the
following considerations as set out in Section 2.4.3:-

2.5.1 The proposed hardware must be BIM compatible and to be used by three level of users; heavy
user, intermediate user and light user. The proposer also must specify hardware which can
cope and handle all tasks assigned to each of these users:

2.5.2 Full specifications of hardware systems are required to be specified with costs indicated per
unit, brand and other relevant details.
2.5.3 The Solution Provider should consider to work with BIM compatible hardware provider for
hardware purchasing agreement whereby recommended products will be made available at
special discounted rate to PR1MA, its subsidiaries and AEG External Consultants (with
recommendation letter from PR1MA).
2.5.4 The Solution Provider’s proposal is to include an outline IT Maintenance Support Plan.

2.6 Implementation
2.6.1 BIM Adoption Programme
The intention of formalising a BIM Adoption Programme is to provide an organised and
structured guidance to the appointed AEC External Consultants (Group A & Group B as
essential) as a quick start guide in BIM Implementation. The Programme is to be implemented
by the Solution Provider as an optional service in conjunction to the software training provided
by Solution Providers.
2.6.2 The Solution Provider is required to assign technical expertise both off-site and on-site (if
required) to handhold the AEC External Consultants on BIM adoption process
2.6.3 Please provide different level of implementation support based on your knowledge of what
will be required by the different Groups defined in Section 1.5. Please provide total number
of hours recommended with detailed plan and agenda.
2.6.4 All appointed AEC External Consultant are required to adopt PR1MA’s BIM Standards, and be
able to use PR1MA’s BIM template and BIM Library.
2.7 Value Added Propositions
2.7.1 The Solution Providers are welcomed to offer value added proposition (VAP) as part of main
proposal.
2.7.2 The VAP shall not incur any additional cost to PR1MA and will be taken into consideration in
overall proposal.
2.7.3 The VAP must contribute directly to PR1MA operation, mission and long term objectives.
2.7.4 The VAP is not a mandatory requirement, however, if proposed, will be part of committed
deliverables for the Service Provider.

3. Commercial Proposal
3.1 Solution Providers must provide pricing for all proposed components; software, hardware,
services (training, implementation).
3.2 Pricing Guidelines
3.2.1 Solution Providers are to propose the most cost effective pricing model which is applicable to
PR1MA and the AEC External Consultants.
3.2.2 Enterprise License Agreement
Solution Providers should consider Enterprise License Agreement (ELA). The ELA provides
access to all of the BIM software products (e.g. BIM capable modelling software, analysis
software, etc.). The ELA shall reflect either highly discounted pricing or a tiered pricing
approach for its product licenses.
3.2.3 Tiered Pricing Model
The purpose of tiered pricing approach is to obtain rates based on assumption that the
Solution Provider would be willing to offer greater discounts as the number of orders placed
under the resultant agreement grew during the term of the agreement. When PR1MA, its
subsidiaries and AEC External Consultants meet or exceed specified transaction based
purchase volumes, tier price shall apply to their order. Tier pricing are accumulative across
multiple orders (combination of orders by PR1MA, its subsidiaries and PR1MA AEC External

and PR1MA AEC External Consultants) with recommendation letter from PR1MA. PR1MA aims
to use the special purchasing agreements to minimize the cost of implementing BIM.

4. Selection Criteria
4.1 Shortlisting for RFQ/Tender
4.1.1 Based on this RFI submission, PR1MA will shortlist the Solution Providers to be invited for the
RFQ/Tender process.
4.1.2 The shortlisting will be based on the evaluations of the following (but not limited to) criteria:
i. Technical proposal that meets PR1MA’s requirements
ii. Experience of similar engagements
iii. Proven ability to deliver
iv. Training methods that meet PR1MA’s objectives
v. Costs
vi. Staff and Resources assigned

4.2 Interviews
4.2.1 The Solution Providers may be called for discussion/clarification on their proposal.
4.2.2 The Solution Provider may be requested for interviews and to conduct sample overview
demonstration such as mock training sessions on selected BIM subject.

5. Non-Disclosure Agreement
5.1 Solution Provider and its affiliate(s) must acknowledge and agree to protect classified information
for all design and documentation of these processes/systems.
5.2 Solution Provider and its affiliate(s) must acknowledge and agree that all processes/designs and
documentations prepared for this RFI exercise belongs to PR1MA.
5.3 All documents related to this RFI exercise is confidential and should not be disclosed to any other
parties for any purpose other than this RFI exercise.
5.4 All Solution Providers must sign a Non-Disclosure Agreement (NDA) in Appendix 3 and submit
it together with the proposal.

6. Submission Details
6.1 Submission Requirements
The Solution Provider responding to the RFI must include the following information.
i. Company Profile, company’s experience in similar engagements, including clients’ reference
details), as per Appendix 1: Particulars of Vendor (Sec. 9.1)
ii. List of individuals comprising the team with specific roles to carry out the proposed works.
iii. Provide written proposals for each of the mandatory and selected optional services as listed in
Section 2. Scope of Services. The organization should provide a brief narrative description
of the project that the RFI cover
iv. A detailed listing of all fees and costs for each of the mandatory and selected optional services
as listed in Section 2. Scope of Services, refer to Appendix 2: Estimated costing.
v. Signed Non-Disclosure Agreement (“NDA”), as per Appendix 3 (Sec. 9.3).

7. RFI Process

In preparing the response, the Solution Provider must be concise and supply all the requested
information according to the Submission Requirements as per Section 6.1.
Once the responses have been received, PR1MA may request the Solution Provider to make a 1 to
2 hours on-site presentation of their company business consulting capabilities, solution’s functional
and technical capabilities. This presentation is informational only, for the purpose of determining
feasible solutions and recommendations that could be included in the future procurement. The
invitation does not indicate that PR1MA is engaged in a pre-selection process for an implementation

PERBADANAN PR1MA MALAYSIA is a statutory body enacted under Perumahan Rakyat 1 Malaysia Act
2012 and having its place of business at Block F, 7th Floor, Oasis Square, No.2, Jalan PJU 1A/7A, Ara
Damansara, PJU 1A, 47301 Petaling Jaya, Selangor Darul Ehsan (“PR1MA/Receiving Party”)
WHEREAS
The parties are desirous to enter into business discussions and negotiations with each other (“Purpose”)
during which there may be disclosure of Confidential Information (as hereinafter defined) by the Disclosing
Party to the Receiving Party.
The parties acknowledge that there is a commercial need to regulate how such Confidential Information is to
be treated while in the possession or control of the Receiving Party so as to protect the interest and proprietary
rights of the Disclosing Party.
For this reason, the parties hereto have agreed to execute this Agreement which shall govern and dictate
inter alia the use, release, disclosure and/or dissemination of such Confidential Information.

NOW THEREFORE it is agreed as follows:
Definitions
The following words and phrases shall have the following meanings unless the context otherwise requires:

Agreement;
Confidential
Information
means (i) all information provided by the Disclosing Party to the
Receiving Party in documentary or other tangible form which is
clearly marked “confidential” (ii) if furnished verbally/orally or
visually is confirmed in writing as confidential by the Disclosing
Party to the Receiving Party within thirty (30) days after such
disclosure of the information (iii) in respect of information
marked “confidential”, any note, copy or tangible record of such
information and (iv) any copy of the foregoing.
Confidential Information does not include information which:
(a) is already in the public domain or after the date of this
Agreement, enters the public domain through no fault of
the Receiving Party;
(b) is or becomes available to the Receiving Party from a third
party lawfully in possession of such information and who
has the lawful power to disclose such information to the
Receiving Party on a non-confidential basis;
(c) can be shown by contemporaneous records of the
Receiving Party to have been known to the Receiving Party
at the time it is received pursuant to this Agreement;

(d) can be shown by contemporaneous records of the
Receiving Party to have been independently developed by
the Receiving Party.
OBLIGATIONS
2.1 In consideration of the disclosure of Confidential Information by the Disclosing Party to the
Receiving Party, the Receiving Party agrees and undertakes:
a) to use Confidential Information only for the Purpose;
b) to take proper and use all reasonable measures to maintain the confidentiality of such
Confidential Information and not disclose the same to any third party without the prior written
approval of the Disclosing Party;
c) to permit access to such Confidential Information on a need to know basis only to its directors,
employees and consultants and directors, employees and consultants of its subsidiaries and
affiliated companies, as is necessary for the Purpose provided that such individuals are bound
by an enforceable obligation of confidentiality;
d) to refrain from making copies of Confidential Information unless necessary for the Purpose;
and
e) Confidential Information is and remains the sole and absolute property and right of the
Disclosing Party.
2.2 The obligations of the Receiving Party shall not apply to any information which is required to be
disclosed pursuant to any request or order of any court or government body or if it is legally compelled to do
so by any judicial or administrative body, the Receiving Party will provide the Disclosing Party with prompt
written notice of such proceedings or requests so that the Disclosing Party may seek appropriate protective
order or waive compliance with the provisions of this Agreement. In any event, the Receiving Party will disclose
only that portion of Confidential Information which it is required to disclose.
2.3 The Receiving Party must, on the earlier of receipt of a written request made by the Disclosing Party
or completion of the Purpose:

a) cease all use of Confidential Information;
b) return all Confidential Information including all copies of the same (if any) or (at the Disclosing
Party’s option) destroy all such Confidential Information and provide to the Disclosing Party
a certificate of such destruction signed by the authorised representative of the Receiving
Party.
2.4 The parties acknowledge that in respect of any information disclosed by either of them further to this
Agreement:
a) no license is granted to the recipient; and
b) no license or right arises whether deemed, implied by, by way of estoppels or otherwise.
2.5 Where it is necessary for the Purpose for the Receiving Party to share Confidential Information with
a third party, the Receiving Party shall discuss and agree with the Disclosing Party, prior to such disclosure,
the terms and conditions relating to the disclosure to the said third party. The terms and conditions shall be
recorded in a written instrument and signed by both parties.
MISCELLANEOUS
3.1 This Agreement shall become effective on the date first above written and shall continue for a period
of one (1) year. Notwithstanding the foregoing, the obligations of the Receiving Party under clause 2.1 (a)
through to (d) of this Agreement shall remain subsisting and survive the expiry of this Agreement.
3.2 The Receiving Party acknowledges that due to the proprietary and competitively-sensitive nature of
Confidential Information of the Disclosing Party, the Disclosing Party would be irreparably harmed by any
breach, or threatened breach of the confidentiality obligations under this Agreement by the Receiving Party,
and that monetary damages would be insufficient to remedy such actual or threatened breach and that the
Disclosing Party may be entitled to injunctive or other relief as the circumstances may require.
3.3 The parties hereby agree that this Agreement shall be construed in accordance with the laws of
Malaysia.
3.4 If a dispute arises between the parties (the “dispute”), the parties agree to negotiate in good faith to
resolve the dispute. If the dispute has not been resolved by negotiation within a period of thirty (30) days

(both parties may mutually agree to an enlargement of this time period if so required) from the date the
dispute arises, the said dispute shall be referred for adjudication to the Kuala Lumpur Regional Centre for
Arbitration (the “KLRCA”) and the same shall be finally settled under the Rules of Arbitration of KLRCA by
three (3) arbitrators appointed in accordance with the said Rules. The arbitration proceedings shall be held in
Kuala Lumpur and shall be conducted in the English language. The decision of the arbitrators and any award
granted by the arbitrators shall be final and binding on the Parties, save for manifest error. The reference of
any dispute to arbitration in accordance with this clause shall not excuse the parties from continuing with the
performance of any other obligations under this Agreement which are not affected by the dispute. Nothing in
this clause shall prevent a party from seeking urgent equitable relief before an appropriate court in Malaysia.
3.5 Both parties warrant that they have the right to enter into this Agreement.
3.6 Each party enters this Agreement as an independent contractor and nothing in this Agreement may
be construed as creating a relationship of employment, partnership, joint venture or agency or otherwise.
3.7 Any notice required to be given hereunder shall be properly given if sent by post to the addresses
identified above or such other address as may be notified from time to time.
IN WITNESS WHEREOF, the parties hereto have caused their authorised representatives to place their
signatures hereto and executed this Agreement on the day and year first above written.
