1. INTRODUCTION
1.1 Background
South African National Parks (SANParks) is a public entity functioning under the National
Environmental Management: Protected Areas Act 57 of 2003 (Act 57 of 2003); with the mandate
to conserve; protect; control; and manage national parks and other defined protected areas and
their biological diversity (Biodiversity). As a public entity, SANParks is also governed by the
Public Finance Management Act, Act 1 of 1999 (as amended by Act 29 of 1999), and it is listed
as a Schedule 3 A: Public Entity.
SANParks’ operations are guided by its vision statement and mission statement. As a public
entity, the organisation is committed to act in pursuance of transformation of South Africa’s
society in support of entrenching South Africa’s democracy. In this regard, the organisation has
adopted a transformation mission to guide its efforts accordingly.
Overview of SANParks
SANParks executes its mandate through the management of National Parks that represent the
cultural and bio-diversity of South Africa. These Parks are spread out over South Africa. The
management of its operations is based on decentralised regional management structures.
Kruger National Park, the largest single operational unit is divided into two regions, North and
South with respective regional offices at Phalaborwa Gate and at the Skukuza Rest Camp.
The other 18 Parks under the management of SANParks are divided into 5 regions:

Furthermore, SANParks oversees the management of the parks and provide strategic guidance
and support from its Head Office in Pretoria.
1.2 Current Network Environment
(1) SANParks manages National Parks distributed over South Africa. These National Parks
are found in all the Provinces except for Kwa-Zulu Natal.
(2) SANParks operates a Wide Area Network (WAN) with a central hosting environment at
its head office in Pretoria.
(3) The WAN is a combination of various technologies which include Metro Ethernet, Diginet,
ADSL, Cellular (LTE/HSDPA/3G) and VSAT connecting the various sites and users to
the central hosting environment.
(4) The capacity of these links is limited and is currently exclusively earmarked for access
to the core IT systems of SANParks.

(5) The network is provided and managed under various Service Agreements. The routers
and Satellite indoor units are all owned by the Service Provider. All switches are owned
by SANParks.
(6) SANParks accesses the Internet mainly from our Head Office in Groenkloof, Pretoria.
There are a few sites with direct access to the Internet using Diginet / ADSL for specific
purposes.
(7) SANParks currently does not provide Internet Access to Visitors service.
(8) The SANParks Website is hosted internationally and managed by a service provider.
1.3 Wide Area Network Requirements
(1) SANParks requires a managed WAN service preferably from a single Value Added
Network Service Provider with access to wholesale data communications from all major
network service providers.
(2) The provisioning of last mile connectivity into an MPLS / VPN does not necessarily have
to be by the same service provider, although SANParks will prefer that the main Service
Provider (owner of the MPLS) should manage any other Service Provider that provides
last mile connectivity.
(3) The WAN must preferably be based on a MPLS solution or similar or better technology.
(4) SANParks recognises that due to infrastructural challenges, some sites may not form
part of a MPLS solution. For instance, due to remoteness the only connectivity at some
sites may be through using VSAT technology. But ideally the VSAT backhaul should also
feed into the MPLS.
(5) SANParks experience with regards to VSAT has not been greatly successful due to high
latency, contention and cost. SANParks would prefer higher performing technology for
those sites where VSAT is currently deployed.
(6) Most sites should allow for Video Conferencing (VC) and Teleconferencing including
Least Cost Routing and on-network calling. Detail is provided in the table below.
(7) Some sites require WAN connectivity that would allow for real-time video streaming in
order to facilitate the management of security.
(8) Given restrictions in the ability of network providers to provide high-speed data access
using ME and Diginet for the last mile, SANParks may require ADSL or Fibre connections
into the MPLS for some smaller sites. The design should investigate this option and
propose solutions to implement ADSL Fibre through trusted connections into SANParks
MPLS. This solution must connect into the MPLS and not be exposed to Internet security
concerns.

(9) There are also a number of third parties that have restricted access into SANParks to
access our property management system (RoomSeeker). These third parties access the
environment utilising Frame Relay. This must be catered for separately in the proposal.
(10) The table presented under Annexure A is a summary of the current WAN and future
estimated requirements. The diagram under Annexure C serve to reflect the current
WAN topology for a better understanding. The maps under Annexure D and E should
assist in placing most Parks and sites approximately. A Google Earth KMZ file with all
sites are also available on request.
1.4 RFI Requirements
SANParks believes that a MPLS solution will serve most of our sites.
In the case of the KNP, most of the sites should also be able to benefit from a MPLS solution.
Some smaller sites in the KNP currently use Satellite for data and very outdated terrestrial
infrastructure or Satellite offerings for voice. The terrestrial technology is however extremely old
and is failing increasingly. The proposed solution should consider voice as well as data at these
sites preferably into the MPLS. Alternative solutions such as cellular or even an extended LAN
in the Park with two or more break-outs into the MPLS are possibilities to be investigated.
Note that we have included certain ideas that we have to improve overall network service
delivery in SANParks. We may choose to include some or all of these as requirements in the
final tender that will be presented to the market. We may also choose to split some of the
requirements into more than one bid depending on your RFI response. However, we believe
that by painting the full picture, you are in a better position to understand and plan for SANParks
requirements in your response. The requirements are thus split into 4 components, namely:

Hosting of SANParks Web site
With this as consideration our requirements for the RFI is as follows. Please address all of these
requirements in your response:
1.4.1 Network overall
(1) Preference for a single VANS managing services from multiple Network Service Providers
(NSP) and access to wholesale pricing that can be passed on to SANParks.
a. Possible joint ventures need to be arranged and submitted as part of the proposal.
(2) The costing model for services should be contractually set and transparent.
a. SANParks reserves the right to have the costing and mark-up model audited from
time to time to ensure compliance.

(3) All sites listed should be addressed.
(4) Preference for a MPLS (or similar) solution.
(5) Bidders must indicate in their response their closest Points of Presence (POP) to the Sites
as detailed in Annexure A.
a. Distances of the POPs to the Sites must be provided.
b. If MPLS is a hybrid of more than one Network Service Provider, then the ownership
of the POP must also be indicated.
(6) For hybrid MPLS solutions a signed joint venture agreement between the VANS must be
included in the response.
(7) Reducing the number of VSAT sites in favour of other technologies, such as MPLS, ADSL,
Fibre, etc.
(8) A high uptime and low error rate is required.
(9) SANParks would prefer not to own endpoint WAN equipment (Routers) but would want to
be able to manage these devices.
a. Your response should indicate how this requirement will be met including the sourcing
and maintenance models available to SANParks.
(10) Power requirements for masts must also be considered to ensure high uptime even in
remote areas of the Parks.
(11) The internet requirement should conform to the following requirements:
a. All sites (except third parties) to have access to Internet
b. Internet services ideally should be delivered from the MPLS
c. Internet access should be resilient
d. Uptime exceeding 99%
e. SANParks to provide and manage Firewall and related equipment (Intrusion
Prevention Systems, Packet shaping, etc.)
(12) Due to current management challenges relating to Rhino poaching there are additional
current and future Internet facing connectivity required at the following sites (note detail in
list of sites annexure):
a. Kruger National Park (south, maybe Skukuza)
b. Addo Elephant National Park
c. Mapungubwe National Park
d. Marakele National Park

(13) Sites are classified as High, Medium or Low. Requirements from a SLA perspective are:
i. High – Redundant / resilient last mile connectivity using different technologies. 99%+
uptime required
ii. Medium – Onerous SLA with penalties. 98%+ uptime required
iii. Low – Less onerous SLA with penalties. 95%+ uptime required
1.4.2 KNP Specific
KNP solution should incorporate as many as possible sites into a redundant MPLS solution
considering incorporation of current VSAT Sites into the MPLS or utilising an extended LAN
(See Annexures F and G). The extended LAN backbone should ideally provide for a minimum
throughput of 300mbps with breakout into the larger MPLS at three sites at a minimum (suggest
Phalaborwa, Skukuza and Malelane areas).
a. The solution for KNP may only use existing infrastructure:
i. Current masts may not be lengthened.
ii. Current masts belong to a number of parties, TELKOM, SANParks, SANDF and
other to MTN or Vodacom.
iii. Usage of masts belonging to other institutions must be arranged between the
bidder and such institutions, SANParks will not facilitate such arrangements.
iv. No masts may be added inside the KNP.
v. The KNP solution should be offered as a capital outlay to SANParks as well as a
rental solution for SANParks to choose.
vi. KNP solution should include a support proposal irrespective of Capital or Rental
solution.
vii. Adding equipment to current masts may have an impact on the ability of the masts
to withstand wind, therefore wind loading factors should be considered in the
solution as it may add significant costs to the proposed solution(s).
b. Your proposal should include provisioning of telephony (private and public) services to any
site that is still dependent on outdated technology for voice services.
c. Respondents should also consider spectrum analyses per frequency and the impact it has
on frequency currently used.
d. The proposed frequencies must be legal and approved by ICASA and can comprise of
licensed and unlicensed spectrum.
e. Any licensing costs should be borne by the successful bidder.

f. Bidders should also take note that there are many private (staff and other) independent
inhabitants in the KNP that may also require data and telephony services including potential
cellular services. By planning to implement technology for SANParks, the current and future
requirements of these inhabitants may also generate revenue for the successful VANS.
1.4.3 Visitor Internet Access
Visitors to SANParks tourism facilities are requesting for quality access to Internet. In addition,
SANParks offers conference facilities at several its Tourism sites. Visitor numbers and
occupancy vary per site. Furthermore, SANParks has staff and other partners that stay in
villages and housing inside our National Parks and these people also have requirements for
cost effective access to the Internet.
SANParks therefore invites you to submit proposals on how such services can be provided as
part of a total network solution.
The proposed solutions should not bring any cost, infrastructure, bandwidth, or anything else to
SANParks. It must be a totally self-funded model and ideally even offer some revenue
generation opportunities for SANParks.
See Annexure B for statistics on the total number of overnight visitors per month per site for our
financial year: April 2015 to March 2016. This should assist you in determining the extent of
potential Internet services and feasibility.
The following should be considered in your response:
(1) A single solution must be offered at all SANParks sites included.
(2) The costing model must be the same everywhere.
(3) Unused data must carry over for at least 12 months.
(4) Unused data must carry over to other SANParks sites.
(5) Sites with Conferencing venues should have models where shared data is made available
for the conference(s) and paid for through SANParks property management system (or
online). The following sites have conferencing venues:

(6) Conference venues must have resilient / redundant high speed Internet service.
(7) Individuals attending conferences must also have opportunity to procure own individual
data.
(8) Some free capped and throttled data allocation may be awarded to users per day, blocking
any media rich content so as to not negatively affect the experience by other paying data
users.
(9) An additional free daily quota must be offered to valid loyalty Wild Card members.
(10) Free access to SANParks official web site and online booking and payment environment.
(11) Corporate data bundles at preferential rates for SANParks staff for official use when
travelling. Billing per user.
(12) Guaranteed quality service to any user that pays for data. Therefore, their experience
shouldn’t be negatively affected by anyone else that is using media rich content. Network
management practices such as throttling should therefore be part of the solution based on
best practices.
(13) The successful bidder should automatically identify where additional bandwidth is required
and upgrade the infrastructure accordingly so as to ensure a quality service.
(14) Any equipment and infrastructure must be managed fully by the successful bidder with
punitive service levels.
(15) SANParks front office staff must not be the primary contact for user problems. Users must
be referred to a centralised service desk to resolve connectivity and billing issues.
(16) High uptime exceeding 99% is required.
(17) Proposal should include the provisioning of connectivity, Wireless Access Points, Power,
Meshing, Management, etc.
(18) Proposal should include recommendations on whether the service should be extended to
every chalet or only offered in key hot spots per site.
(19) Hotels should include Internet services in each room (Golden Gate for now).

1.4.4 Hosting of SANParks Website
SANParks current website is hosted outside South African borders. The online reservation
component is hosted in the UK and the rest of the content in the USA. The reason for hosting it
in foreign countries is due to the cost of network connectivity in South Africa.
SANParks streams images and video from (currently) four (4) web cams at key water holes in
our Parks. These images are extremely popular and attract many virtual visitors that actively
monitor these images.
The current hosting service includes redundancy at multiple locations off-shore.
The total bandwidth consumed by visitors on the website is approximately 1.5 to 2 TB per month.
SANParks would like to bring the hosting of the web site back into the borders of South Africa.
This is of particular importance for the online bookings component and associated payment
gateway.
We require a section where you will address this requirement. Your response must specifically
address the following:
(1) Security from an online presence perspective where personal information of online clients
is stored.
(2) Security from a Payment Card Industry Data Security Standard (PCI DSS) requirement.
(3) High Bandwidth requirement, throughput and preferably no capping.
(4) Redundancy on the network.
(5) High uptime / availability (> 99.8%) of network and services.
(6) Consideration that internet traffic originates from anywhere in the world.
(7) At least tier 3 data centre.
(8) Secure web services between the online environment and SANParks internal systems.
(9) Secure access for administrators using multi-factor authentication.
1.4.5 General
(1) Bidders must have a national footprint which must be demonstrated in their response.
Specifically, their footprint should enable them to service the remoteness of SANParks
within reasonable time frames.
a. The proposed time frames for repairing a site or route should be included in your
response.
(2) Provisioning / decommissioning of new services should be committed to within 2 weeks
from application.

a. Any deviation to this requirement need to be motivated and accepted by SANParks.
b. Failure to comply to this requirement must be subject to significant penalties.
(3) Upgrades / downgrades of current infrastructure should be performed within 3 working
days. If change requires an infrastructure upgrade, then the 2-week SLA will apply.
(4) Bidders must have a good financial standing.
a. Evidence of your financial standing must be supplied with the emphasis on a going
concern and an expected five-year or longer contract.
(5) The contract must be flexible to allow for services to be added, decommissioned,
upgraded or downgraded as per request and as per agreed change request processes.
a. All new services required, should be sourced / built making use of the best last mile
technologies / services available from any Network Service Provider that can deliver
at the site and that conforms to the service and security standards contracted.
(6) Your response should indicate a plan on how you will transition and upgrade any services
provided by the current service provider(s).
(7) Future contractual arrangements should make provision for transitioning services to a new
VANS at the end of the contractual term.
(8) Bidders that participate in the RFI must be prepared to incur expenses in finalising the
tender.
a. Such costs may include site visits, Proof-of-concepts, liaising with current owners of
masts, etc.
b. Note that this RFI will be followed by formal Tender (RFQ) opportunities.
(9) An information session will be held as indicated and attendance is highly advisable. This
will be the best time to ask all questions that should be covered during site visits.
(10) An initial 5-year agreement is envisaged with an option to renew for a further 5-year period,
provided SANParks is satisfied with the Service Provider and services.
(11) The final agreement must make provision for options to SANParks to step out of the
agreement, or portions thereof, as and when required due to operational reasons or non-
adherence to contractual service levels.
