1. Introduction 1.1. Purpose of this Request for Letters of Interest
The Michigan Department of Transportation (“MDOT” or the “Department”) and its partner agency the Federal Highway Administration (“FHWA”) are pleased to present this Request for Letters of Interest (“RFLOI”) to small businesses interested in providing construction engineering and inspection (CEI) support services on 5 (five) of the bridges being constructed as part of the Advanced Bridges phase of the I-94 Modernization Project in the City of Detroit, Michigan. Additional information on bridge locations, anticipated letting dates and construction year is highlighted in the attached Exhibit A.
The purpose of this solicitation is to assess small business consultant market interest in the proposed areas of CEI services (i.e. construction engineering, construction engineering assistance, inspection, materials testing, survey and office technician) consultants would like to be considered for. Experience gained in these areas should help small businesses either maintain or obtain MDOT prequalification in the following service prequalification categories:
Construction Engineering: Bridges & Ancillary Structures Construction Engineering: Roadway Construction Engineering: Assistance Construction Inspection: Bridges & Ancillary Structures Construction Inspection: Roadway Construction Inspection: Traffic and Safety Construction Testing: Concrete, Density, HMA Assistance Surveying: Construction Staking Construction Services: Office Technician
Additionally, small business consultant feedback provided via the RFLOI will help MDOT and FHWA finalize the Request for Proposal (RFP) and facilitate achievement of the following goals for small businesses: Small businesses meet or exceed 20% participation on the Advanced Bridges Maximize the opportunity for non-prequalified small business consultants in order
to increase their technical capacity, growth and ability to become pre-qualified; Increase the number of MDOT pre-qualified small businesses; Enhance the business knowledge of small business owners through senior
leadership training focusing on: project delivery, strategic business planning, business operations, financial management and human resource management
After receipt of small business consultant responses to this RFLOI, MDOT plans to issue an RFP to select up to ten (10) small business consultants to provide construction support services working under the direction of the Owner’s Representative Consultant.

Each selected small business consultant will enter in to a Tier 1 prime service contract (less than $150,000.00 each) with the Department.
2. Submittal Instructions 2.1. Content
MDOT seeks written expressions of interest and relevant additional information from small business consultants interested in assisting MDOT and the I-94 Owner’s Representative Consultant provide construction support services on the Advanced Bridges Phase 1. Interested companies are invited to respond to this solicitation by completing the attached MDOT Request for Letter of Interest (RFLOI) Response form.
2.2. Delivery
RFLOI response forms are due to MDOT no later than June 28, 2017 by 5 PM EDT. Emailed response forms will be addressed to [email protected] with the Subject Line ‘I-94 SBE CEI Letter of Interest’. See the additional information page for details.

Small business consultants are solely responsible for assuring the Department receives responses by the specified delivery date and time at the address listed above.
3. Limitations
MDOT reserves the sole right, without incurring any liability, to change any aspect of the proposed procurement described above, including the right to not proceed with the procurement and/or the right to proceed in a different manner or on a different timeline than as described above. Respondents will not be reimbursed for any costs or expenses incurred in connection with this RFLOI. All submissions will become the sole property of MDOT and are subject to applicable FOIA laws.
Respondents should advise MDOT of any known or potential conflicts of interest in their RFLOI response forms.
ADDITIONAL REQUEST FOR LETTER OF INTEREST (RFLOI) INFORMATION
Interested small business consultants are invited to submit via e-mail a completed RFLOI response form to MDOT prior to the deadline of June 28, 2017 5 PM EDT. To encourage broad industry participation, MDOT has developed a fillable one-page RFLOI response form for consultant use on the next page. Completed forms should be emailed to the the MDOT contact below and contain the Subject Line ‘I-94 SBE CEI Letter of Interest’. MDOT Contact Information:

These contracts (up to 10 prime service contracts less than $150,000.00 each) will follow a normal Tier 1 selection process with up to a 3 (three) page proposal response not including key staff resumes and MDOT forms. To assist small businesses new to proposing on MDOT professional services contracts, the Department will host a voluntary proposal training workshop. This training workshop will review how to complete required forms (i.e. form 5100D, 5100J, etc.) and assemble a proposal response meeting MDOT RFP requirements. MDOT requests consultants wishing to take advantage of this workshop to RSVP using the provided RFLOI response form.
