Request for Ministerial Infrastructure Designation (MID)
Permanent use and upgrade of the temporary clay target range at Belmont Shooting Complex
OverviewThe Queensland Government’s Department of Housing and Public Works (DHPW) is inviting feedback on a proposal to permanently retain a temporary clay target shooting range developed at the Belmont Shooting Complex (BSC for the 2018 Gold Coast Commonwealth Games (GC2018).
Retaining and upgrading the temporary clay target shooting range (GC2018 range) for longer-term use will generate a positive legacy from the Games. It will also deliver sporting, tourism and economic benefits to Queensland as home to the only venue in Australia able to host all elite major national and international sports shooting events within one site.
In addition to seeking approval for ongoing use of the GC2018 range (below), the proposal allows for the development of supporting infrastructure likely to be required at a permanent facility such as a clubhouse, spectator facilities, carparking, and safety and acoustic barriers.
Investigations are under way to identify the most cost-effective long-term option to operate and maintain the GC2018 range should permanent use of the facility be
approved. This includes the potential to consolidate some of the existing shotgun shooting that currently takes place across BSC to the GC2018 range. To ensure optimal use of the GC2018 range, the proposal also allows for a potential increase in the number of shooting layouts.
A comprehensive Environmental Assessment Report (EAR) has been prepared to assess the social, economic and environmental impacts of this proposal and the controls that will be implemented to manage and/or mitigate any impacts arising from permanent use.
DHPW is seeking approval for the proposal under the Ministerial Infrastructure Designation (MID) process. Following assessment of the EAR and consideration of the outcomes of the consultation process, the Minister for State Development, Manufacturing, Infrastructure and Planning is expected to make a decision on the MID application in mid-2019. If approved, more detailed planning for permanent use of the GC2018 range would then commence.
The MID proposal relates only to the portion of land within the BSC that is currently occupied by the GC2018 range and that which will be required to support upgrades to the facility (see maps).

What does the MID proposal include?
The Ministerial Infrastructure Designation (MID) area covers the GC2018 range and its safety area, as well as the land required for additional shooting layouts and the supporting infrastructure likely to be required at the facility at some point in the future. The proposed works include:

building, machinery bunker and skeet towers
a clubhouse and associated
amenities, armory and maintenance
storage

banking and fill realignments to manage
and isolate lead from surrounding areas
a relocated firing line for the previous 300m
shooting range (reduced to 150m, 100m and 50m pistol and rifle
disciplines)
upgraded environmental protection measures
including soil treatment and incorporation of lead capture devices
and ongoing compliance monitoring requirements
eight additional Down-The-Line shooting
layouts (three of which will be overlaid onto
existing layouts at the temporary facility, and two with restricted use)
removal of vegetation to achieve effective lead
management in the primary lead deposition
zone (the remaining deposition zone will not exceed legislated lead in the environment levels)

Environmental Impact Assessment Report (EAR)
A comprehensive Environmental Assessment Report (EAR) has been prepared to support the MID proposal. The EAR can be downloaded from the DSDMIP’s website https://planning.dsdmip.qld.gov.au/id-consultations. The following snapshot provides a high-level overview of some of the key areas of interest within the EAR.
The key environmental management issue for the proposal to retain and upgrade the temporary Belmont Clay Target Range as a world class sporting facility is management of lead contamination from shotgun pellets. This issue is common to all shooting ranges around the world and in most cases is not done well. If not appropriately managed, migration of lead pellets, and lead particles from decomposing pellets, can impact surface and groundwater as well as adjacent habitat.
The proposed Belmont Clay Target Range will implement world leading practice in lead management to ensure such impacts are avoided. This involves creating a cleared lead deposition zone around the range which is isolated from the surrounding habitat. Within this zone lead will be managed in-situ and then periodic lead harvesting can be undertaken at regular intervals. The creation of the cleared lead deposition zone means that around 5.4 ha of vegetation will need to be removed. Surveys have identified over 10ha of land with the Belmont Shooting Complex where compensatory habitat restoration could occur to replace the vegetation affected by the proposed project..
Acoustic impacts
As a result of testing and other investigations into noise likely to be generated from permanent use of the GC2018 range, the EAR recommends an acoustic wall be developed to minimise potential impacts on the surrounding community. The wall would still allow fauna to move across the site. Other proposed operational measures in the EAR include restricting the use of the two eastern DTL ranges to just two major annual events.
The GC2018 range is located in a more isolated area of BSC, further away from higher-density residential areas. Opportunities to consolidate existing shotgun shooting operations at the BSC to this more isolated site to further mitigate noise impacts on surrounding residential areas are also being investigated.
Flora and fauna impacts
To accommodate permanent use and upgrades to the GC2018 range, approximately 5.4 hectares of mixed classification vegetation will need to be removed. This represents less than two percent of the total vegetation at the Belmont Shooting Complex. There is the opportunity to compensate this potential impact through future revegetation works at the BSC, including replanting with species which would provide valuable future habitat. No fauna of significance was identified in the EAR as permanently residing in the area of the Clay Target Range, although evidence of fauna visiting the site from other parts of the BSC was noted.
Lead deposition
International sports shooting bodies have advised that shotgun lead will remain in competition use for the foreseeable future. As a result, the EAR recommends that world’s best practice lead management systems be implemented at the GC2018 range to address the impacts of lead contamination, including the:
• creation of a lead deposition zone which can be isolated from surrounding environmental areas to allow more effective ongoing management practices to be adopted
• treatment of soil in high lead deposition areas to neutralize lead migration
• incorporation of primary, secondary, and back-up lead and other shooting residue capture devices
• implementation of an ongoing lead monitoring program, and operational controls including periodic removal and remediation of the deposition areas incorporated under site-specific recommended requirements.
These stringent environmental measures, combined with ongoing monitoring, will address the risk of impacts on neighbouring properties, groundwater and adjoining habitats.

About the Ministerial Infrastructure Designation (MID) process
In Queensland, infrastructure required for the benefit of a community may be facilitated through a designation process prescribed under the Planning Act 2016.
The MID process provides for a streamlined, considered, whole-of-government response on a request for community-supporting infrastructure. The MID process requires a comprehensive environmental assessment to be undertaken (documented in the Environmental Assessment Report or EAR), as well as a review of State and landholder interests.
Public consultation is an important aspect of the process, with feedback on the MID proposal and the EAR invited during the consultation period (typically 20 business days).
Benefits for QueenslandersBelmont Shooting Complex is one of Australia’s premier shooting facilities and if permanent use and upgrades to the GC2018 range at the complex are approved, there will be several benefits for Queenslanders:
• the BSC will be reinstated as an International Sports Shooting Federation compliant facility
• the BSC will remain the centerpiece of Australian sports shooting with improved social and environmental management outcomes
• Queensland will be home to a national and international standard sports and recreational venue that facilitates a wide range of elite and community-based sports shooting events and activities
• elite Australian and international shooting athletes and teams will be able to use the facility year-round, with sporting, tourism and economic benefits.
