The Hancock County – Bar Harbor Airport is requesting responses to this Request for Proposal (RFP) to enter into a contract to provide airport roadway improvements at the airport as herein specified. Said services include roadway ditching, pavement reclaiming, fine grading, compaction, paving and roadway centerline striping. A copy of this RFP can be obtained from the Hancock County – Bar Harbor Airport website at www.bhbairport.com/rfp.html until the expiration date of this solicitation. It is incumbent upon the respondent to check the website for additional information and/or addendums. Written questions regarding the substance of the RFP or scope of services must be submitted via email to [email protected] not later than March 8, 2019 at 3pm.

All bids shall be submitted in writing, and shall include the bid summary form that is provided herein. Bids shall be submitted in a sealed envelope clearly marked on the outside “2019 Airport Roadway Improvements Bid”. Responses to this RFP are due by March 18, 2019 at 2pm and must be delivered or mailed to the Hancock County Commissioners office, County Courthouse, 50 State Street, Suite 8, Ellsworth, Maine 04605. Late responses will not be accepted. All bids will be opened and read aloud at the March 19

th special meeting of the Hancock County Commissioners in

the Commissioners meeting room located in the County Courthouse building at 50 State Street, Ellsworth, Maine. The meeting is scheduled to start at 8:30am. I. PURPOSE AND GENERAL INFORMATION

It is the intent of this Request for Proposal to solicit bids for professional paving services for the County of Hancock through its Airport Department. The County of Hancock is inviting proposals from contractors to provide construction and reconstruction of the areas specified herein on roadway surfaces at the airport that exist outside of the aircraft operations area. The work will need to be performed between May 1

st and June 27

th,

2019. The project must be completed by June 27, 2019.

II. SCOPE OF SERVICES

2.1 Services will include the reconstruction of approximately 950 linear feet of the airport entrance road (Caruso Drive) in an area of the roadway between Baxter Ledge Road and the intersection with Ramp Road. The County is also requesting an alternate (ALT-1) bid option to have approximately 570 linear feet of Ramp road paved between Caruso drive and the existing transition to pavement near the Hinckley Yachts entrance. The existing paved roadway width on Caruso Drive is twenty-four (24) feet wide. Paved roadway widths on Caruso Drive and Ramp Road shall be twenty-four (24) feet wide. Please refer to attached images for aerial views of approximate paving boundaries for the base project and also for the ALT-1 option. A. BASE BID - The required services for the repairs on Caruso Drive are as follows:

Install appropriate sediment control (silt fencing) around project area as needed

Ditch along approximately 400 linear feet of Caruso Drive adjacent to both sides of the roadway to ensure that water flows away from the roadway to appropriate culverts and/or swales.

Seed and install erosion control blankets along newly cut ditches and/or disturbed soil.

Replace damaged culvert at intersection with Civil Air Patrol driveway

Reclaim existing pavement within work area

Fine grade and compact surface in preparation for paving (2% slope from centerline)

Shoulder shall be 3’ wide with a +/-5% slope

Install 2” of 19.0 MM base course

Install 1.5” of 12.5 MM surface/wearing course

Roll and compact to a tight mat finish

All joints with existing pavement shall be either saw cut or grinded joints

Remark roadway centerline (double line) with reflective media

All work zone traffic control and flagging to be included

Any necessary shoulder gravel work to be included

All incidentals to be included B. ALT-1 BID OPTION - The required services for the paving of Ramp Road are as follows:

Fine grade and compact existing gravel base/sub grade prior to paving (2% slope from centerline)

Shoulder shall be +/-3’ wide with a +/-5% slope

Install 2” of 19.0 MM base course

Install 1.5” of 12.5 MM surface/wearing course

Roll and compact to a tight mat finish

All joints with existing pavement shall be either saw cut or grinded joints

Mark roadway centerline (double line) with reflective media

All work zone traffic control and flagging to be included

Any necessary shoulder gravel work to be included

All incidentals to be included 2.2 Contractor will be responsible for any and all damage to airport or private property. 2.3 County of Hancock reserves the right to select the service provider which best meets the County’s goals, objectives, budget constraints, quality levels, needs, and service level expectations. The County reserves the right, in its sole discretion, to reject any/or all proposals, to waive any irregularities and technical defects contained therein, to award the contract in its entirety, in part or not at all and/or to determine which proposal is in the best interest of the County of Hancock.

III. COMPLIANCE WITH APPLICABLE LAWS 3.1 The Respondent must comply with all federal, state, and local laws and policies.

IV. PREPARATION OF THE PROPOSAL

4.1 Proposals should provide a straight forward, concise description of the respondent’s capabilities to satisfy the requirements of the RFP. Emphasis should be on completeness, clarity of content, and conveyance of the information required by the County of Hancock. 4.2 One (1) entire original response must be submitted to the County Commissioners’ Office by the deadline first indicated. 4.3 At a minimum, the proposal should contain the following information:

1. Business Organization – State the full name, address, phone number, fax number and email address of your business and whether you operate as an individual, partnership, or corporation.

2. Management Summary – Include a brief narrative description of the proposed services that will be delivered and the equipment available to perform the services.

3. Qualifications – Please indicate completed projects of similar nature. Also indicate a contact person for each reference cited.

4. References – References from at least three (3) clients for whom your company has completed asphalt services within the last two (2) years. References should include the name, address and telephone number of a contact person for each reference cited.

5. List of firm’s insurance policies, the insurer, policy numbers and amount pertaining to required services.

V. INSURANCE REQUIREMENTS

5.1 The selected service provider shall agree to indemnify and hold harmless the County of Hancock and its officers, agents, and employees from any and all claims, causes, or actions, and damages of every kind, for injury to or death of any person and damages to property arising out of or in connection with the work done by the Contractor under this contract, and including acts or omissions by the County of Hancock or its officers, agents, or employees in connection with said contract.

5.2 The County of Hancock will require proof of professional liability insurance with errors and omissions coverage, workers compensation insurance, general liability and automobile insurance with companies authorized to do business in Hancock County, Maine and in amounts satisfactory to the County. 5.3 The successful Contractor, within five (5) days after the contract award, shall furnish the County of Hancock with proof of insurance. 5.4 The County of Hancock shall be named as additional insured on all policies. Should any insurance required by this contract lapse, the Contractor shall immediately cease any operations until authorized in writing by the County of Hancock. If the lapse extends fifteen (15) days, the contract shall automatically terminate and the Contractor shall be in breach of the contract.

VI. SITE VISIT

6.1 A site visit is NOT required for respondents, however, is highly recommended. Measurements provided in Section 2 are only approximate. To coordinate a site visit, please contact the County contact listed on page 1.

VII. AGREEMENT/EXCEPTIONS

7.1 Submission of a proposal indicates the Contractor agrees to the terms, conditions and other provisions contained in the RFP, unless the Contractor clearly and specifically presents in its proposal any exception to the terms, conditions, and other provisions contained in the RFP. 7.2 Exceptions presented in a proposal are not to be considered incorporated into the contract between the County of Hancock and the selected Contractor unless the County of Hancock agrees to accept such exceptions. 7.3 The selected Contractor must acknowledge and agree that the contract resulting from this RFP includes the terms, conditions, and any other provisions contained in the RFP, the proposal selected (including any exceptions accepted by the County of Hancock) which is acceptable to the County of Hancock and is not in conflict or contravention of the RFP, and any other documents mutually agreed upon by the County of Hancock and selected Contractor. 7.4 No verbal changes may be made to these specifications. All changes must be made in writing, copies of which must be made available to all prospective respondents not less than five (5) days prior to the bid opening. No oral statements shall modify or otherwise change or affect the terms, conditions, or specifications stated in the RFP or the resulting contract. 7.5 A formal contract will be awarded after the selection of a contractor for the services identified in the scope of services by the County of Hancock. 7.6 The contractor shall not assign the contract or any part thereof to any other person unless such assignment is first approved in writing by the County of Hancock, it being understood that the contract shall not be assignable unless the proposed assignee is acceptable to the County. Any request for assignment must include evidence that the proposed assignee qualifies under all requirements of the contract and must be addressed as defined in the contract for services.

VIII. EVALUATION OF PROPOSALS

8.1 Only proposals meeting minimum qualifications will be evaluated. 8.2 The County of Hancock will evaluate proposals based on, but not limited to, the following criteria:

Experience in asphalt paving and rehabilitation

Demonstrated capability of contractor and/or personnel

References

Price 8.3 The County of Hancock reserves the right to accept or reject any or all proposals, in part or in total, and to waive any irregularity in any proposal if it is deemed to be in the best interest of the County. 8.4 The County of Hancock reserves the right to make an award based solely on the proposals submitted. The contractor selected for the award will be chosen on the basis of greatest benefit to the County of Hancock, not necessarily on the basis of the lowest price.

8.5 All costs incurred in the preparation and presentation of the proposal shall be wholly absorbed by the contractor. All supporting documentation submitted with this proposal will become the property of the County of Hancock unless otherwise requested by the Contractor at the time of submission.

APPROXIMATE LIMITS OF WORK AREA FOR CARUSO DRIVE IMPROVEMENTS (BASE BID):

Southbound limit is defined by pavement transition with pavement that was installed in 2009. Northbound limit is located just north of the intersection with Ramp Road (see detail).
