manner. These processes also affect financial contract performance, work completed, work in progress,
challenges, and overall project progress. All these project components play a role in UCF strategic planning
and decision-making. The processes that 22nd Century will implement will provide the real-time data needed
for effective, efficient, and timely planning and decision-making.
22nd Century recognizes that the key to management of quality services begins with clear articulation and
development of quality processes and procedures for project execution. 22nd Century is an ISO 9001:2008,

The TOR-PMP will govern all task activities and specify organization, roles, and responsibilities for all tasks.
It will be updated regularly to reflect changes in requirements or improvements in our processes. The Account

Resource Requirements and Allocation
Our AM will maintain a roster of administrative and clerical support personnel within our program staff who
can respond to high priority unplanned activities. Upon notification of an unplanned activity, our management
team will determine the skill makeup of the response team and then select the members from our roster. Our
team has the breadth of resources to both absorb staff in downturns and provide additional staff to meet
emergent requirements. We consider staffing of emergent requirements to be a program risk, and our PMO will

implementing, evaluating, reporting and coordination to meet all UCF requirements for the purpose. Our
Account Manager leading the account management team works diligently with UCF to identify its needs and
to provide best resources for those needs using continuous effective communication channels. We vigorously
follow up on all projects to ensure client/consultant compatibility and satisfaction and we monitor progress to
ensure successful completion of each assignment. Continual detailed feedback from both employees and clients
ensures that we are meeting our goals and helps us to improve our consultant benefits and service offerings.
Evaluate Performance of all Resources including Human Resources
22nd Century will maximize the use of performance monitoring, trend analysis, monthly progress reporting,

strategic planning and decision-making activities. These performance monitoring, trend analysis, and resource
management processes will be continuous, and detect potential and actual problem areas, which allow the
Account Manager to maximum lead-time to reallocate resources and re-establish priorities to resolve issues in

We use regular reporting mechanisms to ensure that there is a two-way flow of information for effective
personnel management. The communication process will consist of weekly/monthly status reports, project
status meetings, and periodic face-to-face project reviews. Our Account Executive follows up with our
consultants on a regular basis to obtain the required information. Performance will be measured at the
individual, task, and project levels. Practices and performance levels are defined as either management –
measures performed by the Account Manager to oversee and coordinate work – and measures performed by
22nd Century Staff. 22nd Century measures service quality using defined quantitative and qualitative methods
established with, and agreed to by the customer, and monitored and managed using automated and manual tools
that provide 22nd Century management and real-time visibility into our processes and ongoing work.
Collect and Manage Time and Attendance
22nd Century uses QuickBooks Premier accounting software to record financial transactions and uses
QuickBooks Time and Expense to collect and record time and attendance information. The accounting and
timesheet systems are reviewed on an annual basis by our auditors, as part of our annual audit. The timesheet
information is automatically imported into the QuickBooks Premier accounting system. The QuickBooks
accounting system allows project based accounting which includes segregation of costs by project and indirect
pool. The system separates and collects direct and indirect costs. Through the use of the QuickBooks
Accounting System, contracts are assigned individual project codes where direct costs are accumulated. Indirect
costs are identified and then allocated to the appropriate cost pool. Indirect costs are then distributed to final
cost objectives based upon the procedures approved by the DCMA. The accounting system allows for monthly
project status reporting to be provided to account manager to effectively manage their contract or contracts.

22nd Century Response: Being a CMMI level 3 company, we have well-defined and documented
background check policy. Under this policy, depending upon the client requirement, candidates are subjected
to compulsory pre-employment background checks. At 22nd Century, every consultant is required to provide
at least three positive professional references which will be cross-checked for selected candidate, depending
upon city requests. Our reference checks process includes steps that must be taken to uncover any drug
problems and criminal history. Under this policy, depending upon the college requirement, candidates are
subjected to compulsory pre-employment background checks. Following are the important steps followed in

provide staff with required skills. We employ a meticulous screening process, combining our understanding
of the requirement and similar experience in staffing government organizations. Our methodology leverages
decades of experience supporting the government to ensure we staff the requirements with personnel who
meet UCF’s requirements, bring the right experience, and has the required qualifications.
22nd Century has a proven and established ISO 9001 certified Recruitment Process which helps us to
consistently exceed client’s regulatory and other quality requirements. We will use this ISO 9001 based 10 step
recruitment process to meet UCF’s temporary employment needs. Our experience is proven through the
successful management of over 150 staffing contracts supporting various state, county and local agencies in 42
states across US. Our technical recruiting team consists of 80+ technical recruiters, data miners and research
analysts supporting 22nd Century customers. 22nd Century proactively recruits and maintains a full pipeline
of qualified candidates ready to hire for UCF Labor requirement. Our recruitment team works closely with our

Proactive Approach: We work proactively by building database before the contract is awarded to 22nd
Century which matches our client needs.
Step1 – Understanding Client: After securing the Temporary Labor Services contract, 22nd Century identifies
team and defines responsibilities for each member for the contract. The very first step in this process is that
Account Manager drafts a report about understanding of the client. This report gives input to Recruitment
Manager about the nature of work at client site. It also details out UCF’s future needs and explains about the
location parameters.
Step 2 – Building Network: Based on the input received from Account Manager, the recruiting team starts the
pro-active approach to identify the resources internally and externally to build database for the client. This work
includes making calls to candidates introducing our new client and establishing a relationship with them.
Reactive Approach: The work is initiated as soon as we get the staffing requirement from the UCF. The
staffing requirement is immediately entered into our centralized recruiting portal, Zoniac. The Account
Manager understands the requirement of the UCF a based upon the staffing requirement received from them.
This includes an understanding of the project requirements, SOW, environment, qualification, experience,
mandatory and desirable skill set requirement. The Accounts Manager drafts a requisition about the requirement

Local Employment Agencies: We register our company with local employment agencies and post the job
requirement there. We also receive resumes of qualified candidates registered with that agency.
After finding the 4 –5 candidates per requirement, the screening process is triggered.

Reference Check - Every candidate is required to provide at least three professional references. We do
reference check on candidates prior to submittal to verify the information provided in the resume. Reference

Use of Staffing Portal: 22nd Century uses a staffing portal called “Zoniac” which provides us an easy interface
for our Technical Recruiters and account management team. Figure 14 is a screen shot of our Zoniac
implementation. Zoniac provides very tight collaboration in various teams included in the whole process. Our
recruitment manager keeps a close eye on the recruitment process using Zoniac. It provides various tools and
features such as, requirement status, number of requirements currently opened, assigned recruiters, submissions
made by particular recruiter, etc.

Personnel Training, Skills Development and Certification Process: 22nd Century provides internal and
external management and technology training for all our professionals. In fact, we differentiate ourselves from
our peers by making significant training investments in our people. We mandate 40 hours of training per year
