A. Introduction The Borough of Hanover is soliciting proposals from qualified consultant teams (consultant) interested in providing services for the Main Street District’s Design and Beautification Plan. The Plan will cover the area of downtown Hanover’s Main Street District (see map below) and would chart a multi-year and multi-phase approach that yields momentum, real visible progress and optimism. It is to be consistent with the solid planning efforts and with the Four-Point Approach © of organization, design, economic restructuring and promotion for Main Street programs.

With the direction of The Borough of Hanover and the input of Main Street Hanover and the community, the selected consultant will help refine the community’s vision, design the streetscape improvements, prepare conceptual design drawings, and prepare construction/engineering drawings that will allow the Borough to bid the project as well as prepare costs for construction phases. The program improvements are to include but are not limited to: 1. New street furniture 2. Pedestrian-scale street lights and signals

3. Green Landscaping and Infrastructure 4. Sidewalks and crossings with decorative hardscapes 5. Wayfinding and street signage enhancements, Gateway signage 6. Multimodal Transportation 7. Parking Inventory Evaluation 8. Aesthetics and cleanliness, opportunities for public art, 9. Traffic flow and storm water maintenance, MS4 recommendations 10. Evaluate the feasibility of a roundabout – provide recommendations with existing traffic

pattern as well as a newly designed traffic pattern.

The goal of the Plan is to provide a safe, functional, aesthetically pleasing, environmentally sustainable, multimodal streetscape plan that includes pedestrian spaces and walkways that accommodate people of all ages and physical abilities. The winning consultant will help shape the future for our Central Business District through a streetscape plan that speaks to the essence of what makes Hanover unique, through understanding our community and using its spirit as the inspiration for the final design.

About the Borough of Hanover Hanover Borough, the central point of the Hanover region, is the heart of a growing community, located in the southwest corner of York County, Pennsylvania. York County, located in South Central Pennsylvania, ranks 8th in the State for its population and is a hub for industry, community and cultural history. The Borough of Hanover is the 2nd largest municipality in the County, with about 15,350 people, a median household income of approximately $42,620 and a median age of 40.7. Hanover Borough is 19 miles southwest of York City, 54 miles north-northwest of Baltimore, Maryland, and 40 miles from Harrisburg, with Philadelphia and Pittsburgh following respectively at 121 miles and 201 miles. The Borough of Hanover is governed by the Mayor and a ten (10) member Council elected to four (4) year terms. The Mayor supervises the Police Department but represents all while possessing few statutory powers. The Borough Code mandates the Mayor to preserve order, enforce ordinances and resolutions, remove public nuisances, exact a faithful performance of

Hanover was the site of a Civil War battle just prior to the Battle of Gettysburg. It is one of several towns on the Follow me to 1863, a PA Civil War Trail through south central Pennsylvania marketed by the PA Tourism Office.

York County and Hanover are identified as being within the Philadelphia Major Trading Area, but is also in close proximity to the Washington-Baltimore Major Trading Area. The trade and revenue that exists within the Hanover region can be credited to its large manufacturing presence. Companies such as Utz Quality Foods, Hanover Foods, Snyders of Hanover, and R.H. Sheppard, are just a few of the manufacturers that contribute to the employment of the area as well as attracting outside interest through public tours.

In 2013, Hanover Area Chamber of Commerce and Hanover Borough partnered to fund Main Street Hanover, a downtown revitalization program, committing to fund the program for five years. In doing so, the Partnership for Economic Development of York County (PDEYC) was identified to provide oversight and programmatic support. With that partnership, a Main Street Hanover Manager was hired. Main Street Hanover submitted an application for DCED Keystone Community Designation in September 2013, followed closely by an application for a Planning Grant and Façade Grant. In March of 2014, Hanover was officially designated by DCED as a Main Street Keystone Community.

Main Street Hanover (MSH) is approaching downtown revitalization through the Four Point approach, focusing on design, economic restructuring, organization and promotion. The Design Committee is focused on transforming downtown Hanover’s streetscape, creating a friendly atmosphere to live, work and play. Implementing a successful façade program is a priority for the Design Committee, and is an integral part of the five year strategy for Main Street Hanover.

MSH’s mission is to expand the economic capacity of downtown Hanover, thus improving the business environment, enhancing the quality of place, and increasing community synergy. Its vision statement is attached, and is a significant element in the planning process as it provides insight to what we are moving towards in the next ten years. MSH is the organization that works to enhance and encourage reinvestment in downtown Hanover. Hanover is progressive in its economic development activities. For over fifteen years, a staff person of the York County Economic Development Corporation, now the York County Economic Alliance, has served the Hanover region with an office in downtown Hanover through a partnership with Hanover Borough and Penn Township. An Economic Development Plan was published in 2002, with a ten year update published in 2012. Hanover Borough and Penn Township have joined forces for a Joint Comprehensive Plan. A Regional Economic Development Plan has been published in January 2014, a multi-municipal and multi-county partnership with Hanover Borough, Penn Township, Conewago Township, and McSherrystown Borough, in York and Adams Counties respectively. Hanover Borough, Hanover Chamber of Commerce, York County Economic Alliance, and surrounding communities have proven their commitment to economic development. Earlier in

2013, downtown Hanover was able to obtain a line item in the PA State Budget for a Redevelopment Capital Assistance Program (RCAP) for $8 Million. With the progressive planning and joint efforts, combined with a façade grant program, it is the community’s wish to have transformation in downtown Hanover.

About the Main Street District

The Main Street District is comprised of twenty-two blocks surrounding Center Square in downtown Hanover. It follows the major state arteries leading into Hanover, including 94, 116, and 194, as noted in the map below. The Main Street District is a walkable area with a high concentration of retail and commercial business.

B. Project Team Requirements

The ideal project team will be led by a prime consultant specializing in urban design and place-making. It is important that the proposed project manager demonstrate extensive experience working on projects that involve existing urban settings and have a deep understanding of the unique challenges those settings pose. The proposed team should also include experienced specialists or sub-consultants in the following areas: 1. Green Infrastructure, Green Stormwater Infrastructure 2. Traffic Engineering and Traffic Calming 3. Landscape Design 4. Environmental Compliance 5. Civil Engineering and ADA Compliance 6. Stormwater Management 7. Project Management 8. Still and Animated Computer-Aided Simulation

C. Scope of Work

The following recommended scope of work for the project is meant to provide a guideline for the preparation of proposals. Responses to this RFP may suggest alternative approaches to the scope, so long as the end result as outlined is achieved. Task 1: Design Alternatives and Feasibility Study for Traffic Pattern

This task is to evaluate the feasibility of implementing the following streetscape design ideas: 1. Existing: All desired streetscape improvements are done with the existing traffic pattern and

street layout maintained 2. Redesign Alternative: All desired streetscape improvements are done with a traffic circle

pattern in the Center Square area

The feasibility study will contain a traffic analysis and evaluate the physical constraints and potential impacts associated with each alternative. The study will determine the level of review required with each potential action. The study will close by identifying a consultant-recommended alternative based on the results of the study and a cost-benefit analysis. Task 2: Parking Evaluation Evaluate parking inventory. Provide recommendations for additional parking opportunities or reuse of current parking stock. Evaluation should demonstrate the usage of current parking available; provide recommendations for changes that could be made to increase usage, and market research regarding the feasibility and/or need of additional parking. Results will not only be additional data for the final streetscape design, it will also help shape further discussions about opportunities that can be found in the Borough for using the existing parking at its highest and best use, while looking for additional opportunities to create new parking, if needed. Task 3: Conceptual and Final Design of Selected Alternative Prior to the final design for the selected alternative, the consultant team will prepare one to two conceptual streetscape designs that unify the MSD thematically and encourage pedestrian use. The concepts will identify preliminary selections for specific improvements, including benches, litter receptacles, tree gates/guards, native street trees, pedestrian-oriented and dark-sky friendly lighting fixtures, bicycle racks, bollards, sidewalk and crosswalk hardscapes, street signs and posts, and information kiosks as well as include the additional items listed in Section A. Conceptual design materials will be used in community outreach meetings for feedback and refinement prior to the final streetscape improvement design. The final designs will be the basis for construction and engineering plans in a future phase of work, which will allow the Borough to bid the project. Task 4: Attendance at Meetings The scope of services required the selected consultant to work closely with staff in completing the streetscape improvement project. The consultant will budget (at minimum) attendance at the following meetings:

• One kickoff meeting with MSH and Borough staff

• One meeting with a yet to be determined Borough Council Committee

• One scoping meeting

• One Borough Council Meeting

• Two to Four community-input meetings, or more as needed, to gather input and vet the design process

The Borough requires that the following groups be included in the planning and public process:

- Local PennDOT District - Local Utility Companies - Municipal representatives - Community representatives - Merchant representatives

Task 5: Project Materials The Borough and Main Street Hanover firmly believe in the power of photographs, graphics, and before and after simulations to communicate design ideas. The consultant team is required to provide powerful visuals that effectively complete and enhance the meeting and project process. Any and all materials developed for this project will become the property of the Borough of Hanover. Additional deliverables as required include: monthly progress reports; electronic files on disc (word format) for each final product; presentation boards and PowerPoint presentations for public presentations. Meeting materials including agendas, minutes, presentations (i.e. PowerPoint), supplementary handouts, and material and display boards shall be submitted to the Borough for approval prior to all meetings, workshops or public hearings.

D. Contract Execution Schedule

January 22, 2018: Release of RFP February 12, 2018: Proposals Due February 13 – 20, 2018: Interviews and Presentations if required February 28, 2018: Consultant Selection The Borough of Hanover requests that the price of the contract be held for one year from the date of selection. This project has been awarded DCED grant dollars to fund the Design and Beautification Plan.

E. Proposal Requirements and Contents

Proposals submitted for this project are to follow the outline described below and must address all requested information. Any additional information that the consultant wishes to include that is not specifically requested should be included in an appendix to the proposal. Consultant teams are encouraged to keep the proposals brief and concise, but sufficiently detailed to allow evaluation of the study understanding and approach. In order to simplify the evaluation process, the Borough is seeking proposals in the following format: Project Overview (three page maximum) Provide a narrative description of the project based on the Scope of Work presented in the RFP. Include any issues that you believe will require special consideration for this study. Also identify any unique approaches or strengths that your firm may have related to this study. Staff will assess your understanding of all aspects of the study based on the overview.

Project Manager and Team Resumes (two page maximum) Provide an introduction of the proposed project team. Include a résumé for the proposed project manager. The geographic location of each consultant firm and their key personnel shall also be identified. Any proposed sub-consultants shall be listed. Full resumes of project team members may be included in appendix. Provide a description of project similar in nature and scope to this RFP that your firm or team has completed in the last five years. Include client names, addresses and telephone numbers for reference. Detailed Work Plan (five page maximum) Provide a description of the required tasks and duties for preparation of all study submittals and administration. The description will include details to implement all tasks described in the scope of work and any recommended addition to the list of tasks. List anticipated deliverables and assumptions used to develop the work tasks as well as assistance expected from staff. Work Plan should also include a detailed breakdown of each task along with corresponding estimated timelines for completion of work. Conflicts of Interest (one page maximum) Firms submitting a proposal in response to this RFP must disclose any actual, apparent, direct or indirect, or potential conflicts of interest that may exist with respect to the firm, management, or employees of the firm or other persons relative to the services to be provided under the Agreement for consulting services to be awarded pursuant to this RFP. If a firm has no conflicts of interest, a statement to that effect shall be included in the Proposal. Proprietary Information (one page maximum) Firms submitting a proposal for this RFP must provide a statement that nothing contained in the submitted proposal will be proprietary. All proposals shall become the property of the Borough of Hanover once submitted. Signature (one page maximum) The consultant’s proposal shall provide the following information: name, title, address, telephone number and email address of individuals with authority to bind the service provider and also who may be contacted during the period of response evaluation. The consultant’s proposal shall be signed by an official authorized to bind the consultant and shall expressly state that the proposal is valid for a minimum 180 days.

F. Project Cost Proposal

As the first Attachment in your proposal, provide the cost required for each task identified in the preliminary work plan to complete the project. At a minimum, include a line item cost estimate for each task outlined in the scope of work plus a separate cost for meetings (cost per meeting). The spreadsheet will be in a format that will permit staff to determine the key project team member(s) proposed for each task and the number of management, technical, drafting and support personnel hours, cost per hour for each project team member and total cost envisioned for each task. Identify any other costs to be billed to the project including project expenses and sub-consultant costs. Include any proposed mark-up for sub-consultant fees. Include a copy of the proposed

rate schedule(s) to be used throughout the duration of the study and any adjustments that are predicted to occur during the study.

G. General Terms and Conditions Limitation: the RFP does not commit The Borough of Hanover, The Hanover Area Chamber of Commerce or Main Street Hanover to award a contract, to pay any cost incurred in preparation of the firm’s RFP response or to procure or contract for services or supplies. All parties reserve the right to accept or reject any or all RFP responses received as a result of this request, to negotiate with all qualified sources or to cancel all or part of this RFP. This RFP does not constitute any form of offer to contract. Award: The Borough of Hanover reserves the right to award a contract/select a service provider without discussion based upon the initial RFP responses.

I. Selection Process

A team will use standardized selection criteria (not in ranking order) to evaluate each proposal based on:

• Experience and qualifications of staff assigned to the project

• References, particularly municipal agencies

• Firm/entity key personnel accessibility to staff

• Willingness and demonstrated ability to meet deadlines

• Demonstrated understanding of the overall project and relevant issues

• Project cost

The review team will rate the initial responses based upon standardized selection criteria, and may select consultants to attend interviews. All other consultants will be notified of their status according to the contract execution schedule in section D.
