INSTRUCTIONS TO AGENCIES
1. PURPOSE
The National Health Portal aims to make this as a single point access for authenticated health
information for citizens, students, healthcare professionals and researchers.
The National Health Portal will achieve the above vision by collecting, verifying and disseminating
health and health care delivery services related information for all citizens of India.
CHI intends to re-develop a dynamic web site for NHP with the objective
• to deliver consistent, correct, and authoritative information and services related to the
project to all its stakeholders and general public;
• Increase engagement through collaboration with other stakeholders and general public.
2. OBJECTIVE
The purpose of the project is to maintenance a user friendly and visually appealing web site to
provide one-stop medium to deliver all information related to NHP. The main objectives of the
website are:
• to deliver consistent, correct, and authoritative information and services related to the
project to all its stakeholders and general public ;
• To provide information of different schemes and services under the NHP
• Increase engagement through collaboration with other stakeholders and general public.

3. SCOPE OF WORK
3.1 General Scope of Work
The purpose of the project is to design and develop a user friendly and visually appealing web site to
provide one-stop medium to deliver all information related to NHP Portal. The main objectives of the
website are:
• Maintenance of old portal.
• to deliver consistent, correct, and authoritative information and services related to the
project to all its stakeholders and general public ;
• To provide information of different schemes and services under the NHP
• Increase engagement through collaboration with other stakeholders and public.
• Integrate social media by linking Facebook, twitter, YouTube, google+ etc.
• Requirement Gathering and functional specifications
• Information Architecture
• Design and development of Multilingual, GIGW & IPv6 compliant Responsive Web site
(Hindi, English, Punjabi, Bangla & Tamil)
• Quality Assurance and testing
• Security Audit of the Web portal
• Project management services for successful implementation of the project
• One-year warranty for operations and maintenance of the Web portal after its completion
and deployment. The other services to be provided as part of the
warranty/operations/maintenance are:
o Database management.
o Refurbishment of website at regular interval
o Making website more accessible through popular search engines
o SEO Management

The main design principles for the new web site are:

3.1.1 CMS Module
"Content Management System (CMS)" is a software system that provides website authoring,
collaboration and administration tools designed to allow users with little knowledge of web
programming languages or mark-up languages to create and manage website content with relative
ease. A robust CMS provides the foundation for collaboration, offering users the ability to manage
documents and output for multiple author editing and participation. A database will be required to
store page content, metadata and other information assets that might be needed by the system. A
presentation layer displays the content to website visitors based on a set of templates.
Administration is typically done through browser-based interfaces. CMS should allow non - technical
users to make changes to a website with little training which typically requires an authorized user to
set up and add features, but it is primarily a website maintenance tool for non - technical staff.
Capabilities required CMS are as follows:-
• Templates:- Creation of standard output template with different color skins that can be
applied through CMS to new and existing content, allowing the appearance of all content to
be changed and look fresh time to time.
• Easily Editable Content: Includes WYSIWYG editing tools allowing non-technical individuals
to create and edit content. Once content is separated from the visual presentation of a site,
it usually becomes much easier and quicker to edit and manipulate.
• A CMS user session would not interfere with normal browsing or session with the public part
of the website. The aim is to allow a user to use different tabs in the same browser to use
CMS and view the website.
• Audit trail reports would be provided for the various events for which audit trail is
maintained as described in the "Security" section below.
• Admin User should be able to create, update, publish/unpublished and delete the data.
• Admin / Website User should be able to search the data.
• Admin User should be able to sort the data.
• CMS should support two levels of user.
• Admin User- Can performs all the CMS functions.
• CMS should be protected using HTTPS for secure access of information and access for CMS
users.

• This CMS will give facility to create Users on the basis of role & Responsibility of the
organization level.
• Administrator will have the facility to change overall look and feel of the website. This is
limited to ability to change images for logo, banners and other images on homepage, ability
to change color combinations.
• Facility to create menus on homepage and other pages and change the sequence of top
menu.
• Easy-to-use user interface (UI) for creating pages with facility to include images and upload
documents.
• Facility to insert metadata for each page.
• Departments would have Content Entry users would be able to create/edit content of the
Department.
• Each Department would have One Content Approver who would approve/reject content
pertaining to their Department.
• Website Publisher would view approved content and publish the same in the website.
• Development of the entire bilingual website will be done through CMS
• Multilingual Content: The Multilingual content would be in Unicode font. The visitors would
be able to view the content with ease without any requirement of font download. However
there might be a case wherein browser might not support automatic font configuration, so
proper guidelines would be there for font configuration for such users.
• Facility to upload documents through a form which will allow specifying the documents'
titles, validity dates (publication date and expiry date) and assigning multiple tags which can
be used to display the documents automatically in several places at the bottom on each
page.
• Pages displaying details of Officers, Contact Us, etc. would be managed in the CMS in order
to provide a strict schema for such information, to use that information in several places and
to maintain a common look and feel.
3.1.2 Home Page and Inner pages
This section is for all the users visiting the website. This will be the main landing page of the website
which will contain links to all other sections. The selected agency must study the existing website of
the NHP Portal & redesign the homepage as per the scope of work. The agency needs to prepare
different templates for the home page which would be related by the NHP Portal.
• Key topic areas would be presented in order of importance and would be easy to scan
• Up-to-date important Updates, Important Circulars, Photo / Video Gallery, Related
offices/Directorates, Tenders etc. would be displayed on the homepage.
• Homepage would clearly communicate the site's purpose, and show all major options
available on the Web site.
• The detailed design of the homepage will be finalized in consultation with
Department
3.1.3 Home Page and Inner pages
The proposed website will have Cascading Style Sheet (CSS) driven design adhering to theW3C
(World Wide Web Consortium) standards. The Home Page and all Inner Pages layouts would be CSS
driven.

• Style & Color scheme would be consistent across the site.
3.1.4 Menu Management
Under this section all the Menus (Top Menu, Footer Menu, Right or Left Menu etc) of NHP Portal will
have edit, add, and remove option in CMS. The Administrator will have the provision to Add, Modify
or Delete the menu items at regular intervals.
3.1.5 Tender Management
There will be a section to list all the current and upcoming Tenders floated by CHI, which will be
available to the web visitors with basic information and detail file in downloadable format. The
Administrator will have the provision to Add, Modify or Delete the tenders at regular intervals. A
facility of auto archives will also be provided under this module wherein after the expiry date of the
tender, it will automatically be moved to the archive section for lateral viewing. The tender section
will also be provided with a custom search option.
3.1.6 Media Management
The website should have feature of Media Management to store and organize all the images, videos,
PDF's, and documents for their website. The media can then be linked to other pages throughout
our site, or as a stand-alone page.
• Would allow uploading of Image/Video Name, Image/Video, Image/Video Description and
Meta tags for each image/Video.
• Would have facility to view/add/edit/delete Images/Video in JPEG, GIF, PNG and FLV format.
• Would allow review, editing and publishing layers to ensure correctness of the content.
3.1.7 Download Management
Under this section all the forms/ documents issued by NHP Portal will be available in downloadable
format. The Administrator will have the provision to Add, Modify or Delete the forms (in pdf format)
at regular intervals.
3.1.8 FAQ Management
Through this section user will be able to view frequently asked questions along with their answers.
Administrator will have provision to Add, Modify or Delete the questions and answers as and when
required.

3.1.9 Archive Management
A facility of auto archives will be provided to manage files wherein after the expiry date of the
tenders, news, announcement etc, it will automatically be moved to the archive section, for lateral
viewing. The archive section can be managed with a permanent manual delete provision. Facility
should be provided to move the file(s) back to current section, if required along with the provision of
sorting / filtering.
3.1.10 Feedback/Grievance Management
Under this section various users will be able to post their feedback/complaint. The
complaints/feedbacks will be intimated to the respective department through email. The
Administrator will have full control over this module and can give reply for complaints, comments
and request made by the users and copy of all the feedbacks received can be viewed on admin
panel for subsequent review by the administrator. A copy of all the feedbacks received will be
stored in Website Database on the server for subsequent review by the administrator.
3.1.11 Site Search Management
Keyword based full text search would be provided in the website for all the content entered through
the CMS. On entering any keyword, the system would search in all links, sub-links and would provide
links where that word is present. On clicking the link the content would be displayed. Search results
will be displayed in the form of listing and will also have link to relevant pages within the website.
3.1.12 Related Links
This section will be linked to various related websites of NHP Portal Information, etc in addition to
websites of various central and states Government Departments of India. User will be able to visit
various organization sites directly through this section without leaving the main site. It will also
minimize the time and effort of the web visitors in searching for those sites independently.
3.1.13 Audit Trail Management
The “Audit Trail” option shall also be provided which will let the Administrator to keep a track of all
updates and transactions taking place in the Web portal or CMS. Audit trail would be available
for all successful and unsuccessful logon attempts on the website with time, IP address
etc. It will assist the Solutions Administrator in tracking the source of each transaction that has taken
place or occurred.

3.1.14 Visitor Counter
This section will help NHP Portal to get information about the number of visitors who are visiting the
website including their geographical locations and details regarding number of hits per day. Total
visitors on the site and independent menu/ page will also be available.
3.1.15 Scheme and Program Management
The information regarding the Schemes and Program running under the NHP Portal shall be
displayed on the website.
The content has to be managed so that the end user can get the information in minimum
numbers of click.
3.1.16 Security
• Security Audit of Website from NIC Cert-In empaneled security agency.
• Website should be Free from OWASP Top 10 vulnerabilities
• Password policy to be implemented for all the users.
• CAPTCHA to be implemented for CMS login and for all forms on the website.
• Use of SSL/TLS encryption to protect the data between the server and the browser against
eavesdropping if required. Also, it is to be ensured that playback attacks are not possible.
• The executing agency need to take all necessary steps to prevent website hacking and
comply to the following:
o Implement code and database hardening procedures along with timely updating of
web server patches.
o Restore the website within 6 hours in case it is hacked.
3.1.17 Designs
• Web portal should built in a way that it is easy to use and navigate.
• All the design/creatives/images to be provided by the selected agencies.
• Creative, ideas and design will be the copyright of CHI, NIHFW.
3.1.18 Language
• Web Portal will support and display content in multiple language.
• CMS shall have a mechanism to add any more languages in future without the help of
development agency.
• The content for the web portal is available in following languages:
o English

3.1.19 Sharing
• Links for sharing Web portal
• Comments provided by the user on his Facebook /Twitter account shall be provided.
3.1.20 Reports
• The selected agency will provide regular Analytics, reports, vital statistics and analysis.
• Audit Log Screen will be provided to admin user to check the activities performed by all
users. The data will be available only in read-only mode.
• Admin User will be able to see the list of login/logout information for the user through
Authentication report screen
• Admin User will be able to see the list of notifications sent to the devices through
notification screens. Data will be only in read only mode.
3.1.21 Hosting
• The Web portal will be hosted on server as given by CHI NIHFW. The selected agency should
provide proof of ownership (licenses) of various software used by them for the development
as well as for the hosting of Web portal.
• The selected agency will provide CHI NIHFW Full Access to server hosting the Web portal
3.1.22 Support
Selected agency should provide support 24*7*365
Selected agency to provide Web portal customization and upgrade.
3.1.23 Preferred Technology
The websites would be developed using the latest versions of DRUPAL CMS 8.0 PHP
Framework and My SQL Database Management system.
The operating system requirements at NIC Server would be Microsoft Windows or Linux
Server with WAMP 2.0 or higher or relevant technology.
3.1.24 Support
24*7 Support by the Agency

For the effective uses of the supplied software/Web portal licenses & their functionalities,
the selected vendor must compulsorily provide classroom training for CHI NIHFW officials at
Delhi/NCR Locations. Following training needs are to be provided by Vendor as part of the
scope:
o Content Management Training
o Deployment & Hosting Training
o Web portal Submission Training
o Support Handover
3.1.25 Deliverables
Selected agency is expected to deliver the Web portal within 60 days of receiving the work
order.
Selected agency has to share the Design Documents based on the CHI NIHFW Requirement
document for CHI NIHFW Review & Sign-off.
User Manual, Admin Manual, Test Cases, Test Plan and QA Results for User Acceptance
testing.
Deployment document
The selected agency will be responsible for developing, hosting and maintaining the Web
portal for one year.
Technical documentation of design and development stages of the Web portal, database,
training to users etc. shall also be provided
Wireframes
Security Audited Web Site as per the specifications/functions/features mentioned in
the document and agreed as per requirement specification/functional design document. The
selected agency will also perform the security audit on yearly basis. The selected agency has
to submit security audit from Cert-In empanelled agency on yearly basis.

Selected agency is expected to deliver the web version as well as mobile browser responsive
and Mobile App with all the features as in scope of work.
Selected agency is expected to deliver additional features / customization required by the
CHI / MoHFW during the course of development of dashboard with the same terms and

conditions. However, the cost / payment for deployment of additional manpower will be
provided to the selected agency.

Additional Manpower may be required on the same rates mentioned in financial bid on

The selected agency will be responsible for developing, and maintaining the application for
three years
Mobile Application in android and iOS of the dashboard cum monitoring system
Technical documentation of design and development stages of Dashboard application,
database, complete source code of the application, training to users etc. shall also be
provided
3.2 Others
Setting Page End user will have option to share this app with friends, Report bug or request
for any feature, Change text size or any other user friendly feature.
Info Screen will have About Us, Terms of Use and Privacy Policy about app.
Any other feature to make the dashboard more user friendly will be part of the scope of
work.

Various statistics report and graphs/charts to be displayed on the Home page of the web
portal.ie. Total number of Hospitals for which appointment taken.
The dashboard and report section will be visible by the CHI official after login.
The administrator dashboard section will also include the support report.
The support personnel will be able to generate Feedback ticket for each action performed.
3.3 Audit Trail
The audit trail will be maintained for Web Portal and Mobile Browser.
The administrator will be able to access the audit trail through the web portal.
The administrator will be able to filter the audit trail report as required by CHI.

3.5 Hosting
The dashboard shall be hosted on BSNL Cloud or any other as given by CHI NIHFW.
The selected agency will provide CHI NIHFW Full Access to server hosting the application
Normal standards of security and privacy shall be complied with.
Strict prohibition of sharing the data with any other department or ministry.
The application and data are to be hosted on the Cloud provided by CHI
The entire application comply with all laws and statutes of MIETY
Data sharing from the participant applications / Web Portal shall be through Web services
only.
The Dashboard should be security tested from cert-in empanelled agency and load tested
(min concurrent 10000 users) from STQC. The cost of the same should be included in the
financial proposal.
3.6 Intellectual Property Rights
The Intellectual Property Rights of the application will rest with CHI NIHFW. The selected
agency will provide the source code of the application to CHI NIHFW at the time of sign-off
The developed application will be the property of CHI NIHFW, agency shall not sale, lease or
share the source code of the app to any other entity.
CHI NIHFW shall have the copyright to the design and content of the web portal. The entire
application along with all programmes, including those meant for statistical reporting,
graphics and content developed to achieve the desired functionality, will be intellectual
property of CHI NIHFW.
It will be the responsibility of the selected agency, both where the contract comes to a
natural end, and also in case of foreclosure, to:
o Furnish all information demanded by CHI NIHFW regarding the existing framework of
the application
o Handover all the old / latest backup code of the mobile application to CHI NIHFW on a
CD/DVD/Pen drive/Hard disk.

4. PROPOSAL SUBMISSION PROCESS
The agency shall submit the Proposal documents as per the details given below:
Sealed Envelope: This envelope shall contain the original copy of Proposals and shall
clearly provide the contents of the envelope. This envelope shall contain the following
envelopes:
Sealed Envelope A.1.: containing original copy (hard copy only) of Technical
Proposal. The envelope shall clearly provide the contents of the envelope and
shall be super scribed as “Technical Proposal (Hard copy): Original copy.
Sealed Envelope A.2.: containing original copy (hard copy only) of financial
Proposal. The envelope shall clearly provide the contents of the envelope and
shall be super scribed as “Financial Proposal (Hard Copy): Original copy”.
4.1 Submission of Proposals
The empanelled agencies shall duly seal the envelope. The Proposal should be deposited to
the NIHFW Tender box at the following address and should reach by the time and date
mentioned.

4.2 Content of Documents to be submitted
Documents required in Proposal Envelope (Sealed Cover):
1) Technical Proposal as per Annexure 1
2) Financial Proposal as per Annexure 2

4.3 Last Date and Time for Submission of Proposals
Proposals must be received by the CHI, NIHFW at the address specified in the Proposal
Document not later than the specified date and time as specified in the Proposal Document
or as extended by the CHI, NIHFW.
In the event of the specified date of submission of Proposals being declared a holiday for
the CHI, NIHFW the Proposals will be received up to the appointed time on next working
day.
4.4 Late Proposals
Any Proposal received by the CHI, NIHFW after the deadline for submission of Proposals will
be rejected and/or returned unopened to the empanelled agencies, if so desired by him.
4.5 Proposal Opening and Evaluation
The CHI, NIHFW will open the Proposal, in the presence of agency representative who
choose to attend, at the time and date mentioned in Proposal document at the address
mentioned.
NHP reserves the right to award the work to any of the empanelled agencies, based on the
merit of their credentials (Ideas, Creatives, execution plan etc.) and financial quote for a
particular task. The selection of work will be through Quality and Cost-Based Selection
(QCBS) (60 –Technical: 40-Financial quote) on technical/creative presentation and financial
quote for that assigned task. The Evaluation Committee will be the final authority for
selection of work.
4.6 Rejection of Proposal
The Proposal has to be submitted in the form of printed document. The Proposals submitted
by Telex, fax or email shall not be entertained.
Any condition put forth by the agency non-conforming to the Proposal requirements shall
not be entertained at all and such Proposal shall be rejected.
If a Proposal is not responsive and not fulfilling the conditions it will be rejected by NIHFW
and shall not subsequently be accepted even if it is made responsive by the agency by

CHI reserves the right to accept or reject any proposal, and to annul the RFP and reject all proposals
at any time prior to award of contract, without thereby incurring any liability to the affected bidder
or bidders or any obligation to inform the affected bidder or bidders of the grounds for CHI action.

7. MAINTENANCE AND SUPPORT
The vendor should provide first year maintenance for free of charge and continuous
maintenance for further 3 consecutive years with agreeable maintenance coverage and
associated cost.
Sign off from CHI at the end of each quarter is mandatory for the process of payment
The selected agency will also perform the security audit on yearly basis and the cost for the
same will be included in maintenance cost of each year respectively. The selected agency
has to submit security audit from Cert-In empanelled agency on yearly basis.
The contract for maintenance will be awarded on yearly basis subject to the satisfaction of
CHI/ NIHFW based on annual performance reviews of the bidder. If performance is
satisfactory, CI/ NIHFW may extend the contract period on same terms & conditions.
8. PAYMENT SCHEDULE
Following is the payment terms for under this assignment:
The Quoted amount of annual maintenance services will be paid on a quarterly basis
at the end of each quarter.

9. PERFORMANCE BANK GUARANTEE
The successful bidder shall at his own expense deposit with organization, within thirty (30)
working days of the date of notice of award of the contract or prior to signing of the
contract whichever is earlier, an unconditional and irrevocable Performance Bank
Guarantee (PBG) from a Nationalized bank/scheduled bank acceptable to NIHFW, payable
on demand, for the due performance and fulfilment of the contract by the bidder.
• The performance guarantee shall be denominated in the Indian currency of the
Contract and shall be by bank guarantee.
• This Performance Bank Guarantee will be for an amount equivalent to 10% of contract
value (which would be determined at the time of signing contract) which is payable to
the bidder, through this contract. All charges whatsoever such as premium; commission
etc. with respect to the Performance Bank Guarantee shall be borne by the Bidder.
• The performance bank guarantee shall be valid till the end of three months after the
completion of the Successful Bidder contract period (i.e. one year from the date of
signing of the contract). These additional three months are required for facilitating
closure of the project.
• The Performance Bank Guarantee may be discharged/ returned by the organization
upon being satisfied that there has been due performance of the obligations of the
Bidder under the contract. However, no interest shall be payable on the Performance
Bank Guarantee.
• In the event of the bidder being unable to service the contract for whatever reason, the
organization would encash the PBG. Notwithstanding and without prejudice to any
rights whatsoever of the organization under the Contract in the matter, the proceeds of
the PBG shall be payable to the NIHFW as compensation for any loss resulting from the
Bidder’s failure to complete its obligations under the Contract. NIHFW shall notify the
Bidder in writing of the exercise of its right to receive such compensation within 14
days, indicating the contractual obligation(s) for which the Bidder is in default.
• The Client shall also be entitled to make recoveries from the Bidder’s bills, performance
bank guarantee, or from any other amount due to him, the equivalent value of any
payment made to him due to inadvertence, error, collusion, misconstruction or
misstatement.

The above quoted prices will be valid for three years from the issue of work order for
enhancement of work to the same agency, who have received the work order, if
required.
All the fields are to be filled, any field left empty is liable for rejection.
The agencies whose price quoted in the financial bid (Annexure 2) is zero or below
30% of the average value quoted by all the agencies, will not be considered for
deciding the L1 and will be liable for rejection.
No deviations will be accepted from the Annexure 2 – Financial Proposal, by NIHFW.
The above rates shall be fixed and remain valid for the entire contract duration.
All the prices should be inclusive of all taxes and duties which should be clearly
specified.
No price variation shall be allowed during the period of contract.
NIHFW will not make any additional payments apart from the amounts quoted in the
above provided format.
If there is any discrepancy in total price in terms of figure and words, the total price in
words will be considered as final.
