1. Introduction
Space Applications Centre (SAC/ISRO) is currently engaged in the development of various
projects for communication, navigation and remote sensing applications. For development of
these projects, various components are required to undergo 3D printing/ Rapid prototyping
processes.
SAC intends to procure, Direct Metal Laser Sintering Machine which should fulfill all
requirements/specifications given in this document. Direct Metal Laser Sintering is also known
as Selective Laser Sintering, Selective Laser Melting, Direct Metal Laser Melting etc.
The machine should have following specifications
1.1. Direct Metal Laser Sintering Machine for Metals of latest specifications as per RFP to deliver
metal parts directly from CAD models in powders of Al Alloy, Titanium, Stainless steel, etc.
1.2. The process should be able to sinter/ melt metal powders using laser and should be free
from nonmetallic binder
1.3. Machine should have options to run with both reactive (Al Alloy, Titanium etc.) and non-
reactive material (SS, Inconel, Monel etc.).
1.4. Machine should have safety against laser hazard.
1.5. Machine should be able to process
Al. Alloy (AlSi10Mg and other Al Alloy powders)
Titanium Alloy (TiAl6V4 and other Titanium powders)
1.6. For reducing residual stresses, there should be provision for pre heating of build platform
up to 200°C.
1.7. Quality assurance, Powder bed modules and the hardware which are required for metal
sintering is to be provided by the manufacturer for quality assurance of the process and
parts.
Quality assurance module shall provide information on quality related information like
selected building parameters, interruptions and variations from ideal process
conditions, etc.
Power Bed module shall have ability to
o Monitor the placement of powder after every layer
o Analyze individual images of each layer etc.
2. Build Method
2.1. Metallic part building through layered manufacturing directly from tessellated 3D CAD
model file by means of metallic particle melting, sintering or fusion through high power
laser
2.2. Machine should be able to operate in both Argon and nitrogen modes.
3. Build Envelope
Minimum Build volume: 380 mm x 350mm x 350 mm (excluding build platform thickness)
Machine should be able to print single job of size equal to build volume i.e. single job size that
can be printed should be 380mm x 350mm x 350mm.
4. Build Plate
Separate Build plates should be quoted for three different materials, i.e., Al. Alloy, Titanium
Alloy, Stainless steel, Qty. 2each, i.e.2x3=6 build plates as per the size of the machine.

5. Build Parameters
5.1. Free editable parameters should be provided where the layer thickness should be
editable from 20 to 70 microns for all the materials mentioned in para 1.5.
5.2. Build Volume rate
Following should be the build volume rate according to the materials
Material powder Maximum Build Rate cm3/hr.
Al. Alloy (AlSi10Mg and other Al powders) 60 or more Titanium Alloy (TiAl6V4 and other Titanium powder) 50 or more
5.3. Dimensional accuracy of part produced should be ±50microns or better over a length of
100mm and ±100microns or better over a length of 250mm.
5.4. Machine should be capable to build parts having minimum wall thickness/diameter of
0.3mm or less. (Aspect ratio of wall thickness to height should be 1:6)
5.5. Surface roughness as built after cleaning of build part should be in range of 5-10µm
5.6. The machine should be able to work continuously in unattended mode.
5.7. Online power source monitoring and real time inspection of build process
5.8. Scanning speed/Exposure editor speed should be 7m/s or higher
5.9. Re coater should be bi-directional to have higher productivity
5.10. There should be a Nitrogen generator with the machine and provision for supply of Argon
externally.
5.11. As we are going to use this machine for three different metals, 3 sieving module, 3
extraction module and 3 filling modules should be offered. Any other arrangement for
handling powders of three different materials can be offered.
6. Machine Capabilities
6.1. Machine should be capable of running with materials as mentioned in para 1.5 and any
other suitable material for space applications.
6.2. Suitable parameter editor package in order to optimize part results should be provided
for materials mentioned in para 1.5.
6.3. After installation of the machine at SAC, vendor should establish parameters for building
parts from INVAR-36 material at the earliest. INVAR-36 Powder will be provided by SAC.
7. Material Powder:
7.1. Vendor should quote for following powders. Variation in quantity due to packing size will
be acceptable.
AlSi10Mg (800 Kg) (powder should be suitable for preheating with build plate up to
200°C)
Titanium Alloy TiAl6V4 (150 Kg)
7.2. Data Sheet:
Vendor should provide material technical “Data sheet” for the above materials along with the
offer. Name of the powder manufacturer should be mentioned in the offer. All the offered
material should be approved with respective ASTM standards.
The material Data Sheet should contain average grain size, physical and mechanical properties
mentioned in para 7.3, chemical composition, etc. Vendor should provide MIL or equivalent
certificate for the powder and also the batch traceability of the powder supplied.

Minor variation in above parameters will be acceptable. Other than above if vendor is having
any specific technical data which is relevant to space components to be provided with
appropriate standard reference preferably MIL.
8. Ambient Operating Conditions
8.1. Temperature range: 10°C to 30°C
8.2. Relative humidity range: 30% to 80% (non-condensing).
9. Job Handling
A suitable battery operated Fork Lift or conveying system should be offered for handling the
printed part along with the build plate.
10. Vacuum Cleaner
Suitable vacuum cleaner should be offered with the machine for sucking metal powders from
process chamber.
11. Optics System
Machine should have system capable of directing laser beam with the aid of optic, beam
expander, scanner mirror / focusing lens etc. For cooling the laser, a water/gas cooling system
should be provided along with the system.
11.1. Laser source
Laser should meet following specifications:
Single Laser source of 1kW or Twin/Quad Laser source of power greater or equal to 400
W each with stitching capability. If the machine is offered with Twin/Quad laser source,
it should be able to build the single part of 380 mm x 350 mm x 350 mm size without
compromising any material properties in the stitched areas.
Laser power measurement and laser power monitoring system should be included.
11.2. Scanner
The scanner provided in the machine should be able to scan the complete build volume
and should be automatic.
There should be a mechanism/sensor, to correct any scanner drift at regular intervals to
provide positional stability of the laser beam under varying environmental conditions and
thermal load due to long exposure times or for large building jobs.
Min. Exposure area from fixed position should be complete build volume.
11.3. Focusing lens
F-Theta lens or 3D optics or any other advance technology that focuses the beam on a
flat plane and should have a window with provision for dirt cleaning.
Focus diameter less than or equal to 100 µm.

12. Powder Handling System
Machine should have suitable automatic mechanism to recollect the unused powder.
13. Software Provisions
SAC, ISRO already have Magics software with SG+. The quoted DMLS machine should be
compatible with this software.
14. Desktop Computer
It is necessary to prepare CAD data before prototyping. For this data preparation PC is
required. The equipment should satisfy the following specifications. However, the
configuration with better specifications is acceptable.
14.1. Processor:2 * Intel Xeon E5-2690v3 2.6 2133, equivalent or higher processors
14.2. Chipset: Intel C612 chipset, equivalent or better
14.3. Operating System: Genuine Windows 7/8/8.1/10 professional, 64 Bit with multicore
processing capabilities and x64-based processor.
14.4. RAM: 128 GB memory(4x32GB) Load Reduced Registered RAM upgradeable to minimum 256GB with minimum 8 slot; all slots should be on motherboard itself.

The hardware vendor should supply an automatic system performance tuning and monitoring software on Windows.
A complete Offline Diagnostics and Asset Discovery software suite should be supplied along with the system.
14.16. Warranty: 2years’ onsite parts and labor warranty for system and monitor

Micro peening system suitable for largest job that can be built on the offered machine should
be offered.
16. Requisite Accessories
Following accessories should be offered along with the machine.
16.1. Cleaning kits for optics and other sub systems
16.2. Chiller unit for laser source

Above list is indicative only. Any accessories other than above which are required for smooth
running of DMLS machine or post processing of jobs for the period of two years should also
be quoted. If any of the above accessories are not required for the smooth functioning of the
system, may be omitted and if other additional accessories are required may be mentioned.
17. Power Supply
Machine and other auxiliary equipment should work on 3-phase AC power supply of 415 V, 50
Hz or Single phase AC power of 230 V, 50 Hz. If machine offered does not work on 415 V / 230
V, bidder shall supply required step up/step down transformer along with the machine free of
cost as a part of machine.
18. Safety Features
For safe operations of the machine, the following safety features should be at least provided
in the system
18.1. Door locking security
18.2. Safety against laser beam exposure
18.3. There should be mechanism to ensure that, powder should not overflow when we pour
metal powder in powder dispenser.
18.4. Non-contact powder handling.
18.5. Automatic O2 monitoring inside the process chamber. This is required while processing
reactive materials so as to interrupt the building process when O2 level exceeds the
defined level.
Any other safety features which vendor thinks will be required for smooth running of DMLS
machine may be listed
19. Pre-dispatch Inspection / Clearance
SAC engineers shall visit manufacturer plant for pre-dispatch inspection. Following activities
should be carried out during pre-dispatch inspection.
19.1. Demonstration and certification of all the specifications mentioned in the offer.
Fabrication of following in presence of SAC engineers from AlSi10Mg (powder should
be suitable for preheating with build plate up to 200°C)

19.2.
Tensile test specimens (15 Nos.) in different orientation as per DIN 50125 Type A. If
vendor offers a twin/quad laser machine, the stitching zone should be in the middle
of gauge length of the tensile test specimen, so as to ensure the stitching capability
without any change in properties of material in the stitching zone.
Density cubes (9 Nos.).
Demo job as per drawing No. “ISRO-SAC-DMLS-Feed-01”, Annexure-II
19.3. Measurement of tensile strength, yield strength, modulus of elasticity, percentage
elongation at break, and density. The values of these properties should be in
conformance with the material “Data Sheet”.
19.4. Measurement of roughness on density cubes.
19.5. Measurement of dimensional accuracy and surface roughness on Demo job as per
drawing No. “ISRO-SAC-DMLS-Feed-01”, Annexure-II
19.6. Furnish “Data Sheet” of materials used for building the items mentioned in para 19.2.
20. Delivery, Installation, Commissioning and Operationalization
20.1. Delivery time of the machine should be maximum 9 months after placement of Purchase
order.
20.2. Vendor should specify overall dimensions of the machine offered and show schematically
how much area is required to install a machine in all three dimensions with the essential
accessories.
20.3. Clear documentation on the site requirements and site needs should be provided by the
manufacturer.
20.4. Vendor has to carry out Installation and commissioning of the machine at SAC.
20.5. After installation and commissioning of the machine at SAC, tests mentioned in pre-
dispatch inspection under para 19 should be repeated.
21. Documentation
The following detailed documentation in English (2 hard copies each) is to be supplied along
with the system.
21.1. Operation Manual
21.2. Software Instruction Manual
21.3. Material Handling equipment manual
21.4. Maintenance, troubleshooting, including electrical diagram & mechanical drawings and
safety manuals
21.5. Training Manual
21.6. Installation and commissioning Manual
21.7. Manual for handling of accessories.
For the installation and commissioning of the machine documents need to be sent by Airmail
/ speed mail, quite in advance for our study and readiness for installation and commissioning.
22. Warranty
The complete machine and all other standard / optional accessories / attachments must be
warranted for free repairs and replacements for a period of 24 months from the date of
installation and commissioning. During this period, if any part is found defective, the same
shall be repaired / replaced by the manufacturer free of cost. All the services required for
maintenance of the machine should be provided free of cost during the warranty period.
23. Annual Maintenance Contract
The vendor should quote for comprehensive maintenance contract for the period of three
years after completion of warranty period. Vendor should give separate quotation for each

year. Comprehensive maintenance contract should include cost of services as well as spares.
Vendor should also give schedule of preventive maintenance in their offer. During the period
of contract vendor should respond to breakdown within 72 hours of reporting. Vendor should
also mention payment schedule for AMC along with their offer. SAC will decide to take AMC
or not at its discretion. Decision will be based on the reasonability of price offered.
24. Post delivery Service and Installation Details
Manufacturer will give undertaking on their letter head that they will supply all required
spares and service the equipment for at least 10 years after installation of the machine.
Manufacturer should have sufficient factory trained service engineers in India to attend
any problem within 72 hours. The details of these service engineers should be provided
along with the offer.
OEM or its representative should have office in INDIA.
Manufacturer should have sold at least three DMLS machines in India and should be in
operation at present. The vendor shall give the details of the working systems that are
supplied by them in organizations as per the following table

25. Training
Training should be provided at SAC at the time of installation and acceptance test. There
should not be any restriction on number of persons to be trained. However, training shall be
restricted to one batch of few persons. All the training instructions have to be in English only.
Duration of training should be adequate for SAC operator to understand and operate machine
independently.
25.1. Basic training**: The manufacturer should provide basic training on the machine. Basic
training shall include
Basic principles of the technology
Introduction to various parts of machine
Machine operation
Handling the accessories
Process depiction and control
Data preparation
Part preparation
Finishing the parts
Troubleshooting for Machine- electrical, electronic and mechanical etc.
25.2. Advanced training**: 3 months after the basic training the manufacturer should provide
5 days or more of advanced training.
The training program should cover all the operational aspects of machine and
software.
Training should cover topics related to laser power measurement, routine system
maintenance and material changing procedures etc.

Training should also cover topics related to parameter editing and generating
optimum parameters for material specified in para 1.5.

26. On-site Technical Support
After installation, commissioning and basic training of the machine vendor has to depute one
or two persons for on-line technical support for the period of one year. Deputed persons
should be stationed at SAC, Ahmedabad during the working hours and should be competent
to do following
Determine suitability of components of DMLS
Suggest designs modifications to make the part suitable for DMLS
Establishing parameters for materials specified in para 1.5
Deciding orientation of job and supports for building the job successfully using magics
software
Guide in handling of the metal powders
Post processing of job which include Heat treatment, shot peening, etc.
Guide technicians in operating the machine
Transferring know how related to above points to SAC staff
Payment for Technical support will be made at the end of each month based on
certification by divisional head about satisfactory services.
This should be quoted separately under distinct head.
27. Spares
The Vendor should quote under a distinct head, all the standard spares for two years of operation post warranty period. Vendor should provide List of spares stocked in India.
28. General Instructions
28.1. Only those Bidders, who are confident of getting export permission to supply the machine
to SAC/ISRO, should quote.
28.2. Un-priced commercial bid should be attached with the technical bid.
28.3. All the literature is required to be in English Language.
28.4. Bidder should offer detailed technical catalogue of the machine and write up for
highlighting special features, specific applications, attachments etc.
29. Terms and Conditions
29.1. The Bidder should recommend and offer all the accessories and attachments which are
essential for smooth functioning and accurate and reliable performance of the machine.
Make, model and detailed technical specifications along with photocopy of catalogue for
each and every accessory should be attached in the offer. Offer for each and every item
should be given separately.
29.2. Bidder should offer essential spare parts (Mechanical / Electrical / Electronics) for
trouble free operations and maintenance for at least 2 years and quote for each item
separately. Name of all the spares must be in the English language only. Little description
about location and use of the spare should also be given.
29.3. In addition, the Bidder should also offer specifically the essential control cards, electronic
components; filters, etc., in view of long term requirements.
29.4. Bidder should fill up details against each of the requirements of the compliance
statement (Annexure-I) sent along with this tender document. Silence on any point shall

be treated as non-compliance. Simple compliance without details, lack of information
or information without proper explanation shall also be treated as non-compliance.
Hence, in order to strengthen the merit of offer, please provide detailed explanation
about how bidder intends to comply with each and every specification of this tender.
This is an essential part of the offer. Offer without detailed compliance report shall be
treated as incomplete and liable for rejection without assigning any reason thereof.
29.5. Bidder should give competitive bid with the minimum delivery period from the date of
letter of intent or placement of purchase order (PO) by SAC, whichever is earlier and
should be adhered to.
29.6. The Bidder, if necessary, should recommend and detail out in their offer, any specific
requirement like compressed air requirement, foundation of machine, controlled
environmental conditions etc. for the specific performance of the machine.
29.7. It will be the sole responsibility of Bidder to carry out electrical connections from main switch to stabilizer and stabilizer to machine. Necessary cables and tools should be brought by Bidder.
29.8. The machine quoted should be of OEM make from reputed companies/brand and the
tender should clearly indicate the brand, make and model details. In case of authorized
dealers/Indian representatives, they should furnish the valid authorization certificate
from their principals.
29.9. Bidder will also confirm / commit in their offer for the following.
The Bidder should furnish detailed information regarding number of crates required for
dispatching the machine along with size and weight of each crate in the offer itself.
Electric circuit diagram of the machine should be supplied with the machine in English
language.
Drawings of the important mechanical assemblies should be supplied for the
maintenance purpose.
Machine should be brand new and OEM authorized. Refurbished machine is not
allowed.
30. Technical and Commercial Bid
Bids should be sent against this RFP in two parts and it has to be done according to SAC e-
tendering
Part 1 should consist of “Technical + unpriced commercial bid”.
Part 2 should consist “Commercial bid with prices”.
Both part should be quote by uploading the data through internet on E-procurement
Portal; https://eprocure.isro.gov.in for Electronic Government Procurement System
(EGPS)
30.1. Instruction for Technical Bid (Part 1)
Bidders shall submit technical bid with following details
Quote will become invalid if prices are included in the technical bid.
It should be clearly understood by bidder that there should not be any information related to prices for Machine/ any component/ Auxiliaries/ Accessories/ Attachments/ Recommended Spares/ Optional accessories / Optional items / attachments/ AMC/ extended guarantee/warranty/ any other charges/any type of discounts etc. in Technical Bid (Part-I).

The bidder is advised to give Page numbers to all papers / Brochures provided in the offer. This is to ensure all the papers are in place.
